billion spending spree is not producing the results they promised you. we have heard the vice president say that the white house "misread the economy" and that it was wrong. a report proves the stimulus has failed. that is our headline tonight. stimulus' disaster. a hearing on capitol hill highlighted the fact that the money intended to get this economy on track is being used to cushion state budgets and to fund short-term projects that are not creating jobs. president obama is now forced to rewrite history. he said the stimulus would create up to 4 million new jobs. as this video shows, he is changing his story. you will love this. >> the recovery act was designed to make sure that local districts did not lay off teachers and firefighters and police officers and it has done its job. it has done its job.

budget office numbers. it has gotten the job done. that is what obama said. they ran on the idiot that this was the worst economy since the great depression. now, they're saying, well, we misread the economy. everybody guessed wrong. >> you and i both said at the time that it was filled with pork, backslapping from one politician to another. it has not worked. the states have abused the money. they have not used effectively to create jobs. they have not improved productivity. people are beginning to think about much as republicans, not just independents, the democrats as well, when you look at the mass of plans that have come out of washington, everyone is asking, how are our kids and grandkids going to pay these bills? you are beginning to see obama's popularity began to drop and you

see people beginning to question whether this man really does have the right formula. we can see in the stimulus package that he does not. sean: if he ran on the idea this is the worst economy since the depression but they are claiming they misread the economy and they guessed wrong, how can it get any worse than the worst economy since the great depression? that sounds like political spin and dishonesty. >> it sounds like they're saying "the dog ate my homework." they do use that when you went to school? sean: i said, you stole my homework. >> here's the thing. the skeptics miss one thing. in the 1990's, which was an incredibly successful and prosperous time in our nation's history, we cut taxes. we provided incentives to invest, we shrunk the size of

government. our for a onek's were growing -- our 401 k's are growing like crazy. obama is like bush on steroids. they're spending money and they want to raise taxes. this is the wrong direction to go to fix the country. sean: let me run a poll numbers by you. it is impacting the political debate in the country. there are two battleground states. one of them as ohio and the other is virginia. his approval rating has dropped below 50%. we have polls that show nine out of 10 americans think obama is spending more than he should be. the american people oppose the stimulus and think the country is on the wrong track. 2 to 1 americans are conservative over liberal. are things changing dramatically politically for barack obama? >> you know what?

things are starting to change. people are taking a look. they wanted to give obama a chance and they still hope he will be successful. the proof is in the pudding. you get a nice doctor who has a nice manner and his charming, but if you do not feel any better, you start looking for another doctor. people are taking a second look. if this unemployment gets up to 10% around labor day, which i hope it does not but i fear it might, everybody will take a second look and they will have a problem. i hope they do not try to do more of the same. save me from a second stimulus package. save me from a cap and trade bill that will put a dagger in the midwest and is basically one politician slapping another on the back. cut the taxes. make jobs. sean: but nobody -- no democrat is talking about cutting taxes. they're talking about stimulus two.

health care is on the horizon, $2 trillion and that is the bare minimum cost as far as i'm concerned. it will cost more. the question is, will the country wake up now in time to stop the next phase of this dramatic deficit they're creating? >> you know where salem, ohio, is in northeastern ohio. on july 4, they had in this tiny town 80 party. 1700 people showed up. in columbus there were 7000. a movement is gathering inside the country where people are saying, we're heading in the wrong direction. people understand. they want to give this guy a chance. the problem is they are beginning to realize that we are going in the wrong direction. when you are doing that, you do not step on the gas pedal and go faster. you stop and turn around.

"obama's katrina." it is the failing economy. will the american people view it as his dead, his deficits, his botched economy, his broken promises on spending? are they not going to blame him? is he not going to take responsibility? how long does he get away with saying, this is bush's economy? >> i think those days are coming to an end. in ohio, his approval rating has fallen under 50%. it was in the middle-60's and plummeted. i think republicans are very energized. independents are getting more energized. those old reagan democrats, who you and i understand, are beginning to say, i am worried about my kids. i am worried about spending.

sean: the federal government is claiming to see profits from its troubled asset relief program and congressman barney frank is coming up with ways to spend that money that may not even exist. one of his bright ideas as many republicans up in arms. he wants to use $1.5 billion in these tarpon dividends for a neighborhood stabilization fund that could subsidize groups like acorn. joining me with reaction to this proposal is congresswoman michele bachmann. nice to see you. >> always an honor to be on our

show -- on your show. sean: you are the second most hated republican woman after sarah palin. liberals despise you. >> they do not like to see conservative women who are pro- life, who are happy, who succeeded without their help. women do not need to have government in order to succeed. we are fully capable and competent, fully intelligent to be able to make our own way in the world. sean: i think our audience needs to know the significance of the bill. it is predicated on a false assumption. that is that that our program actually produced a profit, but you would have had to have had the money paid back yet and that has not happened. >> that is correct. just a reminder, last fall, the u.s. congress and presidents signed a $700 billion that went to bail out banks. we all remember that.

