jeanine, haroldford jr., jesse waters and brian kilmeade. it's 5:00 in d.c. and this is "the five". it's been 44 days but the president has a lot to talk about to address a joint session of congress. from the border to tax cuts, the commander-in-chief will lay out the administration's plans to achieve his priorities over the next four years. while touting those he has already checked off his list. >> the theme is the renewal of the american dream. the renewal of the men dream is underway already. look at all that president trump has accomplished in his first month as president. he's going to highlight some of those accomplishments. he's also going to talk about his plans to fix the economic mess that was created and left for him by joe biden and his administration. >> he's also going to be himself, which means he's going

to poke a little fun and we're going to have a good time. >> dana: another big topic tonight, well, doge, of course. trump's tech support elon musk will be in attendance tonight. president trump also teasing an update on a crucial mineral deal with ukraine after a dust up friday caused it to fall through. zelensky taking to x to say the spat was regrettable. as reports emerge that tonight trump may announce that the deal with ukraine is back on the table. as predicted on america's newsroom. we have the return of the american dream as the president's speech tonight. jesse? >> jesse: probably his most confident speech delivered this century. he dodged bullets and prison and believe he's been blessed by god to save this country. he's never been more popular. the republican party is completely united. the democrats can't do anything to lay a glove on him. so there's nothing holding him back.

he's got every branch of government. he's not running for re-election. so it's almost revolutionary what we're talking about here. this guy as a politician came out of the tea party movement and now is at the height of executive power. he has a great story to tell tonight. he usually does very, very well at moments like this. the symbolism he uses with the guests, the rhetorical flourishes about american history. so we expect big things. on the border, it's a slam dunk success. it's completely shut down. safest border in u.s. history. didn't even need congress. in terms of the culture war, the dei and the trans victories, i'm sure he will to it that as well as doge where modernizing and streamlining the american government and saving taxpayers billions. the economic agenda, you need more patience. he's only had 40 days. he's got four years left. as the markets digest these trade wars, we have to give it a

little time. he's got the tax and regulation cuts coming through congress pretty effectively. and what i'm really excited about is the new space american expansionism. the a.i. arms race. that is a really great place to be if you're an american. i'm sure harold is excited about bitcoin. other than that, it's a bright future for the country and i'm sure he will talk about that tonight. >> dana: on "the view" they asked the question, doesn't trump have a mandate? listen here to stephen a. smith. >> the man won every swing state. increased the vote of black and latinos and young voters. 89% of the county shifted to the right. that's a mandate. >> he does not have a mandate. he won with the smallest margin of the popular vote since the 19th century.

he's on his way in the first 100 days to be the most unpopular president in their first 100 days. that's not a mandate. >> dana: did you hear the uh-huh, yeah. >> jeanine: you know, dana, it's stunning. i'm so glad she's not in the press office anymore. we don't have to listen to the gas lighting anymore. that is a perfect exampling of the gas lighting that we heard for four years. the man -- president trump not only has a mandate, 70% of americans believe that he's a man of his word. why? because he's doing exactly what he said he was going to do. and 83% of americans who voted for him believe that 56% wanted substantial change, 27% wanted upheaval. so a total of 83% wanted a change in this country and now we have donald trump. so what karine has to say is

irrelevant. we're going to hear about an america that is back. an american that is not only on the world stage a powerful country, but an america that will bring peace to the world, just the way donald trump left the world when he left office. you know, we're going to see the end to immigration, we're going to see the deportation of illegals who don't belong in this country, who have a criminal record about whom we know nothing. we're going to see a department of justice that is now going to be about justice and not weaponization. and fbi will stick to its motto and not to politics, this is a wonderful day in america. look where we are. we're in washington. we were all talking about how beautiful it is. don't underestimated, donald trump is a showman. there's no mistake that today is the day the tariffs kick in.

