country, perhaps more local control? >> ainsley: the second hour of "fox & friends" starts right now. ♪ >> charlie: president trump is expected to speak with xi jinping on the phone today after making successful compromises with canada and mexico over his tariff threats. >> ainsley: alexandria hoff is live at the white house with the details for us. >> good morning to you. compromise would be the goal of this conversation between president trump and president xi as a 10% tariff on chinese imports took effect after midnight. the white house is seeking for beijing to do more to curve the flow of fentanyl. they call this issue a drug war not a trade war. here's the president. >> we'll have some good meetings with china. we have meetings planned. and we will see what happens. but that was just an opening salvo. if we can't make a deal with china, then the tariffs will be

very, very substantial. >> china's ministry of finance office stated this the u.s. unilateral tariff increased seriously violates the rules of the world trade organization. not only unhelpful if solving its own problems but damages economic and trade cooperation between china and the u.s. so china for now has promised counter measures, including a 10% tariff on crude oil and 15% tariff on oil and liquified natural gas. this would take effect on the 10th unless a deal is made. i mean, we know that we have seen deals this week. i mean, my goodness, the u.s. -- mexico, excuse me, agreeing to deploy troops to the u.s. border in exchange for a tariff pause there 10,000 troops. those tariffs already have yielded plenty of results. also justin trudeau, canada, the prime minister, he has announced his country would get a 30-day pause from tariffs after agreeing to several different things, ensuring that they have 24-7 eyes on their border.

use them whether the military at the border or our economy with the tariffs. and if you have a clear goal of what you want, it's amazing how effective that tool can be in a game of chicken. >> ainsley: when i heard the deal with mexico and canada. i thought okay, they are going to send 10,000 troops to the northern border -- southern border. but how serious are they really going to be? when you read into it, canada has agreed to deploy those 10,000 troops to the border. >> they are spending 1.3 billion for new choppers, technology, personnel to stop the flow of fentanyl and as she was mentioning, they are appointing this fentanyl czar. and they say 24/7 eyes on our border. >> steve: as alexandria pointed out in that report. the administration is not referring to it as a trade war. it's a drug war. so it has to do with fentanyl. so, if in 30 days the flow of fentanyl stops from china, which is going to be the call today, mexico and also canada, maybe things will be different. you know, ultimately, what has

happened and bill mcgurn is about to address this in a sound bite from about an hour ago, the president likes it when things are kind of all over the place. watch. >> yesterday, started out very differently from how it ended. the deal mexico made surprised everyone. and, clearly, prime minister trudeau saw that deal and said i have to do the same for canada. so, i think that the point is all the chaos and noise and disruption we associate with trump's moves are a feature. he counts on that. and he thrives in it. and he knows when it comes to mexico and canada, at least, he has the advantage because they need our economy more than we need theirs. ains absolutely true. >> charlie: obviously have some effects that hurt american

consumers. but they hurts mexican consumers and consumers in canada worse and that's the gamble. it turns out trump was right about it. >> steve: ultimately, if they start massing troops on the southern and northern border that's a good thing. >> ainsley: absolutely. >> steve: but the key is whether or not it will stop the fentanyl in a month. it's been coming on so long and so many people. >> ainsley: i think i know three or four children who have lost their children. >> charlie: everyone knows someone who has been affected by. this the most important thing that's come out of all of this is getting everyone to agree that the drug cartels are terrorists and they have killed more innocent people then any terrorism anywhere. >> steve: all the stuff, the precursors to making fentanyl, all comes from china. so that will be an interesting phone call the president has. >> ainsley: check in with lawrence jones down on our southern border in el paso.

first border visit since his confirmation. and then they also flew on a black hawk with tom homan as well. hey, lawrence. >> hey, good morning, family. i just want to piggyback on y'all's last conversation. this is why the secretary of defense, pete hegseth, was here. you know, a lot of people don't know, but we have a military asset that focuses on the narcotics that impact our country. it was created back in the 1960s by jfk. that's u.s. southern command, right here in fort bliss. that's why the secretary of defense was here. he said that we haven't been using these assets the way we should. it's clear that there is a threat coming across the border as it relates to the drugs. and they are going to get active real fast. here's a little bit of our conversation yesterday. >> no better negotiator at the helm than our commander-in-chief donald trump. knowing how to use economic pressure to get results on the

ground. see how mexico responds with troops and whether or not they actually do stem the flow. all i know is what we can effect. and we are not going to back down. intimidation is not going to work. and i want to -- the message i have for the troops here is across the board is we have their backs. we have your back. we're going to give you the tools necessary to get 100 percent operational control of that border. a lot of people talk about the corruption in mexico can we trust those guys? will they actually be helpful to the mission? >> the first administration, president trump, you know, made mexico put military on the border. very effective. made mexico agree to the remain in mexico program. this is national security. when we secure the border, less people die from fentanyl. less women and children sex trafficked. less people on the terrorist watch cross that border: president trump is going to shut it down. >> lawrence: so some people may

