the city of l.a. what about is the estate going to go ahead and come up with a few million dollars to at least defray some the cost of this? >> not that we're being told. los angeles is struggling moneywise and the state is in a worse condition. we have a budget mess putting california in a very difficult position. right now the state is not giving any money to this for security issues involved. it's all coming out of the los angeles city and county fund which, again, struggling here in california moneywise. i want to mention they have a no fly zone above the staples center for this morning's event as well. quite an event going to happen in just a few hours. brian: all right, adam. the other thing is what about the housley estate. what about adam housley kicking money for this whole thing? >> you guys have the acres in new york. last night i went to my girlfriend's birthday and i had to cover this thing up. brian: she gave you a wristband? how many boyfriend does she

a cold war enemy to help keep rogue nations in check. eric: let's go-to-live to moscow and dana lewis. dana, what's going on there? what's the latest? >> well, president obama had a key speech today at the new economic school. again he has been harping on this message for the last two days that guys the cold war is over. we don't need to be enemies. russia needs to be unified with resisting the nuclear programs of north korea and iran. he warned russia today to respect the neighbor's border in light of the war last year with georgia. here is what he said this morning. >> sure and effective legal condition is condition for sustained economic development. people everywhere should have the right to do business or get an education without paying a bribe. eric: that obviously was a reference to some of the deep corruption in russia and how it effects even the dealings inside

the government here. after spending the date with russian president medvedev yesterday, he also held a meeting, two hour breakfast meeting with the man most people consider to be the real power here. prime minister putin. some feared it would be frosty after saying putin has a past in the cold war but their initial meeting seemed pleasant enough in front of the cameras on his first day here, president obama and russian president medvedev agreed to cut russian american nuclear arsenals by a third if they follow on agreement with the treaty which expires in november can be successfully negotiated. president obama has had all these official meetings but he is spending a lot of time today meeting with opposition leaders, meeting with soviet leader my kyle gorbachev. civil society promote the idea that russia needs to be more free, more open to promote a real democracy. back to you. gretchen: coming up on the show major garrett is travelling with the president. he will have -- did you see

healthy people who may be hooked on prescription drugs to buy their own doctor and get the drugs that they may not be prescribed with the regular doctor? >> well, you know, there is really two kind of concierges doctors. one is part of a group practice. they say give us $20,000 a year. we will answer the phone when you call us. we will send you an email. we will spend time with you. what you are talking about is what you are calling the ultra luxury. one on one. hire my own doctor. trouble with that model is almost exactly what you said that doctor wants to please you. that doctor is making a living just by taking care of you. if you are demanding, a lot of these celebrities are you are going to try to please that patient. there is a very big danger that instead of doing things, if you will, to protect the patient's health, have you got to do things to sort of feed the patient's desires. gretchen: one of the interesting things are to me is that a lot of people watching this michael jackson story and the fact he had this personal physician with him. he was just a rich celebrity

that kind of doctor care will never be an option for me. what you are say something that health care reform goes through, this could be an option for people from middle class and up to afford. how and why would that happen and would it be a good idea? >> the middle class, upper middle class, they are never going to get to the one on one situation. that's sort of the super luxury model. if you saw people sawing, you know, there is too much pressure on doctors, we don't have enough people who can answer the phone because we have all this increased demand because more people have insurance, then some people are going to say if you pay me a fee, 10, 15, $20,000 a year, i will give you access, i will give you more exclusive ability to see me and i think we may see some of that happening. it's already underway. people are now saying i don't get very good care out of the system. i will pay a fee. try to make sure that the doctor answers my calls. downside is every doctor who does that. every concierge system who does

