your doctor about tremfya today. ♪ >> remember, we were just watching for you, monitoring of white house press briefing. we know that the national security advisor has mentioned the los angeles wildfires in the pickup of heavy winds, dangerous winds that are going be happening. the palisades fire is now at 14% containment. it was a zero for so long. fire crews are continuing to battle flames. they are hoping that the explosion of fresh growth fire growth from these wins coming in tomorrow through wednesday won't exacerbate the problem. we are watching all of it for you 2:00 p.m. eastern, president biden speaking at the state department. keep it on fox. and now "america reports" in 3... 2... john roberts loves the countdown.

>> palm trees lit up. it looked like something out of a movie. you go where do we go from here? what kind of shelter are we going to have? >> we are under tremendous stress. we feel people that i see around you are getting very angry that don't even get the courtesy of getting communication. >> children are sleeping at their offices because they have no place for their kid to sleep. they are sleeping at their businesses on the floor on concrete. >> how can you recognize anything? >> the material stuff was gone. now all we have is the memories we created in these places. the memories created in the community. i grew up there. that is my childhood community. >> sandra: the lives of millions with tens of thousands still under evaluation orders. there's new concern that an impending change in weather conditions could make matters worse for those firefighters who are out there trying to put up these claims. hello and welcome everyone.

i am sandra smith in new york. i can hardly imagine what all of these people have been and continue to go through, john. >> john: nor can i make, winds later on today. i'm john roberts and washington. this is "america reports." the national weather service issuing red flag warnings were severe fire conditions all the way through wednesday with wind gusts reaching as much as 70 miles per hour in some areas. l.a. fire officials warning earlier today those high winds coupled with low humility in dry conditions will keep the fire threat in l.a. at a "critical level." >> sandra: they could further complicate efforts to get the fires under control. at least 24 people have died and dozens more are still missing. >> john: we kick off our coverage for you this afternoon on "america reports" with griff jenkins who has live in malibu admitted that his devastation. >> good afternoon, john. someone who has spent a lot of time in california, you full well know what the national

weather service putting out a particularly dangerous situation. that is the alert. it is the highest alert that the agency can issue for those wind conditions, the low humidity. the same alert that people got last week before this fire. that devastated files of the pacific coast highway here along malibu. you can see them burned out cars and what was dream homes now reduced to rubble and now i'm concerned, you can look over here at these various embers continuing to burn a week later with the wind starting to pick up. you can see texture on the water. it is not obviously not but they're expecting tuesday into wednesday which is honestly concerning. we talked to the l.a. fire department captain eric scott about these conditions and how dangerous it is in places in the northeast a few miles from us over in mandeville canyon where we've got brushfires and firefighters are trying to tamp down lest it should get into

densely populated areas. but he said about these embers and what they can do. listen. >> it is still active. it is so dry because of these winds that the brush or fuel if an ember and lands on it as a 65% of ignition. we are chasing fires. we are getting punched and hit and punched and hit. it is challenging for firefighters. >> with 70-mile-an-hour winds, one of those embers could travel up to 2 miles. meanwhile, let me just show you some pictures of an individual that was arrested here yesterday in malibu, the l.a. county sheriff saw firemen sitting down that he was in distress. it turns out that he was in handcuffs. he was arrested. it's not clear that he was actually booting. he was in this fire impacted security area. a press conference telling us that they are getting more more looters. one last shot if you look on the hills north across the highway,

the black burn scars where the palisades fire came across the hill and burned everything in its path to the pacific ocean, that is troubling. you understand because the vegetation now gone and create conditions if they ever get that much needed rain ever they could see mudslides here. the reason why that is dangerous is because this highway has a constant flow of emergency vehicles, utility trucks, trying to remove debris get fire engines here and people to look at stuff like this where there are problems even just a pollution that a situation like this creates. john, we will send it back to you. >> i can't believe there are people looting amid all this devastation then tragedy. parasites. griff jenkins for us in malibu. >> sandra: api oh four the l.a. county department. thank you so much for being here. please do provide us your update at the top of this hour here. >> we have 14% containment on the palisades fire. crews out there continuing to

put all the hot spots out and continue to grow in the interior perimeter of the fire and making sure there is nothing odd or anything smoldering that could potentially flare up again with the upcoming winds. >> sandra: how would you describe the efforts right now as we know so many of these firefighters have reached a level of exhaustion, how are they doing? >> we continue to get some port and our numbers continue to increase. we have approximately 4,700 people on these fires right now. we continue to work day in and day out, making sure there perimeter increases and continue to increase given the situation and the amount of drought and the dry combustibles in the perimeter of the fire. >> sandra: that is an incredibly immense effort to manage that many people for such an enormous situation and obviously, we are watching by the hour. i want to put up this weather

remote of the map of the wind gusts and the forecasts. as we know, this is what you and your crews have to monitor every hour of every day. those wins could pick back up. what does that mean for your efforts? >> well, we are doing everything we can. we are expecting those winds. we have crews working in during the calm weeks that we had what we experience the last couple of days and able to make a lot of progress in those areas, those remote areas that we had air attack, you know, when the winds shift moving towards the east. we are hoping that all that work and effort putting that black line into the perimeter of the fire in the interior, 30500 feet in an interior is going to give us enough buffer to make sure that those embers did not reignite. >> sandra: that is always a

