you think this gets resolved without the united states taking full control of the canal again? >> it could put it seems like that present a panama blinked. he said it's a pretty breathtaking idea that 2017 memorandum of understanding that granted china incorporation somehow at the panama canal into its belt and wrote initiative is now going to be nullified. i would think that where that chinese role moderated, reduce, or a limited may be president trump a look at the panama canal in cooperation with panama and a different light that would not require the u.s. to physically retaking control. i want to turn out to events taking on in ukraine. you got zelenskyy sing is entertaining the idea of the united states could gain control of rare earth minerals and ukraine for continued military assistance to the ukrainian military. dan, do you think that is the weight president trump can keep his coalition together and say we are sending military aid but

the united states is getting more than just the security of ukraine back for? >> i think we have to look to postwar reconstruction in ukraine. not going to be cheap but we desperately want ukraine to be a part of europe. to be strong, sovereign and able to withstand any future threats coming from russia. the way to do that is to make should have a strong economy, foreign direct investment including rare earth might make some sense. of course, like with most of president trump's proposals there is a lot of details to be discussed and debated and deliberated. but, on the face of it has a lot of merit. rich: maps, in a conversation with your post president trump that is spoken of russian president putin by phone and putin wants to see people stop dying. if there's 1 person on planet earth that can control all of that, it is him. what is it going to take for him to realize that or for the united states to get russia to stop this assault on ukraine?

>> only option is for russia to see it could no longer afford to be losing all of the people on the battlefield simply cannot achieve its objective of eliminating ukraine as a sovereign states. i think president trump's threats of severe tariffs or taxes as he is also called the n russia, could tip in enfeebled russian economy over the edge. 40% of russia's economy is retooled to military production. but, as dan was saying all these plans are intricate, they are complex but my sense of connections back in washington is the staffing of the nationall security council and other entities that brings the president through all of the difficult aspects and challenges of any plan like this is not yet thethere in place. so it is impossible to predict with the approach of trumbull b. the russians have said maybe there was no discussion. the press spokesman said putin can not confirm or deny there

was a discussion i think when putin fills this pressure is going to eventually see he needs to find a way to get out. i think president trump as an ultimate dealmaker may be able to help make that happen without selling at ukraine as well. rich: dan, what you think the early read is in moscow of the trump administration do you think moscow sees result in the united states or to think they have an opening with the new administration? >> i think vladimir putin is certainly going to be flexible about different opportunities he may have. he certainly paying attention to it president trump is saying to end the war. what is really important and i can say this from having spent decades of the cia trying to track russian foreign policy, putin's plans and in tensions through vladimir putin's twisted kgb eyes. he does not see the war the way president trump does a great loss is on the battlefield do not mean to president putin what they mean to president trump. putin launch that war because what scares him the most is

going to have to build efficiencies into the system. when you go, it's tom just said, it is more efficient to pick a criminal up at a jail then to go find them and the community. one of the hardest things to do is just to find somebody. and so, when you do find them you find the bite of ministration did not do that. that is more efficient. the really going to have to build not just capacity. you and i talk about prison beds at gitmo. but efficiency. they're going to scale up their going to need to build more efficiency in the system and that goes to detention, handling the legal issues, and the transportation logistics as well. all at the same time. that is where the management skills and expertise really get tested and come into play. that is where things are going to get moving. or they are going to get blocked for the trump administration. it's almost logistics.

having been in an agency it myself it can sometimes be hard to impose cuts on people that you see and work with every day for.elon is giving cover to thee cabinet heads to make tough decisions. rich: what happens if there's massive cuts of federal bureaucracy and the americans make up a year later and didn't feel it? what something cutting the bureaucracy is the problem. because there's probably a lot of workforce cuts you could make it is the services that those provide. when donald trump put up the memo saying were going to freeze all of these programs that support democrats pounced and should focus on that he decide is going to cut meals on wheels, head start programs, funding for formula for women who just had children. those are the programs democrats should focus on and those are the things that impact everyday american lives focusing on inside the beltway a couple thousand employees get caught they are going to have to find new jobs. that's going to hurt the

afternoon. would you said this is a real turning point for the future of ai and what would you suggest this administration do to navigate this? >> that is a great question produces more than a regular summit. they are going to talk about policies. but really what's happening is the largest summit for ai in the past a bit much higher ranking individuals appearing, not just from the u.s. government but the chinese government as well. and really what this meeting really comes down to is everyone in the world was going to be looking at different countries like the u.s. and china and say who is actually going to lead the ai race moving forward question who's going to step into the leadership role who's got the plan? who's got the policies and whose acting on those policies it comes down is a going be china or the united states? when it comes to how to put a stake in the ground and show american leadership. the administration's been doing a pretty good job of that in general. there's a few things it's been doing right it's been investing in ai it's been avoiding over regulating ai and i would say

the most important thing is it's actually utilizing ai. he had a guest on earlier talking about doge how it's being used to reduce some of the cocost in the u.s. government. there are massive amounts of waste and the department of defense. we recently started work with parts of the u.s. air force to help with parts sourcing automation through a.i. and then what we realize according to the government's own to the whole department of defense we'd spend over spending on parts. many of these parts of your overspending on our from foreign manufacturers. so those are jobs that can go back to the u.s. we could be saving money and get those parts faster which means our combat readiness improves. utilizing it is part of the picture we improve our national security in the process. rich: is there a risk the united states but all this money into artificial intelligence and then that information and those advances are quickly somehow

taken over or used by foreign actors and we put the money up front everybody else enjoys the benefits? >> it is possible. but it's not possible if you keep investing. the thing about a.i. selling to invest in okay were done we won the a.i. race. it's an ongoing race. we are going to make advancements of a portal washer to learn from it and then we'll get to where we got faster than we got there as long as we are investing it heavier than they are, we are moving faster than they are by the time they catch up or 10 steps ahead. what we found through deep seek it's not enough to just invest in infrastructure. think the administration was wisely or they did the private or billion-dollar investment that they made about a.i. info structure in the u.s. is a very wise decision. what deep seek shows us if-those are startups. there's agile creative teams out there who are very smart who can find ways to upend the entire games by thinking outside the box.
