today, the cease-fire in gaza. a truce the president says is not guaranteed to hold. >> meantime, terms tariffs to stand up with china -- remains in place after securing tentative deals with canada and mexico. beijing has countered his 10% levy on importing goods for retaliatory tariffs. senator rand paul on deck to react. first, alexandria hoff has more from the white house. >> good to be with you. given the somewhat limited scope of the retaliatory tariffs posed by china, it's clear that there is interest in a dialogue, president trump and president xi jinping are slated to talk as early as this week. it's expected to happen sometime this week. lightly not today because of the time change. president trump's tariff on all chinese goods kicked in shortly after midnight. >> we will have some good meetings with china. we have meetings planned. we will see what happens. that was just an opening salvo.

if we can't make a deal with china, the tariffs will be very, very substantial. >> china is promising similar. intern, they are promising a 15% tariff on coal and liquefied natural gas products and crude oil and machinery coming from cars. that is set to take place on the tenth. china said they will investigate google to see if they violated antitrust laws. they could take a step further, prohibiting the export of rare earth materials. that will be a big deal. that's all of a deal cannot be reached. this week, president trump is 2 for 3. canadian prime minister justin trudeau announcing yesterday, a 30 day pause on tariffs over a promise to boost border security. the plan enclosed nearly 10,000 frontline personnel, pointing at fentanyl's are and designating cartels as terrorists. launching a joint strike force with the u.s. to fight organized crime. mexico has also agreed to deploy 1010,000 troops to the border in

says a review is being done of usaid. rubio said this is not about getting rid of foreign aid. he argues usaid has veered off course from its original mission of advancing american interests abroad. there also reports that usaid has fallen short of its goals for some projects in years past. republicans have pointed out usaid has spent $20 million for a sesame street workshop in iraq, $1.5 million to advance dei in serbia's workplaces and business committees. it has given $6 million to fund a tourism in egypt, all initiatives republicans say are not -- are just plain wasteful. >> i've been on the case for years now. going back several years where i was trying to investigate the expenditures for humanitarian aid, primarily when it came to the war in ukraine. what my team and i encountered was absolute obstruction and lies coming out of usaid. >> supporters say usaid has

helped counter russian and chinese influence around the world. they also said the 90 day freeze the president has up limits and on foreign aid not only threatens lives, but livelihoods too. design and colorado-based contractor -- 70% of its revenue from the usaid work order. its ceo says they are considering layoffs within the end of the month if the situation doesn't change. >> one of my frustrations, what i'm trying to push, is we can review this portfolio. we can look at aid. we can look at things to improve, but let's do it while we are working. there is no need to stop business, to stop industry. small businesses will not make it 90 days. >> democrats say the organization of usaid -- reorganization cannot be done without legal approval. perhaps another legal battle for the trump administration in the coming days and weeks. >> and megan hayes was saying

"the two leaders will convene tuesday afternoon to discuss the next phase of the hostage release framework. the iranian threat as well as prospective saudi/israeli normalization." they are important issues of course, but the idea of renewing talks on expanding the abraham accords to include saudi arabia, that was the deal they almost got done before hamas lead -- october 7th. if they can get that deal done in the days and weeks ahead, how would that change the modern face of the middle east? >> when you have that is the way forward like we were discussing, that you have another country that is going in there saying they are not looking for concession from israel as it relates to gaza, in all likelihood. they are accepting that gaza had been the aggressor continually, year after year, launching target attacks, stabbings, bus bombings, you name it, and they are ready to normalize with israel. that is an important domino to fall in terms of the way they

move forward, and what they demand or do not demand as it relates to any relationship with palestinians. that's the biggest linchpin that takes place in what goes forward. >> now, to secretary of state marco rubio, this usaid fight that's happening right now. he is the acting director of usaid. he spoke about this with rich edson in el salvador. i want to get your reaction to this. listen. >> their basic attitude is we don't work for anyone. we work for ourselves. no agency of government can tell us what to do. there are things happening at usa that we should not be involved in, or that we have a lot of questions about, but they are uncooperative. we have no choice but to take dramatic steps to bring this under control. >> so what dramatic steps can you get behind here, congressman? >> everything marco rubio is doing i am behind. he is saying that very nicely. the reason they have to shudder these doors is they will go in,

