welcome back to "america reports," i am john roberts in washington. sandra, we know what happened but how it happened is the question. >> sandra: we hope we are to learn more detail shortly. i'm sandra smith in new york and thank you for joining us. we are waiting national transportation safety board briefing. it is scheduled for p.m. eastern time. but for that, we will get this update. we are watching with. this is dive teams who recovered two black boxes from the plane but still working to get from the helicopter involved in the crash. >> john: recovering that data could be crucial to figure out why the blackhawks flying higher than supposed to. army officials say the maximum altitude allowed at the time in that area was 200 feet, but the president says the chopper was far above that restrictive number. >> sandra: fox team coverage for you right now, kevin corke live at the scene where the recovery operations continue. >> john: national correspondent griff jenkins live

at reagan national airport where the officials about to break. any idea what they will say, grants? >> we don't, john, good afternoon that we can tell you obviously with the latest we know, the 4167 bodies and the black box black box is a ntsb briefing to find out what they may have learned from the two black boxes on the crj-700 because the coptic reporter with the pilot said to each other in the final moments any of them alerted to a threat or danger if the flight data recorder. we will pinpoint the nato second location and altitude presumably of the airplane at the moment of impact. investigators are focusing on multiple angles. the human machine and environment angle at the investigation and asking for the public to be patient because it may take up to 30 days for a

preliminary report and still have not recovered that black box from the black hawk helicopter. >> it will take as long as it takes. we will get it and we will preserve it. these processes don't have one hour news show. >> meanwhile as president trump continues to harp on the altitude of the helicopter in proximity at the time, defense secretary pete hegseth said that may have played a part. listen here. >> we are looking at altitude and the president was clear about that someone was at the wrong altitude and the investigation will help us understand that. was that helicopter too high or own course question what we don't quite know. >> finally, john we are tracking two things, one that the faa was staff shorted shortages in the air control tower and even more perhaps troubling, 24 hours prior to this crash, another airplane had to abort its first

approach because of helicopter in the area bringing more as we get it and await these news conferences, john. >> john: griff jenkins, thank you, sandra. >> sandra: as we await boats and dive teams back on the potomac for recovery efforts at this hour. all of this as a about the debris flowing down river. kevin corke is live potomac park for us but what is the latest from there right now? >> sandra, very interesting i will let mark's team show you what is happening over my shoulder. one of the complications of a circumstance as you well know is not just the chop or the fact they have to work on land and on the cd. this particular circumstance, as i step around, it is incredibly foggy here at the nation's capital at this hour. that obviously will further complicate the search for debris because remember the night of the crash, there was incredible chop on the potomac. it can be two or three knots,

you never know. what makes it worse, they are trying to contain a growing debris field. i can show you pictures have devastation, something that has not happened over washington in more than ten years. and yet, we are asking the same questions. number one, did the helicopter did not see fixed wing aircraft and number two how does this happen? black boxes have been recorded so now we know they will have a very good idea frome data recorders about the what was said and maybe what was seen. obviously, we are all hoping to learn a lot more based on that information alone. the ntsb, as you mentioned, will have a news conference. i want to share a statement received earlier today. to the ntsb received cockpit recorder and flight data recorder from the crj-700 aircrt involved in yesterday's midair collision at dca appeared to the recorders are at the ntsb labs r evaluation.

began a code told me he knew that was the circumstance coming into today. what is more interesting for everyone is what they might find on those recorders. in the meantime, the search not just for information but the search for debris continues at the nation's capital because as you move down stream on the patel pit down towards mount vernon, the waters can be tricky and you have the very best and brightest trying to do all they cannot just to recover individuals and souls loss but also the debris itself. we will keep an eye on it but for now back to you. >> sandra: kevin corke with the latest from there, john spent let's bring in charlie penick charley pereira, national safety board transportation. this is fascinating what the president was talking about. here we have american airlines flight south of -- it appears 475 feet in 400 feet exactly where he supposed to be as he is coming in on one runway 33.

