welcoming french president and emmanuel macron, the meeting of made rise of ending tensions with the three year war in ukraine, the joint news conference set for the top of the next hour. hello, welcome, everyone, i am sandra smith in new york and great to kick off another week with you. >> john: you too, and i think we can say never a dull moment in this administration. i'm john roberts in washington and this is "america reports" as ukraine enters its fourth year of war, president trump is pressing for a peace deal with russia and last week helping press since the first time scale of ukraine, meanwhile president zelenskyy says he will step down if it means peace for ukraine and nato membership. >> sandra: the trump administration says ukraine joining nato is unrealistic. let's get right to senior white house correspondent peter doocy live at the white house with where things stand right now. peter, what can you tell us about a high-stakes meeting? >> reporter: it's ongoing right now, sandra, almost 20 minutes in progress so far

just for the televised part and we know that macron just wants a window into what the u.s. and russia are talking about and what the united states and the ukrainians are talking about, and he is getting one. earlier today we saw something that we never see from a world leader. macron skipped the suv after a morning session to walk from the west wing to the warehouse, and a long read out of what they discussed. part of it about that rare earth minerals deal, and sign next week or the further week, the deal which is an economic partnership to ensure the american people tend to billions of dollars to military equipment since ukraine, also helping ukraine's economy grow as this brutal and savage war comes to an end. >> growing the pie is better than the 100% of where they are today. so let's grow together in an economic partnership and of course, the u.s. would protect our assets for which we are invested in.

this could be trillions especially to the ukrainian people, but for us and for stability for the region, and the economic investment is one of the best security guarantees that ukraine could hope for. >> president trump continued on true social and wrote i am in serious discussions with vladimir putin of russia concerning the ending of the war and also major economic development transitions which will take place between the united states and russia, talks are proceeding very well. and this week in the defense secretary explaining why the united states is not at this time i they don't think it's a good time to assign blame to russia for russia's invasion of ukraine. >> standing here and saying you are good, you are bad, you're a dictator, you are not. you invaded, you did in it. it's not useful or productive. so president trump is not getting drawn into that in unnecessary ways and as a result we are closer to peace today than ever before. >> something that we learned over the course of today,

europe, rather the united states still does not see ukraine becoming a member of nato as an option right now. the united states does not plan to put u.s. troops in ukraine as any kind of a deal. and if it's ongoing meeting, president trump says that zelenskyy could come this week or next week and will meet at some point, and will step up to be a stronger partner and do more on defense which is a key piece of this. part of the reason that donald trump said as he went back to the oval office working directly with the russians and going around europe is he does not think that the europeans have been doing enough to help the ukrainians and he seems like he is still pretty scene that the ukrainians have different parts of financial incentives that the europeans have different incentives to get the money they have invested back with the united states did not right now. that's why he wants these minerals. sandra. >> sandra: got it. well said and well explained. we will look for you at that

joint news conference, expected in about 56 minutes from now. thank you so much. >> i have no problem with employees who are saying, what did you do last weekend? if you can't come up with five things that you did, maybe you should not be employed here. so again, this is an easy task that happens in the private sector all the time. to be secretary john duffy putting his weight behind doge's push for accountability. elon musk requiring federal workers to five things they did last week. and if they do not to respond, they face losing their job. the deadline by midnight tonight. now on deck, first come out live on capitol hill, what can you tell us about this latest attempt by doge to reduce waste? >> it is trickling and triggering a lot of people and hitting a nerve, while most americans would love her an opportunity to break for their boss about all of the things i got done last week, some people working for the government paid

for by taxpayers working for taxpayers think that they are too good for that. democratic senator tina smith attacking elon musk over this, using her favorite d word and it's not democrat, saying this is the ultimate d boss moved from elon musk except he is not the boss he is just a d. and says that those people should be considered for a promotion, other democrats say a ceo would never ask their workers to do this. >> imagine that you got this email tomorrow from your boss' boss' boss' boss who knows nothing about what you do. this would be like tim cook sending that email to every single apple store employee. if tim cook did that, we would say tim cook is past his due date and does not know how to run a company anymore. >> but elon musk says it is not that complicated. it's a check, the reason it matters is a significant amount of people who are supposed to be working for the government are doing so little work that they