possibly can. brian: i appreciate that the e is silent, correct? >> that's right. the e is silent. gretchen: somebody hobby silent recently is governor sanford of south carolina. he was basically telling his life story pretty much at least about relationships and now the republican party in south carolina has censured him but they stopped short of asking him to step down. how do you feel about this. >> i always said this is a decision that's ultimately going to be made by the very people of south carolina who put the governor in office. they get to decide whether or not this situation is tenable for them. and so they have at least the legislature has decided censure is appropriate. we will see what the voters think. if the pressure mounts for the governor to resign, that's something i'm sure he will take into consideration. i mean at the national level, as far as the rnc is concerned that's something that the voters will decide ultimately. we don't get to play in that particular pool. my thing is i want the whole matter just to go away i mean

quite frankly. it's a disappointment in leadership for me personally and certainly watching this thing unfold. it's not what we need to be talking about. we have got jobs being lost. we have got homes that are being foreclosed and businesses going out of business. and i think that's where the focus of the american people is. it's a good distraction to talk about the personal foilables of an elected official but the reality of it is finance not getting jobs back and this administration is doing a good enough job of running jobs out of the country. we need to focus on that as opposed to mark sanford. brian: michael, somebody else you are looking for in terms of leaders, certainly one of the well known candidates is governor palin. what do you make of her statement on friday? what do you hear or what has he told you she wants to do from here? what was the point of this? >> well, i am very excited about the opportunity to have sarap freed up now to engage across the country to help you know

reorient the party and grow. she paid a very personal, very difficult decision. i have been amused to befuddled in listening to the commentary over the weekend of people who are, you know, who are slamming her now for making a personal decision that she thought that, you know, everything she is going through is interfering with her ability to be a good governor. i think that's something that folks are losing sight of. besides, sarap has not once indicated what her future plans are going to be. all this speculation whether she is running for president is ridiculous. need to focus on the fact she made a personal decision it was a difficult one, and we take her at her word and she says she now wants to be able to contribute in a different way and as rnc chairman i welcome. sara, come on in, the water is nice. we are looking forward to having you talk about those matters that still matter to the american people pros spater and a voice out there.

eric: i'm a big sarap fan but i'm trying to figure out why she wouldn't use that bigger stage, that governorship of alaska to go ahead and promote the conservative platform that she may run in 2012 or 2016. now it seems like everyone is going to be pulling at her come help us out, come help us out. won't that delight dilute her potential for 2012 run or 2016? >> that's a very good point. you know from, my standpoint, again, not knowing anything, not having talked to the governor, i take 2012 off the table right now simply because given everything she is going through personally, dealing with the financial mess that all of these ludicrous investigations have put her and todd. in getting her house in order, the personal house in order. the media has made this a distraction. for her it was a very difficult and personal decision. i look forward to helping

gretchen: the story dawned on me in the last couple of weeks as we are watching the national or and international news unfold in iran and north korea. i said to myself, where the heck is hillary clinton? where is she? >> well, you know, it's fascinating because here you have one very smart tough lady who has either allowed herself to be maneuvered into or has been maneuvered into a spot in this power seems to be flowing from state department to the white house. you have got an empire of envoys. dick holbrook, george mitchell. you have got a president who is quite remarkable and has a physical and intellectual persona that just sucks up a lot of space. so, on paper, at least it, does appear to me that she is not in the middle of the mix. but i have to tell you, none of us are going to know much until you have got a real serious foreign policy crisis that happens in realtime. then you will see who is up and who is down. and who is at the center of u.s.

diplomacy and who isn't. eric: aaron, i hear you say that and you are calling north korea and iran not a major crisis yet. the question is this, this s. this a power struggle or not? is this obama saying i have, this step back. because for me i would think this would be a great place for hillary clinton to step up and exert muscle with the russian situation especially in light of what's going on in iran. >> well, you raise a very good point. and clearly, if the secretary is not going to manage pakistan. she is not going to manage arab, israeli. she is not going to manage russia, there is a real question as to what, in fact, her role is going to be. but, again. >> this isn't her choice, aaron want i don't want to intrunt you. i want to make it clear, do you think this is hillary clinton's choice or president obama's choice to marginalize her power? >> no. i don't think it's a conscious choice. i think what's happening is you have got circumstantial factors that are conspiring essentially

