federal workers to comply with doge elon musk reports to prove that they are in their taxpayer paycheck. there was an email on saturday night from the office of personnel management sent out to all federal workers, nearly 2 million of them and here is the subject line. what did you do last week. the email reads as you see here, please reply with approximately five bullets of what you accomplish last week. it also sets a deadline for tonight at 11:59 p.m. eastern time. tick, tick, tick fast approaching. elon musk it says failure to respond will be interpreted as a resignation. he added this on x. the reason that this matters is a significant number of people who are supposed to be working for the government are doing so little work that they are not checking their email at all. in some cases, we believe nonexistent people or the identities of dead people are
9:03 am
being used to collect paychecks. in other words, there is outright fraud. and president trump is backing elon musk up on this one. let's look at this. he reposted this edited spongebob meme, meant to control democrats and other critics who are up in arms over a five bullet points. so we know where president trump stands. ainsley, we just saw the email. email did not contain a threat. the elon musk truth or twitter or whatever it was after kind of emphasize there could be consequences. but i am struck by the reaction. this is from a huge union that represents federal government workers, look at what they said. this email is nothing but an irresponsible and sophomoric attempt to create confusion and belief federal companies that serve their country. it should be rescinded and an apology to all federal employees. hakeem jeffries decided to take it up a notch and he said elon musk's traumatizing hardworking federal employees, their children, and families.
9:04 am
i mean, i don't know that it is traumatizing to ask where five things you did at work. >> ainsley: not at all, if your mosques asking you what are the five things you accomplished last week, you just tell your boss, yvonne is doing this for fraud. we know the social security with less and less of thousands of people between 150, no one is 150 in america, and around the world. same thing is happening here, he is going through and making sure that these individuals are really working that they are individuals and to make sure that he holds them accountable and make sure that people aren't just getting paychecks and that person does not even exist. so this is all to save the taxpayer money. i think the only thing missing here is consultation. just i think that the heads of these departments need to be involved in this so that there is not friction between the heads of the departments and elon musk so that the trump team is working together. >> kayleigh: that's really
9:05 am
interesting point, you do look and there was some pushback from nih, from doj, you saw fbi, cash patel put out something, department of defense, the acting secretary of defense, so some of these individuals were not appointing us and were acting, but nonetheless you do have agency is pushing back a little and we will see where trump comes out on the side of elon musk or the department heads. >> emily: and i think the very same against the agency's, so privacy and security as a whole different argument than those knee-jerk reactions from ntb you union had saying is irresponsible and traumatic. i want to underscore that for a moment, because as a federal attorney, i really -- you could not make one and show progress in terms of efficiency or productivity without the union knee-jerk pushing back. and it was so at the time disheartening to me to see people whose full paycheck simple 100% of their time as they were stewarded and paid by the american people were working on behalf of the unions, but at the end of the day, at stopping
9:06 am
the representation of the employee, it's not being a representation employee against the robber barons of the past and these overreaching bosses. what it was was simply a massively opaque protection and a bristling at the notion that you even had to account for yourself. and i worry, i paused illegally as employees we are entitled to specificity from our bosses, you have to know, you have to have an articulable point by point position description. so why can't the embers to be true, why can't our bosses have the same specificity with our production so that in productivity so that they know exactly what we are doing and how we are complying with these position descriptions. at the end of the day, for efficiency, i think that if the whole point of simply ascertaining those who are fraudulently collecting paychecks, then it should indeed go through the department heads and the team heads, because that's the only way to steward the thousands and thousands of emails that will now flood to elon musk. but if i was still a federal
9:07 am
employee, i personally would be proud of what i had accomplished and whatever responded immediately. >> kayleigh: i think there is a risk of oversimplifying this, because i do think that federal employees fall into three buckets, you have the appointees who are thrilled, they see this as a revolution in government, then you have a pot of hardworking federal government employees and i think they don't care who the president is, they care deeply about their job and that pot exists. that is not all federal workers. there are federal workers that have this attitude as an nbc anonymous communication that came to them and saw this a few weeks ago, a federal employee at the department of veterans affairs, a lot of us are going to stay out of spite. we are here for however long we want to be here. i could be here until retirement and in 30 years, the trump administration is only here for four. what's wrong with trying to root out and employees staying out of spite? >> there are both legal problems and i think we are hearing that from the unions, contracts negotiated, but more importantly, this is just the
