funeral service could be held for the family at some point today. more than that have been -- more of that, later today. a dramatic news conference announcing her resignation as a last as governor, sarah palin broke her silence again, talking about her plans for the future, sharing insights on why she stepped down. it is raining news from heaven today. good morning, everybody. megyn: it all happened late yesterday, the sarah palin met with rebroadcast reporters to talk more about why she resigned and offering a message for america. she has some thoughts on how republicans have been reacting to her decisions. bill: very interesting responses. we got the fallout over the weekend. sarah palin is talking today.

and springer is back on that airplane, up in alaska. he has the latest but his conversation for the soon-to-be ex-california gov.. >> good morning. we are still not sure what governor palin has in store for her future. we asked her if she wants to be president, she deflected that question. she does not want to talk about the presidency. she said that for now she wants to focus on her agenda of bringing america together behind a conservative agenda. smaller government, energy independence, stronger defense. more of what we heard from her since her stunning july 4 announcement. she is not clarifying exactly what her future plans are. many people see her as a person who can, down the road, be a force in the republican party.

but they are questioning her strategy, with 18 months left in her term, why would she leave office? she never really did satisfy those republicans that say she made a big mistake. bill: did she sarah -- did she share her vision for the country as a whole? >> she did. she said that she wants smaller government. on that front she went after president obama, saying that he is taking this country down the wrong path. that americans need to take this country back, that we need to get back to the idea of energy independence, a stronger national defense, and smaller government. she said that obama, as i pointed out, she said that he is taking this country down the path of larger government. which is dangerous. bill: more on the governor of alaska coming up throughout the morning here on america's news room.

megyn kelly has more. megyn: president obama is making new friends in russia, meeting the current prime minister, vladimir putin. white house officials are saying that the men formed the basis of a good relation. what did they talk about, exactly? our senior white house correspondent, major garrett, sat down with president obama, and has the details on an amazing exchange between these men. wait until you hear what prime minister vladimir putin did when he got his one on one with president barack obama. it will make some headlines. live from moscow, later in the hour. bill: new reports this morning that there was a substantial global meeting on the environment, new studies showing that environmentalists might push to make america pay big money for carbon production, while the big polluters like china and india are be hot -- off the hook. the idea is that rich people in

large parts of the u.s. create a much larger carbon footprint than people in emerging economies. that is the argument. the study was published by the national academy of sciences, proposing a setting of global climate caps for taxes and high polluters. we have a senator joining us in about five minutes to talk about global warming, he claims that the epa is not being open and transparent. we will have that for you, coming up. megyn: the killing spree in south carolina that took the lives of five people in one community is over. officers in nearby north carolina shot and killed 41- year-old patrick burris while investigating a robbery. they say that the bullets in his gun matched the one that had the recipe -- residents of south

carolina terrified. he is a career criminal. he was paroled just two months ago. reggie lloyd is questioning what this guy was doing on the street to begin with. >> i believe this very strongly. the anger that i felt when i saw his rap sheet, the sheriff pointed out to you all how long that is. look at this. this is like 25 pages. at some point, the criminal justice system, we do not even need to explain why this individual is on the street. we owe that to the individuals, we owe that to the citizens that lived in terror for days. we know it that we all that going forward.

-- we know the below answers going forward. -- we know that we will foowe answers going forward. megyn: police want to know why this guy, with such a long rap sheet, was actually on the street. good morning. >> good morning. the first question that everyone wants to know is how this could have happened. why were our friends and neighbors killed? as you heard, they will be investigating that. the rap sheet is so long. they will be looking into that. they will be looking at his motive, but made him do something like this. they have not released that other than to say that he was just weird, unpredictable. they are going to be looking into his actions for months to come. megyn: this guy goes on a killing rampage, taking out six people, including a teenage girl

and her father -- the list goes on and on. how did they find him? they shot him in north carolina, found him in south carolina -- how did it go down? >> it started with a burglary call at a home. a lady saw the vehicle, sought the report of the man and thought that it looked like him -- saw the report of the man and thought it looked like camp. when the police came, he gave a fake name. they did not believe him. a shootout took place. they took his gun and matched it to ballistics, everything that was scattered at the other crime scenes. megyn: here are videos from the other crime scenes. marion, were other people with him when he was killed? >> he was with two people. they took him to cut -- took