they will delete these things off of servers. they will work to hide them. they will simply say we are not going to tell you. in front of me, i have three or four pages of just provocative things they were spending money on, from half a million dollars in indonesia to help teach coffee companies how to be more gender-friendly, to giving millions of dollars to people in the caribbean for just being lgbtq. the same in serbia, other places. the list goes on of where they are burning your money in ways that once making america the partner of choice. again, i have pages of these. >> congressman, that is in fact -- it's definitely true, but at the same time, usaid does fund a lot of legitimate businesses and do good work around the world that's not related to any of those things that many people are calling a frivolous expense on taxpayer money. why shut it down for 90 days? we were just moments ago that there is a company out west

called causal design. the problem is -- payroll and stay afloat if this 90 day pause actually takes place. why not go through it with a fine-tooth comb? change the administration, but not shut down the funding that is so desperately needed by some of these businesses that are legitimate? >> i don't think you can do it that way, because of the way that they do this. i chaired fair and affairs -- i chaired foreign affairs oversight for the last couple of years. they will lie to your face, even if you are holding up a document that says "this shows what you're doing, here is her signature on it." "no, that's not what we did those quotes. you have to do it in this way because of the way they have acted. again, they are not asking questions across the board, even if they are providing aid. these three important questions: what does america need from the country or region? what does that country or region actually want from america? most of the time, it's not drag

shows, it is not teaching them gender identity. it is not giving them comic books related to trends and other things. they want something to from from us. you also have to ask: does what we provide if we provide something, doesn't get america what it needs or what it's asking for? usaid it systemically across the board has not been looking at the world or asking those questions in that way. >> congressman bill cates weighed in on "the view." he is warning that millions could die if this when it comes to an end. >> partners with usaid on nutrition, getting vaccines out. there is incredible people. they are not actually worms that work there. hopefully, we will get some of that work back in shape. if we don't, you could have literally millions of deaths. >> and you say what, congressman? >> everyone of those groups

president's trade advisor peter navarro. here is his response. >> it's a drug war, not a trade war. anybody was talking about inflation right now is dishonoring the men and women and children who have died at the hands of chinese, mexican, canadian fentanyl, coming across our borders. that's what this is about. >> what do you say to peter navarro? >> tariffs are taxes. anything that increases the cost of a good will ultimately increase its price. generalized inflation or a generalized increase in prices is caused by debt, and the federal reserve buying the debt at a devaluation of every dollar. individual prices going up in areas where there are tariffs absolutely happens. it does affect trade. if you look at -- there are still people in congress wanting to give farmers a bailout from the effects tariffs had in 2018

and 2019. when we put tariffs on china, china quit buying as much of our agricultural goods, and our farmers suffered. there are still people wanting to subsidize them for the harm they felt from tariffs. the best way to look at tariffs is the scene and the unseen. you can seat the steelworkers you might help, but you don't see the 80 workers who by next you'll for everyone worker making steel that suffers from higher prices. without question, tariffs raise prices and are good for trade, as leverage and negotiation -- of course, the president was the ultimate negotiator. he did get mexico to send some troops, and he got canada to step up their patrols. as a negotiating weapon, they value -- as long as we never enact them. they are a disaster for trade and the consumer. >> with all due respect, and good to have you on the program. thanks for being here. i didn't hear your direct response to mike navarro from the white house, saying this isn't a trade war, this is a

drug war. he, referencing your tweet and your take on these tariffs by saying you are dishonoring to men and women and children who have died at the hands of the chinese, mexican, canadian fentanyl coming across our borders. to that you say what? >> it's a ridiculous statement to say that people are against tariffs are for the fentanyl trade, because it's not true. everything we can do to stop the federal trade from mexico and -- fentanyl trade from mexico and canada, we should do. part of it is them allowing it to come through, but part of it is in mexico, about one-sixth of mexico is not in control of the government. i applaud the president for pushing mexico into saying "we will put troops on the border," and the remaining mexico policy will be in place. all of those are a good i think we are all on the same side on that. tariffs as an economic policy or a disaster -- are a disaster for the consumer. the average price the consumer will pay even if tariffs are

even though i don't agree with the economic benefit of tariffs. i do think he did use the negotiating leverage -- -- >> have you seen a direct impact on your state? another governors appeal to the kentucky delegation. washington saying "help us out" specifically the bourbon industry. $9 billion, 23,000 people. what's your warning on that front economically? >> we are still suffering from some of the effects of the berman industry from the last round of tariffs. europe responded to that go around and raised tariffs on bourbon. it did affect our international bourbon sales. we also make a lot of cars in kentucky. the car manufacturers -- the price of still going up hurts the car manufacturers.

