[inaudible] >> dana: that moment from congressman al green during president trump's speech tuesday night. and now we are awaiting a censure vote on capitol hill. welcome to a brand-new hour of america's newsroom, i'm dana prato. >> bill: and bill hemmer. the irony of all that, lucas tomlinson tells us little dj and his dad live in his district. >> dana: i did not know that speed five houston, texas. >> dana: lucas tomlinson for the win. >> bill: hosting spec to devote soon to censure that democratic lawmaker after the disruptions on tuesday night. watching that and live on the hill. where we now? >> reporter: we are on the first vote of a two vote to series. the censure vote will come up as the second vote. what's happening right now is they are establishing attendance with this first vote on something completely separate. they are letting members come to the house floor. members are still trickling in. i don't believe everyone is there yet. once that first vote wraps up, it will move to the censure vote. that should go fairly quickly because we are expecting all

republicans, all house republicans to be in attendance for that. representative al green is prepared to be censured today. in fact he was tweeting about it, reminding everyone what time the vote is going to happen which is pretty odd for someone who's about to be censured. a shameful punishment here in the house chamber. editorial here for you, background on the censure resolution. there were several republicans who brought it up right after the joint address by president trump. this one in particular is from congressman dan newhouse, a centrist. he's actually a republican. one of the republicans that voted to impeach president trump -- beginning of president trump's speech tuesday night and started waving his cane. he was saying out loud over and over again, interrupting the president saying you have no mandate to cut medicaid. i was in the chamber watching this all go down, and it was

really incredible to watch democratic leadership really just about 10 feet away from him not moving at all. not flinching, not trying to get him to sit down. made no effort to try to quiet him. nobody, one member got up to try to quiet him, but that was about it. key continued on and on and on. speaker johnson on the dais asked him to stop twice, and then finally had to ask the sergeant-at-arms to come and remove him from the chamber. representative green willingly laughed. he had no regrets when he came out to talk to reporters. he said he would do it all overly again and that this was a peaceful protest. that he stands by what he said. another interesting note, this is the first censure resolution to be taken up in this congress. a couple of democrats have been censured before in the past couple of years. that includes former congressman adam schiff, as well as rashida to leave and former congressman jamal bouman. we are just waiting for this

5 minutes. but then there was the rest of the speech that was also pretty appalling and they are paying a price for it. what do you think about what he says about taking an issue like not standing up for a kid with cancer and running on that in 2026? >> it's incredible. talk about the set up. when you put things out there, you really do sort of reveal your enemies in a lot of ways. the president has always enjoyed taking little jabs at the other side. but we've never seen anything quite like that yesterday, tuesday night. it was everything from sweeping his finger at them when he was talking about terrible things that they had done. but also putting up dj daniel, and having them sit on their hands like they are sucking lemons. the funny thing about this is that al green, as ridiculous as he looks, as useless as he looks doing this, he is no more useless than all the rest of the

democrats in the chamber. they have nothing. they can't even hold hearings into the trump administration. quite frankly, if they continue with this behavior like this, i don't think it's got to change at the midterms. >> bill: some people are suggesting's others should have joined him. this was yesterday on abc. >> while i didn't watch it, i was looking for signs of an opposition party, which is what the democratic party must be at this point. not of resistance. resistance is passive. when representative al green stood up and said you don't have a mandate to take away medicaid. he was tossed out. expected the rest of his democratic caucus to walk out with him. >> bill: want a pound of flesh, emily. >> that point of view is frankly just as shameful as the behavior exhibit on the floor. the opposition party is only opposing half of america.

that's what we saw on the floor. it is reprehensible that representative al green is in fact the representative of the district where dj daniel comes from. as cliff jenkins said on outnumbered yesterday, the democrats have forgotten it is one flag that both parties serve under. icy to the president's point, absolutely there should be a mandate and accountability for their behavior there because for you to not clap for wins for america, on the heels of a 52-point laid out playbook where they essentially said listen to the other side, listen to americans, listen to constituents, meet them where they are at. i point to michigan state senator valerie mcmorrow who said democrat, people are sick and tired of this performative nonsense. she said the next morning we are sick of democrats. they'd want to see elected officials try to be cute or clever. the democratic party with entrenched incumbent rotted leaders need to start listening to that fresh blood in their party, and most important lead to the americans who comprise it. >> dana: let's advance the story a bit.

