child battling cancer or mothers who lost their children. several democrats turned their back to the president in the chamber, held up signs saying false, musk steals. one red this is not normal. many walked out, posting videos and photos about it. communication's director steven chung replied, and nobody noticed or cared. you are as relevant as an expired coupon. another group of straight-faced democrats equating this to the civil rights movement, to a stebih chief of staff taylor but which said i don't see how republicans could lose an election ever again. but one moment democratic leader did not want to see was this. >> members are directed to uphold and maintain decorum in the house. >> reporter: the presidents announced a lot of news in his joint address, including that

the isis bomber allegedly responsible for killing 13 u.s. service members at abbey gate is headed to the u.s. to face justice. but there's no news on a timeline for the ukraine rare-earth minerals deal, despite the president praising zelenskyy's efforts to reset relations after the over office meltdown last week. this morning we learned the u.s. suspended intelligence sharing, along with the pause on military aid. >> president trump had a real question weather president zelenskyy was committed to the peace process. he said let's pause, i want to give you a chance to think about that. i think of the military front and the intelligence front, the pause that allowed that to happen, i think, will go away. i think we will work shoulder to shoulder with ukraine, as we have to push back on the aggression that is there. >> reporter: the president said last night he has received strong signals from russia that they are ready for peace. there is a briefing today at 1:00, maybe we will get news on that. >> we will be watching for all

of those develop it. thank it was. >> bill: bringing in our first guest of the day, secondary of interior pressure the job. thank you for coming on today. he's going to give three more of these speeches. what's going to happen in that chamber next year? >> it was inspiring last night. president trump, he always been fantastic delivering major addresses like this. last night, the last portion of that speech entirely inspiring. of course the thing i think americans see the democrats never report is how empathetic he is. he has been to the funeral of the fallen police officer on long island. he's talked to the mother, the 95-year-old mother of a hostage in russia, and promise her he will get her son back and then delivers. everybody he introduced last night, special americans that were there, overcoming cancer,

fighting through these culture wars and succeeding. he knows them. he knows their families. he's touched them personally. and that's part of the reason why america is connecting so strongly with president trump and his leadership right now. he understands how biden's orpin border policies, how inflation was affecting americans because he talked to them and listens to them. he understands their stories. >> secretary bergham, center here. thank you for joining us this morning. quite a show the democrats put on last night. here's senator seemingly convinced that the president doesn't believe america is great, despite being his trademark phrase. listen to these words and i want to get your reaction. >> donald trump's actions suggest that in his heart he doesn't believe we are an exceptional nation. he clearly doesn't think we should lead the world. look, america is not perfect. but i stand with the majority of americans who believe we are still exceptional.

>> what is your reaction to that? >> she must have written that before she listened to the speech, because the whole speech was about america's golden age, where we are going. no one believes in this country more than president trump. no one believes more in supporting our constitution, supporting our military, supporting our law enforcement. he talked about the patriots that have built this country from the farmers to the shipbuilders to the steelworkers to the autoworkers, the whole thing -- again, and i think everybody in that chamber that was listening, and everybody in america who was listening last night could only say one thing. it is an inspiring vision of where the country is going, and president trump is moving us there with great speed. >> bill: it's apparent only one side sees it that way. i think the speech will be remembered for al green being led out of the chamber on the democrat from houston. the democrats did not applaud for the following thing that a kid battling brain cancer. standing up for americans

murdered by illegals. protecting female athletes, capturing a terrorist in afghanistan that was announced. on the list goes. i don't expect them to cheer for tax cuts, but maybe peace in ukraine? what was going on on that side of the chamber? >> i don't even understand, and i don't think america understands. whatever it was they were trying to coordinate and do from a messaging standpoint, obviously failed. america got to see they are not supporting. the flip side, not long ago, you talk to anybody in that chamber, whether it was obama or biden delivering a speech, if biden or obama said something about the military or law enforcement, republican stood up pick when the president of the united states walked in the chamber, republicans stood up. the lack of respect is appa appalling. again, i just think they are sending a message that is american people made the right decision in november with the historic election of electing president trump with a huge mandate. >> it is not going over, that

