women sports. i know the president is very excited about the bill signing that will take place 3:00 this afternoon. he will hear more from him later and we look forward to see you there. thank you very, very much. garrett, great to see you here today. >> reporter: on gaza the president has spent entire career criticizing foreign entanglements, nation building and sending american troops to fight abroad particularly in the middle east. this plan could ultimately involve all of those things. can you explain this reversal and how building and owning gaza square is american first policy? >> secretary leavitt: i would reject the premise of your question that this forces the united states to be entangled with iraq. to the president has not committed to putting boots on the ground. he said the united states will not pay for the rebuilding of the gaza. his administration will work with our partners in the region to reconstruct this region.
10:19 am
let me take a step back here. this is out of the box idea and that is who president trump is and why the american people elected him. his goal is lasting peace in the middle east for all people in the region and as i said in the opening remarks, we have seen people pushing the same solutions to this problem for decades. it has been very, very clear to the president that the united states needs to be involved in this rebuilding effort to ensure stability in the region for all people. that does not mean boots on the ground in gaza. it does not mean the taxpayers will find this effort. donald trump who is the best dealmaker on the planet will strike a deal with apartments in the region. >> reporter: he did not rule out american troops and gaza but are you doing that now? >> secretary leavitt: the president has not committed to that just yet and you know that. >> reporter: at the foreign partners that jordanians, saudis have planned to this plan but what forum partners have expressed interest in being a

part of this? >> secretary leavitt: the president has been socializing this idea for quite some time. he said in his remarks last night this was not a decision or announcement he takes lightly. the president has spoken to the president and that was his first call. he is meeting with the king of jordan, abdullah next week and he spoke w with the king of bahrain and that crown prince of saudi arabia and has made it clear and been vocal he expects our partners in the region, particularly egypt and jordan to accept palestinian refugees temporarily so that we can rebuild their home. i would like to show you images have gaza taken by fox news as they put it in apocalyptic seat gaza. this is on habitable place for human beings. do you really think families can live their dream in a region that looks like this with no running water, no electricity and special envoy to the president steve witt, traveled

10:22 am
they are talking about. because president trump was elected from a mandate from the american people to make this government more efficient. he campaigned across the country with elon musk vowing that elon would head up the department of government and the two at them with a great team around camp would look at the receipts at the federal government and insurer are accountable to the taxpayers. that is all that is happening for democrat officials to incite violence in encourage americans to take to the streets is incredibly alarming and they should be held accountable for that rhetoric. >> reporter: what they are most concerned about is doge engineers to access to treasury systems. can you identify can doge read-only access to the systems and not allow to write new code? >> secretary leavitt: yes. >> reporter: one more thing, mbc is reporting some illegal immigrants we have seen rounded up and arrested are not being deported that they are being released with an ankle or wrist monitoring devices or they have
10:23 am
to check in on the phone. is the administration arresting more people ban you have room for? >> secretary leavitt: i have seen the reports and i am glad you brought it up because i want to address it. there have been a total of 461 illegal aliens and this is of this morning when i got the information from dhs released from custody of more than 8,000 that have been arrested since president trump president trump was inaugurated. it is less then 6%. they were a reason for the release and some factors include lack a significant likelihood of removal in the foreseeable future, lack of detention eligibility, which is something this president and administration has been incredibly vocal about. we are doing everything to deport and detain illegal immigrants, that we need congress' help to increase funding for border patrol and i.c.e. with detention capability of the facilities and other serious medical conditions have also been the reason for the release of individuals. none of them have final deportation orders.
10:24 am
many are contesting their immigration status. i refer you to dhs for more details go to but i did get that information because i knew it would be a question, thank you. >> reporter: the president have made clear the devastation palestinians have no choice but to lead gaza and go elsewhere. the palestinians think this is their home and they don't want to go. the president said he is willing to use the military if necessary. is u.s. prepared to remove palestinians by force questioning. >> secretary leavitt: the president is prepared to rebuild gaza in the region and peace-loving people who want real economic development and opportunity in the region. this is a region that has been controlled by iranian-back terrorists, filament that palestinians too. it is because of hamas you see the images on the screen that gaza has become a demolition site because launched a brutal attack on israel october 7th. again i would stress president trump wants to ensure
10:25 am
this can be a place where all people can live and p spiritually as a peacemaker in chief. he made that clear in his first term and how that will be accomplished, the team talking with allies in the region to consider the next steps. >> reporter: should the american people to see u.s. military on the ground fighting a war against hamas questioning. >> secretary leavitt: again, the president has not committed to troops on the ground. i have said he has not committed to that yet. >> reporter: let me follow-up, why not rule out the idea of committing u.s. troops? this has been a long-standing argument that the president has made over the last decade or so talking about the scores. why not rule it out questioning. >> secretary leavitt: that thing about the president is very good at making deals not to rule out anything because he wants to preserve that leverage in negotiations. that is what he is doing here. >> reporter: he also said everyone loves this plan. he said in the oval office this
10:26 am
morning. and fact, a declaration of war n the arab people. so how does he square the fact even republicans on the hill are objecting to this or questioning this? have a t-square the fact that everybody loves this plan? >> secretary leavitt: i can provide you more context that he will have with the president of the united states after that meeting and i would point out a lot of leaders and officials around the world who had doubted, i suppose, dealmaking ability of president trump. you said you heard panama later stating he would not agree to some of the concessions he has now made because of secretary rubio's visit appeared to have the colombian president say he would not accept flights of illl nationals who entered into the country illegally and those whites are underway. select and speak than words. >> reporter: you said working on this idea behind the scenes but is there a written plan based on the president's
10:27 am
proposal for gaza? when was it drafted and who had a hand in that. speaking the president rebuild it to the world into the american people and his team are continuing to be engaged on this effort. choice health and national security advisor this morning and he has a busy day of calls they will, it can engage with the partners and that includes steve with cop as well, mary. >> reporter: two questions on the news at the date. how is today's executive order impact 2028 summer olympics in los angeles with a man who thinks transgender women would not be allowed to compete as female on u.s. soil? >> secretary leavitt: it is a good question and the president has mentioned he does expect the olympic committee and the ncaa can no longer allow men to compete in women's sports. i think the president with the signing of his pen starts a very public pressure campaign on these organizations to do the right thing for women and for girls across the country.
10:28 am
i can coach at this is incredibly popular position. there have been notable females that have the courage to speak out against powerful institutions in the country. they deserve to have a voice nasa appeared to the president is bringing their voice to the highest level at the white house this afternoon and expect the organizations to comply with federal order that he will sign today. >> reporter: media coverage of this executive order and the topic in general what is the white house view of framing that transgender females are similar rhetoric coming from organizations like acl you? >> secretary leavitt: it is clear the policy of this administration is that they are only two sexes male and female, pretty simple. >> reporter: usaid has gotten a lot of attention the last couple of days and bizarre things that we have been in the taxpayers have been finding that now it looks like a couple of media outlets dragged into this conversation as far as usaid
10:29 am
ponding as well. does the present have commenting on that? >> secretary leavitt: coming out here to the briefing room, i was made aware of the funding from usaid to media outlets, including politico who has a seat in the room. i can come from million taxpayer dollars have gone to essentially subsidizing subscriptions to politico on the taxpayer's time will no longer be happening. the doge is working on canceling those payments now. this is a government effort to ensure that we going line by line when it comes to the federal government's books. this president and his team are making decisions across the board on did these receipts serve the interest of the american people? is this a good use at the american taxpayers money? if it is not about funding, it will not be sent abroad and taxpayers will see significant