to create a strong presidency and an even stronger white house when it comes to managing foreign policy. that means it takes a pretty tough what which she is secretary of state to cut out a role for herself. again, i want to caution. we're not going to know much until you have got a crisis. iran is not a crissments iran is watching and waiting game fort yates. north korea few missile launches and nuclear, no. you are god to need some act the of violence, some opportunity which puts a premium on realtime management and then and only then are you going to know what the role of the secretary of state is going to be. there is a certain reality, having worked for six secretaries of state, i have to till, secretaries of state solve problems. teenagers talk on the phone. beavers build dams and secretaries of state solve problems. that's, in essence, what she has got to do. >> aaron, real quick. by the enact obama went there alone and is he taking this kind

america. i will let our audience decide for themselves. as you mentioned, today was putin day here for president obama. meeting for the very first time with the very powerful russian prime minister vladimir putin. who, after all was once president of the russian republican republic and put in power the current president medvedev. the president mentioned president medvedev four times. he never once mentioned prime minister putin. i asked him was that your indirect way, mr. president, of answering the question you tried to dodge yesterday who really is in charge? russia? here is the president's answer. >> i think that the president medvedev is my counter part the president of russia. the prime minister who i just met today obviously still has enormous influence. interestingly, nothing putin said contradicted anything that

medvedev has yesterday. it was consistent. now that is absolutely fascinating, guys. that's absolutely fascinating for a couple of reasons. first of all, if, in fact, prime minister putin had said something that contradicted what president medvedev said to president obama just yesterday in their very first summit here in moscow that would be sensational news. the fact that it was an open question that in fact there was a potential that prime minister putin could trump the president of russia. president medvedev is a fascinating look into the way the u.s. administration views this tandem of power here in russia. the fact that they were consistent in what they said also tells u.s. administration one important thing, whatever so far president medvedev has committed to, whether it's arms reduction, cooperation in afghanistan, possibly dealing down the road with some sort of potential ballistic missile threat that might come from iran, all those things now can be more believed. why? because prime minister putin has validated them. so i also asked president obama

this. last week he said he thought that prime minister putin still had one foot stuck in the cold war. upon hearing that prime minister putin reacted very negatively saying, you know, i need to inform the american president that i have both my feet right underneath me and they're planted in the future as is everyone in russia. so i asked the president after meeting prime minister putin do you still believe he has that one foot stuck in the cold war? here is our exchange. >> i think that, you know, he would admit that his formative years were. >> i mean now though. >> were shaped in the cold war and that some of his continued grievances with respect to the west are still dated in some of the suspicions that came out of that period. but as i have said, i think he genuinely would like to see u.s. russian relations improve.

individuals but we have no idea as to what the other crowd might be. so we have ramped unfairly significantly. we are prepared to ramp down very significantly if we don't get those large crowds that are being speculated about. gretchen: chief a lot has been made about who is going to pay for all of this. it's my understanding that the city of los angeles will be responsible for footing this bill. is that correct? >> that's correct. as of this time, the funding for this is coming out of public tax dollars. however, there is a number of efforts being made by various city council members seeking to get business support to help defray the cost. so we will see where those efforts go. the recent lake kerr's parade, for example, was paid for totally by private donations. eric: chief bratton, you know, the lakers won and there was, you know, rioting. people were turning over cars. do you expect any sort of violent behavior at all? >> no. we don't anticipate anything of

any magnitude in terms of disorder here for this event. we are expecting at the most large crowds but we don't anticipate that they are going to be unruly. that's not the nature of this event. brian: chief, the other problem, i imagine, if a guy like usher, smoky robinson, some of the more famous people beyonce they come to town. do they have to call you up and say hey, i'm probably going to need some security to get, in to get out, to land, to get around? is that your responsibility, too? >> we coordinate with security personnel. their security is really up to them. as private citizens. and they are pretty adept at getting in and out of these types of venues. we will work with them. so we are not expecting any problems relative to getting any of the mourners who are attending this ceremony or any of the people who are coming in to provide i guess entertainment