are not checking their email at all. and some cases we believe not exist in people or the identity of debt people are being used to collect paychecks. in other words, there is outright fraud. republicans say this is a great idea. speak of the price tag that the taxpayers pay is right at $271 billion a year, is it too much to ask for them to verify why they are making an average salary of $106,000 a year? i guess the arrogance of the workers who say that it is a heavy lift is what is wrong -- that's what the americans are sick and tired of. it's not their money. we are the ones paying the bi bills. >> so some government employee unions are so upset that they are actually suing over the fact that elon musk wants them to tell him five things that they did this week. they filed a lawsuit in federal court in san francisco over this email. john. >> john: well, hillary, we don't need to ask you what you did last week, because it is all

caught on video. >> that is true, same with you, john. spiel we would not need to ask you coming to do terrific work week in and week out. >> that's nice. >> sandra: let's bring in fox news contributor and "wall street journal" cont contribute. told the meeting just wrapped, we will have a play out shortly with president trump saying in that meeting he thinks that the doge email, the federal workers on their equal duty as it is great. so he is standing by it and says the email was needed to find workers who are not working. are you for this, kim? >> you know, i think that that is the important point here is you are listening to elon musk and what we are discovering and a lot of things that he is saying is that the team is finding that a great deal of the federal government seems to be on autopilot. so it is just trundling along, and you don't really know where a lot of this money is going. and that does not just count for paychecks to federal employees, but how many social security checks are going out to people who died a long time ago.

how many tax credits are being wound into bank accounts for people that don't qualify for that money anymore or themselves that passed away. and it seems that we do not have those quality control checks going on. so that to me is the more interesting part than the substance of this, which is named five things, by the way i could name five things i did this morning, but that should not be a tough lift. there could've been some more coordination, that probably would've been useful so that everybody on the team was on the same page on this, but it does seem like a worthy exercise. >> sandra: fair enough, i want to put up your column, on the constitutional cleanup coming estate according lawsuits that could dismantle the washington machine, these moves are unconventional, most roll with the bureaucracy they are given, but hardly wallace, and may soon discover presidents have a lot of authority to manage employees and programs. john duffy at the transportation department is leading by example. he put out a tweet indicating five things he did this last

week. you semester mr. president, here are the five things, i terminated the nyc elitist anti-worker congestion pricing, launching an investigation in a multibillion dollar taxpayer dollars wasted on high speed rail. he goes on to make his list. but we know that not everyone is joining in that capacity. case in point, cass patel at the fbi and the defense department are saying that they are going to conduct their own valuations. did that in any way show you that they are split and how to handle this? or are they backing up the president and just a different way? >> look, they are backing up the president in a different way. this is my point about miscommunication. i think that you could have just as easily done this effort of the five things while also having consulted with cabinet heads to do it in a way where they felt comfortable that any information that was being said that there was not classified information or sensitive information that was ending up with the wrong people. and that is a legitimate

concern. and i think that these are some teething problems that we will see in the beginning of the efforts, which is this outside entity. you need that kind of distance i think away from some of these cabinet heads, but i think in some great big capacity there has to be a little bit more coordination about how some of those roles out. >> sandra: this is the take of one member of congress, democrat amy klobuchar who went on the view earlier today and she said this. she believes is the real motivation behind doge. >> he and elon musk are looking for money everywhere, and they are literally, costs are going out for you, while they are giving a tax cut to their rich friends and they are looking for money to do that. if any worker right now is failing their probationary period in the united states government, it is elon musk, that is the guy, because what he is doing as an unelected -- >> it's probably

unconstitutional. >> yes, that's why you see these lawsuits. >> sandra: reaction? >> they are certainly trying to find money, but part of it is just to pay for the $36 trillion in debt, a bunch of which came from democrats spending through the roof over the past four years. there is a lot of good benefits to this money going to, rebuilding the military, et cetera. other priorities to suggest that it is going simply to the rich is that there is no evidence of that and certainly no policy in place for that to be the case. >> sandra: just want to end with what is coming out of the meeting, we will have playback for our viewers in a moment on ukraine, the president just said nato is a good thing if done properly. he says they could end the war in ukraine within weeks. on a russia-putin meeting he said he would be willing to go to moscow at an appropriate time. he says may 9th might be a little bit soon for a visit, does not see the problem with

