the plane was at three to 400 feat. the plane should have been stopped because the helicopter could have stopped. the plane can't be stopped. but it was a long track they called it a track. it was the same track that every other plane used for many years. it was going down and landing. on the helicopter got in its way. if the helicopter was higher or lower or stopped are turning left or turning right at a quicker time i mean a turn, but it turned when it was too late. a tragic, a tragic story. i don't know, do you blame it on the traffic controller as well? in addition to the pilots? maybe the pilots felt they should have seen it i would've thought they should have seen it because it was a plane loaded up with lights and everybody you can see it from kennedy center. you can see it very easily asleep -- easily. all i want is the most competent people in our country to be an air traffic control. it is very important very

generation. 67 lives to be lost. standing here at the airport of reagan where flights have resumed we can stare out of a window at the end of runway 53. it is chilling to see planes taking off and looking at the site where this tragedy happened just before 9:00. let's take a look we have an animated map for viewers to understand. you saw just before 9:00 american airline flight 5432 approaching from the south just moments before landing finally at runway 33. and coming out of the north heading south of the army black hawk helicopter colliding there over the atomic river just outside the window where we are staring. the ntsb held a press conference in a little bit and we will talk more as we get updates. one of the things they talk about is the unique environment we have with these helicopters, military operating around commercial airlines. defence secretary hegseth

network from generalists like trace gallagher and many others. i want to pick off on where they left off on many of their questions starting last night. we bring and dr. jeff edwards a former u.s. navy a six and an aircraft navigator -- accident investigator for more than six years. and elevation issue. from what i have understood this is an extremely busy corridor along the potomac river alongside reagan national airport. but the helicopter, from what i understood, should have been flying somewhere under 200 feet and they could have observed with visual flight rules at that point on they would have been looking for something. perhaps the inbounds american flight but there is no elevation issue. does that mean they were somewhere north of that ceiling 300, 400 feet? >> that is correct. the fir report specifies and below 200 feat. it also shows on the chart they

should have been closer to the river bank. >> will: they were already outside of the zone where they were under vf are, visual restriction rules. they were higher elevated than that sealing. then there is talk about night vision goggles. i don't think we know with certainty whether or not the pilots of the helicopter where wearing night vision goggles but everybody is suggesting that would have restricted their ability to see everything around them, at least their peripheral vision. >> night vision goggles they do not know yet. but night vision goggles have two issues they restrict the field of view i.e. the arc in which the pilots can see left and right, and awful -- also they tend to bloom because you have a lot of background lighting from the lights and the towers on the ground. so it really does not work well in that situation. >> will: i want to ask you one more thing about using vision as

a way of spotting potential aircraft collisions. from what i understand, i do not know it is a directly head-on collision, the two aircraft, the american flight, and the black hawk helicopter, seem to be heading towards each other which even in daylight what i have been led to understand is difficult. it is hard to see something, you need context, you need something crossing near the visual plane is that correct as well. so you have the net problem, night vision goggle problems, and now something stationary in front of you headed straight towards you. >> correct. it is called the term is relative motion. so the human eye is a relatively good at picking up an object that crosses in front of you it is not that good at identifying an object that is fixed right in front of you that is moving. we see this in everyday life we just do not understand it really well. the pilots understand it better because they are trying to find a moving object out there and

separate it from a stationary object. in this case not only do you have that phenomena you have the background lighting that confuses the pilots as to the question of whether or not that is an airplane or that is a blinking light on a tower or a building. >> will: really quickly dr. edwards one last question and also the question of whether or not a third plane played a factor into what the helicopter pilots may have been looking at. air traffic control suggested original flight but there was one taking off as well from reagan. do you see anything to that? they might have been looking kind of like taking off instead of a flight and boundary line get reagan? >> that is not uncommon. that has happened to me, ms. identifying an aircraft that has been pointed out to you when you see another one in close proximity and you think the one that you have been instructed to follow is actually not the one you are looking at so it becomes a problem. the big problem here for the agency's administration is what are we going to do going forward to prevent this from happening again at? because we have already put in
