tensions are high rather as the day marks three years of the russia-ukraine conflict. welcome back as "america reports" rose into our number two and a busy one it will be. >> sandra: wish we had something new to cover, good to be with you. sandra smith in new york, another busy one. president trump holding peace talks to end the war in ukraine, but allies are worried about a deal that will undercut ukraine and give russia the upper end. >> john: meanwhile, ukrainian president volodymyr zelenskyy says he is willing to step down if that means possibly bringing peace to ukraine. he is also pushing for nato membership, a move that the trump administration staunchly rejects. president trump is negotiating a multibillion-dollar rare earth minerals agreement. and looking at security guarantees for the country. >> sandra: fox team coverage kicking off for you, martha maccallum and bret baier with his political analysis, but white house

correspondent jacqui heinrich a question in there come a very newsy few minutes i should say, about 40 minutes, right? what can you tell us about the current state of the u.s. negotiations with european partners? >> sandra, the president gave the impression that the war could be over within a few weeks, talks with russia have been going really well in the u.s. is at a one-yard line trying to get that rare earth minerals deal signed with ukraine. zelenskyy has been pushing for security guarantees, president trump and president macron suggesting european troops could play a peacekeeping role in that, but the u.s. would not need to add much backing. the president said there will be backing of some kind. he did not think that much would be needed. however, we might be able to see more details on this, the president saying that zelenskyy could come here as soon as this week. take a listen. >> reporter: are you going to be meeting with president zelenskyy soon? >> president trump: i will be meeting with him, he may commend this week or next week to sign

the agreement and that would be nice. i would love to meet him. we were made at the oval office, so the agreement is being worked on now. they are very close to a final deal. speak of the u.s. has been at odds with europe on two u.n. regulations today, some other russian friendly countries, proposing that that condemned the russian aggression, calling for the territory to be returned, the u.s. also abstained on its own separate u.n. resolution that called simply for a negotiated end to the war after some european sponsored amendments made its way into as it was voted and. the president asked about that, declined to explain the logic. do the other issue that the u.s. has been battling with europe on is this 300 billion in seized russian assets that are sitting in belgium, the u.s. has been calling to allow that money to go to ukraine and to go to the u.s. to be compensated for its support. so i asked the presidents, both

of them about it. take a listen to this. >> reporter: is france going to lift its opposition to that? >> president macron: we are speaking about frozen assets? we already use them to back these loans. >> president trump: just so you understand, europe is loaning money to ukraine. they get their money back. >> president macron: we paid, we paid -- and we provided the money to be clear, it will be through at the end of the day. >> president trump: if you believe that, it's okay with me. >> that's how old bilateral meeting ended with us in the room, they are now going back to have lunch and then we will get to speak with both of them afterwards and maybe get some news about where things stand on that issue, sandra. >> sandra: jacqui heinrich with the news for us. thank you. >> john: here special report

anchor, and martha maccallum, anchor of "the story. we will start with you because you will have emmanuel macron on "special report" what you want to know? >> i want to know how the relationship developed and how the talk was today, i'm being told the rare earth minerals deal is wrapped up in that zelenskyy could be in town as soon as thursday to sign that. that's a big step forward if that all comes to pass as the president talked about. listen, there's a number of fronts where the french leadership is essentially overseeing all of these european leaders who are worried about what the final deal is going to look out like being that they are not at the table. so i expect to hear a little bit more behind the scenes of how he takes everything that president trump is doing and saying his negotiations. >> sandra: was at a news-filled 40 minutes or so, what struck you? >> we will look forward to hearing what president macron has to say tonight.

but there's a big shift and the u.s.-europe relationship. 80 years after world war ii, and the signal from president trump is we have done what we are going to do with regards to this war, it is time to settle it. we do see the president saying the united states does see an economic relationship with ukraine, but it seems fairly clear that the contours of what they are laying out here is that to europe would be responsible for security guarantees. we know that zelenskyy, that's what he wants. he was a security guarantee, he wants that from europe. but it sounds very much like france in the u.k. would be taking the lead with the united states providing may be some sort of backup role. >> john: i thought it was interesting that president trump specifically said that he spoke to putin about peacekeeping forces in ukraine and he said he was okay with it. >> that is a major step for that