sending european troops as peacemakers, and emmanuel macron said we will provide securities. we need to make sure we have deterrents. this was mike waltz on expectations from ukraine on a potential deal to end the war. listen. >> we expect the ukrainians to realize the opportunity that this is. and president zelenskyy to realize the opportunity that this is to be coinvested with the united states of america and the future of ukraine and the future of this economy and growing the pie in terms of its natural resources. not only helps ukraine, but recoups the use hundreds of billions of dollars for the ukrainian people. for the american taxpayer going forward. >> sandra: national security advisor, we will hear from president trump and president macron in their own words in a moment. final thoughts on that? >> this is going to be ukraine's decision as to what it feels

comfortable with. and we have a great editorial on our paper today about russia's long list of lies and broken promises to ukraine over the years. so there is going to have to be some reassurances over whether or not a rare earth minerals dl and economic cooperation is enough to reassure them, i think that that is left to be seen, but i think that this is why macron's visit is important to remember nato's role and remind the president on the united states about a greater stakes for all of europe if russia is left emboldened. >> sandra: really appreciate you joining us on all of that. good to see you. john, a lot more coming up and we do anticipate we will see macron and trump shortly. to be on one of the questions was whether ukraine can take back territory that russia has gobbled up in the region in the past three years, president trump said that's not an easy thing to do. i hope so, it's something that we are talking about. a lot of critics said the president have said he is

throwing in with putin and basically throwing zelenskyy off of the bridge or under the bus or whatever, now within a two-minute warning of this coming out, but there are number of ways that you can end a war, one is that you can obliterate your enemy, but if we try to do that to russia, well, they would obliterate us too, that would not work out well. you can make it not worth your enemies while, as they did in afghanistan and russia pulled out, or you can negotiate an end to the war and that appears to be the direction the president trump is taking. many people might say that it's most prudent way to do it, critics say that he is kowtowing to putin, but at some point there has to be an end to the war. it's just a matter of how it ends, not when. >> sandra: coming out of the bolts that are coming out of the meeting, we will hear from both of them should shortly. president trump says we will see when ukraine should give up territory, putin will accept

peacemakers, and russian frozen assets will be part of the discussion, and they can take proceeds from frozen russian assets and goes on to say that the u.s. involvement through critical minerals, critical minerals deal is a good thing, john. so we are going to hear more about all of that and just moments. >> john: i will be interested to see the body language of the two leaders as well. i traveled with president trump in july of 2017 when he went to bastille day, the parade in downtown paris. the two had developed what people called a bromance. the wheels came off later in the first term, but we will see if it is back on the wheels again. they seem a warm welcome outside the west wing there. >> sandra: you are looking at the white house, and about five seconds away from getting this, john. >> john: and here is president trump and french president emmanuel macron. >> president trump:

>> think you look thank you very much, we appreciated that attention. and president macron is a special man and my book. we did it together, and i think that a lot of progress has been made and we have had some very good talks with russia. we have had some very good talks with others and we are trying to get the war ended with russia and ukraine and i think that we have come a long way and a short period of weeks. and the president has been very helpful also, and we are also talking about trade and to various trade deals that we will be doing with france and we will be discussing a little bit further and we will have a press conference and other in a little while we will have lunch with the entire french staff and we look forward to it. and again, the relationships have been very special with france and special with this gentleman on my right and we look forward to keeping that going for a long period of time.

thank you very much. thank you. >> president macron: thank you, mr. president. i want to say to mr. president, because we had a good discussion this morning for the g7, and for the third year of work in ukraine, and i think that our common objective is to build peace and a solid and long-standing peace. and this is what we will work on obviously, because i have great respect for her bravery and the resistance of the ukrainian people, and we do share the objective of peace, but we are very aware of the necessity to have guarantees in the solidifying piece to look at the situation. i am here as a friend, because through centuries we have been friends, and we are personal friends, we work very well together, and i think the u.s.

