late in the afternoon yesterday. when he said, this is not real money. when you talk about doge doing all of these cuts, he said that is fine but what we ought to be doing is actually putting teeth into this to make these cuts official because it is aspirational but they are doing, number one. number two, he said what it is doing is authorizing spending more money. some senators and fiscal conservatives on both sides of the capital who say they are very leery about cutting taxes e money for the military and approving more money for border security and blowing a hn that deficit and they have to make the math work on that somehow. but what is happening is the process, this sets the stage to did this. to the house will try to do their version of the bill next week. it is unclear if they have the votes. but here is the most important thing and this is very technical but of paramount importance,

they can't get over a filibuster unless they have this budget blueprint in place. do will hear this bandage around budget reconciliation. what that allows you to do if you have a budget blueprint in place if you can bypass a filibuster and you don't need 60 votes. that is important. here is the rub, the has to approve the same plan. a, we don't know house of representatives can approve anything let alone sink up with the fed. mike johnson, the speaker of the house that this was a nonstarter. they might be dead in the water, a, they can get on that same page and p, to adopt the same thing. them they can move on to the bill never that might be with tax cuts or deficit reduction or anything else, guys. >> carley: chad approach of the question remains how much senate approval budget blueprins because on wednesday, donald trump said he supports the one, big, beautiful bill

why do you think the trump tax cuts are due to expire? because the hard stuff they put at the end when they passed these in 2017. that is the real fear of the white house and also among republicans on capitol hill that if they were not able to remove those trump tax cuts, think guess what? taxes will go up big time at the end of the year and that will be a problem. this is a funny puzzle to figure out and solve. >> carley: ultimately, the senate republicans passed this blueprint. that is a good thing. but what does today look like? did they send this over to the house and what comes next? >> what you could do the house and senate has to pass something. yes go to they can send this over but the house has to pass something. they could pass that they are a bill or their resolution, i should say, that is different. or what they call parliamentary ping paul to bounce the ball back and forth between the senate and maybe the house

eventually just accepts what the senate has sent over or vice versa at the senate accepts what the house does. that is not unheard of but they have to get on the same page and the house has to pass something. the other thing we have talked about and i have asked a lot of conservatives about this for a while, how about passing a shell? it has nothing, stripped down to the studs. you do that and you work out the details. they could do that because that counts. you are able to advance this process of bypassing the filibuster in this very unique archaic budget reconciliation. and i want to underscore for the viewers this is not parliamentary trip or anything. to the republicans use this to approve tax cuts 2016 and use this process to try to undo obamacare back in 2017. the democrats used this process reconciliation at the end of the day to amend obamacare. they passed the first version

better relationship with eric adams than she does governor cuomo. she is worried about being the next mayor but do you think that will happen? i think it is a possibility. the polling numbers are there and if mayor adams continues to follow trajectory where he's not doing particularly well, the door is open for andrew cuomo and he has the best chance to win back the race. kathy hochul is afraid of the dynamic. >> carley: there is a primary in june, right? andrew, has not announced but expected he will. >> there are rumors of fund-raisers with undisclosed canada or perhaps the everybody knows behind the curtains it is andrew cuomo getting the race ready. >> carley: mayor adams said in a statement responding to governor hochul, she said, "there is no legal basis for limiting the power by limiting the authority of my office. i am willing to work with her to ensure faith in our government

and that it is strong." do you think kathy hochul saying this will reign in mayor adams powers enough so that he can't work with the trump administration on illegal immigration? >> i want to give new york officials to continue lawsuits against the trump administration. as it stands now, eric adams will not sue i.c.e. for coming into migrant shelters. right now the other elected officials don't have to bring also on the behalf of new york. that would give them this power. it is taking away some power from the mayor. oversight and regulations, i think that is too rainy in the office of the mayor in perpetuity. >> carley: we learned new york city plans to sue the trump administration over fema funds. do you think that will move forward? i think it is, they have gone broke over my current $6.5 million so $90 million allocation is important but let's be clear. the federal government rate for homelessness is $12.90 a night

seen the estimates fluctuate just in the matters of a few days and few weeks. i'm really not that concerned about it right now. it's, you know, keep in mind that the earth more than 70% of the everett is covered by water. by oceans, and so most likely any kind of a remnants of this thing, if it does come into the atmosphere would hit the earth. there are a lot of areas like siberia swathes of northern canada that are pretty much empty, right? a lot of deserts out there. big parts of australia. remember when came down and hit remote area in australia. so, even if it survives entry into the atmosphere, the likelihood that it's going to hit a big city or fairly low. now, we did see a few years ago in siberia a giant meteor came through the atmosphere and exploded in that city shattering

windows and doing some other damage like that. no injuries fortunately. this thing can happen and, remember, of course 66 million years ago large impact down in the yucatan basically caused enough climate change to kill off the dinosaurs and most of the life here on earth. so, you know, these things do happen it. can happen. it's kind of a black swan event. but this particular one, it sounds like is probably going to miss us. >> todd: i do remember that 66 years ago. that's why you can see the gray hair. look, leroy, you hear this big headline gets you a lot of attention. i do appreciate your caution and not being alarmist on it. but, if it does hit somehow in a city, what kind of destruction are we talking about? >> sure if we do have a black swan like this and something comes in and scores a direct hit on a major city, pretty much going to destroy the city. going to be like a nuclear

blast. this thing is coming in with a lot of energy very fast. it's big enough that big pieces of it would survive and entry into the atmosphere. a lot of it would burn away but it would survive just like the one in capitol hill events the meteor that hit a few years ago. fortunate delay exploded above the before making impact. these things can happen. you look at the dinosaur extension event. are we due for another one here or do we have another, you know another 100 million years before an event like that. it's hard to say. >> todd: i'm so scared about event like this. i don't want to close my eyes, i don't want to fall asleep. i don't want to miss a thing. the reason i'm singing the song from armageddon. i didn't get a laugh out of carley. >> carley: ha ha. >> todd: do we have the technology to destroy this things while in space al lat movie armageddon or is that just

silly? >> currently we do not have that ability to deflect or destroy an incoming large mass like that. we have done some experiments. nasa flew the dart experiment a few years ago and impacted a small asteroid to see how much we could deflect or change the orbit. we got some data from that. but we don't really have that capability right now. there have been a number of advocates over the years to develop that kind of capability. but, you know, you got to be a little bit careful because we have an old adage in spaceflight think about what you are going to do because can you always make it worse. so say we actually impact something like this and break it apart maybe it was going to miss it and one of the big chunks ends up hitting us. we have to be careful and deliberate about any capability that we try to develop to what we call, you know, the planetary defense system 20 seconds left.

elon musk says stop the space station, deorbit it focus on mars. you are a former space station commander what is your response to that. >> i absolutely agree mars is the next big goal. it's been the next big goal since we landed on the moon in 1969. i very much appreciate that he says many times he has said over the years that he started spacex because he wants to colonize mars. i think that's a great goal getting to mars. getting humans to mars. the space station is a part of that great research laboratory and test bed for systems we are going to need for mars and probably more importantly it's necessary to counter measures to keep people healthy on a journey to mars. >> todd: leroy, thank you so much for your insight and calming me down have. great weekend. carley, have a great weekend.
