address to congress that laid out his vision for the country. and we've got a lot more coming up, as well. hello i'm john roberts in washington. it's going to be another busy day sandra. >> sandra: of course, you can always assume that. i'm sandra smith in new york. a big focus right now are trump's tariffs, and we are learning there may be some developments on those exact tariffs. so we see if we can get an announcement coming up, john. >> john: all right, yes, and who better to talk about that then secretary of commerce howard lutnick who joins us now. good to see you, things for being with us. so what's going to happen with these canada and mexico tariffs? you indicated to larry kudlow yesterday that there may be some modification. we are hearing there may be some carve outs before the reciprocal tariffs go into effect on april the 2nd, so what can you tell us? >> both the canadians and mexicans used enormous, enormous opportunity to just come flying in with anything they could. mexicans said they would put a

thousand more specialists on to get rid of fentanyl. we have to stop americans from dying. 75,000 autopsy deaths. but we know, as the president said, it has to be three times more, imagine if i lost my kid when i really worry about doing an autopsy of why they died, i would be heartbroken and ruined. we've got to stop it. it's an attack on america and it's got to end, so the president said if you do more, i will listen. he has been listening. he spoke today, to justin trudeau this morning and i was on that call, so i think he is leaning towards coming up with an idea that allows usmca, the deal he struck with mexico and canada, about half mexico and canada, about half, maybe those markets for the next month get excluded from the tariff. and the other half, so basically if you were doing trading with the united states of america and you ignored donald trump's agreement that he made years

ago, you did it at your own risk, and so the president is thinking -- now he hasn't decided this yet, so it's up to him -- but he spoke to the big automakers yesterday, so he was leaning towards helping them out for just this month, and then we need to see the canadians and mexicans put long-lasting protections into protect america. or not this, oh, i'm doing a lot of work for the last three weeks, give me a break peered. >> sandra: mr. secretary, thank you so much for coming on the program. you said this will be for about a month. the president has not said he is on board with it yet so who is floating this idea? why is it even out there? whose idea is it? >> look, the automakers, for instance, as an example, they made their pitch, and what they said was look, we are domestic american automakers, and if you put a 25% tariff on us and you do not put it on the germans and you do not put it on the koreans and you do not put it on japanese, you are helping everybody but us, so come on, can you help us?

if we comply with usmca, meaning if we've got u.s. parts in our cars, can't you help us think about it? you know the president, he is the greatest businessman who has ever sat in that chair, and he understands the keys to business in america, and i think he is going to lean towards helping american business during this interim period of time. if they lived up to his terms, he will probably allow them to have -- for this month, for this month only, then of course apri, not april 1st, april 2nd he will, with his tariff agenda, and it is going to cause reciprocity in the world. stop treating us poorly. >> john: so explain to us if you could the strategy with canada and mexico because right after the inauguration the president came out and said there's going to be tariffs on canada and mexico and then he came out and said there is not going to be, we are going to pause that for 30 days. then he comes yesterday and says the tariffs are going into effect and out today saying

well, maybe not everything. is this push i can pull, is it taking two steps forward and one step back? i'm trying to figure out -- >> there has never been a step back, just a pounding forward move which said i need fentanyl and the border closed. remember how we started this. you are our greatest trading partners, canada and mexico, right? if we are so important to you, why is the border wide open? why do we have to build a wall? why are you building a wall? why aren't you respecting america? why do you think it is okay to disrespect america? what they did is disrespected america, had caravans coming in from mexico, visas flying off the shelf from canada, and every coming in through canada -- the president said i've had enough. you guys are totally disrespectful and i'm going to teach you a bit of respect. so he says tariffs. than they say hold on, hold on, hold on, we will start to