clearly is shown in the latest pulling. brand-new poll out this morning that shows 68% of respondents, mr. secretary, disapprove of the way democrats in congress are handling their jobs. that being noted, and based on what we saw last night, what does this mean for the president's ability to carry out his job and promises over the coming years, and the ability for you to do your job? >> well, i think when president trump last night, going through the record of achievements he's had in his first month and a half an office. right now, using a sports analogy he is like the team owner of a professional sports team, the best team in sports. he's also the head coach, he also the quarterback. and that he's running a no huddle offense. he has recruited the best players in the entire league. with that, the offense that is happening in the amount of activity that is going on every day, he is not slowing down.

a judge's order that could force the trump administration to resume foreign aid payments. a lot of this has to do with usa i.d. and shannon is on that. what happened? >> this is one of the very first things from this term to make it fully to some kind of decision from the u.s. supreme court. this is about foreign aid that was ordered to be paid out by a lower court judge. there were groups who take in usaid money, and they've gone and said this freeze is harming us. they went to the district court judge, the lower court level, and he said yes, the government has to pay this out. and went through appeals, got to the supreme court. they buy a 5-4 vote today say they won't put that judge's order on hold, but they told the lower court now you need to expn to the trump administration's and exactly what money you want them to pay out. dissenters led by justice alito with thomas, and kavanot, which means chief justice roberts and justice barrett did side with the democrat appointees on the court. they have said they are dissenting pick let me redo a little bit a bit. the court makes the most

unfortunate misstep that rewards an act of judicial hubris and imposes a $2 billion penalty on american taxpayers. they say the relief that has been ordered to pay this morning out is an extreme response tickets is a federal court has many tools to address a party's supposed malfeasance. self-aggrandizement of its jurisdiction is not one of them. in plain english, they think the lower court got it wrong and was way out-of-bounds to order this morning paid out. they say it is going to be the harm of the american taxpayer. they've now said to the lower court explained to the trump administration exec lee what they have to do. the order stands, the monies got to go out. >> bill: how big of a surprise is this? >> reporter: any time it is 5-4 you can't be sure exactly. it was a close decision. one vote flips either roberts or barrett the other way and it's a different decision. we knew they were wrestling with it, and the fact this lengthy descent has been written led by justice alito means the court really struggled with it. but it is a loss for the trump administration. of the nearly 100 cases pending,

president zelenskyy of ukraine. the letter reads, ukraine is ready to come to the negotiating table as soon as possible regarding the agreement on minerals and security. ukraine is ready to sign it at any time. we've had serious discussions with russia, and have received strong signals they are ready for peace. it is time to halt the killing, it is time to end this senseless war. >> bill: want you to weigh in on this. jon radcliffe on fox business earlier today, head of the cia, said some of the aid to ukraine will be frozen. i don't know how that works or how much of that happens. what is your measure of what the next move is here? >> i think president trump is very clear, both on the campaign trail and when he speaks, of what he expects for american foreign policy. one of the things that he has been campaigning about and talked about since he's been president is the fact that he wants to be a president of peace. this war between russia and

ukraine has gone on for over three years. hundreds of billions of dollars spent, most of it by the united states. europeans are also spending this as well. importantly, hundreds of thousands of lives lost as well, at a minimum, in this war. president trump said this war never would have started, he reminded everybody, he was the first president to send military aid to ukraine. not just blankets and sheets as president obama did. putin did invade on his watch. how do we get to where we are today? he meant what he said. he said he will be a president of peace. the war has gone on for over three years and unpalatable to think it could go on for many more years. he wants to get to a resolution because it is in the best interest of the ukrainian people, of our european partners and allies, and of course of the best interest of the american taxpayer. i think we are all encouraged to hear the change in tone from zelenskyy yesterday. i think that is something that my boss steve witt cough will continue to work on with

41-point gain on the doubt to start the day, as president trump doubles down on tariffs and taxes on imports. santa stock prices down yesterday. there's been a lot of volatility, as markets try to navigate where this all goes next. last night, the president signaled he is not backing down. >> president trump: tariffs are not just about protecting american jobs, they are about protecting the soul of our country. tariffs are about making america rich again and making america great again. and it's happening and it will happen rather quickly. could be a little disturbance. but we are okay with that ticket won't be much. >> we've already heard, good to see you. to have you this when he we've started to hear from companies, like target stores that said we probably have to raise prices. best buy says we will have to raise prices. however, it doesn't sound like there's room for negotiation here. what you think will happen?