be wondering what the set-up is, why have tom homan, the border czar on one side and the secretary of defense on the other side? the secretary made it very clear, secretary hegseth. he is going to focus on the outlines of the border. going after the enemies there, making sure the border is secure from that aspect. tom homan is going to focus on border patrol, the interior aspect of it as well as with ice hunting the bad guys, the criminal aliens that are inside the country. it's a two pronged approach. then you got marco rubio that is going to be communicating with all those foreign countries to make sure they take their people back and they prevent them from coming to the country in the first place unless they want to do it the legal way. >> steve: that's right. yesterday, marco rubio negotiated a deal with el salvador. now el salvador will be a safe third country. so anybody from, let's say china, china won't take back, we can now send them to el salvador. they said we will take everybody, including members of

ms-13 and tren de aragua as well. so that is going to be very helpful. just think about it. if you are being trafficked across our southern border bye bye a cartel. i have no idea how they are going to get in. if they are, how do you make that pitch? all right. if you get into the country, you could live in san diego or you could live in omaha or whatever. now, the news is, if you get into the country, you might get sent essentially to a mega prison in el salvador or gitmo. >> ainsley: yeah. and lawrence was mentioning tom homan, the interior of our country over the weekend. they nabbed so many people, ice did, the senior trump administration official that talked to fox news digital said agents nabbed over 700 illegal immigrants over the weekend, including more than 500 with convictions or charges. and i was looking through the list. one person, a honduran national arrested in san antonio, texas close to where you are, lawrence. she had a conviction of

aggravated assault with a deadly weapon. another in seattle conviction robbery and delivering meth. one in phoenix, arizona a mexican national with a murder conviction. one in detroit a colombian man convicted of domestic violence and possession of cocaine. >> lawrence: so i just want to give you a tid bit, ainsley because those are the people that are already in the country. >> ainsley: that's right. >> lawrence: prevent them from even being able to make that journey across. banks who used to be the texas border czar. he is the chief of border patrol four star. he had a problem national guard essentially instructing them to push them back. what have you seen during the biden administration, a lot of the migrants would just surrender they already did the app. they knew they would get a notice of appear and be released into the country. pete hegseth, the secretary of defense is adopting that same strategy with the troops on the border now. so people aren't just going to be able to surrender, if they see people trying to break in

the country, they are going to say go back. they will push them back. and if they attack those border agents like a mob, like they do some of these caravans, they will have the pepper bullets as well. like texas used then. so, you're not going to see this surge of people coming across the border anymore. there are people there to meet them when they try to cross the border. >> charlie: of course, that underscores the vital importance of the remain in mexico policy. because, if they never actually cross the border, then it doesn't become a problem -- it doesn't become our problem. >> lawrence: that's exactly right. that is why the troops are on fire right now. they got fire in their belly right now. they get to do their job. by the way, i told you all earlier about i spoke with some of those troops. we are actually going to air some of that. me speaking rank and file. last administration we were predicted from talking with them. we didn't get to hear their

stories. finally the shackles are off of them and they can tell the american people how they feel. >> ainsley: that's great. you said morale is up. brian kilmeade keeps saying. >> lawrence: incredible. >> ainsley: correct me if i am wrong that or border crossings are down 93%. isn't that the statistic he always says, is that it's radio, lawrence? >> steve: it's a big number. >> lawrence: right. they are trying to get the numbers daily so we can have a track. it's around the 90's, ainsley, i think you are corrected. >> ainsley: that's amazing. >> steve: lawrence, when you were in that ride along in that black hawk going from where you are, el paso to the west through new mexico, how big are the existing gaps in the wall? >> lawrence: there are some big gaps. i'm so glad you asked that question. i got talk about the former border czar of texas well who is now the over all the chief of border patrol. i asked him about the money.

>> this is a question that you all guys asked me yesterday in the show. he said essentially they haven't used money from 2020, 21 and 24. so they are going to already start the construction of the border wall. now, it's not going to be enough to complete all of the wall. they are going to need the reconciliation bill to pass. but there's enough money to restart the trump wall that was incomplete. >> charlie: they they been able to get all those pieces back that the. >> lawrence: no. >> charlie: previous president tried selling off? >> lawrence: no they haven't. they were able to stop some of it because a federal judge made them stop selling off the wall in that past administration. but a lot of that stuff was sold. you got remember. we had already paid for that. >> charlie: exactly. >> lawrence: they were so upset with texas. texas offered to buy the rest of that wall that they were selling to reconstructed it ourself. we were going to pay billions of dollars to do it, and the biden administration refused to sell

thing do you in every case was held to discuss a potential gag order, case management plan, legal issues and discovery. but, it got really, really testy. blake lively suing justin baldoni accusing him of sexual harassment and for allegedly starting a smear campaign against her. baldoni is counter suing blake and her husband of course ryan reynolds for civil extortion and defamation. both actors deny the claims maids against them. lively's lawsuit michael gottlieb requested a gag order accusing baldoni's attorney making inflammatory comments against the actress' character and motives. freidman though fired back claiming lively's team quote, unquote, started it by working with the "new york times" to publish an article attacking baldoni. baldoni's lawyer claims the actor is devastated financially and emotionally by this legal battle. the judge yesterday urging both sides to follow new york state rules that limit public statements about the case even threatening to move the trial date up if the case continues so