thank you emily, controlled pickup to get the news now. president trump talking of the league legal victory, court reels he has the power to fire the head of government watched as the -- more on that and the many lawsuits here. good morning. >> reporter: good morning to you, bill. dozens upon dozens. the president did get some good news from the federal appeals court here in washington, d.c., late yesterday, announcing that he does have the firing power, a man named hampton villager. it is a federal agency here in washington responsible for whistle-blowers and other federal government employees who have grievances. ellenger says he was fired without cause by the president and his job is protected by congress. it appeals court ruled he can be fired by the president. we expect mr. dillinger to take this to the supreme court. speaking of the supreme court, chief justice roberts and justice barrett dealt a blow to the president in his administration yesterday when they sided with the liberal wing

♪ ♪ >> dana: a young boy missing for seven years found a safe in colorado. the wild discovery came from police answering a burglary call. alicia is live in denver with the latest. alicia, what happened? >> reporter: dana, we really want to highlight the good police work that led to this happy ending here in colorado. this was a search for a missing georgia boy that spanned seven years and 11 states. abdul aziz kornik was reported missing back in november of 2017 when he was just seven years old. police say he was taken by his mother, who did not have custody of him. his story was even featured on netflix unsolved mysteries. fast forward to the end of february, when douglas county sheriff deputies were called to investigate a burglary in progress at a vacant home. that is where they found two children in a parked car, and a man and woman who were exiting the house. after hours of investigation, the woman was revealed to be

not supposed to do. i believe speaker johnson is trying to get a hold of this. let's listen in now because i think this is happening now where he is admonishing him. it looks like the houses in recess now. we are going to try to figure out what just happened there. if they can -- if they will come back to do this. but the censure resolution did pass. they were able to censure him. yes, talking about jamaal bowman. this is now the fourth democrat in probably the last two years here. we will see -- what just happened in their? were you able to admonish him? okay, that was steve scalese. he said they have censured him. it looks like that is it. they might be done for the day. the fourth democrat in the last two years to be censured by house republicans. >> bill: you are by the rules required to stand in the well of the house and be issued your

condemnation. did that happen? did we miss it? >> reporter: i didn't see that happen. i did not hear that happen. i just started hearing the democrats singing, and sort of creating a disruption around congressman green. we will try to found out from one of our producers who was in the chamber. interesting note, bill, at least nine democrats voted along with republicans to censure congressman green. there were a few others that voted present as well. that is an interesting take away. obviously plenty of democrats that felt what he did just wasn't right. >> dana: there's a lot of -- reporting with democrats not going on the record, by talking to reporters like you saying they were mortified about what happened on tuesday. they felt they had no direction from their leadership, which would be hakeem jeffries. they are frustrated. they are embarrassed. they are worried. at some point, you think any of them would be willing to go on

the record? to me, i don't see how they get out of their wilderness until they have so many willing to say enough. >> i would imagine the democratic leadership was not too happy with what happened tuesday night. they were hoping there wouldn't be any outbursts. they were advising people, obviously, attend if you want. we would like everyone to be there, we would like to show unity in the democratic congress. we won't force you to come and attend. several people obviously saw a leave in the middle of the president's speech. but i don't believe leadership wanted to see this kind of outburst. here's the thing of what happens. nobody talks about their messaging anymore. everybody starts talking about congressman green, and all of the showing us of what democrats were doing. it is embarrassing. there were plenty of members before this joint address that were saying they were hoping there wouldn't be any outbursts that there wouldn't be any showmanship. and that obviously they would protest in their own ways silently, whether by holding up

those paddles in protest. there were plenty of democrats that did not want to see what happened go down. none of the democratic leaders in their, hakeem jeffries, catherine clark, pete kengo lar, they just sat there quietly. about 10 feet away from the guy and they didn't do anything to get him to sit down. >> dana: nobody was defending him. thank you so much. >> reporter: you got it. >> bill: we expect to talk to the speaker in a moment. when you think about your question, about what slows this down. the progressive movement the dugin mechanic party coupled with the strong dislike of president trump. we heard from some democrats who said we wish everybody would've walked out of the room. in this case it was al green, and the rest of them sat on their hands the entire speech. for two hours speech at six we know some of them folks. some long-term members, or anything about the problem solvers in caucus and how embarrassing it would've been to be sitting there. but also they did have a choice.

