collecting user data or sending that data to china to train the algorithm. they say they know that you're scooping up data and that's a legit concern. one judge wrote because the record shows because the people's republic of china or the prc can require tiktok's parent company to cooperate with its efforts to obtain personal data, there is little to start -- stop that information from getting in the hands of a designated -- the government had argued, they are not only collecting tiktok user information but contacts as well." ten even private messages and what happens if they store those ten to 15 years down the road, they may want to use that as blackmail against an american who is no longer a teenager. charles.

the court. would also in the letter, they define exactly what they want and what they don't want is any of the chinese algorithm and the new tiktok. this puts the court in a rather interesting situation because we have spent years and a lot of capital in building. [inaudible] that's ready to fill in the hole where we have an american algorithm that's ready to be transparent and scrutinized by regulators here. so it abides by the order and this new ruling, this new letter from the supreme court. what we need now is -- or trump at 12 '05 on the 20th to keep it lit up. nobody wants to see this go dark, i know nobody does. >> charles: let's just say it does go dark, that does not stop negotiations though. >> no. , not at all.

latest on this. >> reporter: hello, charles, with the house putting forward their own plan with a two track plan. two separate reconciliation bill and what it does is push the tax cut into the second bill to be taken up at a later time. let's walk through their proposal here, the first feel they want to put forward includes about $100 billion for border security, 200 billion in defence over the course of four years. it would also raise the debt ceiling limit by two years of $4 trillion. that's the key here, that's the one that includes trump tax cuts and be taken up at a later date. how will you pay for all of this while they are saying that they will repeal bidon policies like the ev tax credit, funding for the irs and student loan forgiveness plans. but here is why they think it makes more sense for this to be split up into two. listen to this. >> i think the strength in the two bill plan is it allows us to

one big beautiful bill. speaker johnson is moving forward with one big beautiful bill. they -- we need to finish and deliver on the priorities that president trump campaigned on for the market people. 77 million people voted for what he campaigned on and that was making permanent tax cuts from 2017, securing the border, providing energy dominance. these are things that he all wants and guess what, we can get this done. what i am concerned with, charles, is the last time that there have been two reconciliation bills passed in the united states of america was in 1986. and we currently have the smallest majority ever in the history of the nation, why do we think we can defy all odds on this one is beyond me. will let's not play at russia -- russian roulette, let's get it done in one view beautiful bill.

>> charles: i've spoken to many of your colleagues over the year, all good people. what is the exciting -- is there is a concern that one big beautiful bill involves a lot more horsetrading and probably pushes back on the overall agenda of making d.c. smaller? >> you would have to ask the individuals that are pushing for this too. i don't get that logic, i don't know why they want to do this. this is what president trump wants which is one big beautiful bill, we need to deliver all these. we can deliver on the tax cuts right now. i have been working on this and the way we have been working on this for over two years preparing for this moment. it's not that there's not a lot of things that have to be decided, it's very simple. president trump says he wants permanency of his expiring provisions at the end of this year, he wants no tax on tips, relief for seniors, overtime pay. he campaigned on it, we know what he once. we can deliver on that.

mike turner did response to his removal by saying in part that." under my leadership, we restored the committee to its core focus of national security to threats from our -- and requires serious liberation." it seems like there was a shot towards you and that. >> i don't think so, i think mike and i are friends and have been for a long time. we have known each other for eight years and that's not the interpellation that i read at all. >> charles: so you agree with the factor there, let's start with what's happening at the border which is a big deal. president trump ran on the border twice. -- we were on the path to a call pushing in the first term. >> i think that's really important and it's a parting mission for the president and this congress, and house representative. and with the unified congress and president trumping in the

white house, i think we have a real opportunity to achieve that goal. >> charles: on one hand you have said -- 700 million american users who are demanding it. on the other hand, china is getting all of our personal information that they can use against us. >> yeah,, that's a real challenge because we certainly are sensitive to those folks who have really derived a lot of their livelihood and -- on the other hand this is a platform that the chinese are using essentially as a high level tradecraft type of engagement where they are engaging with election interference and disinformation and collection of personal data, and all of those things that make it a problem, make it a threat to the american people. i do think that if this comes under american ownership and falls into the protocols of u.s. algorithm. but will we cannot allow is to

have this kind of platform under our noses. >> charles: the challenge of intelligence and a period of the industrial revolution. we are talking about tiktok and the amazing ability to take -- but that's not the only place. i mean the challenges particularly now an age of technology is just -- they will keep you on your toes. >> no question about it and we have to be really, really diligent about being proactive. we are really good at cyber but we are always in a defensive posture. when we have nation-states that are threatening us through cyberattacks like china routinely does and we have nonstate actors that are conducting cyber operations.

i think at some point in time we have to recognize the ability to take a more proactive stance and know that they can get away with it. >> charles: these breaches have been embarrassing and it's always -- they were in the system, they were in the system. how can we be proactive against this because the excuse is always that the criminals are always one step ahead. >> and they are one step ahead and we need to position ourselves so that we are three steps ahead. that is one thing we will try to do is make sure we are providing the resources and the oversight necessary to achieve that goal. this cyber situation, the threat that is present -- has been presented to blocks of information and data. that is a real threat and will be a challenge, we have soft

targets right now and we really need to harden them. >> charles: before and let you go, there was criticism about making this committee more in the image of president trump. even dan crawford expressed frustration out of that. isn't that what the american public voted for though? >> luck here's the thing, i have been appointed to led this committee. he is working hand in glove with the president and i don't think there should be any surprise when we align with the president's worldview as it applies to overseeing meaning intelligence community. you know his world has been affected tremendously by what happened to him going back as far as 2016 and everything that happened as a result. should not be any surprise that we will be diligent on oversight >> charles: i know anybody named crawford is tough. good luck with the new job and congratulations. >> appreciated. >> charles: turning to israel now, what is next.

mike is on the ground with the latest. mike. >> reporter: charles, the full cabinet has a cease-fire agreement waiting on their approval. they have been at it for six hours and not necessarily because there is a debate, what we are being told is that each of the nesters had an opportunity to speak about the cease-fire agreement. this is a historic moment for israel and each of them has something to say. we had to spite this will go at some point -- go through at some point. it begins with a 42 date cease-fire in which the guns go quiet. also on the first day, three or four israeli hostages are expected to be released from gaza captivity, from hamas captain day. they are all woman on the first day. ultimately over 42 days we will see over 33 hostages released, females, man, soldiers and

children. and extend about 1000 palestinians will be released from israeli jails and 50 pounds dance for every one israeli soldier. also as a part of the first phase of the cease-fire agreement, eight trucks will start rolling in at the rate of about 600 per day. when you get into the second phase of the cease-fire agreement, it's another 42 days in which the guns are supposed to be quiet and also involves the exchange of men, even soldiers who were being held by hamas in the gaza strip. phase three ultimately start talking about the reconstruction of gaza so it's a very complicated process. a couple of nuggets we have just learned about. a spokesman for the benjamin netanyahu government has says they have been promised that weapons were held up by the bidon administration will be freed and given to the israeli government that is relevant to the cease-fire agreement because if the cease-fire falls apart,
