neighborhoods. all south carolina now under a state of emergency. good afternoon, i'm jon scott, and this is "the fox report." ♪ ♪ jon: that story in a a moment. but, first, two other big stories we're following. ukrainian president volodymyr zelenskyy meeting with european if leaders in london coming up with a framework for a peace deal after certificate eleven -- zelenskyy's oval office visit with trump went off the a rails. and investigators in the case of gene hackman ahe might have been dead more than a week before his body was discovered. first up, tiffany bennett is live -- stephanie bennett is live in london with a peace plan that dealers -- i'm sorry, leaders want to present to purpose. but but let's begin with lucas tomlinson live in west palm beach, florida. he's traveling with the president.

european leaders after that fiery exchange between presidents trump and zelenskyy in the oval office. the ukrainian leader meeting with european counterparts today in london. that's where stephanie bennett if is standing by live with the latest for us. >> reporter: hey, jon. it's been a busy weekend for president zelenskyy, wrapping up with meeting the king at sandringham this afternoon after that crucial defense summit hosted by the prime minister. zelenskyy flew via helicopter the meet king charles iii. the pair chatted briefly before heading inside marking the end of a difficult week. european heads of state continue the rally around a zelenskyy. on saturday he was greeted with cheers outside 10 downing street and a warm hug from prime minister sir keir starmer. the two sign -- a awe greed to a further 2 billion to supply air a missiles announced this afternoon. dozens of leaders gathered for the prime minister's major

defense summit aimed at securing lasting and enforced peace in ukraine and beefing up defense spending across the continent. he a said we have to learn from the mistakes of the past and can't accept a weak deal that russia can break. all european countries need to step up their own hair of this burden. he also outlined a plan continuing the flow of aid keeping economic pressure on russia and that ukraine must be at the negotiating table. in a bbc interview, sir ceer farmer said watching the -- in the oval office said nobody wants to see that especially after his and macron's meetings were so productive. the p.m. made an urgent round of calls the try and bridge this and will create a coalition of the willing to to defend and enforce any peace deal. for now, u.k., france and possibly others will work on a plan and present that to the u.s. >> we are at a crossroads many history today. this is not a moment for more talk, it's time the act, time to

step up and lead and to unite around a new plan for a just and enduring peace. >> reporter: and president donald trump will also meet the king at system point after last week sir keir starmer presented an invitation for an unprecedented second state visit. jon? jon stephanie benefit in london, thank you. for more on europe's reaction to the trump-zelenskyy meeting, let's bring in hugo gurdon, editor-in-chief of the washington examiner. it seems like volodymyr zelenskyy is getting along a bit better with the european leaders than he did in the oval office the over other day, hugo? do you agree? >> that's certainly true. he's getting on very well, and there's an aspect of the this which is, i think, intriguing but not very pleasant, and that is quite a few people in europe along with the sort of international left wants to try and score some points off the

united states and off trump. i think that -- president trump has agreed, cheerily, with that -- clearly, with the british prime minister and french president should put together some kind of an end-of-war deal, agreement, which he will then look at a, and i think the crucial part of that is going to be, as ever, as it always has been, the extent to which there is a security backup by the united states which is the crucial difference of opinion. but, you know, this is the beginning of the repair job from the absolutely excruciating meeting at the oval office. and i do think there's one point i'd really like to make here, and that is at this time, which is incredibly dangerous, there's a lot of cheap shots being taken, frankly, by the democrats. we heard one or two in the material you played just now. you have people like susan rice,, one of obama's inner circle, calling the oval office a thing a setup and other democrats calling it an ambush.

this is a false, a mischaracterization of what happened in the oval office. it was, in fact, vice president vance was answering a reporter's question and backing up the u.s. diplomatic approach, and president zelenskyy took the opportunity to interject and almost mock america's approach, the current approach. and, you know, it went downhill from there. and there were, you know, i think the fact president trump tried to kind of calm things down until he finally lost his temper when it seemed a in that zelenskyy was saying, look, we just wont another $100 billion and no questions asked. jon: you seem to suggest that there's a little bit of blame to go around, that that zelenskyy didn't exactly handle it right and, to obviously, president trump got upset with the way he was handling everything. >> yeah. absolutely. all a three men if stand to blame, should take some blame. i suppose, ultimately, since

president trump was the man in charge, he ultimately needs to take the blame. but it's being mischaracterized through cheap point-scoring by the democrats. you know, president zelenskyy met with congressman chris murphy before -- it seems there is a certain degree of push from the democrats for him to push back against trump. and what they're looking for is continuation of angry denunciations of president putin, but saying putin started it, putin started it although that's the truth, it doesn't get you anywhere. what president trump seems to be doing, in my interpretation, is putting himself sort of neutrally in between ukraine and russia and trying to bring them to to -- and saying both sides are going to have to make concessions. and for this, the people who want primarily to attack trump just say, oh, he's op on russia's side. jon: he is going to have a big opportunity to, well, you know, just put out his agenda and put out his vision of the world when he addresses that joint meeting