the premise is that we were going to see the federal government actually make money on this deal. that is what we were told by secretary paulson. we were supposed to fully repay the $700 billion and half profit the side. since that time, of $10 that we lent out to the bank, we have received maybe $1 back into the treasury. barney frank now thinks that that $1 that has come back should go out to his friends like acorn. we have not even be paid at $700 billion and he is already spending that money. sean: tell me about the hearings that will take place on thursday and what barney frank is going to say about the intricacies of that bill. >> just last week, he introduced this outrageous built with no shame. tomorrow, he wants to have hearings and he wants to begin marking up the bill shortly after that next week. he is serious about it, about

funneling this little bit of money back out to acorn. remember, acorn received $53 million of taxpayer funds from 1993 to the present. now have access to $8.5 billion of tax funds. this could be an additional $1.5 billion for acorn. do not forget, in over 12 states so far this year, acorn has been indicted for voter fraud. i think we should raise the bar a little bit before we shovel out more taxpayer money to this organization. sean: even if we made a profit, does anyone think the quadrupling of the deficit and $10 trillion in obama debt that he is accumulating, that maybe we should pay down that debt? >> exactly. if that were your family or my family, that is what we would do. if we had to take out a loan because we were in a tough situation, wouldn't you think that we would pay back that

loan? i will tell you one thing. the bank would make sure we do. that is what i'm doing as a member of congress and my fellow republicans. we are acting as the board of directors, so to speak, saying, pay your bills back. do not be borrowing on borrowed money. it is time we think about the taxpayers. that is not what the democrats in the house are doing. sean: cap and trade passed in the house. as we were discussing with john kasich, they're talking about a second stimulus bill. how likely is it that that could pass? >> it is entirely possible because minnesota delivered the 60 it senator just yesterday. it was al franken taking the oath of office. democrats are trying to downplay the story. the fact is, every lover of power in washington, d.c., is dominated by one-party rule.

the democrats control everything. they can deliver. they own the economy. they own every decision that comes out of washington, d.c., and the american people need to be concerned and let their representatives know how concerned they are about the one-party domination. sean: is there any truth to the stories we have been reading that democrats have been told specifically not to speak with republicans on issues like health care and other things? >> i do not know if that is true. i cannot verify that. i do not know. sean: you have not heard that. at the end of the day, do you sense there is a political shift? i have mentioned a lot of polls to john kasich. i am calling him governor already. he senses a shift in terms of public opinion against the spending. nine out of 10 americans in two polls think barack obama is spending too much. he is accumulating more debt than every president from george

washington up to george bush. do you think there is a push back? from the calls coming in to d.c. and your office, is there a sense that people are getting that this is a bad idea, that we cannot afford the spending that is going down? >> without a doubt. there is buyer's remorse. i met with a physician who did not vote for obama. she told me a number of positions at the university of minnesota are now stepping back from barack obama. they are rethinking that vote. they are nervous. the people of our country melted the phone lines here in washington, d.c., over cap and trade. the democrats in congress did not listen. i think they will pay attention at the ballot box in november of 2010. we will see a very different story. i think republicans have a good chance of winning majority in 2010 in the house. sean: i would consider it a badge of honor. you're right there behind governor palin.

[yelling] sean: that was a clip from a a movie that tells the true story of a woman facing violence and prosecution in an iranian village. it is not just her story, but the story of women throughout iran and other middle eastern countries.

the director joins me now. very disturbing. this is a true story. tell us about how you got involved in this. >> it is based on a book by an iranian journalist who heard the story from the woman in the village just after the incident occurred. it was published as a book in the mid-1990s. it is probably the most a tory a stoning incident that has ever been covered inside iran. we know that stonings continue. sean: you showed the film. it is very gruesome. she is literally buried halfway up were waste. -- up her waist. it tells the story about her husband lying because he wanted to get rid of her. he comes up with this plan and its plot and scheme to get rid of her. the entire town turns on her and

a force barone son to throw stones at her. her own father disowned her in this period -- in this. >> that is exactly what happened. yet the situation where the husband of the accused woman and the local cleric and the mayor sort of conspired together to framer pierre -- to frame her. this could only take place in a situation where the penal code in iran allows for it. sean: that is what i want to talk about here. this is happening and this is happening today. how common is this? >> you know, according to amnesty international, with in the last year, eight women and one man have been sentenced to death by stoning. we know reuters report of a stunning that took place recently. one of the cast members in our film got a long distance call

from iran recently talking about stoning in nearby village. we note that it goes on. it goes on in a number of kit -- in a number of countries in the middle east. iran is particular the tories. sean: let talk about how the story became public. there was an interview with the people involved. they stopped the tape from going out, but there was a second copy. >> what happened was the powers that be in the village became nervous that the aunt of the victim was talking to this guy and they realized he was a journalist. they tried to stop him from leaving. in effect, he was able to slip out past them with the right tape and he was able to tell the world the story. there is some triumph and hope that the end of the movie that the story got out. this movie is the next extension of that story being told.