risk. that is why the l.a. fire chief is asking everyone to remain vigilant on your toes. things could change at any moment. this was the l.a. county fire chief in the news conference at the top of the 11:00 a.m. eastern hour at about two hours ago. listen. >> i think that we are very well prepared for the next event. that is never going to be -- we are never sure that we are going to be able to catch the next fire and keep it small. they said 70-mile-an-hour winds. it's going to be very difficult to contain that fire. that is why we ask all residents in the area to be prepared to evacuate. >> sandra: can you please expand on that for us and of the residents that perhaps have not had to evacuate yet what the message might be to them? >> you know, just to echo out the fire chief said, if you live in those areas close to any brush or mountainous areas, it

is important for you to gather your belongings. make sure that anything important is ready to go in a bag or even in your car. those 70-mile-an-hour winds are going to create a really fast-moving fire. it is really challenging to control anything like that. the best thing to do is to get out of its way. like i said, we are hoping that all the work that we have done especially in that footprint of the fire, we are not going to see any flareups again. we still have a lot of area that hasn't been touched by fire for a very long time. we want all of those people to be ready to go just in case we get a fire in that area. >> sandra: it takes your breath away. malibu, car after car, just complete destruction along the coastlines, they are. our heart breaks for these communities that have so much work to do. thank you very much for your update. thank you, sir.

>> thank you for having me. >> sandra: john, that live shot there in malibu, we were talking about this last week. you think about how intense these fires were when they rolled through. leaving just basically nothing in their path. >> john: you know, i have been through that area in malibu, california, a number of times. it is literally wall to wall to wall to wall ones and properties. you can even see the ocean from their you are driving on the pacific coast highway because the houses are stacked so close to the other. with one exception that i have seen, they are all gone. i wonder what the construction difference was in the white house that is still standing. a lot of houses are made of w wood. the exterior or the roof catches fire, and it is just gone. gavin newsom every time he is interviewed he seems to pass the buck talking about that as a local issue. he was talking about the reservoir. 117 million gallons worth of water just about pacific palisades that could have been employed in fighting this fire had it not have been out of commission because they were repairing the cover for it.

he was quick to say, that is a county reservoir or that is a city reservoir. it is not a state reservoir. he was asked on "meet the press" if the buck stopped with him. >> you say what two people who insist that these into vacations are asked to help. >> how can it be when we are doing an independent investigation? we just want educated occasion of the fact. it's about answering the question you and everybody wants answered. >> does the buck stopped with you? >> the governor of california, might as well be the mayor of california. we are all in this together. >> john: we are all in this together but there's a lot of finger-pointing. he did invite president-elect trump to come out to california and see for himself what is going on out there after trump again was very critical of fire prevention efforts in the state of california. it's my understanding that it's being taken under serious consideration of it is going to happen. it likely wouldn't happen until after monday's inauguration.

it would be interesting to see other two of them together as they were back in 2019 after the massive paradise fire that destroyed the town. >> sandra: that moment the residence, the mother ran up to him and was asking him about being prepared for something like this in the future. he says we have to be. there wasn't a promise that they would be and not in ownership of what was happening and really taking this by the reins when he spoke to her. that moment, that exchange will live on. my daughter goes to that school right there. burnt to the ground. why was there no water stream like there's a lot of very emotional moments with the governor and have highlighted what many see as a highly inadequate response to this. >> john: so many people's lives have been upended. and they are starting all over again. god bless them. >> stands one thing. one thing. we all learned with him in combat.

you only take the children, our children, american children to war if you have to. if you absolutely have to is the only time you go to war. when you get there, you fight to win. pete will be fighting to win. >> john: veteran showing their support for pete hegseth. more than a dozen hearings are scheduled at the republican led senate seats to get president-elect drums administration in place quickly five and west palm beach for us. what are you hearing from the speech in team about pending confirmations? >> we are going to keep a close eye on what is going on in her confirmation hearings. they are fired up to see what is going to happen with pete hegseth. america will be watching. several president-elect donald yahoo very closely his team telling me that they think their clicks are going to do very well. that is why they wanted them to be confirmed in the first place.

whether or not the judge will release the second part of smith's report on the classified documents case. we will be watching that. >> we are still trying to digest the trauma and trying to deal with insurance and assistance. this is just devastating. we are still lost. i haven't been able to sleep. this is where i have done everything. it is gone. it is taken from us. >> john: it is so terrible that is repeated so many times across that area, the devastating wildfires in california made worse by an insurance fire in the golden state. several home insurers have cut back policies for california residents are pulled out of the state entirely forcing some families to rely on government assistance or other savings as they rebuild their homes. that's bring in richard gaylor,