is true, vladimir putin is getting to the point where in order to stop this war there is going to be concessions. what else is he willing to do for the russian controlled area and the eastern part of ukraine, just like it split up? what does that look like? so hopefully we will get more details on all of that as well. >> sandra: interesting too what came out of the meeting on doge, they did take questions in the room. the president at least did. he said that he thinks that the email to federal workers on their weekly duties is great. said it was needed to find workers not working. and great to see where this is going. >> this reminds me of the which boxes have motorcycles in them and you have to check it off? this is like can you answer this question? are you human or a bot? are you showing up at your job or not? the bar is very low, all you have to do is fire off an email. i think that we could make a much more lengthy less than five things when asked what we did last week. and i think that it is kind of

comical, the idea that this is an offensive email request to say, i am your boss, checking income everybody shaking up at the water cooler, go back to your desks and get back to work. i see this as a catalyst for the way that they want things to be. >> john: i think that brian kilmeade was making a point that if you are a part of the sales force, your manager is going to ask you for a weekly's report. so how much different is this from doing that. i wanted to place in the video here, going back to july the 14th 2017 it was bastille day. i happen to accompany the president when he went to the bastille date parade in paris. and this was the budding romance between emmanuel macron and donald trump that seemed to hit the rocks a couple of years after that when he said talk about the need for a european force outside and superseding nato, but it seems that the two are in pretty good terms again. >> i think so and we will hear some more that tonight in this interview. by the way, that parade, he really like that to the point

where he wanted to have his own and that created its own stir. but listen, emmanuel macron now knows that this -- he is a linchpin, donald trump is part of president is in making this all come together. and so it is very interesting to see how he deals with some of the answers. you heard when the president said while they get their money back. emmanuel macron put his hand on president trump and said, well, it's a little bit more complicated than that. you know, there's a little bit of different back and forth and there was and the bromance time, but they need each other to make this come to pass. >> sandra: one is true that he moves that mock pace here, so we are expecting the news conference, the short time from now, so we will watch when that happens. martha, bret, thank you. and we will be watching tonight, thank you. >> president trump: the last email that was sent when he

a lot of business in china, tim cook, and we saw this and 1.1 tim cook and trump were going through the factories together with a hard hat and trump was on board with him, but again, how we learn anything from 2018, do the investments he promised him back then make a big difference here? so i like half a trillion dollars, but i want to make not just because tim cook is a really good politician. >> sandra: he has to identify them and look forward as we know sales in china have been softer, so these technology companies including apple and beyond. in a quick search, it looks like the company sales in china fell 11 percent in the last three months of 2024, that's a major hit. so now they are looking to the united states for growth. >> tim cook and apple need to derisk, decoupled to some degree from china. president trump is working with the grain with him on this one. he is saying you need to come -- everybody knows this, and in

prevent doge from accessing the personal data of american citizens, how many cases are you following? >> more than 80 cases making their way, this one focusing on the access to treasury payment systems, all of the money coming in and leaving the u.s. treasury, they had temporary access to those systems, but those groups doing one a longer pause from a judge to keep those working for doge away as long as possible, they have information of everyday americans, when you pay your taxes, suing american retirement employees, and the famous trade union, the af cio, they argue that doge is accessing these systems and they want a longer preliminary injunction to take form. in another case in an update today, it's a temporary loss for elon musk and his team, the federal judge blocking members from accessing data to the department of education and the office of personnel management. the judge said to the education department likely violated federal law by giving them

access to social security numbers, income, home addresses, phone numbers for student aid recipients and former and current government employees, another judge ruled just the opposite that they could access student data and the education department. a different case, different judge and the conflicting ruling could set this up for this report an important point that these are special government employees, these are political appointees accessing this information, but career employees at these agencies have also had access to this for a long time. so the question as where does that line cut off? >> john: i think the strategy of the president was to get all of this in the supreme court with his 6-3 majority. >> in the end it will probably be there. >> john: we will see, thank you. >> sandra: let's bring back brian and taylor, just some incredible numbers we are seeing here and the doge revealing of how these schools are spending. i mean, what is billions on expenses that we now know have very little impact on students during the covid a battle

including $60,000, this is a west virginia county school district, $60,000 in federal funds on swimming pool packs passes, 86,000 on vegas hotel rooms, doge says this money was drawn was zero documentation, taylor. >> and i am joking with you a little bit, but i will correct you, we did not have little effect, we had a negative effect, our reading and math scores have got worse, so all of this money is apparently good money chasing bad. i don't like it. for me this is always come down to an equality issue but they always say that they kept schools shut because they did not want kids to be harmed. they increased inequality by doing this, because the wealthy kids went to private school and those catholic schools stayed open. the wealthy kids stayed home and they had a mom and a dad in front of an ipad with them teaching them how to read, write, do math, you got it and it's a lower income kids who are totally shut down and that is an increase of inequality.