and now the tease that may be zelensky is going to sign the minerals deal. everything he does is calculated. he's smart and he's in control of what is going on. it's a good thing for all of us. >> dana: it's his stage tonight, harold. how do you think the democrats will react? >> harold: always good to be here. a place i had a chance, blessed to work there for ten years. my dad served for 22 years. i love being here. this is always a great night for the presidentwhether he's in his first term or second term. this president doing a second term. he has a lot to be proud of. he has an agenda that a lot of americans support. a lot of people wanted to see him end some of the programs he's ended to ensure that we started talking about classrooms instead of bathrooms all the time. people are eager to see a war ended. i hope tonight he gives us some positive news. there's been some unsettling news about ukraine and russia and where we stand in that.

i hope then't has a different message. we shouldn't kid ourselves either. the main reason president trump was elected or re-elected is because people want a better economic situation for themselves. we've seen just over the last 48 hours, questions about growth in our economy. we've seen people talk about an ugly word called stagflation. higher prices and slower economic growth. i hope we can shake it off and the president can comprehend and grasp some of the things that they may be doing in good faith that might be creating some angst and uncertainty in the economy. i'm not going to -- this is the president's night. i'm a democrat but i'm an american foremost. i hope the president is received well by democrats. elise slotkin the address for the democrats. i believe she will deliver a positive economic message and

one that may resonated that voted for president trump. >> dana: and she broke dana perino's rule. >> harold: what did she do? >> dana: always decline. never respond. one thing that president trump has done is executive orders. he will have the congress in front of him to later out his legislative agenda to get this more permanent. >> brian: it would be great for the house. the senate handed two bill approach two weeks ago. so legislation has to happen. harold, if they want to dig in with some real economic progress, they have to do it with legislation. as you said before, about tariffs, they're paying -- taking a toll on the stock market. ho howard ludnick said these tariffs could go away right away. if the tariffs are about drugs, i look at great progress mexico is making.

mexico and canada are not sending in fentanyl made by china. >> jesse: just the mere threat of these tariffs have reduced the drug trafficking, the human trafficking and have gotten our hostages back from a few places. they have also brought in almost $2 trillion of investment in to the high tech manufacturing sector of this country. and that's more than joe biden's chip and inflation reduction act combined. that was taxpayer money. he had to tax and print that in order to spend that. so it's already having a great effect there. as for this, tariffs are about fairness. harold knows this better than anybody. harold wants fairness. he's a fire guy. right now america is a big fat duty-free shop. everybody can come in and we have almost zero tariffs across the board for imports. that was important after world war ii. everyone's economy was decimated and we had to help these countries out. now it's 75 years later and we

have no tariffs on their exports and they have 20, 3040% tariffs on ours. this is like a game of poker. there's a little pride a little bit of name-calling. but at the end of the day, the goal is to bring down tariffs across the board or at least make them reciprocal. and he had tariffs in the first term, we had zero inflation. a hot stock market and wage growth. so i expect everybody to be a wee bit more patient. >> jeanine: harold, you can't deny the fact that the tariffs that donald trump is imposing are in fact reciprocal tariffs. they are not retaliatory tariffs. they're reciprocal. that means we're trying to get on a level footing with these other countries. >> harold: i would add another word. unexp

unexplicable. in the real world, tariffs do work. they work ordinarily when a country is trying to ensure that a product they make can compete against a foreign product that they bring in. so say for instance, we wanted to protect the car industry, we wanted to protect the steel industry or protect our farmers. in indeed we're producing enough, you don't let someone fleet the market with chief stuff. the problem with these tariffs, you're right, president trump said he wanted to impose tariffs to stop the flow of fentanyl. a worthy goal and to stop the flow of illegal immigrants. the problem is a tariff should not be used that way. if you use it that way, you have to understand you're going to increase prices on everything. those price increases are not going to come down just because they say they want to -- now that fentanyl is not coming in or people are not coming across. if i produce something, i raise my price. everybody raises their prices. if we don't take them down because the reason they impose the tariff had nothing to do with the economy.

