south carolina, but we start with kris guat gutierrez are m on steve mcnair's death. >> mcnair according to police was found 36 years old, sitting on a sofa, found in the downtown condo in a living room. he had been shot as you mentioned multiple times, including once in the head. 20-year-old se keshel was on the floor with a single gunshot wound to the head. authorities stopped short of calls at it murder-suicide, but based on the evidence, including a pistol found by the woman's body detectives say again they are not looking for any suspects. mcnair was legendary sports figure in nashville and played in the nfl for 13 seasons. three-time probowl selection and comvp in 2003. police described the woman as mcnair's friend. they apparently met at a dave & busters restaurant where she was a waitress. making the case for intriguing is the fact the two were stopped by nashville

police thursday morning around 1:00. the woman according to police was driving the vehicle, registered both in her name and mcnair's name. she refused a breathalyzer test and was arrested for driving under the influence. mcnair was a passenger in the vehicle and allowed to take a taxi ride home. mcnair was married and his wife and their children are shocked and saddened. as is the city of nashville and the rest of the sports the world learn that steve mcnair dead at age 36. back to you. >> shannon: it's stunning news. thank you, kris, for the latest there. now to the other top story, police in south carolina search for suspected serial killer, many in the small town of gaff nearbyy, south carolina, canceled the holiday plans and weekend plans and started arming themselves. mariane silber is live with the latest. i can only imagine the tension there. >> the tension is a good way to describe it. people are afraid to leave their homes. police are not telling us how they connected the five killings in the past week,

though they happened in a ten-mile radius of each other, but they say they're on the hunt right now for a serial killer. they have a composite sketch they want everyone to look at this. is the person they believe is responsible for the shooting. white man believed in the late 40s. approximately 6'2", 200 pounds with salt and pepper hair. he's wanted in the shooting death of five people. one was an 83-year-old woman. she and her daughter were found bound and shot in their home on wednesday. another was a 63-year-old peach farmer shot in his home last week. the latest victim, take a look at her. beautiful 15-year-old girl named abbey tyler shot with her father as they worked in a downtown furniture store. the latest shooting happened a mile from the sheriff's office where we are now. where the investigators gathered to launch a manhunt. you can imagine that the residents are afraid to come out of the their homes.

carolina. d.c. councilmember and former mayor marian barry has been arrested again. this time he's been charged with stalking a woman. according to park police, barry was arrested last night at 8:45 eastern time. a woman flagged down a police officer and said she was being stacked. pointed to someone in a nearby car and it was marion barry. he was arrested and questioned by the park police and released. he's facing misdemeanor starking charges. barry served four terms as d.c. mayor. in 1990 in his third term, the f.b.i. taped him smoking crack cocaine in a hotel room. all right. this is a fox news alert. two monorail trains collided in the magic kingdom section of walt disney world in orlando. we're told one driver is dead. the other train operator was not injured you but taken to the hospital because he was emotionally shaken. five guests and two employees were riding on the train at the time it happened.

obama and president medvedev. the u.s. may put them in poland and the czech republic, with interceptors designed to shoot down ballistic missiles and radar system. u.s. says it's to defend eastern europe from attacks like places like iran. russia is worried that it will be pointed at them. here is what president obama told the russian opposition paper published today. "we're not building and will not build a system that is aimed to respond to an attack from russia. such thinking is simply a legacy of the cold war." unless the two can come to an agreement over missile defense, russian president medvedev says there can't be a treaty on nuclear arms control. the old one expires in december. both sides say they want to reduce number of warheads but deadlocked on specifics. other issues, obama wants russia to get tough on iran. medvedev wants the u.s. to rule out military alliances with the ukraine and georgia. the first meeting between the president is tomorrow morning. shannon? >> shannon: thank you,

caroline. what is at stake for president obama on the trip? joining us now, former defense secretary under bill clinton, william cohen who returned from a lengthy trip of his own to russia. mr. secretary, thank you for joining us today. >> absolutely. >> shannon: how would you characterize our relationship right now with the russians? >> i would say we've gone from a cold war status in the diplomacy to the state of deep freeze. there has been very little effort made to break down that freeze in the last eight or ten years. i think that president obama is saying that we need a reset or restart. there are issues we agree and those we disagree but we need a comprehensive strategy. that's what is missing. if this is a tactical game trying to exploit whatever advantages we have and take advantage of whatever weaknesses they have, then i think it will continue to deteriorate. it could lead to a much more confrontational russia.