is the wrong term. this is a memorial service and they are coming in to participate in that memorial service. gretchen: some people would actually question whether or not it's a concert or a memorial service but, chief, that's not your venue. i hate to keep coming back to the cost of things with you, let's face facts here. california. >> unfortunately i have to keep coming back to it. gretchen: exactly. that's why i am coming back to it let's face it, california may need a bailout from the entire nation. i'm not sure exactly how los angeles is doing financially, but has the jackson family reached out to you at all, chief, to say hey, we would like to make a personal donation from the can a zillion of dollars from his estate to help pay for this? >> no. i think their interest, understandably is focused on this memorial service this morning. they have a private service at 8:00 our time. and more public event is at 10:00. as to the payment of this, that again we are obligated to pay for securing in the city of los

angeles. we have a half billion-dollar budget deficit that the city leadership is working to reduce. again, there will be efforts made to see if a number of the business interest, for example, might be willing to pitch in. but as of right now, we're expecting this will be come out of public coverers. eric: chief, what about after michael is buried at forest lawn. who is responsible for the cost of the security and securing that grave site? >> that's a private venue forest lawn will be responsible for the security. as to what will actually happen with mr. jackson's remains, i have not heard anything specific to that. that there has been a number of news reports relative to possible cremation. i just have no information relative to what the family has decided to do. >> brian: now, chief, by the way, you might be the most respected chief on the planet. what did you in new york set the stage for what we are experiencing now that is almost all lack of crime.

gretchen: police say they have found that highly potent drug propofol in michael jackson's home. this is a drug used to knock out parents before surgery. what was it doing in his home. brian: joining us is dr. jason giles. doctor, first off, what happens to you when you take this stuff? >> well, good morning. what happens, you can't really take this drug yourself. it has to be administered to you by a trained professional. by another doctor, by an anesthesiologist. what happens is as a patient you will go from being awake to being asleep, unconscious. gretchen: we heard all these reports that michael jackson was having trouble sleeping and he had begged at least his nurse to give him this particular drug. she said. no but now it looks like maybe this doctor conrad murray gave this drug to michael jackson and he somehow had an overdose. would that be how you would see this playing out as an anesthesiologist? >> well, it's hard to say from the facts.

this drug should only be given under monitored medical conditions. this is not something that a person could get ahold of and give to themselves it would have to be given to them by someone else because it produces unconsciousness. you are out. so, what may have happened is a doctor may have been giving him this medication in order to get some sleep. now, i don't think that's a very good idea. it's not really sleep what you get under the influence of this. it's being unconscious. what may have happened is, you know, this is a very creative individual. this a guy whose mind was going all the time. and i understand he was on some other medications as well. he probably wanted a break from the thoughts. probably wanted a break from his own mind. and to t. isn't really sleep but it is unconsciousness. gretchen: we are watching this video that is released of his last rehearsal. and when it first came out over the weekend, a lot of people said well wow, look at michael jackson, is he singing and dancing. he couldn't possibliable a drug

gretchen: a historic goodbye of epic proportions gets under way for michael jackson in a few hours. his family expected to hold a private funeral, and later that mass' tribute ceremony. joining us is reverend jesse jackson. >> good morning. gretchen: a very early morning for you out there, and i know this ceremony will be getting under way in just a few short hours. how would you describe how this all came together and what you expect it to be? >> there will be a very private ceremony, and then there will be this massive celebration here at the staple center, but i cannot help but think about the journey. in gary, indiana, that house, 11 people, four rooms, those six boys and their parents living in one bedroom and those girls on

the couple of in the living room, the father, a crane welder and the mother made the uniforms. that is a disciplined family. i have to appreciate the journey from gary to this high place. brian: reverend, right away while the family is mourning their loss of the youngest son, they still are in court, and they still have a lot of paperwork and financial decisions to make. how would you describe mrs. jackson after yesterday's proceedings which does not put her in control of the estate until august 3rd? >> the family has had to endure the mourning, the suddenness, and the grief, the glory of the global response to michael, and suddenly the bizarre behavior of the doctor and then the custody of the children and then michael's assets, his business. they've had to go through an