joe manchin was on last hour and he said when he would stand for something during one of these addresses for president trump, he would be his stat from behind because they wanted him to sit down. that might happen to you too but how do you break out of this pact? why not be a leader? be an individual who is willing to stand up? >> bill: good question. maybe for some democrats to come on and answer that. speaker johnson will get wired up and talk to him in a moment. you could lose committee assignments also after being censured. we will see what sort of disciplinary action is taken after that. >> dana: the other problem with all of this is if you do have an outburst like that or you get censured, guess what? you take the social media and you do a fund-raising campaign. you ask people who support you to send $25. on a stunt like that you might make 50 or $60,000 into your account. that is one of the problems. and fact, that memo we've been talking about where you have some democrats saying how to get back to basics. one of the ideas is to stop the

small money fund. that would be pretty remarkable because one of the ways they've been able to keep pace with republicans, especially trump, was their ability on small dollars. >> bill: the house speaker is with us now. thank you for your time. we will make this quick. i guess what we want to understand is this admonishment phase, which is the tradition. that's what happens when you are censured in the well of the house. did that happen, or is that still forthcoming? speaker johnson, you are live on tv. good morning. >> sorry. >> bill: go ahead. did the admonishment and the well of the house take place? is that still forthcoming? >> we just didn't. sorry didn't know we were life. lots going on here in the house. this is a really sad day for our institution. what representative al green did in the midst of the president's

speech, as our honored guest of the chamber was disruptive. key did it intentionally, as everyone saw. i gave him plenty of warnings and he refused it. it was a deliberate action it needed to be met with swift punishment. that is the tradition of this place, to maintain decorum. that is what we just did. the resolution passed in the house floor. 224 votes in favor of censuring him for that behavior, 198 democrats voted against it. i can't believe that. two votes present. i think we had nine democrats join us in this bipartisan measure that we took. it was critically important because we have to maintain the dignity of this place. we are the greatest deliberate body in the history of the world. there's a deep and rich tradition here and it's violated. to our understanding and our view of history, that was the first time any member of congress has ever had to be removed in the middle of a presidential address. and it's shameful. >> dana: am sure you didn't relish the opportunity to be the first, but it happened. i will ask you the same question, you had a lot of democrats who will. >> lawrence: reporters off the

record to express their dismay. they feel rotten about what happened on tuesday night. do you think any of them -- do you see any of them -- i know you spoke to a lot of them, you are friends, no matter what happens on the floor, aside from politics. what's the level of dismay on the democratic side? >> it is broad. i will tell you they are embarrassed by what happened. many of their colleagues, is you know, cornerbrook holding up signs on the floor and trying to disrupt in other ways. the leadership, hakeem jeffries, to his credit, the leader of the democrats out of the house, he admonished his colleagues before the event and asked them to maintain decorum. we have to do that as leaders. every member should be committed to that as well. it brings shame on the institution. it brought shame on them as individuals and on their party. it is disgusting to me. really, i take no pleasure in this. i want us to have dignity and decorum in this institution because it sends a message around the world. these are the duly elected representatives of the people. they should be models of integrity and character.

speak at the department overhaul with executive action that could come today. national data shows severe learning lots across the country but one state is ranked higher than other and that is louisiana up 11 spots on the nation's report card appeared to the superintendent of education joins me now. let's put up on the board to see the improvements made there in louisiana. a lot of states look at this and say, how did you do this? we know why you did it but how did you do with? >> thank you for the question. we are trying to be brave and go back to the basics and redesign systems, value our teachers and expand education. education doesn't have to be complicated and people over complicated it for too long but we are trying to return to basics with the quality education they deserve. speak i think people don't realize how far away so many school districts got from basics like phonics, how you when i

learned to read. and we are paying a terrible price for that and on top of that, all the other things, pones, covid, and you have a situation where it is a dismal, 48 out of 48 and we have to do better. what is the reaction from parents? >> looked, parents need to be in the driver's seat of their kids education. we are going back to the basics and using flash cards in our schools to teach kids to do math. we are trying to do everything we can to return education in the way it was meant to be. we are pursuing academic excellence, not chase the shiny things that have been a distraction and make sure teachers are empowered to do doe work they need to do and they deserve what they do. the parents in the driver's seat returned to the foundational elements of a quality education, which will improve our republic.