of congress on tuesday. give us a preview of what you think the president is likely to say. >> well, the president is bound to endorse the approach that he has taken towards ukraine. that's certainly the case, so ukraine will be one of the things that he talks about and forcefully. but he's issued a hundred executive orders on all sorts of things. he's going to be able to claim that within a month he has essentially solved the border crisis. there's record few illegal immigrants being intercept ised at the border. he's going to defend and support elon musk in the move to try and find waste, fraud and abuse. a hot of what he's saying and what he's doing right now is exceedingly popular with the public, so i think he's going to have a pretty good performance on tuesday. the democrats are really at sea. they're trying to find a way of countering trump and, obviously,

up. >> last i heard, the republicans control the white house, the house and the senate, and i hope they present if us with a budget that works for working people, not just for the billionaires. >> reporter: in washington, madeleine rivera, fox news. jon: elon musk's doge is doubling down with a few wave of accountability e-mails for the federal work force. but as the agency stands firm in its push for greater government efficiency, a rising tide of legal hurdles is challenging those efforts. let's bring in jay town, former u.s. attorney for the northern district of alabama, appointed under the first trump administration. jay with, so -- jay, so elon musk wants members of the federal work force to submit, you know, five points about what i did last week. is that legal? >> it is -- of course it's legal. and remember, elon musk is

deriving his authority from the delegated powers coming from president trump. article i -- or, i'm sorry, article ii of the constitution vests all the executive power in one president. so when elon musk is having opm send these e-mails, it's at the direction of the president of the united states. he is the only person elected nationwide that is in charge of a single branch of our three-branch government, the executive branch. and so whether it is the secretary of state ordering state department employees to do as elon has suggested or work pm -- or opm, it's all done at the direction of the president of the united states. of course it's perfectly legal. this is -- the personnel that are filing these lawsuits, they're not doing it because they did ten things last week. they kid it -- did it because they don't want anyone checking their work, and they've been working from home for the last four and a half years on their

couch in their sweat pants watching "the view." jon: there are more than 20 lawsuits existence elon musk and his doge orders. do they stand a chance of succeeding? >> it's a constitutional absurdity to think that they will. the tros, these temporary restraining orders, these lawsuits are saying stop doing whatever you're doing, it involves either personnel or involves spending. , there's some humphreys exto haves, a 1935 -- executors that said there are just a few guardrails for the president to terminate individual, but there's a case more recently, 2020 the -- not 90 years ago -- that suggests the president has great authority the dismiss personnel. so any challenge that rises up to the supreme court of the united states of these tros or ultimate injunctions, it's going to lose. it's going to fail because

article ii is very clear. and if you think about what doge has done, and i wrote it down, jon, just so i got it right, according to doge.gov, they've saved us over $70 billion already. they canceled 3,000 unnecessary contracts. and it's just not elon musk. the secretary of the v.a., doug collins, cut $2 billion in unnecessary contracts in his first couple of weeks. they had15,000 software -- 115,000 software subscriptions that nobody was using that we were paying for. imagine if if that gym membership every month and you get billed $20 and you forget to cancel it, well, maybe it's no big deal. imagine if it cost $70 million. that's what we're talking about here. so none of the orders involving the temporary restraining orders, they're at best loosely tied to an article ii analysis. most of them address immediate harm, they don't address that they're going to be successful on the merits which is really

the ultimate way you win some sort of an enjoin isment. -- enjoinment. jon: it's my understanding that elon musk put something into effect at twitter when he came in, and that helped him win know down the work formts here's what a he had to say, he says,, the e-mail request was utterly triy'all -- trivial. urged on in some cases by their managers. have you ever witnessed such incompetence and contempt for how your taxes are being spent? does he have a point? >> he has an excellent point. we have 2.3 million civilian employees. that doesn't include law enforcement or members of the military. it costs us around a $300 billion a year to pay those people to work for the federal government. that's like 5% of our total federal budget. and so to ask them what did you do for the american taxpayer

last week, just name five thing, when i was at the department of justice, i would have asked, okay, what do you want me to name that i did after 10:00 on monday morning because i'm through the five things already. most government workers should be able to do that very ease lu. it's those that don't -- easily. it's those that don't want to do it because they can't do it that is the most concerning. and you cannot trim back the cost of government without trimming back personnel. 5% of the budget is just civilian personnel, so it can't just be doge contracts and grants alone are. we have to trim some fat, and that fat if's been sitting on the couch for the last four and a half years. jon: so in a word, if the president wants to cut back funding for drag queen story hour in ireland, he ought to be able to do that. >> yes, sir. i think that's well said, jon. jon: all right. jay with town, good to see you. thanks -- jay town. >> thanks. jon: evacuations underway mt. carolinas as a dry conditions and strong winds are pushing