respect you, we will start to respect you, and they start doing work. then mexico 10,000 troops on the border and canadians help with 10,000 troops on the border and he said if you were going to stop it, i will give you 30 days stop it. show me what you can do for 30 days. but does that sound a for off the gas? that sounds like a foot on -- >> sandra: mr. secretary, the critics of these tariffs say this is a tax on american consumers. and there is a lot of worry that this will ultimately lead to higher prices. the ceo of target and best buy coming out saying that they do believe ultimately they are going to have to pass this along to the consumers. so can you tell us today, will we see higher prices as a result of these tariffs? >> well, as the president said last night, there is going to a short period of time where there will be some high prices on certain products. it is not inflation. that is nonsense. it is certain products for a short period of time. what happens, like i met today

with a giant commuter maker, and what he said was i can bring it all in it i can bring it all and fast. and i'm going to bring that production here. you heard the president say $1.3 trillion coming in. i think you are going to see two, three, ultimately by the end of this year $4 trillion of committed investment coming into the country, lowering prices, not paying the tariff, hiring americans for great american jobs, you are going to see the resurgence of america, and it just -- it just doesn't make sense -- look, the canadians build cars. the mexicans build cars. this is an april 2nd comment. why are our michigan jobs in canada? why are our michigan jobs in canada? and that is what the president is going to address. he is going to say come on back, come on back, we are going to build michigan, we are going to build ohio, here we come, here comes america under donald trump. >> john: all right, that is canada and mexico, china is another deal.

the chinese embassy in washington, d.c., posted on x after the president's speech last night the following: if war is what the u.s. wants, be it a tariff war, a trade war, or any other type of war, we are ready to fight until the end. now china is obviously famous for complaining but every thing under the sun but it is also increasing defense spending this year, saying changes unseen in a century are unfolding across the world at a faster pace. that could be complaining. it could also be taken as a less than veiled threat. >> well, in 2019, president xi sat across from president trump and said he would put the death penalty on anyone who made ingredients for fentanyl. okay? he said i will put the death penalty. you know where they are now? they have the highest subsidies, they subsidized the production of fentanyl to try to kill our workers. they are trying to kill our workers. so the president knows that

president xi can end it now. in one sentence, he could say death penalty if you make precursor ingredients, and bang, you know how china works, it's over. instead he is doing the opposite. so the president sat across the table. he knows this is a game that he's got to get president xi to end it. he is sick of americans being killed, and he is going to play hardball with the chinese on this topic, and this is just a drug war. this is not a trade war. this is a drug war. and they are not living up to what they can. and donald trump is going to stand up for american families and he is going to do it hard and he is going to do it strong and that is why we love him as our president. >> sandra: and mr. secretary, we know you as a markets guy, a wall street guy, and we have been watching the markets react to this. as you all know, investors don't like uncertainty, and, whether this works or not, there is a

lot of uncertainty out there, and we have seen not a huge hit to the u.s. stock market but it is down about 5% or 6% since the highs in february, as we await the outcome of this trade war. what do you say to market watchers out there, investors who are uncertain about the future of their investments? >> i would say the american economy, bonds, right, interest rates will come smashing down because the president said he is going to balance the budget come anybody bets against donald trump is a silly person, okay? he is the best person to bet on i have ever seen. so interest rates going to come smashing down, energy costs come smashing down. these tariffs are going to create amazing production in america. you are going to see the american stock market explode peered i think if you look from the day before the election to today, you are going to see the markets are up, the markets went a quarter of a percent, you are worried about now, i am actually on tv talking about a quarter of a percent, you've got to stop

it, you've got to stop it. tariffs are going to drive america better. remember, we pay taxes into the internal revenue service. wouldn't it be amazing to stop paying taxes to the internal revenue service and have the external revenue service? of make america great again replace our taxes? that is the goal of donald trump, and i think he is going to get there. he is going to do everything he can to make that happen, lower our taxes, no tax on tips, no tax on overtime, no tax on seniors, come on. this is an amazing country and we are winning. >> john: off the back of what you said about the president's call with destin trudeau, he just put this out on truth social, justin trudeau canada called me to ask what could be done about tariffs peered i told him that many people have died from fentanyl that came to the borders of canada and mexico and nothing he that it has stopped. he said that it has gotten better but i said that is not good enough. the call ended in a somewhat friendly manner, the president says. he was unable to tell me when the canadian election is taking place which made me curious like