the aircraft coming down route e washington channel, the helicopter is at 200 feet and here it passes over heem's point and suddenly it gets closer to the regional jet and 300 feet and then 350 feet. that is the fatal area where it crashed into the other one. i know the black box has been retrieved from the aircraft, the regional jet. i think the black box if there is one and supposed to be made tell the tale held that a nominally in the altitude happened to. what are you thinking? >> definitely they should have not have been climbing above 20. we won't know why until we at least get analysis from the recorder from the black hawk. if it ends up having a good one on there and we get data. no looking why the helicopter deviated from its assigned

altitude and perhaps it's signed a lateral position as well. because my understanding is that should have been further to the east away from the airport. but then, there is also atc issues and the controller did not adhere to the air traffic control guidance for establishing and maintaining facial separation. he should have given the helicopter pilot more information about the position of the airplane of concern in establishing the visual separation particularly because there was to american on approach at reagan at that time. one runway 33. and he did not make that pilot aware that nor did he give him appropriate position infor information. for example, he should have said something like, pat 525, you have an american crj-700 11:00,

is sending 400 feet for runway 33. do you have visual contact on him? that was not apparently done. set the standards for establishing visual separation apparently were not met. >> john: so let's just drill in on those two points. we have this map. this is the helicopter route in washington, d.c. we highlighted the routes the black hawk was flying. route 1 and that sort of orange color there coming down the potomac that crosses over the tidal basin comes down to washington channel. fan transition to route 4, which is in yellow and take your point, that route does seem to hug the coast links on the eastern side of the potomac river ride along joint base and it cost a bowling. interns have the instructions given by the air traffic controller to the helicopter, let's listen to the actual transmissions here.

[inaudible] >> john: until i can to your point, 11:00 and regional jet that is on approach runway 33 and let us know when you have that insight but it was more of a general acknowledgment less but we don't have the recorded preceding perhaps some sort of acknowledgment of where it was and what it was doing. >> that is correct. had he really wanted coaching he could have given additional information such as the one i want you to see is passing from your left to your right through 300 feet on its way to runway 33. there is another see rj that just landed on runway 1. and shouldn't confuse the two. of course that is more and what is explicitly required in the faa order for the visual separation. but nevertheless, could have

provided additional helpful information if it was truly a concern as well as keeping an eye on the helicopter using his available tools like radar to perhaps say to the helicopter, pat 525, please come back to the east to maintain your assigned or authorized path. please stay 200 feet or below to maintain clearance from the crj. we didn't hear any of that either. >> john: ntsb furthers its investigation and we will find out answers to the details. it is our understanding some of those helicopter routes in d.c. and the vicinity at dca go to at least, indefinitely closed. i don't know if that is during the recovery operations or rethinking the whole thing whether those aircraft should be flying down those pathways when so much commercial air traffic in the air as well. charlie, thank you so much. we appreciate your expertise. >> thank you, you're welcome. >> john: that seems to be the

big question why did the helicopter suddenly gain altitude and maybe a mile or a mile and a half between games point and where the accident tok place. so actually, no, it was not a mile and a half but as short distance between haynes point where the crash took place. may be a few hundred yards so why did the helicopter go up? it took a weird turn to the right over the river and turned back to the left if that data is correct. >> sandra: the new camera angles and the new angles at the crash are bringing more questions than answers which is why we anticipate this briefing, john. the local briefing and not ntsb but the local briefing to see and hear from mayor bowser mayor balser of d.c. at the fire chief as well. hopefully we learn something new. john, it is hard to believe there is so much footage. you have the black boxes and so much information and communications with control. we still are left with so many questions at this hour.

in larry kudlow is here. that was error question to you and she was asked in the briefing room, isn't this in itself inflationary? she said that it is a hypothetical. how do you see these plans? >> you might see some one-off price increases for things, okay? but that is all. they are very temporary. the important point on that is you look at the president's entire program, he is cutting tax rates to spur investment, more energy production, deregulation of businesses. okay, let's stop right there. everyone of those -- oh, wait, let me say this too. he will shrink the size of the government and the bureaucracy and federal spending. everyone of of those is counter inflationary and pro-growth. so all i will say is it must be at the president believes mexico and canada are not living up to their national security commitments on closing the

border and preventing fentanyl and drugs across the border. >> sandra: do you think this will be an 11th hour deal in mexico and canada would say -- >> i don't want to speculate. i don't have any information and people speculate but i don't. i know there are talks in the white house. to the point is if you look at his entire program, it is counter inflationary. we have to stand up. we must stand up on national security grounds on the border. it is very important. >> sandra: are you endorsing for tariffs? >> yes, i am here to if he and his folks believe mexico and canada are not doing what is necessary to send the illegals d drugs and terrorist threat, we have to do it. they to 25% on china and mexico, 10% on china. to get think about all the goods we get from china, by the way b don't know what exemptions there might be or oil imports. this is the question karoline leavitt, whether or not this was

will they take place? >> you know there are multiple parties during the week leading up to grammy night, but this year's festivities, they have been condensed and the big record labels have canceled all grammy related events and parties hereto at least one label is redirecting those resources to assist those affected by the fires, which makes a lot of sense for sure. >> john: it's as. many celebrities themselves impacted by the fire, including sheila, a lot of people seen in the recent documentary about "we are the world" the greatest night and pop. she had a close call. >> she did and by the way that was phenomenal. and so glad you saw that. she had to evacuate. she had just gotten home from taping "the jimmy kimmel show" only to find flames close to her backyard. i am going to evacuate because the fire is right year. the fire is coming and it is

