>> bill: miss you, too. have a great time tonight. i'm bill hemmer. economy playing a big part in the president's plans now. he is imposing a 25% tariff an ole imparts from mexico, canada, extra 10% from china. look at the reaction on the big board today. the dow at the moment is down 1.4%. you add that to yesterday and you are about 2.8% off in two days of trading. the nasdaq is down even more. it is about 3.6% overall. in just two days. trump is saying there is no room left for negotiation. this is a deal that is set. the markets starting in the red today. sharp sell-off yesterday as i just mentioned there. wow. >> dana: and treasury secretary scott bessent says that big picture, the president's plans will turbo charge the economy and help improve the lives of everyday americans. watch. >> it's a focus on main street, wall street has done great.

wall street can continue to do fine. but we have a focus on small business and consumers. so we're going to rebalance the economy, bring manufacturing jobs home, we're cutting red tape and regulations and we are going to get bank lending going again. >> dana: fox team coverage hillary vaughn on capitol hill. let's go to edward lawrence at the white house. good morning. >> good morning. we'll see how long the other countries will hold out. president trump betting the u.s. consumer can hold out longer than consumers in china, mexico and canada. at the foundation of all of this is president wants the flow of fentanyl to stop coming into the united states. to incentivize that he slapped a 25% tariff on all goods coming from mexico and canada. energy from canada is 10% tariff. the goods on china goes to 20%. >> president trump: it will be very cost lie for people to take

advantage of this company. they can't come in and steal our money, take our jobs and businesses and expect not to be punished. they are being punished by tariffs. it is a very powerful weapon. >> chinese followed suit with the world trade organization slapping a 15% tariff on u.s. chicken, wheat, corn and cotton adding 10% tariffs on other foods imported to china like soybeans. canada firing back imposeing 25% tariffs on 20 billion of u.s. imparts with that number going up to 100 billion under 25% tariff in 21 days. mexico will announce sunday what retaliation tariffs they will impose. reportedly a call with president trump from the mexican president coming up. democrats warning what might come. >> when donald trump starts a trade war with canada and mexico it means rising costs for

the department of government efficiency. in his joint address he will brag about the savings that doge has brought the american people with savings over $1 hundred billion so far. just one of the economic achievements president trump will highlight tonight. >> he will highlight some of those accomplishments and also going to talk about his plans to fix the economic mess that was created and left for him by joe biden in his administration. >> is the president worried about disruptions? >> frankly, the democrats should applaud some of the things president trump will be talking about. >> democrats are planning their own protest over doge tonight. many members are bringing federal workers who have been fired to the address as their guest. senator elizabeth warren bringing a former employee of the national science foundation. i'm bringing doug to force trump to confront the federal workers he fired. the people who make this country

[inaudible question] >> what the president has said clearly about the ukraine policy is that he wants the ukrainians to come to the negotiating table. we want the ukrainians to have a sovereign and independent country. we think their troops have fought bravely but at a point where neither europe, united states or ukrainians can continue this war indefinitely. it is important that everybody come to the table. the president is trying to send a very explicit message. ukrainians have to come to the table and start negotiating with president trump. >> do you have hope for the mineral deal. do you think it can be reached with ukraine? >> i certainly do. the president is interested in the mineral deal and heard some positive things. not yet the signature from our friends in ukraine. look, the mineral deal is an important part of the president's policy. number one, the american people have got to get some payback for the incredible financial investment we've made in this

country. a lot of aid that the europeans have sent has come in the form of money that is getting repaid to them. it is ridiculous and frankly an insult to the american people that the europeans are getting a better deal than the american people. the president is just trying to insure that the american people get a fair deal while simultaneously making sure we have access to minerals and resources that are important to the economy of the future. >> when zelenskyy changes his pass -- was that a long-term pause with aid? >> the president has been clear he wants the ukrainians to come to the negotiating table. when they come to the negotiating table, everything is on the table. >> what do you need to hear from president zelenskyy. >> the most important thing. a lot of people have made this about public statements. president zelenskyy needs to say he is committed to the peace. president zelenskyy needs to apologize to the president. the public stuff doesn't matter nearly as much as what are the ukrainians doing to meaningfully