so the exact opposite of what they want and i think the money went to worse uses. >> you can see why they are suing the pants off to keep the data hidden, because when you find the stuff out as an average american you say i am not so concerned about data access for a government employees, by the way, i'm concerned that you're spending $86,000 on las vegas hotel rooms when my kid can't get in the room they are supposed to be assigned to learn and their school. >> sandra: i'm sure there are so many people that take you back to that moment in time where there is just so much frustration and i just want to finish us off that the post by x on doge in these allegations on all of this money drama zero documentation and goes on to say there's 4 billion left in the new department of education is settling a simple new rule, all grantees must provide receipts for every purchase before funding is released, seems like common sense. >> house that a new rule that you need to get approval for things like this? that's how messed up this government is that that is an

>> sandra: the white house continues to mark progress on its practice bunt crackdown, while de is looking at -- smuggling operations at the border, brooke taylor live in dallas, what's the latest on this crisis? >> well, when it comes to the border, president trump not only focused on stopping illegal migrants, but the flow of this deadly fentanyl. the fentanyl crisis has been a problem for years. impacting community is like right here in dallas, so we sat down with the special agent in charge of the dea division, edward o chavez, hugh showed us just how small a deadly dose can be, only 2 milligrams, just a few that you could barely see. according to the dea in 2024, there were more than 367 million

fentanyl pills sees to it nationwide. the dallas field division seized about 40 million deadly doses. >> fentanyl is still the most deadly illicit drug available in the dallas fort worth area. the pills at a wholesale price are still averaging less than $8 a pill. >> on one of his biggest cases to make national headlines was a string of deadly teenage fentanyl deaths and overdoses in the branch school district in 2022 and 2023. we are talking about victims from 14 to 17 years old. when nearly two years later investigators were able to trace the source of the pills to labs in mexico connecting them to toe settle loa cartel. in the end investigators led to 40 arrests including many miners involved in the distribution. >> i get asked a lot of times, this fight against illicit drugs is sort of a moving battle, but when i look at the 1.2 million

pills that were seized just on that one case alone, i see lives saved. >> and since this investigation, the special agent in charge says that they were able to connect about more than a dozen more cases to different cartels in mexico. ultimately these cases take time to investigate and prosecute especially when they are trying to go up this distribution chain, guys. >> sandra: brooke taylor with that report from dallas, thank you. >> john: it may not be common knowledge, but one tool that the cartels employed in the united states for their illegal track of women trafficking and surveillance are drones. yes, cartel drones here in the united states. but a bill making its way through the arizona state house we make it easier for law enforcement to take action against these drones. kris mayes is the attorney general of the state of arizona and is a big supporter of this bill and joins us now. i have to say that i was

ignorant of this. i did not know that the cartels were employing drones for a number of nefarious illegal activities. what exactly are they doing? >> hi, john, thank you for having me on. yes, the mexican drug cartels are using drones to transport fentanyl across our southern border and sometimes these drones have been seen as far north as 75 miles inside the state of arizona. and that is just unacceptable. so we have joined with republicans camino i am a democrat, but we joined with republicans in the legislature to write a bill that would allow our local law enforcement to shoot these drones down in order to disable them with what are called drone jammers. >> john: and all of this is allowed within 15 miles of the border, originally, the bill one at 30 miles, but that got pared down. but here's what the bill says in part "a public entity or public

employee is not liable to an unmanned aircraft operator for any injury to personal property caused by peace officer shooting, destroying, or otherwise and rendering an operative and unmanned aircraft at 50 miles of the border. it is a indemnifying law enforcement if they take down a hobbyist drone if they think that it might be a cartel drown. how important a tool for a law enforcement will this be? >> i think it is an important tool. i think that it is a piece of the puzzle, you know? more than half of all of the fentanyl seized in the united states was actually seized in arizona over the last two years. we are the epicenter of this terrible fentanyl crisis and so by allowing our local law enforcement officials including our share of center police chiefs and our police along the border to take these drones down, that is -- to lose our lives saved as

someone just sit on your program, these are lives saved. every time we take down one of these drones, especially when it is carrying fentanyl. the other thing they are doing is they are using these drones to surveil our border patrol agents and to surveil our folks on this side of the border. so that's not acceptable either. >> john: a number of ways to take down the drone, jamming or could shoot them out of the sky. i mean, that would be a terrific exercise and marksmanship, no question about that. and the trump administration's crackdown on the border, and some interesting comparative figures, the two sectors in arizona, tucson, and yuma, january, fiscal year 24, 50,000, 560 people crossed into the tucson sector illegally. that was down to 747 this year, a reduction of 90%, a reduction

