congress. he has a lot on his mind. so good morning, everybody. big day here. bill hemmer live in new york city. dana, back in d.c. >> dana: yes, good morning. i'm dana perino and live from washington. you've covered so many of these. this is a big day. you can feel the energy in washington. i will do special coverage tonight with bret and martha, larry kudlow, brit hume and harold ford junior. a big speech. >> bill: sounds like a parade. there will be surprises. i will tell our viewers there are a number of issues that he will touch on and he will bring individuals who represent those issues and tune in. who knows what we get, dana? >> dana: that's exactly right. it is must-see tv. the speech comes at a pivotal moment for the administration. ukrainian peace talks are hanging in the balance.

tariffs in canada and mexico are starting. >> bill: a look at who president trump is inviting. mark fogel. a american prisoner freed from russia. mcnabb who suffered a traumatic brain injury playing volleyball hit in the head by a transgender athlete. >> dana: i remember when we interviewed her and her father and very moving. jd vance previewed the address on hannity. the president will tout his accomplishments and have fun in the process. >> i'm excited about the speech. he will make a lot of good arguments and talk about a lot of the successes we have had in the first 45 days. also going to be himself, which means he will poke a little fun and we'll have a good time. >> bill: now, alexandria hoff begins our coverage at the north lawn of the white house. what are they talking about now, alex? >> good morning. the president's joint session of

congress is not an official state of the union address but functions similarly. tonight's theme according to the white house will be the renewal of the american dream. the theme will be broken down into four components and parts during the speech tonight. the president's accomplishments in the second term so far. administration's actions on the economy. need for border security and peace around the world. president's return is his first major address to the nation since re-election and a lot of subject matter given the pace of the administration. he spoke some guests. others include the mother and sister of laken riley killed by the illegal migrant and family of the firefighter killed in butler, pennsylvania during the trump assassination attempt. a good number of democrats plan to bring federal workers with them as guests tonight. some are considering not showing up. >> we shouldn't be surprised if we see walk-outs or if we see the kind of coordinated effort

in dressing a certain way to send a message. >> house minority leader jeffries is encouraging members to attend as a show of opposition. elon musk will be in attendance tonight. the president is expected to highlight some of the cost cutting measures they've implemented so far. >> bill: the market sold off yesterday. they'll sell off today in 25 minutes. this speech coincides with the tariffs on mexico and canada and china. what is being said about that right now? >> first of all there is surprise democrats if they continue focusing on the federal workers tonight, there are some arguing they need to focus on tariffs instead. implemented at midnight. 25% tariffs from imports of canada and mexican and a doubling of china tariffs now at 20%. they fired back, these countries, china implemented a 15% tariffs on american goods. canada is firing back and mexico expected to tell us how they

plan to retaliate later. the secretary of the treasury talked a little bit about china today and listen what he had to say. >> they are in the middle of a financial crisis right now they are trying to export their way out of it. with the china tariffs i'm confident the chinese manufacturers will eat the tariffs. prices won't go up. >> about the market impact. the focus is on main street, not wall street. the other point is to bring back american manufacturing, something he said has already been exemplified. honda is moving its manufacturing of the honda civic from mexico to indiana. >> bill: big rundown. a lot to cover. thank you from the north lawn. dana. >> dana: pretty day in d.c. marc thiessen was a lead speech writer for two state of the unions. listen to karoline leavitt on "fox & friends" an hour ago. >> president trump accomplished

in his first month as president. he will highlight some of those accomplishments and going take talk about his plans to fix the economic mess that was created and left for him by joe biden in his administration. he is going to dive into foreign policy. talk about his intention to end the war in ukraine. talk about his plan to bring all of the hostages out of gaza home. also going to make an ask of congress tonight. we need more border funding. >> dana: marc, what's the goal for tonight? >> well, the last image we have of donald trump was in the house of representatives was him finishing his speech four years ago and nancy pelosi tearing up the address. the message was donald trump is finished. here we are four years later and not only is donald trump not finished, he is triumphantly going to the house of representatives again. a huge historic moment that caps the greatest political comeback and nancy pelosi democrats are in complete disarray.

they don't know what to do because the american people -- they threw everything they had at donald trump and he was stronger. now he is back in the house of representatives where they tried to stop him from ever returning to deliver a message and americans are with him. the highest popularity he has ever had. democrats lowest popularity they've ever had. he is in a moment of strength and uses the moment wisely to unify the country. >> bill: in 2017 republicans were in the same situation they are now. they controlled the house, the senate and the white house as well. the question i think then becomes how do democrats react? this is a bit of a preview how some of them will. >> i don't really see why anybody should participate in the propaganda that is known as donald trump. >> we'll stand up for decency and respect and we'll turn away this most indecent corrupt chaotic administration.