and france always tends to stand on the right side of history. and this is exactly what is at stake today. and this is a very important moment for europe as well, and i am here as well with all of my colleagues to say that europe is willing to step up to be a stronger partner, to do more in defense and security for its continent, and as well as to be a reliable partner and to be engaged on the economy and investment in a lot of topics. so i'm very excited about the execution we will have an obviously i want to thank you again, mr. president, for your presence in paris, and meant a lot to the french people. >> president trump: that's the cathedral and they have done a great job. a great job in bringing a back. it was a terrible thing, like five years ago, watching that burn was a very horrible, horrible site, and have done a

fantastic job of bringing it back. so i congratulate you. thank you for being here. anybody want to ask a question or two? >> reporter: thank you, mr. president. on the critical minerals deal? >> president trump: we are getting very close, very close to an agreement where we get our money back over a period of time. but it also gives us something where i think it is very beneficial to their economy as well. to them as a country. but you know, we are in for $350 billion, how we got there, i don't know, but that is a lot of money. a lot of money invested, and we have nothing to show for it. and that was the biden administration's fault, the europeans are in for about $100 billion, and they do it in the form of a loan, and the europeans have been great on this issue. they understood that it was not fair and we have been able to

work something out, but with the ukrainians i think that i can say that we are very close. scott is around here someplace, and i think that we can say that we are very -- hi, scott. we are very close, do you have something to say about that, scott russian mark. >> we are very close. the one-yard line. >> reporter: with the mineral deal, and include a security for ukraine? >> president trump: europe is going to make sure that nothing happens. i don't think that it will be much of a problem. i think once we settle, there is going to be no more war in ukraine, and they are not going to -- it's not going to be a very big problem. it's going to be the least of it. >> reporter: mr. president, we are hearing from media reporting that u.s. has agreed to shut down military base as a logistical hub for nato? that the u.s. has agreed to shut it down at the request of turkey and russia, is that at all true? >> president trump: marco, do you have anything to say about

that? is it a no? it is not correct. >> reporter: mr. president, how do you react to people in europe that say you are abandoning ukraine and you are going to sacrifice the security of ukraine by making a deal with putin. >> president trump: we are helping ukraine like nobody has before, and i would say this, if i did not become president, ukraine right now would still be at a level where there would be no thinking about peace, and it's a sad thing that this happened. and that would be zero chance. and it has happened. so my function is to get you out of the war. get them out of the war. let them live. it's a blood he wore in a horrible war, thousands of people are being killed a week. and i would say russia may be 700,000 people, i think ukraine

probably a similar number, and that's not talking about the towns and the cities, that's talk about soldiers. this has been a horrible bloody mess and we are going to get it solved. we have to get it solved. and you know, we are not talking about america soldiers. soldiers from this country, we are talking about russia and ukraine, but on a humanitarian basis, we have to get this very, very bloody savage problem solved. and i will say this also, it could lead to world war iii if it is not solved. there will be a point where it is not going to stop at those two countries. already there is such involvement from other countries and it could really lead to a very big bore, world war iii and we are not gonna let that happen either. >> reporter: european troops in ukraine? >> president trump: european troops may go in as peacemakers, so when they agreement is done, they can make sure that that is

done. and a lot of the european countries, i don't want to speak for france, but i know that the president is talking about doing that also. there will be a very good day when we can go and as peacemakers as opposed to what is going on right now with it killed. >> reporter: while they have u.s. backing from u.s. troops? >> president trump: we will have a backing of some kind, and obviously the european countries will be involved and i don't think that you are going to need much backing. i don't think that will be a problem. once an agreement is signed, russia will get back to the business and ukraine and europe will get back to their business. i don't think it will be a problem. >> reporter: can you talk about doge? >> reporter: will you meet with president zelenskyy? >> president trump: i will be meeting with him, he could come in this week or next week to sign the agreement. and it should be nice. i would love to meet him.

when needed deal in the oval office. the agreement is being worked on now. very close to a final deal. it will be a deal with where earths and various other things. and he would like to come as i understand it here to sign it. and that would be great with me. i think that then they have to get it approved by their counsel or whoever might approve it, but i am sure that that will happen. i don't know when, we speak, we are trying to get this thing worked out, but yes, at some point i will be meeting with president putin too. >> president macron: [speaking french]