them into custody. all they said was that they were in custody, they did not say how or if they are connected to any of this in any way. they said that they would look into where he was in those days in between the killings, to find out if he was with anyone else. megyn: if anyone provided him with help, they will be charged. you can bet that is the truth. a sigh of relief must be collectively being briefed in south carolina this morning. thank you -- breathed in south carolina this morning. bill: this rap sheet is huge. megyn: definitely. bill: you have seen the e-mails, epa saying that they are questioning the need for expensive new regulations. questions from lawmakers in the next hour. we will talk to one of the senator's first, laying out his

questions live. megyn: that will be interesting. they will have to explain themselves. you are looking live at the staples center, where we will see proceedings begin in just a matter of time. a memorial service that is nothing less than star-studded. 1.6 million people are registered to get tickets for this memorial. only about 8000, 9000 or so actually got the tickets. how many will show up? can the police handle the crowd? who, now that we know liz taylor is not attending, will serve the eulogy?

megyn: police are not messing around when it comes to people trying to scalp tickets for the michael jackson memorial this morning. a few lucky people that went online and registered got the tickets. now there are scalpers. the police have a warning for them, saying that if they catch any scalpers, they will be arrested, taken to jail, and charged with a misdemeanor.

we have a live look at the staples center in los angeles, where the event is going down. the los angeles police department will have people on the lookout, looking for people trying to sell their wristbands. you have to go online. 1.7 people did it to get 8000 tickets. you can imagine, it leaves a lot of people unhappy. scalpers, trying to get big money for these on line. they were going for up to $20,000 on ebay. in any event, some people will be headed to jail if they tried to trade in their tickets this morning. >> what a day it will be -- bill: what a day it will be. if you watched america's news room last week, you might have seen our report on the epa

burying a study from a former employee that goes against their current science. the head of the epa is facing questions on capitol hill. republican senator, james m. hoff, a longtime global warming skeptic. good morning. what is your first question? >> first of all, we called for an investigation of these things. fortunately it got out before the vote took place in the house. a long time, 30-year employee that has access to the new science that is reversing a lot of the things that the scientific community thought were true 10 years ago, they tried to suppress that. i want to get a commitment from her today at the hearing, that we will need an investigation as

to why it was suppressed, how they did it, and why. bill: you have not received a fair explanation yet? >> i have not. they tried to say that other people were suppressed, but it was not true. james hansen, he was one with nasa. he had 1400 interviews. that is not a suppression. this clearly was. by the way, dr. john christie just came out with a 27 page document. bill: he is the scientist from the university of alabama that supports the report that was written. >> correct. bill: the epa, they say that scientists -- the scientist has no additional research in his report. that it was not solicited by the epa. do you see it that way?

>> i do not. he has been there for 30 years. he is not some new guy that was there. that is his job. they have been using his information for 30 years, now they decide that his information is not consistent with the administration? putting perspective on this, 16 years ago we had a president called bill clinton, he had the house and the senate, just like obama does. he came out with the largest tax increase on energy. it passed the house by the same margin, one-vote majority, just like this bill. it was killed in the senate. a bad bill from the environmental works committee in the senate would not pass. we have voted on this three times.

bill: the house passed their fourth version of the climate bill or one week and a half ago. do you feel moderate -- do you fill, and that you can call moderate democrats fear side? >> absolutely. look at where the bill was last time. the same thing, these bills are all the same, cap and trade and tax increase. the most votes that they have right now are 35 of votes. while it will pass out, people will be wringing their hands about this great horrible tax increase on the senate floor, it will not pass the senate floor. i can assure you that the new democrats serving in the senate do not want to go home and say look at me, i voted for the largest tax increase in the history of america. bill: thank you, senator. we will be watching. megyn: what a situation in south

further east in iran, the opposition team is calling for the release of detainees. megyn: they are expecting about 20,000 people at the staples center in downtown los angeles this morning for a memorial service to be watched around the world by an estimated 1 billion. this is our first look live inside of the center. take a look, the lights are not up yet but you get a basic feel for what is about to go down. in just a few hours, fans, family, and friends of michael jackson will pay their respects. stevie wonder, mariah carey, usher, brooke shields, jennifer hudson, the list goes on. adam is live inside of the staples center. set the scene. >> this is the hottest ticket in