sean: you know, i know you do not want to get political, but this is a very disturbing film. i want everybody to watch it. it has not gotten a widespread distribution that it deserves to get. i guess what politically bothers me is when you look at all that american troops have done in afghanistan to liberate women, that were not allowed to go to school or work, if you look at the same thing in iraq and elsewhere, and the opportunity because of american sacrifice to free women from this tyranny, where are liberals in all of this? why aren't there more outspoken women's rights advocates in all of this? >> you know, we're starting to hear from them thanks to this film. amnesty international recently hosted a screening of the film in london. we're going into wider release this week and next. we will be playing in many theaters across the country. that was really the purpose

behind it. let people know that this goes on and it needs to be addressed. sean: what does it say about -- for example, i looked at the comments of the father when he disowned his daughter. even though these charges were false that were brought against her of adultery here, the husband throws the stones, the children of this women and up throwing stones, which is child abuse in my mind. all of this is happening. how often is it happening? >> you know, it is hard to tell because the iranian regime, and they should be, is embarrassed about these stories getting out. i think they should be embarrassed. the more attention that is brought to bear on this -- many people of said to me that they are going to see this movie as an expression of defiance toward the iranian regime.

they should be forced to face these issues and hopefully abolish stoning soon. sean: one of the things they were telling the young boys is, this is a man's world. is this the overriding view of most in these countries in the middle east that we are talking about? >> that was partly a backlash to the days under the shah when women were given their freedom to come not from under the veil, to go to school, to study, to work openly. when the islamic regime came into power in 1979, they wanted to sort of bring back all of these laws and attitudes going back to strict law, which basically means it is a man's world and women are second-class citizens. that is what they were trying to impose again with this

revolution. sean: by the way, all of the freedom fighters in iran that wanted to stand up against this corrupt election that took place against ahmadinejad, the president said we ought not be meddling in their affairs and all they wanted was solidarity from the united states. it speaks volumes because that is what he would have been meddling against, right? >> well, i think the iranian people's voices will be heard again and hopefully will be better prepared to support them -- and hopefully we will be better prepared to support them. sean: think you for being with us. it is time to check in with greta van susteren. she has some enormous tease that will suck me right in. i cannot even go home. greta: congress is considering stimulus 2.0 because the first one did not work. the first one hasn't worked, so let's do the same thing twice.

first time. i like diane, i was not attacking her. here we have barack obama. they ran on this platform, the worst economy since the great depression. it does not get worse than that. they are now saying, we misread the economy. everybody guessed wrong. we really did not have an idea. barack obama would not have done things differently. can they have it both ways? >> they have of the communication problem right now. they have a big economic problem. whether they misread or underestimated -- that is the height -- that is beside the point. the white house stumbled a time when it started focusing on green shoots. i think that they got a little overexcited. i think politicians right now really need to focus on caution

and the long term. this is an impatient country. our politicians are impatient. this will be a long haul. sean: you cannot have it both ways. you cannot say it is the worst economy since the depression and say that you had no idea. unemployment will not go above 8%, and it is 9.5%. >> these are huge numbers. $780 billion was opposed to produce millions of jobs. in one month, half a million jobs have been lost. that is not rocket science. it is not working. ed rendell came out today and said it was not spent to create jobs. it was spent for welfare payments or jobs benefits. we were told that this was a stimulus package to produce jobs. it did not do it. stop. unleashed the power of the free market. cut taxes on jobs and businesses. wages are stagnant right now because of the pressure that businesses are under.

>> i am thrilled to hear that you are now for a second stimulus package. >> don't do it. >> you just said you wanted to cut taxes on business. what is that? that is the second stimulus package. >> not at all. look at where the bulk of the money has gone. it is not going to creating jobs. it is going to unemployment benefits, all of these things that are not -- or to having prison inmates paint signs. >> but if you cut taxes on small business, that could stimulate the economy. that is going to take more money out of the federal budget. >> one thing that people don't realize is a big part of the package, aside from the portion s, was tax cuts. >> we need genuine cuts that will actually allow -- why aren't employers hiring right now? while wages stagnant?

they know the price of the stimulus package and the price of health care and the price of cat and tax will end up at their doorstep. sean: wasn't it a level of this honesty -- of dishonesty? they said that everybody guessed wrong. it does not get worse than saying the economy is in the worst state since the great depression. there is dishonesty. they passed the stimulus. unemployment was not supposed to go above 8%. >> you're missing the point. the bush administration dug deeper hole -- dug a deeper hole. that is there. . joe biden said that the misunderstood, they did not properly estimate. this is a bigger problem. it will take longer to get out of this recession. sean: here is what is happening to them politically. he is below the 50% mark in two states, ohio and virginia,

pretty important bellwether state. if you look at -- we have an abc poll. nine out of 10 people think he is spending too much. people think america is on the wrong track. this argument that it is bush's economy is not flying as much as it used to. >> there was a limited window in which that argument was going to work. we might have reached the end of it. the economic numbers are not good for them. the administration might have taken on more than it should. they are biting off more than they can chew. i think they have an issue. i still maintain that it is an issue with communication. i think they really have to -- sean: i want robert gibbs -- do not fire him. >> are you putting words in my mouth? look, there's a big gap between 10% unemployment and the great depression.