the legality of their detention. it has been a factor that for years slowed the government's ability to complete the prosecution of khalid sheikh mohammed and other 9/11 planners. right now, there aren't enough beds at gitmo for an influx of migrants pick the marines have set up tents for about 1,000 people as of now, but those are not secure areas. hegseth has said they may use the golf course there to put up tents for 6000 migrants. would not rule out sending migrant families to gitmo and putting hardened gang members in with the 15 remaining detainees captured after 9/11. it's not clear whether this plan is legal and whether they migrants who are taken there will suddenly have a right to a lawyer, which will begin a long legal process that could prevent the u.s. government from deporting them to their final destination. >> jennjennifer griffin with the latest. thank you. >> border patrol agents under --

cartel chiefs reportedly ordering the members to attack u.s. agents with kamikaze drones and explosives. all this as a trump administration is keeping up its pressure to crackdown on illegal migrants. retired ice special agents -- whose partner was killed by a cartel. for reactions well this. thank you so much for joining us. how do you react to these cartels ordering members to attack border agents? >> well, it shows a desperation of the cartels, because of the securing of the border. they still want to bring the fence the fence and i'll still want to bring the bodies -- human trafficking , human trafficking -- they still want to bring the fence and all, the human trafficking through. now, you get the u.s. military and mexican military. it will make it difficult for them, which i believe is going to make the cartels react. there is going to be a reaction from the cartels. i know personally how violent

these cartels are. i believe the u.s. governments, especially having our secretary of defense at the border, understanding the threat that they face, especially our border agents on the line from any possible attack or violent aggression towards our law enforcement agents. >> you can see secretary pete hegseth at the border, el paso, texas. that's on monday. i want to put this up for the screen, the fox digital article on mexican cartels targeting border patrol agents with kamikaze drones and explosives amid this trump crackdown. an internal memo cited to title "officer safety alert," a warning to federal agents -- "the new york post" reported. agents are reminded to be cognizant "of their surroundings and should be wearing their ballistic armor and utilizing their long firearms." quite a situation they have to deal with. more to deal with, i should say. tom homan, the border czar, reacted earlier on fox to these

cartel threats. >> more difficult for them to make money. it will become violent. you are going to see violence on the border. we know it's coming. border patrols are prepared. it's great to have the military on the southern border. they are prepared -- cannot harm any border patrol agent or soldier. president trump would apply great force. he has the capability of wiping these cartels off the face of the earth. >> says they are prepared, they know this is coming, but gosh this is scary from many of those border agents who have to deal with this. >> let me tell you why, senator, a lot of those memos -- it's because of what is happening in mexico. you've got a full out war on two sides of mexico. one on the other side of arizona, the sonora desert. the cartel, massive daily firefights. just the last couple of days, on the other side of laredo, texas, there was a capture of the

number two guy in the cartel committee cartel northeast. extreme firefights. you would think these fights and shooting is happening in iraq, but it's not: it's right next to our country. as a matter fact, there is reports of one of these drones the cartel used against one of their other cartel members with a bomb. this is what we are dealing with. we are dealing with terrorists, and i believe that president trump is right in designating them as terrorists. we have to deal with them as such. the dod resources. i'm glad i'm glad to see him joined forces with dhs. we will have to bring everyone here to combat these guys. they are not going to put their hands up and give themselves up. they are going to fight, although we will bring it to them if that's what they intend to do. going to see -- very important what happens in the next 30 days with mexico and the 10,000 troops, and what else that will bring to the table. >> i want to finish with a final thought as we put up a picture

of your partner killed in 2011 by the cartel. this cartel -- he was exited by the cartel. i know that you have been on a mission ever since. if you like you were making progress? >> every time have had the opportunity to speak in conferences here, i always ha have -- this is going up next week. there is not a day that goes by where i don't think about him and the sacrifice that they gave, defending our homeland. i have tried to continue to do that and have everybody remember the sacrifice. a lot of people unfortunately do not know that. just know that the men and women of dhs and all law enforcement agencies around the world are doing this on a daily basis, and we have to commend them for that. they are in a very dangerous situation. they continue to look out for us.