of 76 percent in the yuma sector, how is that being taken? they're in arizona? >> look, arizonans wanted to see and do want to see border security. and i think that there is a lot more actually that can be done to secure our border. one of the things that i wants, the trump administration to do that they have not done yet is to send us more dea agent so that we can really go after and prosecute the mexican drug cartels. but obviously getting those numbers down is important. and we need more boots on the ground, more border patrol needs more individuals, more resources on the border, something that definitely was part of the bipartisan border bill that i supported, and to you know, we need more dea agents to help us

prosecute and go after the people who are bringing this fentanyl into our country. >> john: i happen to know the acting administrator of the dea, so i will pass the message along. in the meantime, lowering the cross-border illegal traffic does free up border patrol agents from and administrative duties to be there on the front lines. so it's almost a force multiplier. >> that is true. that is a true statement. and what that does is make sure that our border patrol can focus on going after the drug cartels, going after the fence and all, the folks who are trafficking fentanyl. we do want to see that. we want to make sure that they are focused on what their job is. but again, you know, we need actual border patrol agents on the ground and we need more dea agents. states like new york and florida have three times more dea agents on the state of arizona does, and that is really insane when we are the epicenter of the

president trump and the main governor sparring, calling for no biological males to be an girls sports, all of this as the president threatens to pull federal funding from her state. all of this as a transgender student just won the main state title in girls pole vaulting last week. and competed as a male just a year ago, and a pole vault coach, and anticipating judge and father. and it's disturbing for many who know the sport, pole vaulting, i give credit to them as some of the top athletes in all of track and field. it takes an enormous amount of strength and agility, and if you look at the podium, this particular competitor was competing with males screen left, you can see where he was placing then and then it competed as a girl and won the whole thing, is this fair?

>> no, so traditionally and pole vaulting, there is about a 4-foot disparity between men and women, and that goes right up to the world record level, the male world record holder has a 20-foot-6-inch record. the female record holder from russia about 16 feet-7 inches, so about 4 feet. i believe this individual this year would've been tenth in the males category under -- during the class b segment of the state which is a small-and medium-size schools. it's beyond so it's john here, alan, "new york times" pole on transgender athletes shows this. 79% of people over all oppose it. 94% of republicans even 67% of democrats, so when you look at the governor of maine in the policies they are in state, they would fly in the pace of what to

they thinking. >> i would agree 100%, so people are afraid to talk about these things. and as an official i struggled a bit whether being the official i was supporting this and i have empathy for the coach when he started dealing with this. he was putting in a situation. he seemed to gravitate towards liking it because he felt like he was going to have a champion of both a male and a female aspect. and both teams, which was a bit nerve-racking and frustrating. i watch the girls faces every week. i watch the desperation in the sadness, i'm sure anger, and i felt that i had to do something. and where president trump lay down the executive order, it gave me the perfect opportunity to say i as an official will not violate the executive order. i assume we as a conference will go forward in title ix and do the right thing by these girls. i explained why that was the case and i explained that i had also reached out to the center

vultures that was directly impacted come out soon. because that's what i saw that made me feel like i had to do something. and it is difficult to feel that you have a woman governor who is not supporting the women. they are trying to choose one protected class over the other. and they refer to the main human rights act as our antidiscrimination law in the state of maine, but they have disparate impact, and it is specifically talking about when a rule on its face value appears to be fair, but when enacted despairingly impacts a particular group, in this case girls, sexism is a protected class as is gender identity, so they chose gender identity over sex in this case and the girls were impacted. >> john: charlamagne tha god was talking about democrats the other morning, and he said this. i really truly believe that this rhymes with letter hit is over,

right for young ladies because i knew that it would have the right impact. then you know, that's what we are seeing with the statistics in the polling. >> sandra: we will let you go, but final question, has there been any backlash against you for speaking up for these girls? >> a lot of people ask me that question, but so far the feedback has been incredibly positive. there are a few people on social media that will make posts, but for the most part, i am getting an incredible amount of positive feedback. and i was before hand, it was just whispers behind. my goal was to get people to speak up and everyone was afraid. so i guess my favorite part of this is now that people are feeling more comfortable talking about the matter. and if we don't talk about it, we can fix the problem. >> john: thank you for sharing your thoughts with us. we would like to stay in touch to see if that continues, because we know there can be a lot of negative blowback as we have seen with people like riley gaines and others over issues like this. >> sandra: thank you.