because their economy is in trouble. it's really had a bad quarter, sinking down somewhere to negative, between 7 to 8%. only about a 1% growth in 2010. so their economic situation is certainly being a challenge now. it can make them more compliant or eager to do business or aggressive in trying to have a more aggressive stance against the united states to divert attention from the russian citizens on what is happening with the government. >> shannon: what if the president goes down to sit down and meet with their leaders, who is really in charge on their side? >> that is for them to decide. i think president obama will meet with his counterpart. but prime minister putin is still very much there as a key player. and i think that that, the russian people have to decide who is really in charge. plus what has happened, president putin most recently pulled back on russia's

application for wto status. world trade organization status. that was surprising. it came at the last moment without notice. it was sort of a power play on his part to say number one, i'm still in charge. something as important as this. he's there. it might be more akin to a co-presidency, that's not what they would want to call it. >> shannon: talk about the missile defense issue. we're butting them with them quite a bit. how do we continue the process? it's a great self-interest to have missile defense system but they characterize it as something different than what the u.s. is promoting it as. how do we negotiate that? >> we sit down first an of all an try to explain what the mutual goals are. the russians said they are opposed to iran developing a nuclear weapons capability. they have said that, they have supported resolutions, but done very little to enforce serious sanctions that would cause iranians to pause in their plans to produce the nuclear weapons.

we have said that we need to have a limited capability against a limited type of attack that could be posed by iran, north korea, or potentially some other country. now i would go to the russians and say look if you are able to help us remove iran as a nuclear weapon state, then that may change our position to what we need in terms of a limited money as defensive capability. it would go further and point out i've been concerned about an accidental launch. what if russia or we were to have an accidental launch of a large missile? multi-war head missile. what would our president or their president do under those circumstances? shouldn't they have some option to take out an errant missile? so i think we can present that to them saying we want to make sure iran doesn't pose a threat with a nuclear capability. orn. let's see if we can't reduce that threat putting more pressure on both. secondly, assuming we can do

that, we still eight to have some limited capability. russia as an abm system around the city. so they have a limited capability around the city of moscow. so what we want to say is maybe it's a way we can all work in the region to protect ourselves against inherent missile or one that might fall in the hands of a terrorist group. there is a basis for working with them but it's not going to be short-term. we have to decide, we have a long-term comprehensive strategy with russia. what is our role in the world to be as we move forward? what do we see russia's role to be? and we obviously have common interests. we also have pretty serious differences. let's start with the common interests. let's see if we can't build a level of trust that's been missing for past decade or more. once you start to build those elements of trust over a period of years, then you can deal with the tougher issues. >> shannon: see how it goes this week. secretary cohen, thank you so much. well, south korean officials say the seven ballistic

missiles that north korea test fired this weekend were likely capable of hitting key government and military facilities in south korea. the missile launches are the latest in a series of provocative acts by the communist nation. last month, north korea appeared to ignore u.n. sanctions once again when it launched a ship believed to be carrying illegal weapons. however, that boat was turned around about a week ago. it's almost back home. well, her abrupt decision to step down as alaska governor shocked the political world. so it's no surprise that sarah palin's political future was all over the sunday shows today. fox news sunday host chris wallace spoke with alaska lieutenant governor and molly henneberg has much more on that. hi, molly. >> hi, shannon. alaska lieutenant governor parnell said he didn't find out sarah palin was resigning until 48 hours before she made the announcement. he says palin will now have time to figure out how she will, "further her core values." and parnell says palin was looking out for actionens when she decided to step

the twitter and facebook stuff seems cryptic as well. it wonder if there is another shoe to drop. >> shannon: because of the sting from governor sanford and ensen, people are gun shy like there has to be more to the story. what do you make of this so far? >> she had a rough run, family and the father of her daughter's child and then the vanity fair article last week. i think she's maybe little bit brittle at this point. and plans defense be. you want to play on the national stage, you have to get used to the coverage. the party broadly is suffering a big hit. she's still popular among the conservative base and this is unfortunate. she is someone drawing attention and big crowds. >> she has a lot of criticism

