>> it's take a live look at the white house. president trump is about to welcome the united kingdom prime minister. the prime minister is expected to arrive any moment from now. we should catch a glimpse of the hands -- handshake. these are important moments, while coming from the commander-in-chief at that level. it's a big deal. they will do the traditional handshake. if we can, we'll catch a glance of that. during past visits from foreign leaders such as the french president emmanuel macron on monday, these have turned into question and answered sessions before they enter the white house. look at who is president, so we know that. we will be watching for anything that happens, and a special relationship between the u.s. and the u.k. will be tested, as leaders are expected to talk about a number of issues, including president trump's proposed tariffs on the european union, british defense

spending, and support for nato. and, the war in ukraine. the meeting is taking place one day before the high-stakes meeting between the ukrainian president volodymyr zelenskyy and president trump, set for tomorrow. we are all over it for you. this is "outnumbered." i'm harris faulkner with my cohosts emily compagno and kayleigh mcenany. also joining us, fox news contributor and former senior counselor to the president, kellyanne conway. charles payne, host of "making money" at 2:00 p.m. eastern on fox business. we welcome you both. kellyanne, let's begin with these moments today appear to countries that should be yoked together on things. >> i saw a recent poll that shows americans believe the u.k. is our greatest ally. i agree. 42% of americans, followed by canada, 24%. that may change. i attended a reception last night at the british embassy in washington, d.c.. it was covered by the british press, with the prime ministers

that was public. he basically emphasize not just of the alliance, but allegiance he and president trump have forged over the last couple of months. he called president trump when he was shot in butler, pennsylvania. they have talked since. their ben wight, five or six prime ministers on donald trump's watch in the eight years since he had become president the first time it's on our? they cycle through quite a few. i think with this visit today, it is not a coincidence, harris, that starmer said last night to all of us assembled, and this week, they cut foreign aid and have increased defense spending "in the largest way since the cold war." in many ways, starmer is aligning with the term doctrine, which is everybody just has to stop showing up. you've got to start ponying up. >> i want to know what this is

lord mendelssohn, who i've also met, don't like trump. that's not true. they recognize the special relationship. i was at the munich security conference two weeks ago. a lot of the european leaders, past and present, were clutching their pearls over vice president vance's speech. good for him for calling out a cancellation of the remaining elections, and good for him for calling out -- and other personal liberties. i think the u.k. recognizes that above all else, and given the president his due, coming here not to kiss the ring and not to bend the knee to president trump, but to figure out how to collaborate when you have really serious things. >> charles. >> you -- more optimistic than when i sat down. i think the next time there is a u.k. election, it will shift back to the same aura that ushered in brexit. people are frustrated.

it was an automatic buyer's remorse. i feel like the folks that i know there -- they feel like "no, we made a mistake." that in mind, if you look at the european stock market, for instance, german defense contractors, british defense contractors, those stocks are going through the roof. they're starting to pony up, they know they have to. one of the election outcomes from germany, one of the messages were "we have got to start footing the bill." in part because it's being sold like "america won't rescue us anymore." which whatever it takes, right? you do have to quote, unquote, pay your fair share. it's interesting. people around the world, particularly in western nations, are frustrated. the citizenship. the leadership and some of the mechanisms they have two muffled voices of citizenship still bother me a lot. >> that's what the vice president was talking ab

about. >> i know that the u.k.'s defense secretary -- on the basis of that sustained investment, the rise in investment that the u.k. is making. he said "the importance of this -- can't be overstated." important all european countries do it. bucking trends by demanding this of our nato allies -- -- and the backstop needs to be the united states -- will help you get there, but the training will have to come off because ultimately this is your neighbor. what i see is an absolute dedication to that alliance, our single largest trading partner

ukraine, is this security for ukraine. we saw emmanuel macron push for the same thing. keeping this in europe. what he says was "i'm not going to make security guarantees -- we are going to have europe do that." he is exactly right. president trump is the one that came on the scene. europe, the 2% mark. the guarantor of their securities, 1949, and is telling europe it's time to step up. as you look at ukraine, you are the ones that need to secure that country. he is putting america first but not america alone, hence this meeting. and -- >> can i just throw in the price tag for rebuilding ukraine? the number is out there, $500 billion.

low-level threats, and number two, they said because the trump administration was not reaching their goal numbers, that it was somehow ineffective. during that analysis, they talked about that president trump, during his background and reality tv, that this has been a deliberate construction of reality, meaning that it's not true. i'm here to tell you that in my experience as a federal attorney and criminal attorney, and as a woman here, that there is nothing worse than the feeling of someone telling you that someone's priors involving assault or the like are no threat, that someone has stated threats to your face -- if you don't take them seriously. so, to have at large the media claim that these criminal allegations, these criminal records are somehow a low-level threat, that they are to remain the norm or be dismissed, removing these individuals from our soil -- somehow his fake is so deeply detrimental to the notion of american safety and to

the point that this is not commander in chief -- this is our commander in chief. this is not the story of paint him as. this is the commander-in-chief, mandating the will of the people exactly what we want, which is prioritizing american safety first and there is nothing wrong with that. >> kellyanne, i wonder if michael moore understands how immigration works. i'm curious if there are physicists, astronomers, pulitzer prize winners, or if the cause of individuals are applying for these visas. we have something called an h1v visa. nonimmigrant classification applies to people who wish to perform services in a specialty occupation. they give several examples. someone who was curing cancer can apply for this visa. we have a category. >> president trump sided with those visas, expanding the man the access to them. he used to tell us in the first term "why are we having people here in these visas, and we kick

