is one thing to talk to terrorists to offer concessions, bend the knee, but another to deliver a blunt warning to them. comments. the president reiterating to agency secretaries "you are in charge," and telling them they want to meet every two weeks to talk about ways to cut the bloat, cut the fat out of the budget. he says in his post "as the secretaries learn about and understand people working for various departments, they can be very precise about who will remain and who will go. we say the scalpel rather than the hatchet." federal workers who have been waiting for the other shoe to drop, thinking that if they returned to the office, their jobs might be in jeopardy now can take some solace in what the president is saying, that these cuts are going to be thoughtful. we've seen when the white house has announced their thought process in the past, they went through hhs, for example, that they look at the key function of every agency and want to make sure that who they are retaining are critical to the agency's

>> was to say it's not going to happen again. rich, fox news. we all know that. >> thank you. tammy, on this usaid investigation, on capitol hill -- the past couple of days. briefing numbers of congress and updating them on this. requiring deferrals to the department of justice. can you provide any specific examples of illegal wrongdoing, what the department believes is illegal wrongdoing at usaid? >> my first chance to say -- what i cannot comment on, which in general is certainly any possible litigation, the nature of negotiations or contemplations regarding action that the government might take. certainly not only because i

have not been in the room, but because you have got, whether it is diplomatic conversations or issues of determining what one might or might not do. it also goes in the hypotheticals. so i can't answer that. what i can say is that the level of what we have discovered at usaid is troubling enough to where this is the kind of conversation that is perhaps going to have to be had by the american people and even perhaps congress. i think at this point, when we are looking at this kind of issue, that we see through our existing investigations and inquiries, that we've clearly got some problems. we are determined to correct those. where it ends up is going to be something we see in the future, but that's not something i've been involved in. >> conversation with the american people and congress.

how about the department of justice? >> i don't know. i don't know. the seriousness with which this is being addressed is something the american people should be happy about. it's why president trump was elected, was to take action on the things he campaigned on, as many people did. we knew something was wrong and it had to change. this is of course up to the people doing the investigations. whether or not any of that actually manifests. >> thank you. confident -- the situation. >> let me ask. any other questions on the usaid situation to make a bunch of hands. i'm shocked. we will get back to you once we move into the middle east. >> you said this is a pause, but we got answers from the state department saying they cut 92% of the awards. any chance of those coming back? it made it seem like the review

is done. is it done or is the review still -- >> well, when you have a review, is to assess what happened, and then decisions will be made. you've got a review that's 90 days to make an assessment within that framework of what works and what doesn't in. if there were programs that had been cut, the answer would be that they did not serve either american interests or make a safer, more secure -- or more prosperous. those decisions will -- some have been in the process of the review. >> is the review -- >> i think each case may be different, but we know that actions have been taken based on the standards we set. we are moving forward. >> we have heard from groups saying they have had contracts -- >> okay, so the topic so far has been usaid. interesting response so far. it sounds like she will move on to ukraine, getting put foul back potentially for that.

battle, so my time to the special counsel -- it's now over. it was not for me but rather for the ideal that it should be -- wrongdoing, and to be protected from retaliation. he was a biotin appointee and had only been at the job for five years. "what do you think about all of those?" obviously decided to fold his tent and go home, but the courts told him he was on his way out anyways. >> thought maybe he was going to lose at the u.s. supreme court. the other brands of executive agencies -- also litigating their firing. certainly an interesting developments, given the d.c. federal appeals court just signed with the trump administration yesterday, keeping him out of a job while the case was still proceeding on merits. it looked like he didn't want to take his chances on the u.s.