9:08 am
latest in a string of attacks on public servants that have happened over the last month. i spent ten years in the federal government. most of the people i worked with at the cia or the state department were hardworking, patriotic dedicated americans, these federal workers are just in washington. they are around the country. there are thousand veteran affairs employee is fired by doge, including some that demand the suicide hotline for veterans. we had officers mistakenly fired and people that work on avian flu, the reason the eggs are so expensive is because of bird f flu. so moving fast and making public service employees feel like the enemy and making it seem like it is something dishonorable is very difficult for people across the country. and that's why you see people in red states and red districts going to town halls with their members and saying, i have honorably serve my country for 20 years, and i got fired for no reason by elon musk who by the way makes millions and millions of dollars from the federal government himself.
9:09 am
and he is hiring people who make $50,000 a year for no reason. so i think morally this has been really disheartening to see how they are going at some and someone so rich as elon is going after public service employees and not doing it with a scalpel, not having their managers be the one to do it. doge is not managing these people. and at the same time, people across the country can't pay their mortgages or put food on the table for their kids because they got fired from a job they thought had job security. that is not electorally or morally a good plan i think for republicans. >> kayleigh: i hear what you're saying, but in all due respect i do think it's an oversimplification. i think there are employees that should be rooted out. >> marie: that is not what they are doing. >> they are getting paid through september and then have two checks. >> some of them are not. many of them are not getting picked. >> kayleigh: this is the background and why it matters. it's easy to oversimplify
9:10 am
important to some stories of individuals who got termination notices, but the background as this. this is not a republican newspaper, conservative newspaper, this is "the washington post" four years ago resistance from within, the federal government listen to this, less than two weeks into the trump administration, federal workers are in regular consultation with recently departed obama-era political appointees about what they can do to push back against the new president's initiatives. there was a support group about how to resist the trump administration. that should not happen. that is undermining the will of the american people. >> tom: that is the deep state. and where was the scalpel under obama and under joe biden? where is the surgical pairing away of the extraneous employees who don't show up? this by the way was simply i think a ruse on elon musk's parts, which is let's see who opens the emails, because of the email does not get open, my understanding is he has metrics of users, who looks, if you don't even look at, if you are
9:11 am
on vacation, fair enough. you have an excuse, but if you are supposed to be at work and you don't open your email, personal management, and by the way, i'm glad he is in the office of personnel management, the last time i heard they give up my security clearance to the chinese. with that said, they have to figure out who is actually coming to work. the nypd used to have a unit believe it or not that will fly around the world, mostly to south america to see if the pensioner was still alive who was collecting the pension, because it goes right into the bank and you can access it anywhere and they would find out that the girlfriend has been collecting a pension for 20 years because died of heart attack. this is a metric that you obviously need. and if you can't articulate five things that you did that will keep you at least pass the first bump of this thing, then you know it, maybe you should not be working for the government. >> ainsley: you can write "outnumbered" on monday, "outnumbered" on tuesday.
9:12 am
>> kayleigh: if you asked me five things i did it work, i don't think i would have a panic attack. i think or write down the five things at work. >> tom: the managers get very close to these people, they go to their christmas parties and everything else, and you know, you got to be careful. i like a little bit of a harder approach and then let's take a step back and do a real examination. >> kayleigh: we will see where this lands in just a few months, excited that we might get a leaner and meaner federal government, because you are paying for it, with your taxpayer dollars. president trump is duking it out with democratic governor to protect women's sports. that epic battle next. >> you better comply, otherwise you are not getting any federal funding. every state -- good, i will see you in court.