awful lot, but in the end, they will endure. michael made his will very clear. his mother is to be in charge. he requested for his children and his assets, and so those are real legal battles beyond today's celebration, but give the family some time to mourn and grieve. they certainly deserve it, and michael deserves to be celebrated today. >> this is his final goodbye. give a sense, why is the reverend jesse jackson there and why is he on tv? >> in 1967 i saw this group perform at mayor richard hatcher's inauguration in gary, indiana, and a couple of years later in chicago, they said we want the group of kids to perform, and i said there's no room for them. we have sammy davis jr. and qunicy jones, and he said well at least come down and speak to them, and they were in the station wagon, all the boys and

their dad at the wheel, and the u-haul attached to it with the guitars and the drums in it, and they said let us perform, and they did a matinee, and that was a big impact, so across these years, we've known them since 1967, we were with them in the victory tour, neverland, we've been through them today, so it's a kind of family celebration, a relationship that's lasted more than 40 years. gretchen: and yet there seems to be some controversy attached to all the coverage that this has received because michael jackson was in his later years a controversial figure, and so some people are asking whether or not this coverage is fit for somebody who was not a president of the united states. what are your thoughts on that? >> because his reach was bigger than an american president who is president of a nation. michael's music was beyond that.

i remember being in russia 20 years ago, and the iron curtain was still up, 11:00 at night, and the radio was on, all night was michael and the jackson five and diana ross and the supremes, so the music transcended nations, so the impact, a billion records sold, maybe more billions will be sold, so michael was a global figure, so the coverage is fitting. brian: one quick question. you mentioned that the bizarre behavior of the doctor in those last days of michael jackson. how interested are you, number one, is the family into his condition and that last rehearsal and what do you know now about what the doctor did or didn't do in those final days? >> all we really know is when i came out here last friday, the parents were grieving and crying

over his loss, celebrating the response, but then the doctor had not called them, did not sign the death certificate, did not call the coroner, could not be found, his car was impounded, he shows up ultimately with a lawyer, and those questions, and the medical prescription drugs, and then the custody of the children, and then business, so so much has happened in the last ten days, it's taken them far away from the pain of it all, but yet they grieve, so they let them mourn with some dignity and let michael rest in peace. gretchen: a lot of eyes will be on this memorial service today, you're close to it, you're close to the family, thank you for sharing your thoughts with us this morning. >> thank you. brian: reverend jackson will speak, we thought for a while liz taylor would be giving the eulogy, she's not, but she did twitter.

really good stuff here. what stands out most with your meeting? >> well, good morning, eric, brian, and gretchen, good afternoon here from moscow, it's about 4:15 in the afternoon. a couple of things, and i forget to mention this at 7:00, but right before i sat down with president obama, i had a brief conversation with the president's national security advisor jim jones who sat in on the meeting with putin and obama, and he said the first hour of the meeting was taken up entirely by putin talking about his history of the cold war. and the president, president obama, listened, for an hour, one full hour, prime minister putin explained to the president of the united states all of his recollections, how it ended, how russia merged from the cold war, so whether or not vladimir putin as president obama said last week still has one foot sort of stuck in the cold war, that's something that prime minister putin disputes, he spent an hour

talking about the cold war which did not allow president obama to talk with the prime minister nearly as much as he wanted to about contemporary issues like iran, afghanistan, energy, economic transparency in russia, so for that full hour it was a lecture from putin directed at the u.s. president, but i asked president obama in our 12-minute interview, today in your speech you mentioned president medvedev four times, you never mentioned president putin when you talked about policies that you thought were worth discussing and worth cooperateing with the russians going forward. is that your way of saying president medvedev is more important than president putin? >> i think president medvedev is my counterpart, the president of russia. the prime minister who i just met today obviously still has enormous influence. interestingly nothing putin said

