[inaudible conversations] bill: okay. so the first move can -- stand by. the first move in the first phase of the hostage deal has taken place. there are many moving parts on this. and as the president said, on the 16th day of the first phase of the deal, negotiations for

the second phase will get under way. it's complicated. but three israeli women have been returned home as of now. we await for a lot more to come. please stay tuned to the fox news channel and this fox station for continuing coverage on this ongoing story with dana perino, i'm bill hemmer live here in washington d.c. bill: our coverage continues now on cable, general jack keane joins us -- dana: general, thank you so much. president biden on his, in the last few hours of his presidency makes this announcement saying that we can be glad of the fact that we have some hostages home and that the deal, at least right now, is holding. >> yeah. and the reality is this deal would not have happened without president trump and witkoff. and the reason why i know that, in talking to my israeli sources they said, general, witkoff came in here and really laid law down here, and he suggested some

things that would help do that. and the reason he said they were so instrumental is because netanyahu that made some concession has that he didn't want the make. and that helped put the deal over. and hamas made some concessions they didn't want make, and we finally got a deal. but as bill just said, in front of us is phase two. and, remember, hamas took these hostages for one reason and one reason only, the guarantee their survival and use it as leverage to get the israelis out of gaza. they will go down to the wire holding on to that that reality, and that's what makes phase two so challenging. those two things are tensions that come together. israel wants to continue to destroy hamas, wants to stay in gaza. hamas wants israel out of there. bill: remarkable stuff. four days ago a you're at mar-a-lago with the incoming president. i don't know if it was china, russia, iran or north korea or radical islam, but where was his focus on thursday? >> well, he's very much aware of

the major geopolitical, strategic change that that has taken place in the world since he was president. and it was just everything that you just mentioned. finish it's the nexus of those four countries, china, russia, iran, north korea, coming together and collaborating, taking advantage of what they perceived in these four years to be american political leadership weakness, a lack of will to continue -- confront them. they thought they could get away with it. it's not an isolated event. president xi has stepped up his game with intimidation and aggression in the pacific. all three of those things are happening because the united states no longer has the deterrence it used to have. that means political will and your adversaries believe that a you're willing to confront 'em. rhetoric, cheap. your adversaries have got to believe that in your head they're coming for you. and that has not been the the case during these four years, and that's why we've seen this

aggression and the success that they've had at the expense of of the united states. the second thing is you've got to have the capability and, certainly, believe that a we're to going to use it. they know full well, marley china, that our military capability has eroded. we're not the same military we used to be. nobody in the administration is going to admit that, but you put the facts on the table, it is. so we've got to restore deterrence is the word we use here, and i think it's already beginning, and the president hasn't taken office yet. it's quite remarkable. dana: part of that is technology, right? and in terms of artificial intelligence. it feels like every day i read another headline about how china is ahead of us on defense technology. can we catch up? >> yeah. i am so glad you brought that up. i mean, china has outpaced us militarily. you go -- you name the platform, they've got many more of them, and they've caught up to us in quality in most of them except for submarines. but look, they have state-run

capitalism which means the government controls everything. they control -- the -- [inaudible] we have a democratic-driven capitalism in our country. we can outthink these guys, we can outwit them, we can outinnovate them, dana. we've got to harness this commercial sector. the non-defense commercial sector. that capability is there. we've got to get it into our defense sector, break down the rules, the regulations, all the things that stop that from happening. and, mopefully, we can get that -- hopefully, we can get that that done in short order. it's not enough to just give the defense department more money. today need it, but with we need to use that money considerably more wiser than what we've been doing. bill: remarkable images coming out of israel right now. the meeting point for these three israeli women. what a moment and, hopefully, many more moments like this in the days and weeks to come out of israel. a moment ago you said part of it is already beginning. define which part is already

beginning. >> political will. it's not an accident that these wars didn't start when president trump was in power. they knew because of the evidence of his four years that he's willing the confront them. and the evidence was cheer. pilot -- was clear. putin wasn't coming across that border because he knew he was going to get confronted. that, i think all four nations that are this nexus that's come together are all reassessing their own objectives and goals that they had established and much of which they have had some success with over the last four years since the election. and i'm not pollyanna-ish about this political thing, i'm pollyanna-ish about the fact that we're going to restore american deterrence and american capability, and we're coming into a presidency with a president who understands what the threat is and is willing to

confront that threat. and, remember, what we are talking about here so our viewers don't misunderstand, we're not talking about going to war, we're talking about preventing war. preventing war by making certain that people understand we're not even going to let 'em get away with the little things that go into much bigger things and before you know it you're on the cusp of a war. that there is political will there, willingness to con front them. not just -- confront them. not just militarily, but confront them economically. confront them with better technology. take advantage of what america truly stands for and harness all of that capability. you put it all together economically, diplomatically, technologically and militarily, nobody can stand up to us. nobody -- bill: general, thank you so much. it's great to have you with us today and thank you for passing the word that you, the news that you broke here. and earlier today the president said he wants to go to china in his first year. that would be remarkable too. thank you, sir, very much.