during his first words really on the plane crash? >> it sparks the question for a lot of us, does he know more than we do? maybe he doesn't may be speculation because he threw out a number of possibilities. the altitude of the helicopter and more social hosting. ntsb and faa are doing investigations. he also said i don't want this to take three years and no one held accountable and no answers. hopefully his aggressive involvement early on means we will get answers sooner rather than later. >> john: from the white house to the pentagon, pete hegseth said, they should not have happened. sean duffy said they should be avoidable. and the folks could be held accountable for this. here is what the president said in a memo yesterday about the idea of making sure the best and the brightest are hired. i'm further ordering the secretary of transportation and the administrator at federal aviation administration to review all hiring and change safety particles made during the prior four years and to take

corrective action as necessary with uncompromised aviation safety including replacement of any individuals who do not meet qualification standards. at the suggestion they are more than a suggestion, things deteriorated the last four years under biden. we saw unprecedented number of four calls limit close calls. there was one at reagan airport tuesday night and had to pull up and go around because of a helicopter. >> that seems like a reasonable statement to most people. let's review personnel and procedures and where there could possibly be for efficiency. you can see the faa a broad amount of people we will hire him bring in the inclusive peer to all those people do not end up in towers but to say if you l end up in a tower, it is the most stressful job and at the top of the list of the rankings almost every year has got to be part of that. >> john: hold on because we go to the reagan airport were d.c. is holding a news conference. >> metropolitan police department and executive chief go to assistant chief jeff

carroll, clint osborne, homeland security and emergency management agency director for the district of columbia. to the military district washington, the metropolitan both hiring police chiefs. the united states coast guard. the maryland state police and the virginia department of emergency management and virginia state police. i would like to thank all of them for being here as well. we are here reagan national airport with unified command team and we will provide an update where recovery efforts end. we will also get more information about the cadence and updates at the of unified command going forward. i am joined today by terry from the metropolitan washington airports authority. and the other members of the unified command team. as we continue to learn more about the victims, we are sharing our prayers and condolences with the families of the loved ones and those who were lost in this tragedy.

and i want to think again response teams for their heroic efforts over the past 30 or so hours including the team on this site as well as the teams supporting families. this is heartbreaking work. the national transportation safety board is leaving for the investigation into what happened, and they will be providing updates later this afternoon. we will not be talking about the investigation in this conference. so terry from the metropolitan washington airport authority will now provide an update on airport operations and then, i will update you on activity since the last briefing and any activities over the next operational period. >> thank you chief, i am the vice president airport national at reagan national air end. i want to give an update where we stand as we know, the airport is open and operating. we are in reduced capacity due to the proximity of the recovery

site. we do have to have three runways closed. so as always, we do want to encourage passengers to reach out to their airlines for any potential flight delays. typically, a full schedule here at national airport would encompass about 800 flights a day using those three runways. we have had several, obviously, cancellations yesterday. airlines are resuming as much as possible normal operations, i think we have about 100 flights were so canceled today. i do want to recognize a lot of the airport teams who work behind the scenes. and we are here to support and coordinate with the ongoing recovery efforts as well as working with ntsb in their investigation. lists that, i will turn it over. thank you.

>> so, overnight, eric teams continue search operations and surface work, including sonar scanning, aerial searches. also to cope coast guard cutters have arrived and you may be ablo see them on the water. other efforts off-site include ntsb, american outer officials meeting with families and the family assistance center and providing the support they need to get through this horrible event. we have identified 41 where we have recovered 41 remains and 28 of those victims have been positively identified. as of 6:00 a.m. this morning next of kin notifications have been made to 18 families. going forward with our recovery operations, search teams will continue to work the site with

sonar scanning searching and error teams are working in targeted areas and additional coast guard assets will arrive this afternoon. the salvage crew have begun to arrive on the scene and they are assessing the work that is going to be needed to recover the aircraft from the water. we expect those operations to begin no later than tomorrow afternoon. the teams are also working the shoreline down the river as we do expect some debris to be dragged by the current. with members of the public believe they have information or have discover potential wreckage, we are asking not to touch it and call 911 and we will send somebody out to get it. supporting the response team, this has been a tough response for a lot of our people. they have had over 300 responders operating at one time. i think we have about 500 people that have worked through the site. the unified command has