savings because of that effort. i would like to give some love to the back row. unfortunately, they have not been called nine years past so reagan, go ahead. >> reporter: the whd announced amber who is called the president toddler with his pants pulled down will be the entertainment for this year's correspondent center. does the white house have reaction to this choice, will the president attend the dinner the share? >> secretary leavitt: certainly an interesting choice. i have the president's invitation on my desk and the invitation for myself as well on my desk. i haven't talked to the present about it but when he makes the decision, i will let you know bt definitely an interesting choice the comedian. i will talk to the boss and see what we decide, sure, go ahead. >> reporter: on the executive orders to be signed today, you said this will be enforced for the public that how does the administration intent to enforce this at the lower level? on top of that, there are rights groups that say this speaks to
10:31 am
discrimination but what is your response? >> secretary leavitt: kids have been exposed to discrimination especially women and young girls who forced to shower up with biological men who have been forced to compete on playing fields with biological meant, which is incredibly unfair and unsafe and again, incredibly unpopular policy with the american people. as for the actions this executive order takes go, i laid those out at the beginning of the briefing and i'm happy to give you a copy of this fact sheet to let audiences across the country no. >> reporter: what if they don't comply with this? >> secretary leavitt: they should because it will be law an hour and a half. so your colleague to the right. >> reporter: taylor at spector and his code to get talked about doge elon musk is "special government employee who also owns companies with billions of dollars in federal contracts." you said he has abided by applicable laws, but what steps is the trump administration taking to address the conflict

of interest? >> secretary leavitt: at the president was asked and answered this question this week. if elon musk comes across with a conflict of interest in the contracts and funding that doge is overseeing coaches to coaches elon will excuse himself from those contracts and he has again abided by all applicable laws, in the back. >> reporter: asking about external revenue service today and "we will collect tariffs nomex between eight revenues" is that the position of the white house tariffs will lower taxes for americans question why. >> secretary leavitt: at the president believes that it is a tax on foreign nations and committed to causing cutting taxes for the american people that will and believes tariffs are great revenue raiser for the country and that is exactly why he has committed to the creation of the external revenue service, which i think is a nominal idea. we will go down double row. >> reporter: under the president's plan gaza any and all palestinians who want to stay in gaza on the land will be
10:33 am
allowed to do so? >> secretary leavitt: i can confirm the president is committed to rebuilding gaza and temporarily relocating those who are there. as i showed you repeat a late, but it's a demolition site. there was no running water. there is no electricity. the president wants them to live in peace and he has committed with this new bold plan and we will keep you apprised of updates as we receive them. >> reporter: so, now that the president's policies are starting to take shape, how long will it take to sign through and get some actual prices americans are paying to come down questioning. >> secretary leavitt: prices at the store and prompt? sure, the president is doing everything he can to reduce the cost of living crisis across the country as quickly as possible. that is why he signed a litany of executive orders across the board in the first couple of weeks. he declared national energy emergency. he committed to cutting ten regulations for every new one on