jon: a state of emergency declared and evacuations orders after hundreds of wildfires -- ordered, fire fighters working to contain the flames that have burned nearly 5,000 acres across north and south carolina. christina coleman joins us with more. >> reporter: hi, jon. crews are busy fighting a number of wildfires that broke out this weekend prompting evacuations. as of this morning, a fire in the carolina forest doubled in size to roughly 1200 acres causing evacuations. this is just one of many fires burning on the east coast that broke out this weekend amid dangerous wildfire conditions. wildfires have been reported in multiple locations including the delmarva peninsula, georgia and the carolinas. the fox weather center says a combination of low humidity, gusty winds and dry vegetation increased the danger of the fires spreading out of control. city, county and state leaders issuing warnings to residents.

south carolina governor henry mcmaster issued a state of emergency, also shared this message on x saying a statewide burning ban is now in effect due to dangerous wildfire conditions. that means you can and will go to jail for starting a fire outdoors in south carolina, period. our first responders and firefighters are risking their lives to contain many fires across south carolina. residents, of course, are urged to pay close attention and follow guidance from their official emergency sources as crews work around the clock to get these fires under control. more dry conditions are expected for this even oohing, but there is some good news. the winds have calmed down since yesterday with. the fox forecast center is tracking a storm system moving across the eastern half of the country from tuesday to wednesday of this week delivering about 1-2 inches of rain which could limit the fire danger, jon, so some good news there. jon: yeah. a little rain would help a lot. christina coleman, thanks.

the mayor of boston is getting criticized for her comments and her prior ties -- priorities after police say a guy tried the stab two people in a restaurant and was shot and killed by an off a-police officer there. police say the officer fired after telling the man to to drop his weapon. nobody else was hurt. the officer a was taken to the hospital as a precaution. but listen to mayor michelle wu offer her condolences to the alleged attacker before addressing the officer. >> my condolences and and all of our thoughts are with the family of the individual whose life has been lost, and i'm also thinking of all the people when were impacted -- who were impacted here today in one of the busier parts of the city with this tragedy. i'm glad that the officer is safe and very grateful for a quick response from all a of our

♪ jon: hollywood plans to honor the late oscar-winning actor gene hackman tonight at the academy awards. investigators or are investigating the likelihood that he died more than a week before he, his wife and one of their dogs were found dead. matt finn is live9 with the latest on that investigation -- live with the latest on that investigation. >> reporter: gene hackman and his wife betsy lived in a massive estate inside of a gated community up the road here. we're told by locals here that they really valued their privacy, and they had a large wooden gate in front of their home.

so it was very clear that they wanted to be secluded. the sheriff here has ruled out carbon monoxide poisoning citing his information from the a pathologist. so we're now aware of at least who to other major focal points in this investigation. first, gene hackman's pacemaker. the sheriff says it registered his last event on february 17th indicating gene's probable if last day of life. that pacemaker could provide much more critical heart data to doctors and investigators. dr. michael baden, based off available information, theirizes that gene hack thatman died of natural causes or a heart attack and his wife betsy then rushed to the bathroom where scattered medications were found. >> she may have if struck her head on the way down and have some internal injury to the brain that doesn't show up on the outside or bleeding on the inside of the brain.

>> reporter: there are a lot of theories floating around, that is dr. baden's. police took a lot of evidence from the home here in santa fe including two green cell phones. it's not clear what type of phones they are, but in other death investigations law enforcement nationwide has had problems getting access into people's phones. if investigators get into gene hackman and his wife betsy's cell phones, that that could them -- tell them whether either of them attempted to place emergency calls or text messages could piece this mystery together. tonight costar morgan freeman is expected to to touch on hackman's sudden isen passing at the academy awards in los angeles, and freeman says that it was a highlight of his life to work with gene hackman. jon? jon: all right. matt finn reporting from santa fe, thank you. for more on this, let's bring in former fbi investigator bill daley. bill, good to have you here.