[laughter] made a combination of this, asteroid which has a e in it, and astro, the dog in "the jetsons." i want to ask michael moore: how many illegal immigrants are in your house? you're welcome to harbor them. it's a felony, but you're welcome to keep them. if you have identified that kind of raw talent in the next quantum computing cancer curing individual, i would say sponsor them somehow someway. i'll help you get a waiver for them if you actually have -- he hasn't. not only does he not know about immigration, he is a hypocrite,

or fork over money for superstars. it's a win-win, and in many ways, the system has been abused by corporations in america that -- have the skill set, would need more money or ask for bigger pay. on the flip side, we can bring this talent into this country. by the way, that is where they want to be. you want to be in america right now for it -- industrial revolution. if your company and there's talent anywhere in the world, and you can afford it, why not? it is a win for everyone. >> this is creative, but it's not new. there is a long list, as we put up on the screen. new zealand, hong kong, singapore. clearly, it does work. >> and i would think it would work for the smaller countries. we are now trying to do to close two simultaneous things. thinking -- that's the come here meanwhile, we are getting -- it's a dual message with the american people in the rearview

mirror. one thing that i would say, and charles, you may know more about this, is the call for investing in areas that are low income and our country. almost a continuation of what he started in his first presidency, donald trump, of the opportunity zones. now you get to do it with other people's money. [laughter] right? and then, they get the benefit of making us greater than they already are with their innovation, business mindedness, all of that. i think there's a lot of pluses maybe people don't know about. >> at the end of the day, often times, civil solutions help complicated issues or big messes, frankly. "the washington post" had a quote from a professor that said "we don't currently have a well-functioning aggression system." sometimes, a simple solution is quite best. this -- immediate impact on the economy stimulus while the long-term investment, the companies into our economy end. to me, the sounds of a win-win. >> it makes a lot of sense. i love how president trump thinks big.

yesterday, howard lutnick said we have these 200,000 -- i think he later said 250,000 applications for the program. heated rough math and said it's about $1 trillion, 1:30 sixth of our debt. he goes back to president trump who says "imagine if we sold 10 million of these, we would have $50 trillion," so we could pay down our national debt and have -- left over. that's the big, bold thinking the country needs. he deserves to be able to think that way. he has so much political capital. think of for the country has come. they were once opposed to a wall, once opposed to deportation around 2016. he's built up 60% political capital, 80% in some polls. he should think big because he is doing a great service for the american people. >> and the democrats helped him because they failed on those issues. >> right. >> and a reminder that these applicants who would be afford these weasels will be vetted.

well i for one, am intrigued! >> just a few weeks ago, california governor gavin newsom was making sure everyone knew who was ready to fight president trump. back and forth with trump over his response to the los angeles fires. he even called a special legislative session to trump-prove the liberal laws in his estate. now that the democratic party's attempt to punch back at the president have fallen flat, he is trying something new: launching a podcast to speak with conservative and maga personalities called "this is gavin newsom."

i have secured about a half dozen -- individuals. you were the person who called a special legislative session to resist trump days after the election and now you want to understand maga? >> i think he knows that the democratic party is in free fall. i think he needs a new message. they can try all they want to game out who would be best in 2028 visually and vocally. you need to be able to say something to the voters. this past election was the moment were voters said "no more will you tell me who i am, what i believe, how to vote based on my race, gender, whether i live in california, my political affiliation, my religion, my sexual orientation, all of it." he's a smart guy. he's savvy. i'm not surprised his podcast is called "i'm gavin newsom." that doesn't surprise me at all.

this is a classic case of if you can't beat 'em, join 'em. the cardinals in the democratic party has made in the last 8-10 years, they have soapsuds overtime from the individual and have not spent an iota of time getting to know t the trump vot. what motivation -- instead of disparaging us is undereducated and trump-ers, running from the hills with long toenails and no teeth. [laughter] to get to know us. i will say this: before he was that she was running it with his left wing policies. has he learned the lesson that everything beautiful about california -- all the problems were man-made. he's had a hand in that. i would not count him out as somebody in the future who knows what he is doing just by enlarging the conversation. >> i wouldn't count him out either. he is very savvy, harris. this is a savvy idea. trump won much of the young male vote because of the podcast -- that connected him to an audience that he otherwise would

not have reached. i think this is gavin newsom trying to do the same thing. >> i want to know who gavin newsom was, who has put all the homelessness out there with our. i want to know who gavin newsom was that was making all sorts of campaign promises. he didn't even -- we are going to test and see if he can keep the black vote after saying "we will give you reparations" and going back to everybody else in the country, where they work -- "are there other ways you can help people?" i know he says this is him, but democrats have a sneaky way of redefining people and things. i would say this isn't smart. he is reaching out to people that are countering his view. this will make him look like he's ready to debate. i think that's a good thing. westward, gavin newsom last word on this: gavin newsom have the gavel, and he let it go. he let his estate go. do you want that in your country? i will be curious. name names. who will you have a new podcast? >> charles, i learned from politico, the democratic party has not done unofficial