engage on what a peaceful settlement would look like. we need to ukrainians privately to come to us and say this is what we need, this is what we want. this is how we'll participate in the process to end this conflict. that's the most important thing and that lack of private engagement is what is most concerning to us. >> you bring not much pressure on russia. do you expect that maybe more sanctions on russia or any other -- [inaudible] >> i don't think that's right. we still have a number of sanctions that are placed on the russians. we do believe the russians economically are struggling because of this conflict. we believe it is russia's best interest and united states and ukraine best interest to bring this conflict to a close. we believe applying pressure to everybody to stop the killing. that's what the president's policy is. >> president trump talked it about a deal being a long way

away. what are we talking about timeline here? how fast? >> president trump said that or zelenskyy. >> i believe president trump had characterized it as being a deal a long way away. >> i know that president zelenskyy said that. what i think the president has said is we can make a deal here. the russians can't continue this thing forever. the ukrainians can't continue it forever and most importantly united states can't continue it forever. a lot of details to be worked out and questions about territory and everything else. we want that conversation. we aren't saying we're committed to one pathway or another. we're just saying you can't bring the peace to the forefront if the ukrainians aren't willing to negotiate in good faith. right now they haven't been willing to. hopefully that changes. >> do you think european peacekeepers are the non-starter for the kremlin. >> i won't speak for the kremlin. i don't know what is a none starter or not for the kremlin. we appreciate this. the british and french have offered to step up in a big way.

that's very important. fundamentally, the question of what is a non-starter for this or that party is part of the negotiated settlement we have to come to. we can't really start that negotiated process in earnest until the ukrainians led by president zelenskyy come to the table. >> what do you need to see from canada? the u.s. could tolerate or continue -- [inaudible] >> number one the president has been clear he doesn't want to tolerate a nuclear armed iran. i don't know what mr. colby wrote in the past. every person that we nominate to a position will have at least one thing that they disagree with the president about. that's okay. the president's policy is extremely clear. we cannot tolerate nuclear proliferation especially in iran. that will be the policy of the administration. it was during the trump administration. >> what do you need to see from canada to roll back the tariffs. >> the president will have conversations with the canadians.

we need to see real engagement on the fentanyl drug issue. that's the underlying element of the tariffs. we think the canadians have not been serious about stopping the drug trade. people will sometimes say well, if you look at the numbers the mexicans send way more fentanyl into the united states than the canadians do. canadians from allowed a lot of fentanyl to come into the country. it is not a defense that more has come from mexico. >> bill: the last thing about colby the third in charge of the pentagon. some republicans question his approach to iran. see how the hearing goes. a lot is about ukraine, what happened last week, what comes forward yet again and the vice president saying we need to hear from them. tell us what you need, tell us what you want. that goes on and on, dana. >> dana: it was also interesting to see vice president vance. tonight is a little bit of a contrast when you look back to the previous administration and kamala harris didn't take many opportunities to go to the hill or maybe wasn't given many

opportunities. any time she did off the cuff conversation with the press it did not turn out like that. so we will watch for more tonight. there is not a question he is not able to answer, that's true. thanks, bill. meredith mcgraw, "wall street journal" white house reporter and following the potential deal with zelenskyy. as i sat down before the vice president spoke i thought they might be an announcement today. when i heard vance talking there it seemed to me he is not seeing the deal is that far away. we want success for the ukrainian people. what do you think about tone today? >> it makes clear the white house wants to get the deal done and what i have oh he heard also privately from white house officials. the ball is in ukraine's court in the administrations eyes. they've said that publicly. the white house believes it is a great deal for ukraine and zelenskyy needs to drop the security guarantees. a big argument from the white

house that we've heard is this mineral deal in and of itself is a form a security guarantee. they believe ukraine is already getting that. it does seem like potentially we can have a deal. i don't know what the timing looks like. >> dana: they may be on more of the same page than the blowup in the oval office allowed at the end of that long meeting. president trump on the minerals deal. >> is the ukraine minerals deal dead >> president trump: we are making a speech. i will let you know tomorrow tonight but no, i don't think so. >> it was an interesting response from president trump. it hinted that he is going to be laying out to the american people exact will i what he is hoping to hear from president zelenskyy and how he wants zelenskyy to come to the table here. but also that shelby said the white house doesn't see the door being shut on a potential