there was a sad day watching a burn and then five years later they say it was more beautiful than it was before, so i think that is a great achievement, it was not easy. france is america's oldest ally, our cherished partnership has been a force for freedom and prosperity and peace from the very beginning, we are now working on some very interesting developments, one in particular as you know, the war between russia and ukraine. and the american revolution, france helped us seize our destiny as an independent nation in the first and second world wars. our citizens shed blood together on the battlefields of europe. and i will never forget joining president macron six years ago on the 75th anniversary of d-day. that was some day. the purpose of the meeting today is to end another battle, a really horrible one. a war. something we have not seen since the second world war. that is ravaging european soil,

the deadliest and most destructive conflict that one can imagine. i've seen the pictures, i've seen the satellite photos and lots of other photos, and it is a horrible thing that is happening. thousands of people are dying a week. this very day is the third anniversary of the invasion of ukraine which went to have never happened if i was president. that was never going to happen. the horrors of this gruesome and bloody work can scarcely be overestimated. hundreds of thousands of people, russians and ukrainians in particular have needlessly died. an entire generation of ukrainians and russian men has been decimated. 1000-year-old cities have been turned into rubble, those beautiful spires that to you use to see there, they were the most beautiful in the world, they say, are lying in heaps of rubble, blasted to smithereens.

and it's time to end this bloodletting and restore peace. and i think that we are going to do it. we have had some great conversations including with russia. since my return to the white house, we have made more progress towards that goal in one month then occurred in the past three years, and i have spoken with both president putin and president zelenskyy. and a lot of good things towards peace are happening moving pretty quickly. last week secretary of state marco rubio, national security adviser mike waltz, and stephen with golf conducted successful talks and saudi arabia with the induction from russia, and i would like to thank saudi arabia and the king and great people. really working hard to get this done. our focus is on achieving a

cease-fire as soon as possible and ultimately a permanent pe peace. my meeting with president macron today was another important step forward and that sphere because he has been very much involved right from the beginning and trying to get it done. i believe that emmanuel agrees with me, chief among them, that this is the right time may be the only time. you know, that's a very interesting and horrible situation, and it could evolve into a third world war. we are not going to let that happen. it should have never started, but it did. and what a mess, what a horrible bloody mess. i am also pleased that president macron agrees that the cost and burden of securing the peace must be worn by the nations of europe, not alone by the united states. and europe must take that central role and assure the long-term security of ukraine,

which they want to do. and that's not a very big step, a big step is what is going to happen over the next few weeks. the united states has put up far more aid for ukraine then any other nation, hundreds of billions of dollars we have spent more than 300 billion and europe has spent about 100 billion. that is a big difference, and at some point we should equalize. but hopefully we won't have to worry about that. we have other things happening that may be take that out of the realm of necessity. and while we have given vast amounts of military aid and money and form of grants, much of europe's contribution has been economic relief, structured as loans, for which they will be repaid like the europeans i believe that taxpayers in the united states also deserve to recoup the colossal amounts of money that we have sent the previous administration never even thought of that. they did not think of a lot of

things like why did they let it start in the first place? that is why we must have an agreement with ukraine on critical minerals and rare earth and other various things. it security. and i think that is happening and we have made a lot of progress. i had a report just given to me before walking in that we have made emmanuel agree to progress to getting to that. we have been elected by the american people to restore common sense to washington and indeed to the world. and i believe strongly that it is in the best interest of the united states, the best interest in europe, the best interest in ukraine, and indeed, the best interest of russia to stop the killing now and bring the world to peace. my administration is making a decisive break with the foreign policy failures of the past of administration and frankly the past. i ran against a very foolish

foreign policy establishment and their recklessness has led to the death of many, many people. under our administration we are forging a new path promotes peace around the world, and when i left office for the first administration, the first term, we had no wars, we had no problems. we did not have october 7th with israel. we did not have russia and ukraine going at it. we did not have the problems in other parts of the middle east could we do not have inflation. it was a whole different world. and you know what else we did not have, millions of people pouring through our borders, many of them criminals release from other nations and put right into our land. murderers and drug dealers, gangs. we did not have any of that. it is a different time, but now we have it and we are fixing it. we will fix it all up. we will get it done as quickly as possible. and we have made a great deal of progress, people are saying it was the best month for a president in our country's history. i hope that's right, but i feel that it is right.
