now mexico becomes the first country to blink as we wait to see what happens in canada. let's bring in former foreign minister, minister of foreign affairs with canada to join us now. thank you for being with us. a pretty big moment for canada waiting to see how this meeting has gone or will go between justin trudeau and president trump. what do you think can be done on canada side of this negotiation to avoid these tariffs? >> first, let me congratulate you on the show. obviously these tariffs are unjustified unjustified they are massively justifiable. 90 9% of the products from the united states from canada come tariff free. i do believe obviously we have to look at legitimate concerns on fentanyl and concerns on illegal border crossings. i think canada the government has been pretty clear they will take every action they can take to help our friend that is what a good neighbor would do.

i think that is important. i think it is a really difficult time for canada because the prime minister resigned, taken out by his own party, we will have a new prime minister in several weeks under new government in several months. new prime minister new government will be a better partner for united states and frankly for most of the free world. >> will: let me explore take into some of the words you used. on justifiable these tariffs are. unjustified. president trump when he talks about it talks about several different angles. he talks about the fentanyl and illegal immigration coming across the northern border we know how much comes across the southern border he is just not eccentric the norther border as part of this equation. he also talks about trade imbalances when it comes to canadian and american trade relationships. we have seen some news, by the way, that some canadian companies have already considered moving the course of business, their primary location of business to the united states to avoid these kinds of tariffs. you can see some potential

upside for the united states. when you look at it do you not see justification? do you have any sense? do you know why president trump is looking for these tariffs? >> the power he has to impose these tariffs are all based on national security that is why he is leading with fentanyl and immigration. no argument we have to step up our game. but he is also talking about the trade agreement. the trade agreement we have with the united states was signed by president trump. part of that deal coast for review next year we can review it to whatever he wants and look at legitimate grievances that they have. already 99% of trade comes across a for free. the united states does have a $50 billion trade surplus we take oil and natural gas out of the equation and obviously that is a boon for the united states because all of that is refined in the united states that creates a lot of job in the united states. a pretty decent relationship we have a fairly integrated

quickly at the outset, let's establish this, your bona fides for the audience. i'm particularly fascinated by mexican drug cartels, i know their names i know the names of cartels. but i want to do it for the audience benefit. the sinaloa cartel has been historically at least for the last couple decades the because cartel in mexico, led by el chapo, guzman, also led by his males in vital. what did you do? how high was your where was your place in the leadership and the higher key? what did you do for the sinaloa cartel? >> historically the cartel happens to be the most profitable, the biggest in terms of drug distribution at the most violent. it was headed by... , el chapo, and... so i worked directly with. my brothers and the organization were they charted their one of the major distribution houses in the united states for almost 10

years. so we were on the american side and we worked directly with them many of their top lieutenant. >> will: you worked directly with mio you said and you were on the american side. do you mind me ask you where you were in america. i assume coordinating shipments wholesale into the united states? >> yes we were in charge of distribution and coordinating shipments across the united states and into canada. canada being a big market, top five market for mexican drug cartels. so that was our side of the business as well we were in charge of basically exporting back in to mexico the u.s. currency. which i think is the driving force to these mexican drug cartels of. >> will: i could have an hour long conversation with you about how that is done tactically, how you ship that boatload of money and cash back to mexico, what are the best ways you guys have used drugs come again but i want

to start here. you see the story about drug cartels exchanging fire with american forces at the southern border. now there is the story about weaponized drones. here's a couple questions on this first. do you see any situation where the cartel it wants a direct of violent conflict with u.s. forces? that would seem bad for business and not something they would want to do what is that something we are now beginning to see? >> if the reports are correct it would not go against those reports but historically every drug cartel has an unwritten rule for many years that you do not commit acts of violence against any law enforcement officer especially not federal law enforcement officers. that borderline is invisible but it works for the most part. i don't see any benefit from drug cartels targeting law enforcement for no reason at all. i think that they know once it happens there is no turning back

and it would be bad for business as you mentioned. >> will: we will move off of that just a moment. tell me what you understand about the level of technological weaponry the cartel's employee and got this point. >> at this point and they continued to advance especially with military recruiting military from different countries united states and they use this how to actually improve under the cartels. so it has been a common use against retaliation against each other. so just any technology out there use it to their advantage use it to smoke use it to attack each other. and commit more violence. >> will: we talked about they would not want to fire upon american serve current -- security forces because you know what happens then and it looks

like it is happening now. president trump has declared the mexican drug cartels a foreign terrorist group. that essentially giving license to the american military should they deem it necessary to go into mexico to attack the cartels. where does that put them now today? that seems to be a big change in the middle -- business model. >> that i think makes him target. upper tears of the cartel i know that they are fearful of the american government but they are more fearful of the laws. many high ranking members of the sinaloa cartel have been arrested and they all start to cooperate. they enact punishment on the laws. president trump actually putting this into effect. because i think that this is going to scare them. i don't know if this is going to

stop the demand for drug trafficking but i do think it is an important tool and i do think the president of mexico should accept this with open arms. there was a thousands of mexican people affected by these drug cartels and their violence. >> will: last week on the roof -- will cain show we had congressmen trooper roy he endorsed the plan by senator mike lee which suggested you could give letters of marque to private citizens in the united states to begin themselves to fight the cartels. disrupting stroke of -- smuggling routes, supply chains, that kind of thing. on the american side. but my question for you is this are all of these measures including private citizens or designating the mexican cartels as terrorist organizations, is there a point where the beautiful drop of all of the money you can make for yourself on all of the different things you can traffic into america is

this incentivized enough? the trouble too much and not worth the price? >> i think for the most part that plan of sending private signed two individuals to go after cartels does not make any sense. you can see these drug cartels talk to each other on a daily basis they need the law, they need the government to make the difference. do i believe that this will help? i think it will have an impact but i also think the reason why i started getting to law enforcement and educating and cheering my knowledge is because i believe that we have to go after the bulk u.s. currency. that is the bottom line is, that is what every drug cartel actually gets into business. everybody wants the u.s. dollar, being transported back in the bulk in the billions and i think focus on the bulk use currency, focus on the weapons going across the border. here in the united states i think that would have a more