>> john, good afternoon to you. the hearing is ongoing. it has gotten he did at times. so much of the debate usually on this kind of immigration policies as with the congress and the white house. today lawmakers are hearing from four people on the front lines, the mayors of four major american cities who say they believe not every illegal immigrant should be deported from this country, and they think at times that they should not cooperate with federal law enforcement officers. as of today we have the leaders of four major cities, denver, chicago, boston, and new york all testifying before the house oversight committee. these lawmakers telling them why they think sanctuary cities should protect some legal immigrants from potential deportation. today these mayors arguing by not cooperating with some efforts they are actually making their cities safer. >> put simply, any actions that amplify fears of deportations make chicago more dangerous. those fears because witnesses and victims to avoid cooperating with police. the cooperation of all people

stand for not the president's policies, because frankly we expected that, but for the everyday americans who president trump was shining a light on their stories. marc fogel, for instance, an american schoolteacher was detained by the russians, president trump freed him. if joe biden had done that they all would have been on their feet but because it came from president trump, they work. we think it is very sad, but we are very proud of the president today and the american people are the people that this president cares about most and the reviews are in and everybody loved his speech. wing of the governor of maine has really pushed back against the president's executive orders, saying boys should not be in girls sports peered a lawmaker from maine told me she had been censored by state lawmakers for calling a man a man and speaking up on it. what is the next move from the white house to protect integrity of women sports? >> secretary leavitt: there is ongoing litigation. the president has made a commitment to ensure that states are being held accountable if

they continue to allow men and women sports, which he believes is an egregious violation of taxpayer dollars. and so that fight continues, and the president won't back down. again, this is a common sense policy. 80% of the american people, including more than 60% of democrats, do not want men's and women's sports, so that the president will stand by this commitment. thank you. good to see you in here. >> reporter: good to see you, caroline. can you confirm that the president held talks with the big three automakers today, speaking about potentially limiting tariffs? >> max. >> secretary leavitt: i can confirm and i'm glad you asked because the president sent me out here with a statement from him on this. it was reported earlier today by "bloomberg news," and he wanted me to share this with all of you. we spoke with the big three auto dealers. we are going to give a one-month exemption on any autos coming three usmca. reciprocal tariffs will still go into effect on april 2nd, but at the request of the companies associated with usmca, the

president is giving them an exemption for one month so they are not an economic disadvantage. so the three companies that he spoke to are stellantis, ford, and general motors. they requested the call, made the ask, and the president is happy to do it, a one-month exception. >> reporter: the president spoke on social media spoken with prime minister trudeau, says he is not satisfied with what the prime minister has said when it comes to fentanyl, but less than 1% of the fentanyl sees last year was if the northern border. what else does canada need to do? >> secretary leavitt: well, the president did just put out a statement on his call with the governor, justin trudeau, as he calls him, of canada. and he said he was not pleased, as you said, he said it is not good enough. he told prime minister justin trudeau that directly. the call ended in a somewhat friendly manner, as the president said, but he is not going to stop standing up for the machen people. to answer your question direct we when it comes to fentanyl, for the last four years unfortunately our neighbors to

lindsay, good to see you. >> reporter: thank you, karoline, good to see you. speaking of tariffs, ready for any kind of war with the u.s. because of these tariffs placed on them, and a chinese put the spokesperson said the tears would not lead to a resolution of u.s. concerns at fentanyl originating in china. can you speak to how the administration is planning on responding to that? >> secretary leavitt: i think secretary hegseth has responded to that this morning. he said that america will always be prepared to defend itself, especially under the leadership of this president in the oval office, and that certainly remains true. again, when it comes to tariffs, the president has been very tough on china, not just now with 20%, and more with the reciprocal tariffs that will hit on april 2nd, but look at what he did in his first term. there were billions of dollars worth of tariffs that he implement it on china, and it is quite telling that the previous administration did not rescind those tariffs because they realize the value that they had in not only to deterring china but also raising revenue here in the united states.
