helicopters in the airport vicinity wednesday night, also instructing planes that were landing and departing from what runways, those drops typically are assigned to two controllers rather than one, should one controller be doing both of these jobs? >> first of all, one way 33 at washington national is one of the busiest runways in the united states of america. this control was concerned about getting flights off. he was also assigned the duty of watching out for the military. this scenario, when the american airlines flight was able to use runway one to land, which moved them closer to the path of the helicopter. the control in my view was probably overworked and distracted, concentrating on the arriving flights on the runway, runway one and runway 33.

and was not paying attention to what was going on with the military helicopter, in fact when he cleared the military. help -- to look after he said basically look out for the commercial plane, do you see it? the pilot of the blackhawk responded quickly, yes requesting visual separation. in that instance, things were lost by the controller. >> trace: and meantime colonel darren i want to bring you into this because i want to redo the conversation we also have sound but i want to read it to you just so we can get specific, this is the conversation between atc and the black hawk helicopter, do you have the see rj insight, past behind the see rj, the helicopter responds they have the aircraft and site request visual separation, and the atc said separation american 472 washington south tower ended and the collision happened, less

than two seconds later. would you think of that, should the tower be more specific giving the instructions, saying at 12:00, 11:00, 9:00, at your right or left, would you think? >> well for my 22 years of flying blackhawk that is what i'm used to. when i talked to towers they are telling me that there is an aircraft at 10:00 5 miles at my altitude or higher travelling left or right, something like that and i would know exactly where to look. this was made very confusing, when you see it after the fact now, and can only imagine it was confusing in the cockpit to because when they were told do you see the aircraft? and they said yes! they were given the instructions were given, there was one aircraft taking off and one landing.

clearly they never saw the aircraft they hit, one has to, for now, conclude they thought they were cleared to go behind the aircraft i was taking off. >> trace: it seems rational right? i want to play now the conversation, the actual audiotape conversation of this for you, and see what you think, air traffic control talking to the helicopter in the conversation that followed the collision, watch. >> there was a collision on runway 33, we're going to shut in operations for the indefinite future. >> trace: clearly what we have here is seeing the plane -- they saw the wrong plane on the helicopter was heading towards the target.

400 feet right there, the helicopter is wrong and it goes downhill from there. >> absolutely, that interestingly calls and questions about the air traffic controller who may have been overwhelmed. he has information on his scope that tells him what elevation the aircraft is flying out. if he sees that it is above these 200-foot ceiling, instructions to dissent should have been given. those are all questions i need to be answered. if i could, it very interesting i would like to note what happened in the conversation before the question about whether the aircraft was seeing the see rj, was any community case before that? >> trace: is a very good question, meantime the associated press writes the following, over 24 hours before wednesday's no matter collision a different regional jet, executed a go around manoeuvring when dissenting to land at reagan airport due to a military helicopter, in the same area. it seems like this was an issue. >> absolutely clearly, on this

particular case, "the new york times" reported that they found this plane was around 300 feet and a half a mile outside the court or that they were supposed to be in, which would put them right in the flight path of the american plane, the prior incident was similar, and should have put the air traffic control people on a notice that they needed more vigilance and watching what was going on. putting this one patrol -- one patrol or on last night, in a situation where they were busy on the runway, was a recipe for disaster. >> trace: it really was. colonel to you, a form helicopter pilot that i spoke with today was talking about the night vision goggles, that may or may not have been used, watch. >> one of the problems that can rise with night vision goggles is folks can get fixated, they can fixate on one thing and all of a sudden miss something that is happening right out there

left or right eye. >> trace: it was in night vision goggles training mission, would all three be wearing it and in your assessment but they be wearing these at the time of the crash? >> if they were wearing them at the time of the crash, they should not have been because that is a really bad place to do it. why do urban areas tend to wash out goggles? to your first question of course, '03 -- all three have to be all goggles on or all off, that's standard in the army, everybody has to be seeing the same thing. of note, there was three... those chiefs based coming into the inside to the outside, and they actually increased the range of vision and view before obstacle avoidance significantly. they are critical to the safe operation of the black hawk helicopter. >> trace: yes.

>> is not abnormal it's routine, but, that could be a factor that they identify in the investigation where that one person may have impacted their ability to identify. >> trace: very quickly, the regional jet was told to switch from one way 12 runway 33, it means a left turn -- to switch from runway one towards runway 33, it means a left turn, would that make a difference? >> just to make sure you are operating correctly and were planning on the runway, it's common in less busier airspace, or helps the controller let another aircraft apart to switch the runway, but in this situation, definitely played a factor and personally, i would probably have declined the

few weeks. another disaster, that claimed the lives, not on exactly the skill but if you put them together in the last month over 100 americans have died, both these situations, the crash in the wildfires in l.a., they both look as if they are the result, the scale of it, from incompetence policy failure going back years. it is democrat policy failure. if you look at the ffa even the inspector general back in 2023 in june, the scathing report about how it has been mismanaged and understaffed and some of the locations in the country spent 65% nearly of the people in the traffic control trainees, it's a total mess and it became a mess under the last administration. is totally appropriate to say, people were anxious with the fires but they were also angry. >> trace: it's a good point, you are a pilot christina,

getting out of the politics, if you were in one of those aircraft, you would've wanted more information coming in to you. >> yes, a big part of the problem is the split frequency, the controller... the jet pilot probably did not hear the frequency so they did not have the full situational awareness and obviously that's hugely problematic when you consider a whole other issues with the altitude, potentially being the wrong altitude for the helicopter or being hard to see a night when the city lights look like maybe the aircraft lies, it's much harder. where their night vision goggles on? we don't know! did the black hawk pilot see the wrong air traffic? so many questions. >> trace: meantime now the confirmation hearing to you jason, this during the rfk hearing was said, watch. >> when you continue to sell doubt about settled science it makes it impossible for us to move forward.
