shans have land-based. united states have moth-balled or taken out of weaponization bombers but the russians wants to counted those system because they can be put back on the air delivery systems. so there are technical disagreements and the other issue is anti-ballistic missile defense. bush administration committed to putting some in europe and the russians adamantly opposed that. they are reviewing the policy to see if they can work out an arrangement. so far, no deal there. those are the sticking points. >> gregg: one against the sense that these talks is taking on a special significance for the obama white house. why is that? >> because the obama administration wants to quote, unquote, reset the relationship with russia. one of the ways they can achieve some kind of diplomatic and

strategic breakthrough is on nuclear weapons reduction. they think that is one place they can start to begin to bridge the differences that divide russia and the united states over the past two or three years. if they can arrange with the russians to reduce nuclear weapons delivery systems and nuclear bombs themselves, they can encourage others throughout the world to sign on nuclear reduction talks themselves or in the case of iran not pursue them in the first place. that is why this administration believes these talks are so important. >> gregg: major, what about the relationship with vladimir putin. he is going to be with the president but she meeting with prime minister putin? >> he is meeting with putin and you can begin to see the lines being drawn. let's be honest, that is the side that runs things still in russia. its hard line against president

obama. in a couple of interviews, president obama has said very complimentary things about dmitry medvedev and not so complimentary things about vladimir putin. in one he said putin has one way of thinking, the cold war. a prominent newspaper said that comment from president obama, he is playing a risky game and washington is interfering with russia's political life and stretching the kremlin to the breaking point. that is what putin is telling the obama administration, don't mess with me, because if you forget about me, you might be in trouble. expect a tense breakfast here in moscow. leaving the white house tonight for his next foreign mission, a week long trip taking him to russia. >> julie: are you handing it over to me. he is going to italy and west

strategies that give the north korean government some pain. >> gregg: like what? >> like some very aggressive financial and economic measures. cut off the hundred dollar counterfeiting bills they are printing and we let them go through. cut off their financial access to dollars. dry up all the banks around them. get the proliferation security initiative to stop all the proliferating they are doing in the middle east and into iran and into syria which is very dangerous because those are nuclear materials. >> gregg: chinese could change this equation if they so desired. they provide food and fuel to north korea. without china they couldn't survive and they are barely surviving now. so clearly beijing is capable of exerting vital pressure on north korea to back off, but they are not doing it. why not?
4:11 pm
>> they are not doing it and they are deliberately not doing it because they wanted to keep tension there between south korea and with japan. they need a buffer state. they want to let north korea play that role. they could very easily do just what you said. without having all the refugees they're talking about swarming into china, that is the excuse they give. it's pathetic to listen to american people recite that excuse. they can do an awful lot and they have elected not to because they want to see us pinned down in the middle east with iran. they were one of the top suppliers giving them nuclear technology and conventional arms. what they are doing to sustain the north korean government. let's admit it. >> gregg: u.s. intelligence defense agency warned that they have the ability to mount the