>> we know he will lie and be completely divorced from reality in terms of what he describes and he will have a unanimous republican side cheering him on. >> bill: that last point a bit of a home game. republicans i think will be on their feet for most of the night. i think the question then becomes how do democrats react to waste, fraud and abuse? how do they react to mothers who are victims of violent crime? how do they react to things like biological males playing in women's sports? that's something we'll have to dissect and slotkin will take that up post trump's speech. >> we'll see tonight if they've learned their lesson from the last election. when he was elected eight years ago they formed the resistance, not my president. they tried to destroy him. the mueller probe, the two impeachments, the 91 indictments. raid on mar-a-lago, two assassination attempts and he survived all of it and at some

point they have to realize maybe they should do what they should have done eight years ago, which is accept the will of the american people and try and work with him. find some areas of common ground. right now the american people, the last four years have been a disaster. the harris poll shows that 58% of americans think trump is doing a better job than biden did. so they want him to succeed. they are giving him a chance. he is getting something he never got four years ago, a political honeymoon. a chance to deliver for the american people and prove himself. if you act like idiots and walk out of the house chamber, pull childish stunts it underscores to the american people they made the right decision in not giving you power. so try -- wait this out. if you think his policies are bad, give him a chance to implement them and fail. try and find some areas where you can try to work with him and accept the will of the american people. >> bill: 9:00 tonight expected to go an hour and 15, hour 30,

[shouting] >> dana: columbia university is finally taking disciplinary action after anti-israel protestors took over the campus nearly one year ago. alexis mcadams is live with their punishments. what do you know, alexis? >> last time standing in front of hamilton hall on the campus it was months ago and when i look behind me i saw masked protestors breaking into that glass and going in there saying they weren't going to leave the campus until the university completely di vested from israel. it took nearly a year, dana. now the student protestors finally facing disciplinary action. watch. [shouting] >> that was some of what we saw. now barnard college, part of columbia university. has expelled one student. suspended another for being part of that violent takeover. back in april mass protestors

smashed windows and destroyed everything they could get their hands on inside that school on the ivy league campus. punishment comes days after barnard kicked ute two students for disrupting a history of israel class in january and threw out all the anti-semitic flyers. the department of justice will visit ten campuses dealing with anti-semitic protests. >> that's not free speech. these are criminals harassing and tore planting jewish americans. that will stop. if the district attorneys don't do it the u.s. attorneys file office will file hate crime charges. >> bill: president trump is threatening to imprison agitators and posted this this morning. all federal funding will stop fehr any college, school or university that allows illegal protests. agitators will be imprisoned or permanently sent back to the country which they came. american students will be permanently expelled or requested. no masks.

"new york post" cover sorry situation. the white house statement to fox quote. president trump has been clear that he is focused on peace. we need our partners to be committed to that goal as well. we are pausing and reviewing our aid to insure it is contributing to a solution. republican mark green member of the house foreign affairs committee. want to ask you specifically about that. here is the president yesterday at the white house on ukraine. >> president trump: i tell you what, i think it takes two to tango. you have to make a deal with russia and have to make a deal with ukraine. you'll have to have the assent and consent from the european nations, because i think that's important and from us. i think everybody has to get into a room, so to speak and

make a deal. the deal could be made very fast. it shouldn't be that hard a deal to make. it could be made very fast. >> bill: you are welcome to opine on that. pause on military aid. does it give you a concern it could be a setback for ukraine in its war effort? >> i really don't, bill. i think what president trump is doing is setting the conditions for the negotiation. zelenskyy he eats has to change his mind this war can go on forever or have to get another president somehow. this is -- it's crazy to think that they've got enough human lives and we've got enough money for them to fight forever. that can't happen. zelenskyy has got to come to the table willing to talk peace. >> bill: we'll see whether or not he does that in time. jd vance spoke with sean last night. everybody watched the action in the oval on friday and still five days later there is this now with sean. >> even when zelenskyy was needling him, even when

zelenskyy was saying things i thought were untrue the president tried to be diplomatic. when i went off the rails, of course, is when i asked oh -- a polish journalist asked a question. the president and i answered it. something about my answer set zelenskyy off. he came at me. i went back at him and what i tried to do originally was actually try to defuse the situation a little bit. >> bill: it was something else to watch. over the weekend zelenskyy said the end of the war is very, very far away end quote. >> like i said, zelenskyy is going to have to change his perception of the situation on the ground. what he has right now, he is not in touch with reality. i will tell you about that interchange with the president and the vice president. if somebody says to you look, what you are saying, you know, communicated x and you don't turn around and say i'm really sorry, i didn't mean to

communicate that. i'm trying to communicate why. that's how a discussion goes between reasonable people. zelenskyy didn't do that. he doubled down. now we'll show them that the united states isn't writing a blank check. he got addicted to a blank check from the west and came in there entitled and an actor on his biggest stage ever and he was going to bow up to donald trump. i'm sorry, that will never work. >> bill: maybe. maybe he comes around. the question is when? >> maybe, that would be great. if he comes around and says okay, let's talk peace, which by the way means you have to talk to vladimir putin. all the democrats out there yes, he is -- really, he bombed hospitals, i get it. if you want peace and save lives you have to put him in the room and talk. >> bill: chris coons democrat from delaware on tonight's address and message. >> the united states has to continue to support ukraine in its ongoing fight against

>> dana: this into the news. another setback for pope francis in his battle against pneumonia. vatican said he suffered two new breathing cases and put back on non-invasive ventilation and doctors took out large amounts of mucous from his lungs. we pray for his health. >> bill: watching that from the vatican. >> bill: the nasdaq was down about 2 1/2% yesterday. tariffs from goods from canada, mexico and china kicking into effect today. we've heard from trudeau north of the border. we heard from sheinbaum south of the border last hour. so where it goes we don't know. we do know peter navarro is here in an hour. he will kind of lay out the roadmap for how we can get this thing solved and what sort of pain there could be along the way or not.

