overnight. chief justice roberts handed president trump a victory. justice roberts put a last-minute hold on a lower court decision and it would have required the trump administration to release $2 billion in frozen foreign aid. that's on hold. president trump had targeted that money in his mission to cut waste. i'm harris faulkner and you are in "the faulkner focus." the president signed an executive order expanding the cost cutting powers of the department of government efficiency as well. and he put all federal agencies on notice to prepare to make cuts of their own. in fact, the march 13th deadline is for them to come up with a workable plan to trim their workforce. president trump, along with senior advisor elon musk, put a sharp focus on their mission at yesterday's cabinet meeting. >> president trump: for the most

weigh in soon. the administration is cutting usaid staff, reviewing and eliminating contracts and folding the aid organizations into the state department. yesterday's cabinet meeting president trump called the federal government bloated, fat and disgusted. the administration is directing agencies to develop plans for large-scale layoffs in the meantime. consolidating operations including possibly moving offices out of the d.c. area as doge and elon musk intensify their efforts to bring cuts to waste within the federal government. >> the overall goal here with the doge team is to help address the enormous deficit. we simply cannot sustain as a country $2 trillion deficits. just the interest on the national debt now exceeds the defense department spending. we spend a lot on the defense department. we're spending over a trillion dollars on interest. if this continues, the country

will become defact owe bankrupt. >> the president signed an executive order requiring the government to justify and publicly release any payments that continue and also travel expenses when possible. this afternoon the british prime minister starmer will meet with the president to talk about the future of peace in ukraine, including the role of the u.k. in a peacekeeping operation after the war. they also are set to talk about fair trade. basically the same bullet point conversation that french president macron had with the president on monday, harris. >> harris: jackui, thank you so much. doug burgum, interior secretary, was in the cabinet meeting yesterday. he is in "focus" now and i'm so glad to see you today. we can talk energy, talk a whole lot. first of all, tell me about the meeting and maybe a top line thought on what was accomplished. >> harris, great to be with you. what the nation is seeing is leadership in action from president trump. it's great leadership.

he is providing very clear direction to all cabinet leaders through the executive orders. those include details of what the secretaries are supposed to do. then he is empowering all of us to go get it done. he is putting it out there with a sense of urgency of make things happen. go fix things for the american people. and then he does a thing that wasn't happening in the last administration. holds everybody accountable. these are the components of great leadership he is exhibiting and why we're seeing this presidency off to such an incredible historic start. >> harris: just a theme that we've seen applied to disaster areas post hurricane helene that happened in the biden administration, trump is coming in trying to shore that area up. he has an all hands on deck philosophy about these things. did you further that at all? was that made clear in the list of things that the secretaries are expected to do? it seems like more teamwork. >> absolutely it is more teamwork. included even in the executive

order where president trump created the national energy dominance council. ten people in the cabinet meeting yesterday are assigned to be on that council and the job is we have to have a 180 degree turn the attack the biden administration had an u.s. energy and holding us all accountable to have affordable, reliable energy. sell it to our friends and allies, get the price of energy lower in america. that lowers the price of every aspect of the economy. yeah, everybody around that table has got a job to do and he is holding everybody accountable and i think it's fantastic. >> harris: what you just described is probably his number one promise on the campaign trail and that was to attack the high inflation and the economy that was putting so much pressure on americans. what you are talking about, if ten different secretaries are going to work on energy, that was the number one thing that

president trump said as a candidate bring the cost of things down. that's huge. almost the entire cabinet. let's get to this. a new opinion piece with the title doge doesn't put democracy at risk, doge is democracy. that's an excerpt now. any risk to democracy is not a president trying to right size government, it is the unaccountable and unelected bureaucracy of lifetime civil service who make laws, regulate and answer to no one. your reaction. >> this is all the doge efforts all music to my ears. of course as a governor after eight years when we took office, we were able to cut 27% of the costs out of the general fund in the first four months we are there and the train still ran on time. states like north dakota need a balanced budget. the idea that we have some people in the country demanding that we keep doing deficit

spending the at the federal level, no, the government has to act like every american family does. we have to keep driving towards a balanced budget. when we do that interest rates will come down and save every family money and help for generations to come. president trump is a business leader, understands that. so the work that we have to do is actually essential to do that. when we make those cuts, we also have to come back in the back side like elon said when he opens his jacket and says he is tech support. we have to give better tools to these government employees because they've got to be able to have the same access to technology that an employee in the private sector does and often they don't. we can create fewer but more purposeful jobs for government team members to go do the important work they have to do. but right now with the amount of paperwork and red tape those employees go through, we have to cut the red tape for them as well. >> harris: along with doing that you mention that kind of like i do energy, hey, i do technology.