activated peer support for its first responders to make sure that everybody has somebody that can help us get through this and the outpouring of support like the world's central kitchen's relief team and many local restaurants and the restaurants at the airport have supported the people working to make sure they have food so they don't have to stop. and i want to thank the rest of the community for their outpouring support. and the messages they have given to the firefighters, police off, military officials and everybody else that is working. if you want to help the greater washington community foundation has a relief fund. can donate at the link above. we also, be careful, avoid fund-raising schemes and only trust verified and ways to amplify that message with trusted sources on social media. exercise patience through the transition as this impacts the region and things like the

that is probably the honest scope of this interview. you will have the ntsb later in something you might ask them. yes, sir. >> given the time that has passed, can you describe the conditions right now for the recovery process? do you think you will all be able to recover more bodies? >> again, the question was given the time that has passed and the conditions outside, do we believe we will be able to recover more bodies? there is a lot of challenges with fat. i want answer that one and say, yes, we expect to recover all of the bodies. that is why our teams are still working. we are going to have to work with the salvage company to do some of that work. yes, sir. >> if i may ask a question, this is alex gabrielle ms. nation go to a lot of questions now circulating about the crabbed airspace surrounding the airport and also reported other close

calls within 24 hours before the fatal accident. we have seen faa take position to restrict the airspace with route 1 and route 4? what is the airport's position about potentially toning down for airport and should this have been done with air space choppers? >> the question was regarding air traffic around helicopter routes up and down the potomac. that is faa responsibility that the airspace is controlled by the faa appeared to the airport does not have any responsibility out i met outside the surfaces of the airport. >> reporter: these are conversations had with the safety but the airport in the past coming out of d.c.? >> absolutely, the faa does regulate the airport. we followed the safety regulations. again, all i can say is faa is responsible for they are space.

>> how long do you expect it to take for the salvage from the river to recover the bodies and do everything necessary to bring closure to the families? >> we are working as fast as we can. i will not be able to give a timeline on that because they are is a lot of unknowns. we hope we have better work -- not better but more salvage equipment tomorrow and the operation to begin. so next three questions, one, two, three. >> chief, abc news, how is the weather affecting recovery efforts? rain cast later and the river and how is all that this affecting recovery? >> how is the weather affecting the recovery operation? in my view, it may slow it down slightly but we are with the people working working year-round and all conditions. so we will be careful. we will make sure we don't hurt

and we have to have it back by december. >> the former runway -- [inaudible] 2 of 3 are close but is it proximity to the crash site and why did they remain closed? >> absolutely go to the question is why are 2 of 3 runways closed at the airport? if you are familiar with the runway configuration in the south runway, we have two cross runways go to the two cross runways, aircraft were to take off or land over the aircraft recovery sites that is out there make right now, we have elected to get those closed. >> to follow up, how much more to remain on the case? are you saying if there is still recovery teams and the potomac coach at there is no chance these runways will open?

>> so the question is asking how long we anticipate the runways to be closed. that is a dynamic situation. we worked with the faa and we communicate we anticipate the expectation is a week. we will reassess monday as the recovery efforts go. it is a fluid situation obviously. >> rep okay, paul. >> reporter: chief, is for a salvage, can you confirm you will not be able to recover the bodies. is are we focused on the helicopter today? and the answer to the first question is yes, i believe the rest go to the recovery of the rest of the remains, we need to get the fuselage out of the water. the second part of the question, a lot of our operations but not all of them but a lot of the operations today are focused on the helicopter. >> reporter: [inaudible] can you give us the conditions of the tower? >> so the question was regarding staffing of the air traffic control tower. >> can you talk a little bit about -- on day one, are they still out there met? >> so the question, this is an incident if it does not affect you right now, it will affect you later and be something that you think about.

in emergency across the border, we have support teams in the national capital region. they have been activated and the international association of firefighters regional support team has been activated to help support and the incident management team rotate responders through the team to make sure opportunities to get the assistance they need. i will ask virginia state police to talk about support in a little bit. sergeant rank with the state police in virginia. we are working with our partners and otherwise waiting for support for the peer support. i am here in support of the effort and we have several regional partners contributing to that including professionals on site from a nonprofit in the area that are providing support

for that for genuine assistance program. they are planning to send support and most of the public safety agents in the region are providing personnel to assist with that effort. >> yes, ma'am. >> reporter: [inaudible] >> so, we are not keeping any way, they'll make anybody away from the shoreline. if he closed off an area, it is because we have emergency access vehicles coming in and out and we need that access to the river. we have received 911 calls either about debris or remains. i don't know that we actually found any remains. we certainly picked up debris from the 911 call it's. so we will do three more and go one, two, three.