>> reporter: speaking about this just a moment ago, this is exactly what we want to do. we want to build peace with ukraine as president trump mentioned, there are 1 million dead, since the war began. we had a cease-fire that was not respective under the midst agreements 1 and 2. president trump, as you say will be meeting with president zelenskyy to sign a deal on rare earths, and we are pleased to see this very strong american involvement, europe of course also stands ready to support ukraine in various ways, supporting its military, and we don't want to preempt any sort of discussions that are currently underway, but we do share the same objectives of building this lasting peace. >> president trump: i just want to tell you a little story, at the eiffel tower having dinner with your wonderful wife and with my wonderful wife. and we came out and he started

speaking the french deal. and we did not have an interpreter. and he was going on and on and i was just nodding, yes, yes, yes. and it really sold me on it, because i got back the next day and i read the paper and i said that's not what we said. he is a smart customer. i will tell you. >> reporter: you called president zelenskyy a dictator, would you use the same words regarding putin? >> president trump: i don't use those words lightly, we will see what happens. i think we have a chance at a really good settlement regarding various countries, you are talking about europe and you're talking about ukraine as part of that whole situation. and the other side has a lot of support also, so let's see how it all works out. it might work out. you can never make up lies. the one thing you can come you can make up the money, but you can't make up the lies. a lot of lives lost.

i think a lot more than people are talking about. and it has been a rough war. but i think that we are close to getting this -- >> reporter: about doge, sir, do you think that there could be the report for a more streamlined communications, the email with five things they have done last week, the agency then told people to ignore it -- >> president trump: the last email sent where he wanted to know what you did this week? you know what he wanted that, by the way? i thought it was great. because we have people that don't show up to work and nobody even knows if they work for the government. so by asking the question, tell us what you did this week, what he is doing a san, are you actually working? and then if you don't answer, like you are sort of semifired or you are fired, because a lot of people are not answering because they don't even exist. they are trying to -- that's how badly various parts of our government are run. and especially by this last group. so what they are doing as they are trying to find out who is working for the government, are

we paying other people that aren't working and where is all of that -- where's the money going? we have found hundreds of billions of dollars of fraud so far, and we have just started. we are actually going to fort knox to see if the gulf is there. someone could have sold tons of the gulf. i think that there was a lot of genus and sending it. we are trying to find out if people are working. so we are sending a letter to people, please tell us what you did last week. if people don't respond it's very possible there is no such person or they are not working. >> reporter: some of the agency heads instructed their employees not to respond because they are waiting on further guidance, but elon musk says that would be taken as resignation, so there has been a disconnect in communications. are you concerned? >> president trump: that was done in a friendly manner, only marco at state department where they have very confidential things or the fbi where they are working on confidential things. and they don't mean that in any

way competitively with elon musk, they are just saying there are some people that you don't want to really have them tell you what they are working on last week. but other than that, i think that everyone thought it was a pretty ingenious idea. we have to find out where these people are. who are they. we say if you don't respond, we assume that you're not around. >> reporter: and that holds and stands. >> president trump: and you're not getting paid anymore too. we just had a poll come out, i guess the harbored polls saying that it is massively popular what we are doing. >> reporter: do you believe in nato, and the alliance between europe and america in nato? >> president trump: nato is very much involved in this. when i first got elected at the very beginning, first term, i got hundreds of millions of dollars put in the nato. nato had no money, because they had not paid for years. and i said look, if you don't pay, we are not going to be a part of nato. we are not going to protect and do what we are supposed to do.