9:17 am
>> kayleigh: you are looking live outside the white house where in just a few minutes president trump will be welcoming emmanuel macron. there is something very interesting about this. in 2017 there was a handshake between the two and he called it the handshake wars and tried to game out who dominated that handshake war that took a hiatus for four years and president trump brought it back in december and paris. we will await to see if there is a handshake. we will play those remarks back for you and this comes as emmanuel macron makes a pitch for a 30,000 person strong peacekeeping force in ukraine as the talks between the united states united states and vladimir putin and ukraine all play out. we will bring the high stakes including the handshake war next. >> now onto this, president trump is fighting for fairness and girl sports and taking on maine's democratic governor who is defying his executive order on transgender athletes. the white house as it's investigating the blue state after a transgender student won

the high school state title for women's pole vault. that student competed as a male and last year's event. it only came in ninth place. this all happens after trump's order to ban biological men from competing in women's sports. calling out janet mills during a meeting at the white house. watch. speak of the ncaa has complied immediately, by the way, that's good. but i understand that maine, is the governor of maine here? >> i am here. >> are you not going to comply with it? >> i'm complying with state federal laws. >> we are the federal law. you better do it, because you are not going to get any federal funding at all if you don't come out by the way your population even though it somewhat liberal, even though i did very well there, your population does not want men playing in women's sports. so you better comply, because otherwise you are not getting any federal funding. >> see you in court. >> good, i will see you in court. i look forward to that. that should be a really easy

9:20 am
president trump's executive order, 63% approval according to market. so janet hill has chosen to stand with a 30%. donald trump is with the 70 and he feels comfortable calling her out on television and public fashion because he knows he is on the right side of this. >> emily: and ainsley, when we talk about it, i think he is citing facts. and beating you in court, and the laws are well on our side as is case law, and that vermont, the poor girl was a volleyball player that complained about a biological male in the locker room and was suspended because she said you write an apology for misgendering him, or you are suspended. her father was a soccer coach, he was suspended without pay for speaking up on her behalf, but the courts reinstated their pay and the suspensions because the end of the day, the whole point is that the law is on that side. let alone the morality of protecting women in sports. >> how about the case in the virginia now where the mom was in the locker room with her
9:21 am
little girl, which we have all done when our little girls are swimming in. there were a bunch of little girls and there was a man who was naked and he now claims he is transgender. and turns out he was convicted of crimes for exposing himself or something like that, i don't remember exactly what he was convicted of. do you all remember? was he a or something? i don't remember. but that is a case that reminds me of what you're talking about and vermont. if she wants to choose to die on this hill, letter. that's what sean hannity always says. it talking about dying on the hill, a great way to describe the democratic party. why would you ever support something that only 30% of your constituents are supporting, that is not common sense are being smart, so she can say all of this, trump can call her out, i love that he calls her out in front of all of the other governors, telling the governors, don't do this thing ever i will call you out and embarrass you. >> emily: i noticed well that one of the coaches at the prior me to wear that athlete played
9:22 am
as a male prior, he refused to participate as a judge this year and protest. so to the point of the loudest voices in the room are the 30%, the vast majority of americans and those industry write their boots on ground had a massive problem with this before that athlete won the championship. >> tom: i don't even believe that 30%. i think that number is actually lower. i've seen polls where it is lower, and i think that people get browbeaten into trying to be politically correct. that number is lower. i've talked to democrat strategists one in particular i am thinking of told me before the election, this is one of our absolute achilles heels. this issue is killing us. that is a term that he used. donald trump is on the right side and the number of things here. not only history, but as you said, the law. he can withhold the funds, he can do that. number two, the title ix issue. the biden adminstration interpreted title ix as saying no gender discrimination in sports and so you get to choose your gender, donald trump's
9:23 am
administration has turned that around to the far more logical, and i think intended reading of that which is that women can play and sports safely. and they are allowed to have access to women sports among women. i just want to close with, why would you if being transgender is so tough, and it is. i get that. but as an adult you decided to transition. that is your right. why inflict yourselves on people who are weaker than you are not as capable as you in a sport? it is so performative. if it is such a small number of people, do yourselves a favor, do your fellow transgender as a favor and don't take your 6'2" muscular body into play basketball against a bunch of women who are a 5'7" and weigh 100 pounds. >> emily: i wanted to ask you about the synergy between the media and the democratic media as they talk about strategy and how this issue plays into it. for example, here is bill maher on why dems are losing elections. look at this. watch. >> do i think in most of america
9:24 am
they did that in schools? i don't. but i think in enough of them, and a far left places they did constantly have this idea in the minds of children that maybe you are not in the right body. that's why this debate goes on. and the fact that you think, or a lot of people on the left think that even if you just have this debate it makes you a bigot, you just have to roll over. you asked about the biden administration. that was their position. if you have a this, you are some sort of a bigot. you want to lose every election, just keep coming down on the side of parents coming in second and a who gets to that side what goes on. >> marie: i think this is one of a number of cultural issues that president trump very successfully ran on in this last election. and democrats, we did not always help ourselves. i'm not giving trump all the
9:25 am
credit, but making them seem out of touch with the mainstream, like they have these pet minorities, sort of causes and we can't see what most people wanted and i think that is a problem electorally. we have to balance that with the morality of some of these issues and i think my party is struggling with that. janet mills is not some liberal, she was a prosecutor, she is the governor of maine which is a very, very purple state. trending libertarian, donald trump got a lot more votes in maine this last time, she is not avenue some on the left. but democrats have to figure out how to defend our values, and there are trans kids in this country who are scared and i care about that. how do we do that in a way where we are speaking to all of america about what they feel and they care about. and that is a tough needle to thread last year and elections are coming up soon, we will see how we do. >> emily: and i think so many millions of americans care about the girls in biological sports, i know to your point about the