supreme court and here we are. >> i don't know the score card brett rumpel looked like he was winning a bunch of court cases. now it seems like he is on the losing side of things. a judge in rhode island issued a injunction against the trumpet spending freeze, saying they could only freeze with congressional approval. this was a surprise to a lot of people. the supreme court on foreign aid said they have to pay the $2 billion. writing into say "does a single district court judge -- who likely lacks jurisdiction -- have the unchecked power to it -- and probably lose forever $2 billion from taxpayers? the answer should be no, but the majority of this court apparently thinks otherwise." a leader saying "i'm stunned." >> neil gorsuch was part of that. and went so far writing for the four of them to say that the lower court judge who had issued the initial decision was abusing

his decision. accused his colleagues of not doing their duty and blocking that judge. interfering in the trump administration's ability to freeze funding as they review it. the justice in that the sentence did raise the question about -- there are some issues here, repayment for completed work. basically before february the 13th. pick it seemed very sweeping. the whole point of secretary rubio issuing this directive to freeze funding was to make sure it was being paid out for the things it was supposed to be being paid out for. to make sure there was no abuse going on in that process. this is a collision course between the judiciary, judicial branch, executive branch on

issues managing personnel and spending, which are traditionally executive branch functions. >> another loss the president suffered has a lot of people scratching their heads. that was payments to the nih for research, taking into account indirect costs. this was overhead. we heard about a bike in the beginning of february. some of the programs had an overhead cost of optum bank 60%. that means six of every $10 was going to overhead costs. president trump capped at 15 but the court said you can't. a lot of people thought 15% was a steer, but 60% was outrageous. >> i think 15% is reasonable. this is a gift to universities. it's the -- any administration saying to a university. on top of it, -- --

>> thank you for having me. this has probably been the worst we have seen campus since the encampment's last spring. the university's response has been deplorable. we have had a wild week with protests starting last week with a sit in in an academic building, and then barnard. >> what do you feel the school's administration could do, more than what they are doing now? >> i think first and foremost, they have to focus on time, place, and manner of these protests. we as the pro-israel, pro-jewish community at columbia have plenty of protests, and nothing to this extent. we know time, place, and manner. that has to be enforced. the next big thing has to be form enforcing it in academic buildings and not allowing it to disrupt studying. this week especially -- they took over the library yesterday. we are in the midst of midterms. it couldn't be more of a disruption to the student body. >> we have got some of your

video that we have been playing on the screen. those were of yesterday's protests. this is a live look of how the protests are building now. this was yesterday when obviously, things did turn violence. what we also know is that barnard student protesters are just riveting hamas pamphlets -- distributing hamas pamphlets. how is the room for this on american college campuses? >> i don't think there should be, and the fact that there is is absurd. the university hasn't done anything, and the fact that no one else seems to be and rates outside of the jewish community is wild. they not only handed out hamas propaganda on campus yesterday, but made a stuffed doll version of the president of barnard and hanged it on the side of the university, as well as a wanted poster for the dean of the school. it's no longer just screaming in the streets: it's now a call for violence. they put pictures of sinwar, who

was the mastermind behind the october 7th attacks in israel, all over campus. things like that are no longer peaceful protests. it's far over the line. >> we just had a picture up of the protesters just riveting photos of these two. i want to play out this sound of noah letterman. he was a student who has been going through this, like you. he joined me earlier. >> the fact that students feel comfortable disrupting classrooms, and when the students from this other classroom were expelled, as they should have been, they take over and occupied bank in -- this is totally unacceptable. and also, protesters yesterday were handing out stickers with faces of -- and they handed out a pamphlet created by the hamas media office called "our narrative." this is blatantly pro-terror. >> he even said when he approaches these protesters who were distributing these items,

that he just said were blatantly pro-terror, that they don't have an x donation for why they are there. he said oftentimes, they don't have knowledge of what it is that they are protesting. do you have a similar expanse? >> i agree with everything noah said this morning. i think one of the biggest issues that comes with that is the fact that these protesters aren't forced to identify themselves, so you see these pro-terror students covering their face with whatever it may b, c can't tell who they are and they are not forced to identify themselves later on. i think that's a big part of the issue. they don't know what they are fighting for. i think a lot of them join because it is the cool thing to do. some people i saw in our school's social media -- that they just wanted to do it to get out of midterms, so it's completely ridiculous. >> we appreciate you joining us. thank you so much and our best to you. keep us posted.