>> good to see you, jon. jon: autopsy reports, the full toxicology reports aren't in yet to police as far as we know, so what do they do in the meantime? >> jon, certainly this is a story right now that seems to be kind of ripped from a hollywood script in a way, a mystery, not knowing exactly what happened. certainly, there are theories, and there's some information if coming about through examination about the pacemaker that may give us some indication. right now, i imagine if police are looking at a number of things. i would probably say those cell phones that matt finn touched on, if they're not locked and they can be opened by authorities, they can lead to understanding last movements of the phone. that's been pretty helpful in some past cases' investigations, death cases, homicide cases where with they need to see what the movements of the phone were and when they stopped transmitting any cell information that was done in the background. so it may tell you a bit more about the time of debilitation

and/or death. likewise, as matt touched, you know, looking at any information that may come about either on the phones through text messages or computers where there may have been nefarious contact. nothing suggesting that right now, but police have to look at all as aspects. you don't want to say it's going to turn out to be something from the pathology or the toxicology reports later on. they need to look further about that. and also they'll probably want to know if there were other cell phone pings in and around the residence perhaps just before the debilitation or the death of mr. and and mrs. hackman. it may give them indication as to any people who came around afterwards, the immediate area around the home, and that could possibly help them. one other thing -- yeah, jon, go ahead. jon: one of the oddities here, and i think it raises a lot of eyebrows among the casual observer, is that that police got a search warrant to look into the home, right? so, i mean, if it's a normal

death investigation, you know, normal death without criminal intent or something, why do they need a search warrant? >> well, the search warrant is really used to gather those pieces of personal, those personal items that are in the home. so in order to do it legally, to make sure they have true chain of custody should it ever be used later on, they need to make sure it's done in the appropriate way. as much as some people may read into it that there's some kind of of criminal element to to this, it really is just a protocol police need to take in order to gather that information, that evidence that they may need. you know, jon, they also need to use that same type of warrant to get other medical information. we're only aware that mr. hackman had the a pacemaker, but we don't know the condition of his wife. and so is there any underlying medical conditions that may have led to, you know, her collapsing in the bathroom, her perhaps

being, as dr. baden suggested in your piece, being overcome by motion, running to the bathroom and perhaps suffering some type of medical emergency and collapsing. so they need to be kind of looking at all these aspects as well as was there anything with regard to -- and it was ruled out that it was from the toxicology of carbon monoxide poisoning, but was there anything they ingested. i'd probably suggest to an investigators, i'd want to see what was in the trashings in the refrigerator, was there anything they may have ingested that may have led to them becoming severely ill, collapsing and causing these medical conditions to occur. i think there's a number of things police probably are doing in the background as they wait for those full reports to to come through. jon: but, you know, another thing that, i guess, raises eyebrows is that police said the front door was ajar when they arrived, but the maintenance workers who arrived at the house initially and apparently made that first phone call to police said that the door was locked or at least closed.

what's a -- why the disparity? >> yeah, jon, those are great points. and, you know, without myself having a chance to rook at the documentation, there are some inconsistencies here. we have the maintenance worker saying the door was locked, couldn't get in, yet he found them inside. were there other doors that were laughed but unlocked, and did he leave through the front door. the police say when they showed up that the door was ajarred -- ajar because it was left by the maintenance worker who perhaps left quickly from the home. it's also regarding the dogs as well. we know in some of the reports there was one dog that was in, first they said a closet, later on a kennel or a crate that the dog was in who had also expiredded, you know, and there were two other dogs on the property and one came into the home while the police was there. was there a doggy door, were they able to eat and drink water to be able to survive those number of days without the

around her body. now, the question is could she have ingested those pills or a certain amount of them, that all will come out clearly in the autopsy. but, we know where gene hackman was found. he was found in a mud room off the kitchen. it appears as though he'd theory it mamay will have fallen. we also know there was no signs of foul play. the autopsies have now been performed on both of them as well as i believe the animal. jon: wan 1 of the theories exprd yesterday on the fox report is that may be gene hackman walks into the mudroom, has a heart attack or some kind of an event spirit falls to the floor and collapses. his wife then sees this, run to the bathroom to grab his heart medication and sheet trips and

falls or may be under the stress she had some kind of heart attack or episode that ultimately killed her. does that make sense to you? >> well, i spoke to michael this morning. the famed forensic pathologist who is a friend of the show. i think what he has suggested here is quite plausible. i would have to believe that at this stage the investigators who were actually investigating this case they have a pretty good idea of what took place. i think what they are waiting for right now are the toxicology reports those reports can be weeks off for months off to be very candid with you. hopefully they will get them to us a lot sooner. jon: is seemed like in a case like this you'd want to get those answers a lot faster than months from now. cook's will you are absolutely right speed toxicology reports

unfortunately do take a time and they have to process those reports. but it would show the autopsy itself taking place which show the contents of their stomach which should be very important pas part of the investigation. also there's something called postmortem lividity. that means that when a person dies especially when they're lying down all of the blood contents will go to the lower part of their body. that is significant to show if in fact the bodies themselves had been moved to some stage or another. jon: how unusual is this? this is a high profile guy obviously. his wife had a lot of connections as well. if they were lying there dead for more than a week, and that's with the authority seem to think happened, isn't that unusual? >> oh well, it is unusual for some individuals. but, from what we have been told