dana: great to have you. thank you so much. let's get back to tel aviv. trey yingst is there. what is the latest there, trey? >> reporter: yeah, dana, good morning. r romi, emily and doro rn are now back in israeli territory, they were transferred from the red cross to to the idf, and they are at that reception point along the border. it has just been a moment of excitement for the people here in israel and, of course, they are watching everything that's coming out of the united states and the words from president biden about the negotiations that took place over the past year. they also hear the words claiming that this was effective,they look at the clock in the distance. 47 10 days that it took -- 470 days that it took to get these women out of gaza. i want to introduce you to a woman who has been coming to the these demonstrations for the past 15 months. i want to ask you with, what does today feel like for you? >> today's a day of excitement. it's been hard. it's been tough.

we've been crying. there's a lot of shedding tears. but today the tears are tires -- tears of joy. after 47 70 days, finally the girls are home. i don't know any of them personally, but with i've been walking with their families, marches, being here in the square for around a 470 days and finally we can take a couple of minutes to be happy. there's a lot of sad a tears coming ahead, but now it's the moment of joy. and i'm wearing this flag for the first time for good reasons and not in a funeral. sorry, i'm really excited. so, yeah. it's just tears of joy today. >> reporter: thank you very much. you hear her words there. it feels like my sr.s are home. my sisters are home. and if that's a feeling across israel right now. it's a large family. this is a country of just over 9 million people, and it's hard to find someone who is not directly affected by the october 7th massacre.

you meet the people in the streets, you see them, certainly, here many hostage square, and there are these moments that are almost surreal. today, earlier, we saw a man come up chose to where we were reporting, and he locked his bike and just walked around the square here. and we later found out that he is the father of a hostage who is still being held in gaza. this is an incredibly tight-knit country, and everyone was affected in some way or another. they are still living through this collective trauma. it has been unimaginable for this population, but as you heard there, a moment of hope for the israeli people with these three hostages released from hamas captivity today. dana: trey, one of the things that just happened moments ago in charleston, south carolina, is president biden gave some remarks in which at the end he said and now it is going to be up to president trump to implement this ceasefire deal. but as general keane just said to us, his israeli sources say this deal never would have happened but for president-elect

trump and steve witkoff who had gone to israel to try to negotiate. maybe this doesn't come up in the conversations with the people that you have there, but i'm curious, do they recognize that as well? >> reporter: absolutely. general keane is spot on. i have been talking with qatari sources, i've been talking with israeli sources, i have been talking with hamas sources throughout this entire process. the deal that was signed that allowed these women to get out of gaza would not be complete without president-elect trump and the incoming middle east envoy, steve witkoff. they were going back and forth since last may, and there was just no movement on the ground in doha. the teams were at the table, and they could not come to to a conclusion. the envoy went there, and they had the directive from the incoming administration, and it really allowed the ball to cross over the line and get this deal done. and so the people here you talk to, today say they don't care if it's president biden or

president-elect trump, they wanted a deal done. and they have a deal now. the question is whether or not it will hold because as we talked about earlier, and bill mentioned it as well, it's incred i by delicate, what we are looking at here. hamas is a u.s.-designated terror organization. he was not in the past negotiated in good faith. and even when we speak with these officials who i have known for many years and met if often in person in the past inside if gaza, their reality is quite different than the truth. and the truth is civilians that you saw released from gaza today are that, civilians. they were dragged from their home ands from a music festival, and they've been held in gaza for the past 470 days. and what a relief it is the for the israeli people today to be able to say they're no longer hostages. they are once again israelis, back reunited with their las vegassed ones. and right now there's -- loved ones. there's a video on the screen behind me, you can see the excitement there. that is a video of romi's family

seeing her for the first time on video, and they're just overwhelmed with emotion. because the bottom line here is that she is alive. and, again, they just did not know for so many days whether or not these hostages would come out alive. and i think that that really gets to the point of something we must talk about when you hear president biden say that the efforts have been effective. no one knew whether these hostages were alive or dead. they had gone back and forth in these negotiations and just made no progress, and it took this incoming envoy, steve witkoff, to go to doha and say we need a deal done before inauguration day. and they were successful in that. and the result is that the women that just came out of gaza are going to be reunited with their loved ones. and, again, the small detail i think is so important in all of this, their mothers are at that unification point along the gaza

border. and just to give you a sense of the map here, it's the kibbutz, the community just next to the nova music festival. and so rom if i, the young woman who is now back in israel, was taken from there, and she is now being reunited with her mother. and there are all these small story thelines here as we cover this, the past more than 15 months, that cut through all of the head lanes and the numbers that we get in these negotiations. we talk about the nearly 100 hostages being held in gaza, we talk about the details of this agreement, 33 hostages in the first phase, 9 hostages being exchanged for10 palestinian prisoners -- 110 palestinian prisoners, but each one of these is an individual. it is a sister, it is a daughter, hopefully later on it had been a son, a father, and eventually these israelis will be reunited with their loved ones here in the middle east. bill, dana? dana: beautifully said, trey yingst, thank you. and it's only 6:13, 6:14 p.m. in

