[laughter] >> steve: great. elon musk is giving some federal workers the boot and others a second chance to respond to his email. as he continues asking for details of what they accomplished over the last week. >> lawrence: madeleine rivera joins us live from washington with the latest. good morning maddy. >> madeleine: hi, guys, good morning. a lot of confusion regarding this directive. elon musk says while there's a second chance to respond. failure to answer again will result in terms this time. but the office of personal management says agencies will be the ones to review responses and evaluate nonresponses. they will look into whether employees were on excused leave yesterday or whether they had access to their email over the weekend. the opm says agents can exclude some workers from this exception at their discretion given that

they provide reasons for exclusion. and, finally, the opm says it is up to the agency's leadership to determine what actions are taken. some agencies, like the fbi and the department of defense, for instance, have told employees not to respond to the opm email saying they will be doing their own reviews but others like the transportation secretary saying that their department is going to be following this directive from musk. president trump says a different orders don't necessarily mean a division between the trump administration and musk. and is he defending musk's order. listen here. >> so what they are doing is trying to find out who is working for the government where is the money going. a lot of jean justs sending it sending a letter to people please tell us what you did last week. it's possible there is no such person or they are not working. >> there appears to be no deadline set for a second

response we will see if we get more clarity later today. >> steve: a that last word, clarity. there hasn't been a lot of that madeleine, for the federal employees watching right now, what are they supposed to do? >> we will see later on today as we get more answers from the white house, from the president, look, if you listen to the opm email, what they will say is they are not taking a one-size-fits-all approach to this. they will take into account the differences among the different agencies, they will work with the different agencies and taking into things confidentiality reasons for example which president trump says was the reason for example that the fbi and the dod, why they not might not be responding to this email right now. they will take those factors into account. the white house is down playing the notion that there is a division between the opm and musk here. they say at the end of the day, the administration is working together to create more efficiency among federal

workers. but, again, like you said, steve, there is no doubt that are a lot of federal workers who are confused by this and they are hoping to get more answers later on today. >> steve: all right, madeleine, thank you very much. >> ainsley: elon said the email request was utterly trivial as the type words and press send. some failed. urged on by their managers. have you ever witnessed such incompetence and contempt for how your taxes are being spent makes old twitter look good. i didn't think that was possible. the problem is the federal workers are getting mixed messages and turf war by some of the agency leaders, the new agency leaders and elon musk. now, donald trump said yesterday look, all we are trying to do is make sure these people are actually working. that there are actual people. like the social security sending out checks to people that are 140 years old? that doesn't exist. they are just making sure that these positions are filled by live bodies not sending

paychecks to people that don't exist. office of personnel management voluntary won't be fired if you don't respond. pause responses. we are in charge of employee reviews. and and then kristi noem with the department of homeland security saying don't respond. what are you supposed to do? >> steve: right, exactly. who is running the show? >> lawrence: the president gave them cover yesterday as well. a lot of these same agencies. you are talking about the defense department as well as transportation as well have invited doge into their department. they are not anti-doge. what they are saying is the information that's going out, there is some security measures they need to put in place for that so they want to coordinate the response of this. >> brian: yeah. so there is a lot of people who are going to be let go. in a lot of different agencies. i know the transportation has let some people go. the v.a. doug collins dismissing more than 1400 employees with non-mission critical positions. others in transportation were let go. did not have safety implications. day to day.

and that's what is happening, too. just about everywhere, if you are probationary they are looking to let you go. the overarching headline is we have to cut the federal workload. 2.7 million. it's got get less. the question is now, that was a speech the president gave at cpac. the president elon musk saw it and said i hear you, mr. president, i put out this email and the president said yesterday i like the idea of an email, i think next time very easy. a lot of these people, musks personal friends, i'm going to send out email and go to all the divisions, are you okay with this? because kash patel was only on the job two days. he can't have fbi agents who may be miscommunicated. same with tulsi gabbard i really can't do this. i'm going to back out it. doesn't mean they are fighting. it just means they make more of an effort to coordinate. >> steve: that's the key. i think a lot of it with the statement department and fbi and national security apparatus. they don't want their boss -- they don't want somebody at a laptop somewhere putting out

okay these are the five classified things did i last week because there was an email that went out yesterday hhs, health and human services. if you apply assume that what you write will be read by maligned foreign actors to taller your responses accordingly. what is curious though. i don't know if you guys saw this or not, there was a hearing yesterday regarding doge access to treasury records. and the government attorney representing the white house was asked by the judge, so who exactly is running doge? who is the administrator? and the attorney for the federal government says i don't exactly know. i don't have that answer. so, it's kind of like what is the flow chart for the person who is running doge? elon musk has been described as a adviser to the president. >> lawrence: i think it's a flat organization. this is not -- and i think washington is so used to this

chart. essentially you have all of these people that are across agencies reporting back to elon musk who then goes back to the president and he makes the final decision on it. i just want them to be able to do their job. it looks like they are doing a great job. there are some bumps in the road. i have been getting a lot of emails from federal employees. i understand why some of you guys are feeling the heat and being lumped into the basket of all the other federal employees that americans have distrust for. we're not talking about you. we understand there are career people that just want to do their job that love their country. but you have to understand it is bipartisan thing. independents, democrats, as well as republicans all feel like ththere inefficiency in our government. i apologize you are being lumped in and want to do your job. something has to give like in the private sector. >> brian: argentina is doing it.

flank saying it should go further. some people more close to the center saying we're a little anxious about some of these proposed cuts. what speaker johnson said and this is so important about this upcoming vote, this is not the final package. this is not all the last details that would become law or be signed by president trump. this is really just the vehicle to get to reconciliation he sounded confident he called it a prayer request which sounded funny. he confident they can only lose one. he thinks they are going to get there and then the nitty gritty starts. is he ambitious on what comes next. step one is this week. >> steve: exactly. and i mentioned that there are a number of republicans who say the spending cuts are not deep enough. but then there are, guy, and you know this, there are a lot of moderate republicans who are worried about the medicaid cuts and any changes to that because one in five americans relies on medicaid. >> guy: exactly right.

it's threading a needle. can they get on to this next stage of the process by passing the budget resolution this week, which then allows them to have those intensive negotiations about what a final bill would look like. right now as i mentioned they can only lose one. i was talking to speaker johnson about this. he is aiming to try to get a final bill signed on the president's desk by mid april. and part of the reason why he is looking at april, i think that's aggressive. that's timeline. he believes he can do it. he wants to wait until after april 1st. why? that is when two republican seats down in florida will almost certainly be filled. right now they are playing shorthanded by three seats, right? they want to gain a few of those back to give themselves a tiny bit of breathing room which makes the negotiation process a little bit easier because, right now, it's a margin of error of nothing. if one person comes out and says i now -- they cannot lose another person.