out there and it seems like it never let up, though the national election was months ago. she stayed in the pages of the "new york times," vanity fair and criticism cost her family 500,000 to defend legal ethics charges she's been cleared of. there is plenty of criticism out there. did she give the critics more by not even finishing out her term? forget not running again. are they going to use it against her as someone who can't get the job done? >> possibly, quite possibly. absolutely. she can't sell folks on the fact that she is ready for the white house if she can't finish one term as governor of alaska. i think had she gone quietly into the night after the 2008 election, studied up on policy issues, dug in deeply to governing there she would have had an easier sell. but this just stirs the pot some more. she is already a controversial figure. and it just leaves questions about her suitability for higher office, i think. >> sometimes the questions grab headlines. a lot of interest, which is

killed 18 others were taken to the local hospital. could gun owners in america have to give them up? in some places the answer may be yes. legal fights are heating up whether city and states can ban certain firearms. for a fair and balanced debate, fox kneelly arguing against the d.c. gun law ban and dennis hennigan with the brady campaign to prevent gun violence and awe for of "lethal violence." thank you for coming in today. clark, you argued the successful case at the supreme court where the justices ruled the second amendment is an individual right. and yet, we have seen the lower court cases that don't necessarily follow the path. in the circuit courts they say there is confusion. what do you make of cases we've seen so far? >> nothing surprising there. the lower courts held they're bound by old and obscure supreme court case law. they think only the supreme court can overturn the cases. we have every confidence they will. and probably in the near future. >> shannon: so we have the

second and seventh circuit that are upholding the right of state or locality to ban guns. the nine it splitting away and not necessarily the case. who got it right? >> given the issue is whether the lower court have authority to extend second amendment to the states given the 880 supreme court precedent, we believe that the second circuit and the seventh circuit clearly have it right. in the seventh circuit decision you had two of the most prominent conservative jurists in the nation, richard posner and frank easterbrook saying look, this was decided in the 1880s. that's the issue so far. the key is not necessarily whether the second amendment is incorporated against the states but what second amendment right there is under heller. the second amendment right

was narrow, extended to ownership of gun in the home for self-defense and the court made it clear it's subject to broad categories of restrictions. including ban on carrying concealed weapons outside the home. as long as that right is confined to narrow circumstances, clearly not absolute. i'm not sure there will be a great deal of practical significance even if the second amendment is extended to the states. >> shannon: i'll give you the final word. if we go to supreme court, two of the cases are on the way there, positioning for the justice to take the case. do thaw think they'll settle -- do you think they'll settle the question? the second almost teed up to make a resolution whether or not the state s as are subject o second amendment. >> i think they'll settle it and i disagree on what the decision will be. the wake here goes back to the abolition war. ugly history. the people were systematically disarmed to be

>> shannon: quitter. a word some people are throwing around after alaskan governor sarah palin's announcement that she is stepping down as buff but does that fly. earlier i sat down with "fox news sunday" host chris wallace. >> sarah palin was the number one topic and a lot of folks there weren't buying the explanation we got from her on late friday afternoon. do you think there is more to the story? >> i'm not sure what the explanation is. it wasn't clear. i asked governor parnell who in three weeks will succeed her as governor what his under standing was. he said and i don't think she quite said this quite as clearly, she felt that all of the problems and ethics investigations were getting in the way of her doing a good job for the people of alaska so she was in effect helping the people of alaska and stepping

aside. i think that is a hard argument. most people around the country will say you can't stand the heat, get out of the kitchen. you think of all the politicians who have faced lots of problems from bill clinton to hillary clinton to george w. bush and they hang in there and power through. the idea that you are stepping down for the good of your state, i don't think that washes. >> not a surprise probably that she wasn't going to run again to be the governor but the fact that she would walk away with the term, so much still remaining. how do you think that will play against her if she comes back to the national stage, either 2012, 2016 or further down the road, do you think she will face criticism that she didn't finish the job? >> absolutely. there are a lot of people who have run for president as former governors. ronald reagan was a former governor. with him it was term limits but that is a perfectly honorable thing to do.

