vote-a-rama that ended early this morning. chad pergram will break it down for us. >> chad: 8 hours and 50 minute marathon voting session. this proposal is nonbinding, it does not spend or cut any money. they had to go through this it is about the math. you need 60 votes to overcome filibuster, there are only 53 republicans. this is a step they had to get the proposal through to use budget reconciliation and bypas a filibuster. senate moved and has blueprint in place. problem now is what the house of representatives will do. house has a different plan, including tax cuts, senate bill did not. question is whether house of representatives can move that

forward. in order to have budget reconciliation plan to avoid filibuster in place, house and senate have to pass the same budget blueprint and they are working across purposes. senate has a plan, it is unknown if the house can put something together. they have to get the same proposal together at some point in the future. >> lawrence: you and i have been talking back and forth and i'm trying to learn procedures and people call the bird rule. for audience to understand, what does that mean? >> chad: bird rule is named after robert bird, the majority leader. he put proposals in a budget reconciliation package, has to be fiscal in nature. you can't put policy in there, has to deal with money, taxes, maybe healthcare. you can't put money in there.

you go in with different proposals and have the bird bath, things lopped out are called in senate corn point humor, bird droppings. it can not add to the deficit. you have to have a house proposal and be on the same page. couple ways you can get this together. conference committee in a congressional blender and go back to house and senate and pass this merge version here, this conversation report or another option called parliament ping-pong. this is senate passes a bill like they did last night and pong it to the house and the house passes something and they pong it back to the senate and do back and forth pinging and ponging until you get the same bill. we'll see what they decide to do.