immigration raids reportedly set to begin in this week after details were leaked to the press. i.c.e. may also face problems navigating sanctuary city laws. new york city mayor eric add a.m.s telling the new york toast the law is the law, and nypd police commissioner said the law in new york city is, basically, the police department will not assist in civil and immigration enforcement. tom homan joins us now. what does hitting the ground running look like for you tomorrow at 12:01 p.m.? >> look, i.c.e. is going to be -- we're going to take the hand a cuffs off i.c.e. that they've had a put on by the biden administration and let them go do their job. the president and i have been clear, we're concentrating on public safety threats and national security threats. so i find it troubling to this day that any sanctuary city, any elected official does not want public safety threats removed from their committee. let us into the jail. if you do, we cannily -- arrest the bad guy in jail perform you release them into the community,

it puts the community at risk, our officers at risk, the aliens at risk because anything can happen. it's safer for everybody. will: tom, let's go through a couple of things here. washington post says you, as of yesterday, talking about reconsidering a raid in chicago this coming week. is that true? if. >> we're not reconsidering any operations. there was a leak in chicago, so we're looking at that leak and finding out how does it affect officer safety concerns. chicago's not off the table, but we're reconsidering when and how we do it -- bill: -- benefit you based on your objective there not to talk publicly so much about your plans? >> specific plans. what was leaked in chicago was more specific, what was happening, and that raises officer safety concerns. they already have a dangerous job. they're going to arrest public safety and national security threats, dangers. but when those bad guys has a heads up that we're hitting you at this time, this day, it raises officer safety concerns, specific operational plans. so we're looking at it, what was

leaked, and how is it going to affect us moving forward. ca. dana: we have a fox news poll that shows what a people think trump's top priorities should be. immigration at 13%, economy, jobs at 13%. proximity can often be power. you'll be in the west wing. this is going to be job number one. one of the most difficult things about your job is not just the implementation and execute cushion of your -- execution of your policies burke the communication of them. how are you planning to keep the american people up to date especially when you know there are going to probably be some tough moments that will be captured on cameras and that some in the media will exploit those. how do you deal with that? >> first of all, we've got to get kristi noem in quickly. she's brilliant. i've talked to her many times. she gets it. i'll be working shoulder to shoulder with her on messaging to the american people exactly what we're doing and how we're doing it, that we're doing it in a humane possible, most humane possible way, right? law enforcement -- arresting people is sad. it's unfortunate. there's always a negative if

connotation to that, but we're going to keep talking to the american people daily, weekly basis exactly what we're doing, how we're doing it and who we're arresting to show the american -- bill: who you, this is very important, who you are arresting. >> exactly. bill: and you are saying there are 700,000 illegal migrants in america today with a criminal record. >> walking the streets of the country. bill: walking the streets or in jails or both. >> walking the streets. dana: how do you find them? >> well, that's law enforcement -- dana: okay, okay, i got it. [laughter] >> we have our ways. look, i.c.e. is very good at this. i want to the make one thing clear, it's not sweeping neighborhoods looking for people different than us. every person they have a target enforcement work sheet. they have done a lot of investigation on pretty much -- they know who the guy is, pretty much know where to find him concern they know a lot of information about who when's in the house. do they have children, do they have a spouse, where does he go to work.

what is becoming the dominant if news platform for young americans raises the threat of espionage. the platform could be used to spy on 170 million americans and also could be used as a propaganda platform. therefore, all we're saying is divest. change the ownership structure, and people can continue to use the app, and the only reason we're here is because tiktok spent the last 2700 days trying to not comply with the law, suing the government so they didn't have to comply with it, lobbying against the law and, ultimately, losing. if they were a normal market actor, they would have taken the tens of billions of dollars that that people are offering them, but of course, it proves this is a weapon in the ands -- hands of xi jinping designed to weaponize against america. can ask for an extension. there is no extension. as the person who wrote the bill, the extension was for within the 270-day window which closed at 12:01 a.m. morning. and in order to get an extension, the president has to

certify there are legally-binding documents enabling the execution of a qualified divestiture which, of course, there isn't. and tiktok, no less than ten days ago, was saying that that a divestiture is impossible. tiktok has only themselves to blame. it is time the make a deal that a results in a qualified divestiture. bill: one more question on this. i don't know why the law was established where it expires the day before you get a new president in, because it was passed last april, and at that point joe biden was is still in the race to possibly get a second term. what president trump has said this morning on truth social, he's said many thing, but one of the things he did offer was 50% ownership on behalf of the united states and perhaps 50% ownership split between singapore and the chinese. if the ccp can spy on you through tiktok and if it's taken awe off of your with -- off of your phone, can't the ccp still get our data through other sources? >> of course. this is why this is just one element of a mull -- the