i'm not saying what she did was dishonorable. but to leave. you have been elected and to leave in the middle of the job with basically a year and a half left, look, her own republican senator, lisa murkowski and they have bad blood because palin ran against and beat murkowski's dad, i'm sorry that governor palin abandoned the constituents. quitter is a label and issue she has to deal with if she wants a political future. >> does it play more broadly with the enson and sanford issues having gone on in the last couple of weeks and losing one of their stars at least in some capacity for now. >> embarrassing to have the three fairly well known, palin, sanford and enson, but three republican leaders all involved

in controversial issues and in one case quitting office or stepping down. but i don't know that it really matters. we are a long way away from 2010. i think in the end what is much more important for the congressional election is if republicans can develop a coherent argument as to why they oppose obama. it will also help if obama isn't doing well. as far as 2012 is concerned in the presidential election it is a lifetime away. it will be new people and new issues. who would have thunk in 2005 we would be talking about president obama. that is an eternity. >> she piqued a lot of trw this move. >> whether she stays in national politics, does a talk show, writes a book and makes speeches more money we going to have sarah palin to either adore or kick around depending on your views.

monorail train. joining us on the phone, a former driver of the monorail at disney world. i have ridden the trains many, many times and they seem safe. what are the biggest risks? >> they were designed for this very thing not to happen. there was an incident back in the '70s where something like this did happen and all the trains were replaced with an anticollision system to prevent this from happening. it is called a mapo system. it is designed to keep the trains a certain distance from each other so this will never happen. a lot of the people wondering how in the world this can happen. >> is there a system whereby the operator can override the safety conditions or have the train in a manual position? >> multiple things would have to go wrong including technical error and even perhaps pilot error for something like this to happen. once the train passes a certain point or reaches a certain

distance within the next train in front of it all sorts of alarms start going off and red lights start flashing and the folks at monorail central are alerted to what is going on and the train automatically stops, basically an emergency breaking system where it comes to a complete stop so it doesn't get closer to the next train. the pilot can override that system but he should still have plenty of time to see the train in front of him. it is really a mystery as to how this happened. >> shannon: thank you for sharing your insight into this and we will follow the situation as we get more news. meanwhile, investigators in nashville are searching for answers in the shooting death of former nfl star steve mcnair. they are not looking for a suspect but trying to decipher his relationship with a friend who was also found dead nearby. chris gutierrez is in nashville with the latest. >> we confirmed with detectives

that we do know that they are not out actively searching for a suspect. they basically stopped short of telling us this is a murder suicide. steve mcnair was found dead sitting on a sofa in the living room of his condo in downtown nashville. he was shot several times including once in the head. a 20-year-old found dead laying on the floor in the same room with one gunshot wound to the head. mcnair played in the nfl for 1 seasons and -- 13 seasons and led the titans to their first and only super bowl appearance. he was co-mvp of the league back in 2003. kazemi was his friend. they met at a dave & buster's restaurant where she was a waitress. just two days before they were found dead, they were pulled over by police in a vehicle

registered to both of their names. she was arrested for driving under the influence. mcnair was allowed to take a taxi ride home. he was married. his wife machelle and their children are shocked at the untimely death. >> shannon: thank you, chris. in south carolina, authorities are trying to track down a serial killer. they say a teenage girl has become the fifth victim. here is the latest on the developing story. >> police are out, we are told a team of more than 100 investigators and crim scene specialists here trying to piece everything together and also trying to track down the person that they believe is responsible. they are calling him a serial killer. take a look at this sketch that police have sent out. they want everybody to take a look at it. a white man believed to be in his late 40s. 6'2", 200-pounds with salt and pepper hair.