minerals deal. they really feel it could be a key deterrent for future conflict. >> dana: shorter segment than we anticipated. a quick thought. is there something you are watching tonight that maybe i'm not paying attention to yet? >> i am focused on what the president will say about the economy. notable because of these tariff announcements today. a lot of americans and republicans who are going to have to face voters next fall that's what they will be looking for. >> the economy is key here. president trump likes an element of surprise and he is very aware of television and the attics around that. i'm sure there is a lot we don't know is coming. >> dana: there is a very impressive group of americans invited to the first lady's box. i'm sure that will be integrated into it. great to have you here. thank you both. >> the theme is the renewal of the american dream. the renewal of the american dream under way already. look at all that president trump

a transition period. i get that. but do the american people? if not, how do you tell them? >> look, bill, the important thing to understand today is that we've had a very large number of americans dying. super bowl full number every single year. it's over a million now over the last ten years and it is fentanyl. it is fentanyl from communist china that comes over in 50 gal an drums. made by mexican drums not just fentanyl but lace the heroin, cocaine. i don't think this is well-known. prescription drugs. let's say that you are struggling to buy your prescription drugs.

xanax, valium, and others, all these things are being laced with fentanyl. about 80 million fake prescription drugs were seized by the d.e.a. in the latest year available that we have. six out of ten fake prescription drugs are laced with lethal doses of fentanyl and we are just -- president trump has said no more to mexico, no more to china. not going to happen on his watch. right now this is simply an action to stop americans dying. it just has to stop, bill. everyone right now in america is a fentanyl victim. i'm sure you know somebody who has had a son or daughter die or knows somebody who knows somebody. and we've just got to -- today we have to just look at this

annihilate ontario i'll do everything, including cut off their energy with a smile on my face. >> bill: you have this from honda. next civic in indiana. that's honda. the bottom line. how far do you push it until it affects the economy in a substantial way? >> first of all we aren't going to engage in that kind of rhetoric. second of all, the economy is in good shape right now because the trump cavalry is riding to the rescue. we have a couple of problems. the biden inflation, which was created by massive overspending and the federal reserve accommodating that. we have a 3d, doge deregulation and drill baby drill. if we can get oil back down to $50 a barrel from where it is now at $70, that will be enough

address congress and that's one day after senate democrats blocked a bill that would ban transgender athletes from competing in women's sports. that bill stalling in the senate. the vote was along party lines and it comes despite a number of recent high-profile controversies involving biological men beating girls in women's sports. martha maccallum is here. the democrats over there all voted as a block against this. it is shocking. >> i think you saw -- i saw your conversation with majority leader thune. a coordination. an effort days before the address to the joint session of congress to try to push this through and the democrats filibustered it which says we don't want to touch this thing. it can be interpreted as a no vote. they didn't allow it to move forward. it is shocking given the number of americans and independent voters who clearly are in favor

of a more common sense approach to this issue. not allowing people born male to not compete against women in sports. across the country this issue people are pretty squared away on. i think it will be very difficult for them to understand why their democrat senators couldn't just step forward and say yes it doesn't make sense, i will vote for that. >> dana: "the new york times" poll that 79% of americans say this shouldn't happen. in the first lady's box tonight will be a young woman who got spiked in the head with a ball in a volleyball game and got a traumatic brain injury from it. she will be there. all the democrats who voted against it will be there as well. >> 64% of those who approved of essentially this senate measure making it law that people born male cannot participate in female sports. 64% of independents support this.

that's an election right there. it is amazing to me that more of these democrats -- i think you brought up -- aren't reading the writing on the wall and saying i live in a state that's a swing state and this is something that ought to be a little bit easier for them to go along with. >> dana: the other thing is a lot of democrats will try to bring people to the speech tonight that have been recently laid off. governor hochul, governor of new york said i will try to recruit them. watch here. >> they call themselves putting american first. give me a break. they know nothing about the functions of government. they don't know who it serves, they don't care about the tireless public servants who keep it all running. the current regime in washington may not recognize your talents but i can assure you, new york state does. we don't vilify public servants, we value you and cherish your

contributions and do want to welcome you to the new york family. >> dana: what do you think of this? >> all i keep thinking about is the elon musk, joe rogan podcast that said i couldn't believe what we find in terms of layers of bureaucracy that exist. there will be some valuable workers cut. they will be brought tonight. i think the example is when you look at the way -- these folks, musk and trump are running this more like a corporation. and corporations do sometimes cut to the bone and then they look around very quickly usually and say excuse me, this person is really valuable to us. can you come back to work? we'll give you more money than you were working before and that could be getting something back into reasonable sense. >> dana: so many new yorkers moved to florida and ron