town. you talked about fans coming out, we have already seen them showing up, dressed in black. i am going to step aside and show you a live look outside of the staples center. you can see police officers standing about every 10 feet or so. you will find this seen all around the facility. if you go across, there are about eight big massive pains of wall that you can go and sign your name to. you can leave a fought for something that you might want to write to michael jackson and his family. all round of the staples center, security is extremely tight. for a number of blocks the streets are shut down. without a wristband or a take it you would not be able to get into this area at all. we have 1500 extra police

officers in this area, as much as $4 million may be spent on security alone. that could come out of los angeles'budget . it means that the city of los angeles might need some money. on their website, believe it or not, you can donate money to help pay for this memorial service. the city is spending about $4 million on this. 10:00 a.m. local time this morning, aeg have nine cameras involved. you could probably guess that this would end up as part of a dvd releases for a pay-per-view event at some point. megyn: i am told that one of the main producers of the grammys is involved. it should be a large production. they are saying that this will be more of a celebration that will be a somber memorial.

locations throughout the morning. as we get more information on what is happening, we will cover it for you. a day like los angeles has likely never seen before. megyn: that is saying something. new information this morning on the death of steve mcnair and the woman we were told was his mistress. we are hearing about new clues that could give police a much better idea of what actually went down when they lost their lives with someone else involved. bill: sarah palin, what is she saying to day after the bomb shell was dropped on friday afternoon? >> most candidates in public officials look into a camera and say that you had better keep your hands off my kids.

bill: 9:32 here in new york city. 6:30 in the morning, los angeles. that is forest lawn cemetery, where we believe that at some point in the next couple of hours the jackson family will join for a private ceremony. we will watch for some kind of recession, we anticipate, leading down the staples pristina -- staples for reno. that city and state, strapped for cash, stretched to the limit, trying to make sure that everything is going on smoothly. this is an economic boon for downtown los angeles, they had been averaging about 56% occupancy, and now they are

booked to capacity. people flooding into los angeles to get a glimpse of the good buy for the king of pop, michael jackson. we will get you there live as the developments come to us here. megyn: she is one of america's brightest and most controversial stars. sarah palin, her resignation announcement sending shock waves through the country, leaving more questions than answers for many. the governor is now elaborating on why she stepped down. >> we have so many people that offer advice, you know? i will continue to be, whether some of them like it or not, pretty darn independent, not getting wrapped up into a political machine that has not been extremely successful in some ways. megyn: well, that was more about her future plans, which is what everybody wants to know.

we will have more on that and her message for the republican party and watch it -- what she thinks they need to do a revamped. bill: mark sanford, he says that he will work to earn back the trust of fellow republicans after state members voted to censure him. the party did not call for him to resign. last week a state law enforcement investigation revealed that he did not properly used money on the six meetings he had with his argentinian mistress. the governor said that he is prepared to serve out his term in office. megyn: the noose may be tightening on the doctors that fostered michael jackson's drug dependence. his personal physician, dr. conrad murray, was not even

licensed to prescribe controlled drugs in california. how, on earth, was he giving michael jackson medications, if he in fact was, as the report indicate? we have a doctor with us on the phone, the author of "healing the addicted brain." this guy was licensed in nevada and other states, but not in california. for him to give michael jackson a prescription for any of these drugs, which we heard may have been used by the pop star, would have been illegal? >> it would have been against the law. you get a number from the united states government at the federal level. in each state where you practice medicine, you must be certified in that state to practice. megyn: ok. the drug that they seem to be focusing on for now, with respect to his death, is propofol, a drug used in

hospitals. my understanding is that that is a drug that that -- that is not on the controlled substances list because it is in hospitals. not a drug that people generally abuse. is that true? >> propofol is a very effective medication when used in the hands of a licensed anesthesiologist. however, when used in the hands of any other physician, it is a dangerous and deadly medication. i think that the licensing agencies would not have considered it as having needed to be licensed. most hospital settings only allow anesthesiologists to give it in a surgical environment. megyn: dr. conrad murray, the reason i am asking if, he gave an interview where he denied giving specific drugs.