wanted in the shooting death of five people here in gaffney in the last week including an 83-year-old woman and her daughter found bound and shot to death in their home and the victim a 63-year-old peach farmer shot in his home. the latest victim died yesterday, a 15-year-old girl shot along with her father as they worked at the family's furniture store in gaffney. she clung to life two days before succumbing to her injuries. residents here are keeping their doors locked. >> in the house and i'm just not going to change. i'm not going to let something like this change my attitude or what i do. >> you just heard from someone who lives in the area and i talked to a couple that drove by a second ago that said what is going on and what is happening and they had a scared look on their faces and said is

with prime minister putin. where do things stand? >> already it appears that president obama is going out of his way to elevate president mededev but not do so with prime minister putin. in russia, it is clear that he continues to run most of the machinery in politics, commerce and suppressing free press here in russia. a meeting about an hour and a half over breakfast with prime minister putin but two days of meeting with the president. and prime minister putin said when president obama last week said prime minister putin had one foot still in the cold war, he said look, i have both feet planted firmly beneath me and looking towards the future. we will have kind of a tense relationship between president obama and prime minister putin but they said they want president obama to show o strength up against putin and not fall into the trap that they say president bush fell

have to be reconciled with the house version if it makes if out of congress. congressman, thank you for your time today. what do you make of the latest estimates out of the congressional budget office? it seems like the price tag is coming down a bit but has anything really changed? >> well, i think that what the american people want is not the status quo. they know that the costs of healthcare are too high and that if they lose their job or change jobs that they may lose their health insurance but what they are concerned about out of washington is this command and control attitude that says we know best. what we know on the republican side is that patients and their families with doctors ought to be able to make medical decisions and that is not what we see in the plans being put forward by either the president or his party. >> shannon: we have five different committees working on some version or piece of this legislation and seems to be there is an offer feeling there

is a need for some kind of reform. you don't like what the democrats are offering, what are the republicans offering instead? >> the solution is to put patients and their families in control and the way to be able to do that is to make certain that everybody has the financial opportunity to purchase their own health coverage and to own and control that coverage so that the decisions that they make are along with physicians and not with bureaucrats and insurance companies making the decisions. we can do that in a way that saves money and makes sense. >> shannon: the numbers are not good on capitol hill for the republicans, outnumbered there, strictly based on votes. pick off democrats? make sure that the american people know about their ideas and don't like them? what is the strategy for changing the game if you possibly can? >> i think what the american people have soon is again a command and control attitude on o the democrat side so that everybody is forced to do one thing but healthcare decisions

are personal decisions and the people that represent the moderate to conservative districts that are democrats are hearing the same thing from their constituents that i'm hearing and that is that they don't want the government to take over their healthcare. they want to make certain that they can care for their families and other patients with physicians to make medical decisions, not having the government or insurance companies insert themselves into it and there are wonderful positive solutions that will result in that. the question is whether they will stand up and represent constituents or simply respond to their own leaders. >> shannon: just a few seconds left. when you get back to work this week, how quickly do you think something will be passed or will it be passed at all in this term? >> i think on the house side the speaker said that she wants to pass something this month in july. we hope that it will be a bipartisan coming together of the issues and make certain that we do in fact represent patients and their families as opposed to government and insurance companies. do i believe that the

suspects. a 19-year-old driver is lucky to be alive following a serious accident that included a dive off a 140-foot cliff followed by a night aloan and injured on a colorado mountain top. the teen was flung from his jeep and climbed 30 feet. the driver survived and was taken to a local hospital. one person dead after a lightning strike at a fourth of july celebration in central, florida. more than 80 people gathered outside a lakeland church when lightning hit a barn that was nearby. 18 other people were taken to local hospitals. officials aren't releasing the victim's name. the national weather service says there are about a million and a half lightning strikes every year. florida and the southeast coast could get heavy rains and a little hail this afternoon. rick reichmuth is at the fox weather center with today's forecast. how does it look so far, rick? >> rainy kind of where you are and rainy across parts of the southeast.

new money for high speed rail. the new electric grid and so this is just started. the pace is now going to increase. >> the obama administration says a consumer protection agency will protect consumers from le predatory lenders but o we need more bureaucracy in this area. another new agency, how is this going to help consumers any differently than what we have? >> it will pull the authority and power away from the regulators that still have it. the federal reserve is one of them. supposed to look out across the system for this type of stuff. what we are looking at is a regulator to look across the financial system to help folks make sure that they have proper mortgage terms and can understand. credit cards is another thing. make sure you can read the terms and understand what you are getting int getting into. a layer on top that would look across the system to make sure that folks really understand
