this court lacks subject matter jurisdiction. so far trump team believes they have shrunk federal workforce by 3% and 75,000 people want to take offered buyout as long as it holds up in courts and that will be 75,000 fewer federal workers. another win for the white house, different federal judge in rhode island, resulted president and advisors can cut or freeze federal spending as long as existing laws on the books are being followed. >> president trump: they are taking massive amounts of money and spending. i went through 200 expenditures made and three looked reasonable. i want to commend elon musk. he does not need this. he is abused by you people

now they go to check on the bank account and that federal money is gone. trump administration pulled that money because they are furious with new york city for the sanctuary status. >> steve: money was appropriated by fema. we were wondering how they were paying for that stuff, turns out they are using fema money that could go to disaster victims. >> brian: tom homan is upset at mayor eric adams. all talk when he says i will put ice back into rykers island prison now that we can send them out and many are venezuelans. not everyone is on the same page with those who want to crackdown like tom homan. one of which, not a surprise, alexandria ocasio-cortez.

downsize covered departments, agencies or organizations, that is language. not just content of usaid that is the betrayal, it is the larceny that usaid has conducted, crooked ngos around washington, d.c., swindling taxpayers out of their mob money. usaid partners were using upward of 50% of grants for costs not life-saving measures. aid pause is said to be temporary and they have proven recipients of usaid program can apply for waiver. i have a list with me. many have applied and many denied and some received wavesers that actually proved was life saving. let me give a warning to my colleagues, it will be shortsighted if you turn a blind eye to usaid betrayal and more

fire 21 independent inspector generals in the dark of night. you don't fire the head of government ethics office. just this week, president trump fired usaid independent inspector general. just one day after he issued a report showing that the administration's own effort to dismantle usaid is wasting taxpayer dollars and putting our national security at risk. that is what is happening. national security is at risk. i'm asking unanimous consent to enter that ig's report into the record. this committee and the american people deserve to hear from the ig. i would urge you to invite the

inspector general to appear before this committee to tell us about the actual work of address ing waste, fraud and abuse if that is what this is really about. now many republicans, this has not been a partisan issue, many republicans have long championed u.s. fraud assistance as critical to our national security as a source of united states soft power and key to outcompete china's global influence. despite my disappointment over not having trump panelists here, i'm pleased among our witnesses today we have a number of individuals, who are republicans. my former colleague ted yoho, who i have traveled with on several times and we visited usaid programs.

mic? >> it will help to turn the it on, too, won't it? i lost that knowledge already, huh? i entered congress with a goal of eliminating foreign aid for various reasons. i was ignorant on what i thought foreign aid was, thought it was unnecessary. soon after my first foreign congressional delegation trip i realized foreign aid when used properly can be a tool in soft diplomacy that strengthens a nation's economy, security and increases trade, decreases migration, creates strong partners and allies. when used improperly it has the opposite effect on both friends and adversaries and wastes taxpayers' money. i became a strong proponent of changing international assistance working with co-sponsors and the first trump administration when we introduced the bill back that created the dfc. the largest reform in foreign aid in two decades.