>> i think so. howard lutnick has been out and about, he came on sunday morning futures with me on sunday, and suggested that president trump is going to lower the tariff from 25% for canada and mexico. then reiterated yet yesterday of fox business. he said we could get an announcement soon about that. because they have done great progress in terms of helping the president with the border. but i think the larger issue here is that president trump wants to have dropped ration in america. i was in the oval office a couple of weeks ago with the president. i watched him talk to a ceo. the ceo said look if you keep this up my stock will plummet 25%. the president said okay, then you build it here. the point is, he wants companies to say this is too expensive, i will build it here. that is where we are. this doesn't happen overnight, but ultimately over time president trump will see an

increasing number of companies built in america. and then they won't pay tariffs. that's what the president is trying to communicate. i fully expect reciprocal tariffs will hit on april second. i fully expect the tariffs will be in place, even for our allies mexico and canada. although maybe there's room for a lower number. markets are getting used to it. they will settle in. >> bill: lutnick with larry yesterday. take a listen. >> both the mexicans and canadians were on the phone with me all day today trying to show that they will do better. the president is listening because you know he is very, very fare and very reasonable. i think he is going to work something out with them. it's not going to be a pause, none of that pause stuff. but i think he's going to figure out that you do more and i will meet you in the middle someway. >> here's what strikes me, maria. the mexican president earlier said today talking to trump tomorrow. that's thursday. when we had peter navarro on the air yesterday, he talked consistently about the fentanyl labs in canada.

not mexico, canada. kevin cason came on with martha in the afternoon, and that's all he talked about. as if to say, we are waiting for you to take action. until you do, we will continue with this stance. >> i think what business wants and why you're seeing market reaction is because business wants clarity. if it is in fact we are going to see heavy tariffs until we actually see a change in the fentanyl coming into america, that's what it is. it is clarity. if we don't have clarity, companies will be unclear in terms of what they are going to terror shareholders, what they will tell investors. i would say the world has become a much more dangerous place. remember during 2020, during the pandemic, we were throwing this pandemic at us. during that time we saw some of the chinese propaganda come out and say maybe we won't send prescription drug components to america when they need it most, when they are sick. we cannot rely on such important things like the underlying

components of prescription drugs being made in china. or semiconductors. 90% of the advanced semiconductors we use in the military are made in taiwan. the president is very clear on this and understands that. that's one of the reasons why he is saying i need to protect the industries america needs most. i need them to build it here. i guarantee we will see more semiconductor companies come here to america, and they will build it here. same with pharmaceuticals. companies will say i'm not paying tariffs, i need to build here. they will. doesn't happen overnight, the president needs to give companies a grace period to say it will take you three years to fire up that plant? i don't know how he will get their, but there should be some grace period because capitis need that in order to commit a gate to their own investors. >> i want to ask about democrats messaging on prices. this was august the accused measured from president trump leading up to election day, that he will bring prices down. the democrat response to his speech, now making the case, as well as other democrats, that these are trump's high.

let's listen. >> he is going to make you pay in every part of your life. grocery and home prices are going up, not down. and he hasn't laid out a credible plan to deal with either of those. for those keeping score, the national debt is going up, not down. if he is not careful, he could walk us right into a recession. >> really interesting to see the democrats worrying about pricing. we saw inflation go up to a 40 year high under joe biden's watch. there's questions about the economy slowing. the lindsay group came out with a report the other day, can doge induce a recession? they went through saying cutting federal spending by $1 trillion would reject lee reduce gdp if those resources liberated by the cuts do not find productive use elsewhere. there's reason to believe that we are watching an economy that is slowing. that slow down, president trump inherited. he's got answers to it and one of the most important answers i think is what he says about oil and energy capacity. drill baby drill is the way he