los angeles fire insurance expert. let's look at state farm insurance. this is one of many insurers in california. this is the number of policies that it is canceled. 30,000 home policies, 42,000 apartment policies and over 1600 policies on homes at pacific palisades alone that were not renewed. this is reaching a crisis, particularly now that all of those homes are likely most of them have burnt down. >> yeah, it has definitely been a crisis that has been coming on since about 2017. i am an insurance recovery of all year. i only represent policyholders doing battle against insurance companies. trust me. i have no love for insurance companies. california's regulatory system in the department of insurance as really hampered insurance companies. instead of allowing the free market to control what happens,

they instituted some regulations and refused rate adjustments and got us to the point where seven of the top 12 homeowners insurance companies have either stopped writing new policies, nonrenewed everybody they had. it is a crisis, john. >> john: one homeowner that i read about, his policy went from $4,000 a year to $18,000 a year. he couldn't afford that. he applied for the insurers of last resort with the government of lavonia. they wanted him to cut down ten trees around his house as a fire break. he couldn't afford to do that either. he went with out home insurance. he rolled the dice and lost his all in these fires. now, it is up to him to pay for the rebuilding. i'm sure that situation has been repeated many times in those neighborhoods. >> i have no doubt that it is a continuing issue.

one of the things you mentioned the plan in california is a definite last resort. one of the things that they do not ensure is the additional living expenses. if your home is destroyed if not you have to find someplace to live. if you have a regular homeowners policy, they can cover up to 24 months of what is called a le. under the plan even if that homeowner had the fair plan, they would not have been able to get coverage for the additional living expenses which puts them in a weird spot. you've got to pay all this extra money to find a new place to live and keep paying on your mortgage if you have one. that crisis financially for some of these people is devastating. even if they have enough equity in the land to be able to rebuild, it's going to be a year or two process. instead of one or two homes in area needed to be rebuild, you could be looking at thousands of homes and supply chain issues

and labor shortages and lumber shortages. double, triple the cost to replace your home. >> john: as an example of how much the insurance companies are in for our people are in for if they don't have insurance, the hulk of the car burned out there, remnants of a g class mercedes that is $150,000 car. the insurance commissioner in california said that he is going to try to give homeowners some relief. he said "i am using my moratorium powers to prevent insurance companies from canceling or nonrenewing policies and wildfires in affected areas so people don't face the added stress of buying new insurance during this horrific event. i'm looking on all fronts to make sure wildfire victims get the benefits they are ti entitld to. this quote can he back that up with teeth? >> that statement is a little disingenuous. in california, you can't just simply cancel an insurance policy.

you can nonrenewed. i think vice president harris made that comment over the weekend and the insurance industry jumped on her for saying canceling policies. it is against the law in california for an insurance company to cancel a policy mid policy unless you fail to make your premium payments. it is interesting. i also read insurance commissioner wants to backdate that due october some time. i'm not even sure that is legal in terms of ex post facto adjustments. it is a little interesting statement from him. >> john: there is a lot of criticism that officials in california in the county in the city were not prepared for something like this. they are trying to do everything they can post back to to try to help folks out. i appreciate your time. thanks for joining us very much. >> thanks for having me on, john. i appreciate it. >> john: fox corporation has made a one million-dollar

do this job, i think it is in our best inference to have everything put out on the table. >> he said he was ready to meet with anybody. we know his confirmation hearing starts tomorrow. what is your preview of that? >> first and foremost, there are words we use all the time and politics. balance of power, checks and balances. that is exactly the purpose of these hearings. this is fundamental to our democracy and our constitution. this is our people chance through the senate to nail every nominee. it doesn't matter what party you are with hard questions. the ones who are able to answer the hard questions are going to get through. the ones who cannot, we all need to say why couldn't answer that question? i have total faith that pete hegseth, kash patel, they are going to be able to answer the hard questions. i want to see those hard questions put to them. i want to see pete hegseth asked about drinking and how he could

possibly manage the pentagon when he is never been anywhere at the high levels of managing anything before. i do believe he has answers to those. those are the appropriate questions you need to ask them to make sure that these guys are the best people to run these agencies. >> sandra: we will be watching that for sure. meanwhile, we absolutely know that this speech is about to happen. president biden, and he will be judged on his time in office and especially his leadership when it comes to foreign policy. jake sullivan just spoke moments ago and had this to say about that. >> we have had a lot thrown at us. as we pass the baton to our successor, the president will report with confidence that america is winning the contest for the future. basically, it boils down to a series of simple questions. are our alliances stronger? yes, are our adversaries weaker and under pressure even as they align more closely? yes, i think it will judge that

we are leaving things to trump in terms of america's core strengths better than we found them. >> sandra: this as we continue to watch live it for that speech to begin. your thoughts on where he will go with this and really what his legacy will be. >> this is absolute delusional. just like we saw joe biden and the other day say that kamala harris could be donald trump. well, she didn't. now they are saying this about the foreign policy. joe biden's foreign policy has been the foreign policy of quagmire and failure. in ukraine when he had a chance to do aggressive proactive and for ukraine to stand up to pu putin, he gently down leg. he delayed delivery everything that ukraine wanted. we do have a quagmire on the ground. if israel had listened to joe biden, there would have been a quagmire in gaza. they never would have gone into law file. they would've fought the war with the hands behind her back.