government has taken off the shelf 20 years of social programs that have been gathering dusted and put them to effect all in the name of improving the economy. >> julie: congressman, what i don't get, hopefully the worst job losses is behind us. then in the same breath, he actually says, he absolutely believes that number is definitely headed to 10%. so which sit that the worst is behind us or the worst is yet to come? do they know when the worst is finally going to come and when it's going to get better and why are they going to wait until fall? i feel like we're getting so many mixed messages, they are waiting to see what happens and don't have a better idea what is it going to happen in the future better than americans do? >> i think the white house and all of us, we're hoping what was done with the stimulus bill, the money gets out into the economy. we will see that the capping out of that unemployment.
4:28 pm
warning we're not there yet but we're going to see the stimulus money, some of the contracts for the bridge construction in the state of texas are being let now. we will see that unemployment get better. but our incompetent is in tough shape and we need to do something. instead of sitting on our hands, at least the senate and house and president had a stimulus bill instead of more tax cuts, frankly i don't know how many folks you can hire with tax cuts. >> julie: congressman, is more the administration or congress to do right now or stop doing to get the economic ball rolling once again? >> as you recall the bill was introduced only hours before we voted on it. representative boehner threw the bill on the floor, saying was thousand pages that no one had read. same thing happened a week ago friday.
4:29 pm
so what is happening, these extremely extensive programs are all being passed one after another without any republican cooperation, all in the name of improving our economy. as you well pointed out our economy is worse than ever. if we did nothing, the economy would be improving at this rate or better organically. >> julie: thank you for talking to us. >> gregg: some tweets on the subject. i'm not sure that they meaning the administration concerned with the economy, only the opportunity it presented to advance their agenda. i presume that means social agenda. obama thinks she captain kirk and make it so and everything will happen as he wishes, totally clueless. finally, i believe the white house doesn't really have a strong handle on anything. they are trying to do too much

with substantial investments. you no, the hundreds and hundreds of millions of dollars in terms of manufacturing south of the border and this spirit of globalization is not going away any time soon and gm, ford, they are truly multinational car companies and not just domestic names anymore. >> julie: when will we see gm for example turn profit here in the u.s.? i mean, gm is actually closing more north american factories, and so many workers are being laid off. they are having to slash u.s. dealerships here, and, they are thriving in the meantime in latin america and there has to be a way for major car companies to bring their successes, south of the border, north of the border in into the u.s., because they are essential in helping revive our economy are they not? >> well, they are important, i don't know if i would say essential. like, studebaker were an essential to the prosperity and growth of the u.s., but, there is no way around it and it us a painful process and ford, not in
5:38 pm
bankruptcy and gm is. and, it is, you know, right in the middle of it now and is a very painful process for the dealers and the employees, and even for the customers of course, who have been uncertain about what models will be discontinued and what brands will continue, and this is an ongoing process and just happened a couple of weeks ago, and we can hop by at least, more towards the end of the summer and maybe early fall, we'll have a better sense of just what the new gm is going to look like, for the consumer and the investor as well. >> julie: jonathan hoenig, thank you very much. great to have you on. >> thanks, julie. >> gregg: there is something fishy going on in new england. a rash of colorful lobsters seem to be surfacing, all over the place. take a look. colorful, look at these and experts say lobsters of this variety are one in 30 million rarity, an orange-yellow. >> julie: it looks like it is already cooked. >> gregg: the past couple of weeks, one boston aquarium has gotten reports of a dozen of
5:39 pm
these little critters. and in fact there seems to be a lobster in york, maine that has two of the crustaceans, and the owner says these rare lobsters are not for sale and when i was going to get out this steamer pot and pour in water and melt butter... >> julie: no! i love lobster, but, i don't like to watch them get cooked. and the 11 year domination of the world championship, there is such a thing as this: oh, man, finland took the gold in the annual wife-carrying competition and why would they do it to themselves and the husband-wife team must race through a 273-yard track and features two hurdles in a swimming pool and was in period by the legend of a local thug, and lived in the forest and would snatch food and sometimes