safer or more prosperous. we are going to pay for things that make sense for the united states. the united states government is not a charity. it is not a global charity. >> ainsley: what is the goal each day? how much does elon want to cut? >> charles: ultimately $4 billion a day. that's the goal. and it's going -- listen, this is a lot of money. people are lining their pockets there are people out there making hundreds of millions of dollars off of this. it's a real nice cushion. they have friends all the way in the media. friends throughout the corporate world. friends throughout government. it's not an easy thing. it can only in my mind could be achieved by an outsider with the kind of power of an elon musk can't be bought off. canned be intimidated a and no neither county president. the ultimate 1-2 punch for getting to some of this stuff. a tremendous amount of pressure. you will read articles today how dare we deny people around the world? who are we? who have we become? we don't want to help the poor folks out there? of course we do. we don't want to help their leader somewhere with a swiss bank account.

tiffany good morning to you. >> good morning, steve. the president was very clear about the fact that he cannot believe the failure we are seeing in our public schools. >> steve: we all know that the schools are not working well. and we have heard donald trump say let's just get rid of the department of education. you were there at that round table. you heard from a number of american governors. what were they telling the folks there at the white house they needed to do? >> they were saying that parents want more choice. you know, we have seen on top of academic failure this toxic soup of sel and dei and crt. the president has taken executive action. the governor says give us more power in the states to meet the needs of our communities and help parents to put them in the driver's seat so they can make the best decisions for their kids. >> steve: indeed. now, the headline i just read where he is thinking about dismanned ling the department of education. at least 60 employees were placed on administrative leave which we have seen at other

departments. one interesting thing is it sounds like the governors, at that event you were at, they were talking about how there still needed to be a department of education so they could doll out money to the states and localities. >> one of the things they said was give us the money in block grants so we can use did in the state to be able to meet the needs of our students. the one thing that's very interesting is the fact that the unions are going to be freaking out. you will hear a lot of fear-mongering about closing the department of education what that is going to mean for students. we have academic failure happening. the unions are making billions of dollars off the backs of public school failure. so thank god we have president trump. he is the voice for parents here in washington, d.c. you know, moms don't have a lobby. public school kids don't have a lobby. we are very thankful for him that he is putting kids first in america. >> steve: tiffany, as we saw donald trump with the tariffs in mexico and canada yesterday, is this, perhaps, a negotiation where he says i'm going to close the department of education to

>> charlie: happening today president trump and netanyahu will hold a press conference. the israeli prime minister met with trump national security adviser mike waltz and middle east special envoy steve witkoff yesterday. trump's nominee for special presidential for adam boehler joins us now. great to see you, adam. obviously, trump and bibi have an awful lot to talk about. probably the most important thing at the moment is the fact that as we are getting hostages returned, which is fantastic news, the problem is that hamas still has its deadly grip over gaza and elsewhere in the middle east. what are the moving parts that they are going to talk about to figure out how to solve that

problem? >> i think first and foremost. they need to separate out the hostage issue from occupation. sometimes they get intertwined. but the number one priority has to be for the israeli people and quite frankly for us as americans is to get every single hostage out. that's what the president of the united states said. that's what he wants to do. and i want to be clear, there are two americans that are supposed to be released very soon. we have got a soldier that's the second phase. but these are americans. this is somebody that grew up in new jersey, went to high school in new jersey. these are people that we need to get out. so that's first and foremost is to get everybody out. then the second thing they are talking about is what comes next. i think that's very important. >> adam, just real quickly. what do we know and how confident are you in what we think we know about two american hostages. >> i think i know right now they are in a damp, dark place with

water running off the top of it, a tunnel, sufficient case not a lot of movement there. and they might be alive but every day they are there, every day we risk them dying because the conditions are horrible. >> charlie: you think they might be. you don't have high confidence they are still alive. >> more hostages alive so far in the first 33 group that we have seen. the hostage rate the amount of people alive looks pretty good. it's well over 50%. so it's not the worst case scenario. but, every day matters here. i think about alexander whose son is there and sitting there every day and it's a real problem. i'm worried about him. >> charles: in the previous trump administration you were part of the abraham accords, interested in trying to resume

those efforts and in particular trying to help create it a relationship between saudi arabia and israel which, of course is, a massive threat to iran which probably means it's a good idea. how confident are you that that will be something that they will be able to make headway on? >> i'm extremely confident. because at the end of the first administration. i was personally there when mbs, who leads saudi arabia, said that if president biden was positive toward the country, he would sign the abraham accords within six months. i think some of you all remember that was when he didn't shake his hand. and was awkward. he blamed him for a bunch of stuff at the beginning. >> eventually president biden started to be nice to saudi arabia but it was too late. this is a country, saudi arabia, that has been a major ally for us. they have totally reformed so many things. they are not perfect. nobody is perfect. but they have done a lot and msmbs isa good partner for us yl