they went down the list with him. propofol, they ask -- his lawyer said that they refused to comment. leaving everyone to believe that he actually gave them propofol. reports are that they found propofol in michael jackson's home. obviously authorities are going to talk to conrad murray some more about this drug. even though he was not allowed to prescribe controlled substances in california, might there be a loophole, since this drug might not have been on the banned list? >> if he has no license to practice in california, no matter the medication being given, it would be illegal. coming back to propofol, it is a very dangerous medication. even the other ones that they were asking about, those are much safer medications. dangerous as they are in the

wrong hands, they are safer than propofol. megyn: we are told that he had sleep problems and problems falling asleep. if he had wanted propofol, and the nutritionist did tell us that he called and begged him to get that drug, if we hit -- if he had persuaded conrad murray to give him propofol, how would it have worked in that house? >> it should only be given in a hospital setting. megyn: we do understand that. >> it provides a very unusual form of sleep for a short period of time. it is not something that i would think that any physician in their right mind should prescribe. it is a medication that knocks you out for an anesthesia component of surgery. that is all that it does. you should not use propofol for

surge -- for anything outside of surgery. megyn: there are questions that some people have raised about why the doctor would have gone into michael jackson's room to check on him in the first place. some people believe that he administered the drug, perhaps he was checking on the patient to make sure that everything was ok. would that have been crop -- possible? could you give it to someone, walk away, and come back in one hour? >> you could, but that would be dangerous medicine. anesthesiologists are given this maddison in the operating environment to monitor card rate on a minute by minute basis. leaving the room for any length of time, giving it in the place of sleep, it is very inappropriate.

unless he was an anesthesiologist, he had no ability to prescribe this in a safe measure. megyn: he was not an anesthesiologist, he got hooked up with the family, reportedly, because one of michael jackson's bodyguards got him quickly when michael jackson needed a doctor a few years ago, knowing that he would, in the middle of the night. reports are that this guy was making $150,000 per month. for the duration of a concert series that michael jackson was going to do. >> there are so many safe and effective sleeping medications. all of this is pointing towards the fact that there was probably an addiction issue going on. needing stronger and stronger medication to put you to sleep,

that comes in the normal course of addiction. there is a lot of misinformation and unanswered questions out there. the fact that he was using a very dangerous medicine in an inappropriate way, and non- hospital environment, leaves major questions in my mind. megyn: the los angeles police department says that dr. conrad murray is not a suspect, but they never call them suspects until you are arrested. thank you, doctor. bill: cars are moving out of the jackson family home in california. there is the live picture. los angeles. think about this the next time that you complain about cramped seats on an airline. would you fly an airline that is willing to fail standing room only? we are not kidding. also b burris, -- also, patrick burris, a serial killer.

come -- career criminal with a 25 page rap sheet, was released two months ago. in north carolina he was taken down. kerry valentine was the woman that called the police. good morning to you. >> the morning, sir. bill: you live across the street? >> i do. bill: what did you see, what can you describe him yesterday? >> at approximately 3:00 yesterday, my husband noticed headlights shining through our dining room window. a ford explorer pulled into the carport. no one got out of the vehicle. the house had been vacant for quite some time, about six months. my husband called the police and informed them that a vehicle had pulled in, and that they had turned the headlights off.

bill: was there more than one person? >> yes, the owners of the house and the suspected killer. bill: did you recognize him? >> i did not recognize that it was hampered -- that it was him at that time. bill: your husband called police because you were suspicious about the activity? >> yes. as i said, the house had been vacant for quite some time. no one has been over there. it was very unusual to see a vehicle. after the fact, my husband, after seeing the vehicle he actually made the comment that look like a ford explorer that they were describing on the television. bill: did he have any connection to the people that live there? >> not to my knowledge. i recently heard that they made

the statement that they met this individual a couple of weeks ago. they had been partying for a couple of weeks, coming to the vacant house to go to sleep. bill: they describe this guy as unpredictable and scary. >> he appeared to be intoxicated at the time. bill: you may have saved lives. >> you know what? i was really upset before i knew who it was, eighth because that police officer was shot and a person was killed -- who it was, because that police officer was shot and a person was killed. then i found out who it was. then i felt relieved. it was another ugly person off of the street. those people can rest easy and go on about their lives, not living in fear every day. bill: thank you. my best to your husband. megyn: president obama saying that he wants to improve our relationship with russia.

>> good morning to you, meghan. good afternoon from moscow, where it is almost six in the evening. i had a brief interview off camera with the national security adviser, jim jones, who sat in on the meeting. i asked him what happened. he said " -- that for the first hour all that vladimir putin did was talk. he talked about the cold war. for an hour? he said yes. not a flower, they have to allow for translation -- not a full hour, they have to allow for translation, but basically vladimir putin gave his take on the cold war for an entire hour. all that stuff about the future and contemporary issues, korea, iran, afghanistan, none of that came up in anywhere near the detail preferred, because the end of the meeting is when the president got a chance to talk