5:45 pm
bottles of diprivan were found inside the singer's home, and the drug typically used in hospitals by people trained to administer anesthesia. >> gregg: and investigators are focusing on five doctors who prescribed drugs to the self-styled pop legend and how will they figure out who gave what to michael jackson and if police will charge the person who did it. >> and put on your prosecutor hat, here, because, if they can connect -- if he died of diprivan and can connect it to a doctor, what is this charge, manslaughter. >> actually gregg i would say no, i wouldn't say it was manslaughter but let me back up for a second. >> gregg: what in the world would it be. >> it is interesting. i'll tell you, i have to start at point a, though, first of all, michael jab son was a -- allegedly asking a nurse, who cannot prescribe drugs for the diprivan in may and apparently, whatever
5:46 pm
doctor he had, you know on the payroll or whatever you want to say, at that point, no one was willing to give it to him, if he is going a nurse for it and then gets the new doctor, conrad murray who is living with him, two weeks prior to his death and was the doctor who was there, who allegedly administered cpr, at the time that he became nonresponsive, and in any event, i think the focus is perhaps going to shift from dr. mur -- to dr. murray who dispensed it to mj and if he did give to it him, i don't think it will be manslaughter. it is either going to be what anna nick comb smith's doctors were charged with which was administering a controlled substance to a drug addict or -- >> gregg: that is manslaughter. >> or -- >> david on the label of diprivan it says equipment, for supplemental oxygen and cardiopulmonary resuscitation must be immediately available, and it is unclear whether any of the equipment was in jackson's home. so, the doctor who was there, conrad murray, if he indeed was
5:47 pm
there at the time which whee know he was and he was responsible for administering the drug should he be held for medical malpractice and gregg jarrett thinks so and i'm not a lawyer but i would say yes. >> malpractice is the least of his concerns, julie. this is' huge problem we have here is if it is a case and it can be proven he administered the diprivan shortly before his death and jackson died as a result of the it, that is a big leap and don't have it but if that is proven, all involuntary manslaughter is a commission without due care, resulting in death and there you have it, you've got it and they have huge responsibilities, these doctors and have to cross-check prescription, ones they are giving to make sure there is not a toxic combination and have to actually have a face-to-face relationship with jackson and they have a diagnose an illness, no just give it to him because it makes him feel better and all five doctors have huge troubles.
5:48 pm
>> gregg: let me, in fairness to the doctor, conrad murray denies it through his attorney, so, i wanted to be clear, he denies that, there is a big "if" if you can make a connection. it could have been another doctor, and in fact five doctors, they've identified as giving drugs to michael jackson. but, look, if each of the doctors didn't know that there were other doctors, involved, giving drugs, what then? >> that is an excellent point, gregg and in fact what will take it out of the criminal realm. if jackson is going to all of these different doctors and deceiving all of them, and you know, telling one, one thing and another another and he surreptitiously is getting different prescriptions from them, how can they be charged criminally and though there is this database uncalifornia, that -- the kcures, interest is a lot of complaint about slow response time and doctors trying to get information about other controlled substances, and patients are being prescribed. >> julie: david, deep pro van --
5:49 pm
>> i'm sorry, i want to get to david before rerurn run out of time, diprivan is an extremely potent drug and should not be used, period. okay? dr. conrad murray was a doctor, in the home and there were numerous bottles of diprivan found and some with no labels at all. my question, first of all, how were investigators going to figure out who prescribed what, and, then, how do they prosecute. >> well, tell you what, they take a page out of the anna nicole defense, there, too, because a lot of the labels were not placed on the prescription bottles to avoid the paparazzi finding out what is going on and there is no section in the penal code for paparazzi finding out about drugs, to provide that as a defense in a criminal case and that will not work, and if they show he provided diprivan without the appropriate checks and balances, and without the appropriate counteracting drugs, dr. murray will have a huge, huge problem on his hands, and i think it is -- >> gregg: out of time, guys,

bodies, food, that actually will raise the risk of skin cancer. >> we really have to watch out for that, because it is not just slathering on the sunscreen and lime, lemon, citrus foods, celery, you eat a lot of celery you get more sun sense stiff and you cannot predict it but, you can get photo toxicity and you have damage to the skin and you are more easily sun burned and will lead to more skin cancer. >> gregg: parsley and parsnips and i hate them, does anybody like parsnips? oh, come on! nobody likes parsnips! >> this crowd got a lot of sun today and they better watch what they eat. >> julie: interesting you mentioned limes, a lot of people are sipping margueritas by the pool. >> but there is ay caveat, it is mainly the lime peel and eating and drinking a margarita and having a lime drink is not the main problem, when do you the