gretchen: when i first read this story i found it hard to believe because for 42 years at this rally in idaho the pentagon has authorized a flyover. suddenly this year, a new president in office, and a new policy. what do you make of it? >> we're stunned, actually, and it's a reminder that hour constitution promises freedom of religion, not freedom from religion. i think the viewers need to understand the flyovers that were held for 42 years were not to endorse or promote any religion, but to honor the military who there was in force. think about this, gretchen. thousands attended this rally, 70 recruits were sworn in at this event, our heroic men and women who proudly served this country were looking forward to this flyover, and for the first time in 42 years, it does not happen. i think it causes one to pause and say what changed after 42 years?

what changed? and gretchen, the only indicator we have is that we have a new commander in chief, and i think that we are wondering when we look at president obama is there a culture of hostility toward expressions of faith in the public square particularly christian. let's put this in context. several months ago the president spoke at georgetown university. when he spoke there he covered a cross and he covered a sacred symbol for the name of jesus. the president did not celebrate the national day of prayer at the white house, at no event at the white house, and yet just a couple of weeks ago he had a major reception to celebrate gay and lesbian pride month in june. we are filing a freedom of information act request with the american center for law and justice, and we want to get to the bottom of this to ensure that no american citizen, no group, is denied access to the

public square because of their faith tradition. gretchen: and i understand that the organizer of this event in idaho was stunned when she called the pentagon to get more explanation, and they simply told her what? >> this is incredible. they said because of the christian nature of the event. there can be no doubt from the pentagon in conversations that this flyover after 42 years was canceled because of the christian nature of the event. and we want to be assured that no faith tradition is denied access to the public square. gretchen: let me ask you this. does the obama administration direct the pentagon on issues like this? >> they do, and don't take my word for it, the "daily kos" which is a left-leaning liberal blog praised the obama administration yesterday for taking this action.

demise? gretchen: geraldo rivera is here to discuss it, and geraldo, you had access to michael jackson like many people did not. do you believe that the doctors will be held responsible for his death? >> yes, i do, and i say that without equivocation. there is no way i think that drugs and polydrug use and multiple doctors prescribing were not responsible for michael jackson's death. go through the four possibilities. natural cause? no. we would have heard. suicide? no indication at all that michael jackson took his own life. that leaves the most probable cause, accidental overdose, which is caused by multiple drug use, or some kind of homicide, and number three and four can be related. i believe there will be as in the anna nicole smith case there will be doctors charged with manslaughter or other charges. brian: this is his last

rehearsal. as you see that and know he was dead 24 hours later what does it make you think about the circumstances of his death? >> i think the video surprised me in how relatively spry and fit he looked. yes, he was thin, but he was doing the moves. not the truly athletic moves that made him a world star, but for a 50-year-old athlete coming out of a 15-year retirement i think he did pretty well, but the only way that was possible was with these injectable painkillers and remember a couple of things. dr. arnold klein, his long-time dermatologist, the dermatologist who hired debbie rowe, she was his secretary, that's where michael jackson met the woman who would be the egg donor and the gestational carrier for him, for his in vitro, arnold klein was seeing michael jackson very frequently in the last several weeks of his life, so arnold

klein had the ability to prescribe demerol, oxycontin or any of those pin killers. then you had dr. conrad murray, the total sleaze bag cardiologist, a man who once promoted pit bull, an energy drink that had viagra in it. he did not have the license to prescribe those schedule three narcotics, but he did have the ability to give him the propofol, the knockout drug -- gretchen: his lawyer will not go on the record whether or not he in fact did that. the lawyer will say no demerol, no oxycontin, but will not talk about propofol. yes, doctors were charged in the anna nicole smith situation, but will they be convicted and go to prison? if all this media attention of michael jackson's death actually changes law and makes it more of a crime for these doctors, then i think this media coverage may have been worth it.