and we took in hundreds of billions of dollars into nato, nato is a good thing if it is done properly and used properly. >> reporter: mr. president -- you speak about the gulf in mexico and europe, i want to understand what is your idea about the same thing -- >> president trump: can you talk up a little louder? a little louder. can you talk a little louder? you have a beautiful voice. where you from? >> reporter: italy. >> president trump: italy, i love italy. >> reporter: how do you feel about -- >> president trump: italy is a wonderful country, we have a wonderful woman as your leader,

i think that italy is doing very well. i think that italy has very strong leadership with georgia. any other questions over here? >> reporter: on the major development transactions in the the -- >> president trump: with respect to what, russia? >> reporter: with the transactions that will take place between the united states and russia? >> president trump: we are trying to do some economic development, they have a lot of things that we want and we will see. i don't know if that will come to fruition, but we would love to be able to do that if we could. you know, they have massive rare earth, it is a very large, it's actually the largest in terms of lands, it is by far the largest country. and they have very valuable things that we could use and we have things that they could use. and it would be very good if we could do that. i think that it would be a very

good thing for world peace and lasting peace. i mean, our first, by far our first thing that we want to do in the first elements of the overall transaction is ending the war. but just as we are doing with ukraine, if we can do some economic development in terms of russia and trying to get things that we want, something like that would be possible, yes. >> reporter: can you explain the rationale between the u.s. vote against the u.n. resolutions that ukraine proposed? >> president trump: i would rather not explain it now, but i think it is self-evident i think. >> reporter: on increasing the tax and the european union, is that something you still want today? >> president trump: it's reciprocal. so whatever they judge us, we are judging them. it's not a question of increasing. if they charge us 20%, we'd charge them 20%. if they charge us 30 or 40%,

then we do that too. that would be -- but that really would be respect to everyone. it is reciprocity. so reciprocal, whatever they judge to let men charge us, we charge them. nobody has a problem, even you don't have a problem, right? >> reporter: are you thinking of going to moscow soon for the anniversary? >> president trump: not soon, but i would be, if this all gets settled out, which i think it will, sure i would go. >> reporter: on the 9th of may for the red square? >> president trump: i don't think so, that's pretty soon, but on the appropriate time. >> reporter: how soon? >> president trump: within weeks? i think we can end it within weeks if we are smart. if we are not smart, it will keep going and we will keep

losing young beautiful people that should not be dying, and we don't want that. and remember when i said, this could escalate into a third world war. and we don't want that either. >> reporter: your office suggested a temporary cease-fire in the conflict, but the russian government has denied that, are you worried that they are not appealing to your favor? >> president trump: i think at some point they will agree to that. i think that they probably wanted to. once you have a cease-fire it's going to end, because they are not going from a cease-fire back to war. i think that people have had -- i'm just glad that i was able to help, because there was no communication with russia until i came along, biden did not communicate. he could not communicate with his own child. he did not communicate. it was terrible. he had not spoken to putin in three years. you are trying to end the war, people are being killed,

thousands of people are being killed, soldiers in this case mostly. also towns, muscles go in and back and forth, no, it is a shame. that should have never have been. this is a very sad -- this is going to go down in the history books is a very sad moment, because that should've been stopped, that should have never started. and if it did start, it should have stopped the first week, not three years later. okay? >> reporter: [speaking french] -- >> president macron: [speaking french]

sean kennedy, president of virginians for safe communities. at the washington liberty high school pool which is open to public use in the evenings. and transgender policy, like if someone says i'm transgender they are allowed to use the women's locker room. they wrote about it like this, dozens of young girls witnessed this man standing naked in their locker room. that man it turns out was a sex offender with a long rap sheet and a proclivity for playing the transgender card to gain access to women's locker rooms. the gross spaces at public schools in virginia, as well as a gym and rec center claiming to be transgender. this is every parent's worst nightmare. >> it is really disturbing and the idea that what people fail to understand about this individual is 20 years of the last three decades in state prison for sex crimes against

children, and yet, somehow, somehow he was allowed to repeatedly do this. this is not one incident. we know this started in the spring of 2024, he was charged in fairfax county for doing this at a planet fitness in june. those charges were dropped. and september, october, november, arlington, any time until he was arrested in december of last year, and now sits in jail. >> john: what is really troubling about all of this is claiming to the school board about all of this. and listen to what she said. >> they put his identity ahead of his sex offender status. they did not know at the time, but he was entering community facilities all over the county for months at the very least. it seems like a loophole to me that needs to be closed. xp on the fact that this was brought to their attention that many times, why is he hanging