along with that you are giving so much more transparency and we have had really in my lifetime from the government. we have access to all of you, we're hearing what you are talking about with us in mind as voters, as american citizens. >> yes, just take interior. the biden administration, many agencies with the interior department of energy, more than doubled the budgets in his four years. doubled. when people say wow, you will do a 50% cut related to say grants and contracts, well, if those doubled in the last four years you could cut 50% and all we do is going back to the level of spending when president trump left. you could argue that government was more effective on his last day in office than it was the four years where the biden administration grew government. so interior alone, 36,000 contracts and grants, harris, we're pouring through one-by-one to try to find out if these are anything that needs to be done for the american people. >> harris: wow, that's a lot of

>> harris: president trump's illegal immigration crackdown gaining traction. immigration customs and enforcement agents arrested 20 people at a work site in gulf port, mississippi, the homeland security department plans to expand this type of enforcement operation. they go in and find many people they are looking for illegal aliens, yes but looking for the worst and get them out of the country first. the trump administration says it took them just one month to arrest nearly as many illegal immigrants as the biden administration did in all of last year. the president announced a new path to citizenship for wealthy individuals. >> president trump: these companies can go and buy a gold card and they can use it as a

"wall street journal" writes it isn't clear how the administration can legally end or significantly alter an existing program without the involvement of congress. white house is not giving more details. congressman khanna is critical of the idea telling "newsweek" plenty of people build successful businesses in the u.s. without having to pay $5 million just to get in. the u.s. is not the only country to exchange residency or citizenship for investment cash. some countries including allies in europe are starting to move away from this idea.

harris. >> harris: mark, great story, thank you very much. power panel in "focus" now. let's get into this. matt gorman former campaign advisor to tim scott and communications direct for for the republican congressional committee. fred hicks is here. i imagine i won't have to say much. you guys will jump in. fred, what do you think of this program? >> so here is the thing we want to keep in mind. the immigration program does need some reforming. no doubt about that. but the problem that i have with this is the gold card is designed to replace a eb5 program structured to require investment in low and economically depressed communities in order to receive the benefit. this is a 180 degree turn from investing in lower and economically depressed communities towards rewarding wealthy businesses and entities that can afford to bring in or pay a $5 million fee to get in.

this is in alignment with everything we've seen from this administration so far tilting towards the haves and denying the have nots. >> harris: matt, rebuttal. >> we want immigration done legally and a way to do that. the card doesn't just get people here and help paying down the debt. that's right. but look at long term. broaden the tax base. increase people in the workforce and help economic areas. rowe khanna understands a lot of this stuff. you need economic growth. democrats want to let people in for free. let them across the border and pay city services to take care of them once here. that's unsustainable. we need to come up with a better way, attract the best and brightest from across the world and more importantly get them to stay here, innovate and make things. build businesses. that's what we need to do. >> harris: we'll move on. divided, disjointed and looking for a leader.

opening now. donald trump's favorability ratings are lower than any president since 1953. people aren't happy with what's happening. that creates an opening. we need a voice and cogent man and it is not getting into social issues but the economic issues. if this is about paying down the debt do something like get rid of the trump tax cuts and actually focus on reducing the budget not just laying off people. >> harris: you were talking numbers. i want to pop up some here. a recent poll showed congressional democrats receiving the lowest approval rating ever, ever in that poll, 21%. republicans got their highest ever 40%. also a majority of major shift from democrats on the party's future and we've seen that play out. you are talking about polling and numbers. everybody can pick a poll. it is hard to move an entire group of people. you have mid-terms coming up. last word, matt. >> look, i think democrats will have a lot of work to do on this. newsom getting ready to start a