>> jesse: so why was there no inflation during the first trump term? >> harold: he did it in a targeted way. he's across the board -- >> jesse: we raised tariffs on china up to 30%. >> harold: i'll let you go back and look at the exemptions he game. he did an across the board cut. the only problem, judge, we don't make the goods. you normally say our domestically made good is going to be more powerful in three months, six months. we can't compete with some of the things. cars is more expensive. these are facts. they're hard to hear. >> jeanine: i'm going to go to dana. several companies have announced plans to relocate or expand manufacturing options in the united states, including honda civic that just said in response to the trade tariffs, they decided to shift the new create of the new civic to indiana from

mexico. isn't that part of the success of the tariffs? >> dana: i do not think they're successful. i'm in a wait and see mode. i think it's super complex. i think the inpatience is not going to be of the american people, it's with the commerce secretary. he says for two days this is -- the president said this is happening, this is happening. so the markets get ready. the markets took a huge hit. that's not great when you're about to give a speech. this is what i think is there's a communications sequencing problem. president trump ran on the economy, the boarder and crime. people are like yes. because the prices are too high. the border is out of control and i want my neighborhoods to be safe. then there's all of these other things that happened to a president. things happening around the world. they land on his desk. he has to deal with it. he's been talking about tariffs his entire political time. he always talk and them. but there was never a concentrated effort to speak to the american people that says this is what i'm trying to do

and this is why. the fentanyl issue, that's something that you and i know. that's not something that everyday americans now. peter navarro was on this morning. he was trying to make this convincing case, at the same time, the stock market said we don't know if we like this. now, i think the sequencing thing could have been this. why not wait till tonight's speech when you have millions watching to say this is what i want to do for america. tariffs in my opinion are going to be the way to do it. i can do a lot. congress, i expect you to do something. might take some time but be patient. this is where we're going. it's doing to take time. so sequencing that would have been let me explain it to you and maybe the tariffs happen the day after. instead we have the cart before the horse. >> jeanine: brian, if tariffs are not the answers, what policy should the trump administration to use to counter china's economic aggression? >> brian: they could use tariffs

when you're in the military you're really close with your brothers and your sisters that are in the military with you. and when you get out of the military, you kind of lose that until you find a new family. we can talk about our struggles and the things that we did overseas and not everybody can do that. adam! how's it going, brother? we live pretty close to each other. so he's always coming over. when i go to jack's house, we watch a lot of football, hang out. we go outside the friendship has kind of grown into a family i was overseas on a deployment. i got separated from my marines and i got hit in the neck, and it broke my neck and paralyzed me. 14 years ago, i was on a training mission. did a military freefall, and i had some faulty equipment.

i hit the ground. going, 30 to 40 knots and was instantly paralyzed. i met jack fanning when he invited us to park city, utah, through his foundation. i was able to actually get on the mountain and ski with my family, i can't put into words what that meant. i got paid in the military to do crazy fun stuff. and after my accident, i'm still that same guy. and when i was able to jump out of a perfectly good, helicopter, at 10,000 feet, i did it. i was talking to some vets last week amazing how we have these houses where they can come over because they■re in chairs too. carpet and wheelchairs don't mix very well. tunnel to towers, they got rid of all that. they redid my whole bathroom. that's probably the favorite part of my house. i thought they were just going to do the upgrades. but the surprise to me was they paid off the entire mortgage. when they told me they're going to pay off my mortgage, i cried.

so a florida woman is arrested for attempting to get revenge on ex-boyfriend by spray painting and vandalizing his car. only issue he vandalized the wrong car. the vehicle in question belonged to her next door neighbor, not her x lover. deputies responded to the call. spotted the female subject because she was covered head to toe in yellow paint. she was charged with criminal mischief. how did she not know what her boyfriend drove, her ex-boyfriend? >> dana: clueless criminals. my favorite. harold? >> a deputy named harangue go hailed as a hero in georgia. we may have a little video. unbelievable. he followed the cries and saved life. got bless him and that whole force down there brian punished he didn't read the run down. >> bret: is he also on every single show, dana. it's okay.