important. you have european leaders who convened several times to talk. they want some sort of european force should there be a deal with ukraine, some peacekeeping force, relying heavily on america for their defense. president trump wants to see peace in the area, does not want to see our troops going abroad, and there is a back story with zelenskyy, and fact that there was over the weekend axios saying five instances that led to the acrimony we have seen between president trump and volodymyr zelenskyy. one of the items cited was this, one saying zelenskyy was rude and delayed with the treasury secretary, because he accuses zelenskyy of sleeping in, so all kinds of back-and-forth and that is context for emmanuel macron meeting with president trump. >> paul: the subtle subtlety of diplomacy does matter, but at the end of the day, there are a couple of truisms come out

number one, at least france does give its mandated 2% of defense, as a member of nato. 2% of its gdp to defense, which a lot of the europeans weren't doing until trump's first term and he started to crack that whip. as the europeans laughing at him. but what is really going on i think as a student of history, i think that we all note this is we are in the here and now with the post world war ii structure of us being the guarantor of all safety in europe, vis-a-vis this old soviet union which we know vladimir putin would like to reinstitute, and between russia, china, some of the other bad actors in the world, we are not going to do this alone, folks. we should not have to am by the way, we have a couple of extra weapons you don't. they called the pacific and atlantic oceans. this is a lot closer and a lot tougher of a thing for you to resolve than us. and at heart, just bring it down, you talk about trump says it like it is and goes to first principles and people understand that, and appreciated and i

9:35 am
without getting into any other conspiracy theories, he just is. he is friendlier to vladimir putin and their position in this war rather than marco rubio in the senate was very tough on russia, and sponsored a bill that congress would have to be the one to take us out of nato, that the president could have. and at this we can you hear allies have president trump unwilling to even defend their continued engagement in nato. so russia is an authoritarian country, they do not at the same values. if they are given part of ukraine, our allies who have stayed with us in eastern europe are very concerned that their next and trump is not giving them signals they will be there. >> kayleigh: there could be some strategy to that, there could be a "method to the madness" buttering up a dictator who enjoys that to then find some sort of deal that is friendly or on your terms than it could have been. >> ainsley: i think don't judge initially, wait to see how it plays out, because trump is a businessman i'm pretty

successful with these business deals. he knows what he is doing. he knows what he is doing with zelenskyy. of course he supports him. but he is telling them you need to do this deal. sorry, you will not get an nato, that will make russia mad, that will be dangerous with nuclear attacks where the rest of the world if we give into that. so we can't. you are going to have to accept it. probably going to have to give up some territory in ukraine. russia is occupying 80% of these territories, so we will say this is part of the art of the deal, you want the end of the war coming want people to stop dying, you have to allow minerals, america will be close to ukraine if that happens, it's a win-win for both sides they will get a lot of money. it's been a someone who constantly has to watch my face because i am happy and smiling at all times, this is my analysis of that. i thought it was great. they looked excited and happy, it was what i heard was that the reporters were asking about pope francis, both of them responding very expressing their deepest concerns for his health and wishing him the best. and what i was when