>> dana: those tariffs on key trading partners could drive up the cost of cars for american consumers, jeff flock from fox business is live at an auto dealership in pennsylvania. what's going on? >> if you look at impacts of the tariffs, the auto industry would be ground zero. why? well, a lot of vehicles are made in either mexico or canada and even the ones that aren't made here like this jeep compass and if you look at it, i think if you look at the sticker you can see this one is made in mexico. sticker price on this $37,000. do the math on the tariffs. just became a $43,000 jeep compass. again, a lot of vehicles made in mexico. look at these other vehicles. stellantis has the ram pickup truck. that's made in mexico. in addition ford, the mustang, gm chevy silverado.

what do the dealers think? >> we're afraid. it will have a gigantic impact on our business. >> why? >> it is simple. either the manufacturers will cease and wait and see what happens and not get shipments. what will happen then, supply will go down, prices will go up. >> kelley blue book said the average price will increase by $3 thousand. you think it will be more? >> yeah. if you are looking at a $37,000 car, put 25% on it. the next cars i get delivered will be 45. >> maybe people will buy these to avoid the tariffs. >> it affects supply and demand. the used car market will elevate because the same thing. >> they're worried out here, dana. that simple. tariff day one. >> dana: jeff flock, thank you

so much. senate majority leader john thune joins us now. a big part of the conversation tonight when the president gives his speech. the tariffs on the autos and then there are also the ones for farmers. president trump said farmers, get ready to start making agricultural product to be sold inside the united states. tariffs will go in effect for outside products april 2nd. this is a big topic. >> being from south dakota and agriculture being our number one industry i see the tariff issue through a slightly different lens. what the president is trying to achieve with canada and mexico is shutting down the fentanyl traffic. if you look at the way fentanyl has impacted this country, we've lost almost twice as many people per year from fentanyl as we lost in the entire vietnam war. this is a crisis. and the president is trying to address it. i think the tariffs are in my view a means to an end, not the end itself. hopefully something that can be temporary in nature but there is

clearly on his part at least an attempt to use these in a targeted way to achieve and accomplish something that i think a lot of americans expect him to address. >> dana: china announced they would put tariffs on american exports, mostly agricultural products. then would congress be willing to make those farmers whole if they lose market share >> obviously china retaliates in the area they can do the most economic harm to the country, typically agriculture. that's an industry where there is a fairly -- if you look at supply and demand you can buy a bushel of soybeans from brazil as easily as you can from the united states. if the united states is tariffed coming in. these are all affects, i think, macroeconomic effects. micro economic effects that you have to consider when you make moves like this. like i said, with china, again, these are reciprocal tariffs designed to achieve a certain

outcome. we'll see where it goes and what the president decides to do long term. i am somebody who views this with an eye toward insuring that we are protecting our farmers and ranchers. >> dana: and the price at the grocery store. we'll talk about that moving forward. women's sports, yesterday you held a vote trying to protect them. "the new york times" poll whether trans female athletes should be allowed to compete in women's sports. should not be allowed 79%. you hold the vote and it doesn't pass. >> we didn't get a single democrats. 51 votes on the floor of the senate. every republican there and voting. i think what it tells you is democrats haven't gotten the message from the last election. this is a no-brainer. i said this on floor last night i have a finance professor graduate business school who used to stay there are some things that are intuitively obvious. it is obvious to the american people that biological boys shouldn't be playing girls sports and why it's an 80%

issue. the democrats, i don't know why they seem invested in defending this narrow issue, an issue that is out of step with the american people and frankly from every perspective just wrong. >> dana: bob casey, the former senator from pennsylvania, i would argue one of the reasons that he struggled to beat dave mccormick and ultimately lost is because of this issue. dave mccormick had a strong ad. trump had a strong ad protecting girls in women's sports. a senator from georgia is up for election in 2026. >> this is an issue that every democrat will have to defend. you mentioned the impact it had in pennsylvania. the president moved forward with an executive order. senator tuberville's bill was designed to codify that and make it permanent. but either way, the democrats were out of step with the american people and just as

importantly this is just wrong. title ix was designed to give women an opportunity to compete, get college scholarships. all those things. this completely steps on that in way that undermines girls sports. >> dana: i joked that you should have a test vote to eliminate title ix. if they won't defend it why do we even have it? yesterday we had mike waltz on the show. the president's national security advisor and i said is it possible that president trump will announce a surprise tonight that he has signed a deal with zelenskyy? i've been waved off that a little bit. they might be too far apart. do you think a deal will get done sooner than later. >> unfortunately zelenskyy had a defiant mood not conducive to getting a deal done last week. we know there is a good deal out there. eventually it gets signed. what it demonstrates with the administration. this is one who will govern.
