the fox report with julie banderas starts right now. >> julie: president obama expect washington at this hour after a weeklong trip taking into russia, italy and the nation of, when the president made history once again. i am julie banderas and where live as fox reports tonight. >> another delay for the space shuttle endeavour. nasa forced to scrub another launch due to bad weather. when will the space agency get a second shot and how will this latest delay affect endeavor's mission to the international space station could give. >> there is a likelihood of our economy. employing millions of americans. but they are struggling to survive. tonight, word a brand-new rescue plan could be in the works to help prop up our nation's small businesses. the mac plus, looking to move but can't find someone to buy your house?

just like the game monopoly, you may want to make a trade. >> first-nighter making history as our country's first african-american president touches down in africa for the last stop on his most recent trip overseas, resident obama making his first visit to the subcontinent has had a stay. while he had words of praise and words of hope for africa, he also delivered some tough love. the commander-in-chief assent, and the continents west coast. the president went before the country's parliament telling lawmakers that are to keep building on the progress they are making and donna. and in other african nations in recent years, the president obama also bringing up the continents tragic past in saying that africa must take responsibility for solving some problems. the world will be what you make of it. you have the power to hold our leaders accountable, and to build institutions that serve the people. you can serve in your communities and harness their energy and education to create

>> speaking of doing good, the president said the international community has tried to do good here in africa with outsit aid, but he said it is time for africans to reform their governments and asked to be a full partner so they can stop scraping by international aid and start trading and standing on their own 2 feet. julie that's it from a crock. thank you stephen president obama taking a break from his, visit a few hours ago to sit down with our sister network sky news. one of the topics, the surge in afghanistan. american troops have withdrawn from the cities in iraq they are in the thick of battle in afghanistan. as you probably know, more than 4000 marines launched a major offensive against taliban stop -- strongholds in the south. their goal, cutting insurgent supply lines and establish relationships with tribe leaders. the president acknowledging some progress but the road to success is long. here's the president in his own words. >> we knew that this summer is going to be tough fighting. that wasn't interested in the taliban exerting control.

into the heart of the economy. of course many small businesses don't have the name recognition of the big wall street firms spelled out the uncle sam, that they do play a crucial role in countless communities where americans live and work here and bats, some argue, is reason enough to throw them a lifeline. but the idea is not without controversy especially since it would be a big departure from the original intention of the $700 billion emergency fund. courtney tv is like in washington with more. >> the money could be redirected to help millions of small businesses chart essential to the economic recovery. there are about $127 billion in t.a.r.p. funds right now that are uncommitted and that the u.s. treasury's disposal. it basically opens up lines of credit for small businesses and under this plan small businesses will be eligible for low rate ones. if the businesses he felt that the government would be responsible for the losses

potentially paying back 90% of the loans. small businesses are a major art of the current economy according to the small business administration's profile for 2008 these businesses which consist of less than 500 employees, represent more than 99% of all employer firms. in the most recent year with that that is 2005, these employer firms created over 900,000 net new jobs. small businesses employ about half of all private sector employees, and pay nearly 45% of total u.s. private payroll. so basically in about the last ten years, julie, small businesses have created 60%-80% of net new employment. in the first part of 2008 when the u.s. lost more than 1.5 million jobs, dixie percent of those lost jobs for small businesses. it's a movie white house and treasury are considering while under intense criticism are not doing enough to fix the economy. republicans are criticizing the

obama administration saying the stimulus by and is not doing its job. talk system and primitive stages. a final plan is not expected until after the summer. sue and thank you very much. >> to florida's space coast where nasa is delaying the launch of space shuttle endeavour again today after more than a dozen lightning strikes were reported near the launching pad during storms last night. the shuttle is scheduled to blast off last month but that launch was canceled as well after workers discovered a fuel leak. nasa plans to go ahead with the launch tonight if all goes well. so engineers have time to make sure that lightning didn't damage any systems. what it does make it into orbit, endeavor will deliver the final piece of japan's $1 billion laboratory to the international space station. nasa of course hopes the weather in florida cooperatives and it will hold up and hold off just enough to get the shuttle up in the air tomorrow. severe conditions are brewing in the south. we are to understand some from the lower mississippi valley to the southeast coast. and forecasters predict heavy

rains trigger flash flooding in areas. our demented davis is live with the latest. so dominica, how are things shaping up for nasa tomorrow? >> the problem is a lot of the storms are along the coast or to close for comfort or your same story tomorrow. however borne the stumps will be further in mind and that maybe a better chance. today we had a 60% chance of scattered thunderstorms and you can see on radar that's true. tomorrow the chance goes down to about a 30% chance, but the chance heightens after 1:00 pm or it that someone will start to see 30% chance kick in. it'll be touch and go again. it is scheduled for 7:13 pm. go look at partly cloudy skies right around that time, and that 91 is the high of the day so the temperatures should be a little bit cooler than that. but that's really not a factor in how. current temperatures to the south, and this is where the real heat is, no storms because they all pushed east, but the high pressure that is blocking the southern part of the country, is it really making for

from the public health out after investigators released this surveillance video of a red van they believe is linked to the murders. the sheriff said a van was found that is likely the same one used in the crime. a vicious one. but koppel, bird and melanie billings were wealthy and known for adopting children with developmental diseases, many reportedly born to addicted mothers. the kids were not hurt and are now staying with other family members. >> julie: a routine traffic stop beginning with the driver asked to show his license and ending with a deputy questioning if the man is still breathing. police in louisiana in the -- cam video you are about to see shows the deputy did his job appropriately, but not everyone agrees. the man pulled over for suspicion of driving under the influence, the deputy suspected he was hiding something more.

>> julie: as you can see it turns into a purple confrontation and it gets physical. literally look at the cop going to grab him around the neck. while the sheriff department said it looks like 42-year-old adam stoner took a small baggie presumably of an illegal substance, adopted in his mouth. the deputy finally subduing him on the ground or did but my backup arrives, they notice he's not breathing. deputies started cpr until medics arrived. but it is too late. the man died right there on the interstate. permanent hot aussie shows his result came from heart failure, drugs, or neck fracture, but the coroner said his death was accidental. louisiana state police have joined the investigation. his family finds its own hot pussy and investigation to and more delays in finding out who will take care of michael

jackson's kids. for the second time the children's grandmother, and ever wrote, are delaying a hearing that could decide final custody of the kids. it seems the new hearing is set for week from monday. in the meantime katharine jackson will remain a temporary resident of the three children. there are reports that the two sides are trying to reach an out-of-court settlement. >> turning to matter that touches every american, healthcare. as you know, healthcare reform is at the forefront of the president's agenda. in fact the administration is making a priority of passing an extensive overhaul before the august recess. that's much easier said than done especially since white house outsourced many specifics of the plan to democrats in congress. the latest couples will buy one meeting house member already solidifying a gop opposition that didn't need any encouragement. caroline shively is in washington to explain. >> and chairman of the house ways and means committee is proposing a byproduct of the

billion-dollar tax increase to pay for overhaul healthcare. charlie rangel's plan would tax individuals making more than $280,000 a year or couples were more than $350,000. chairman randall says the tax would take effect in 2011 and start at around 1%. the congressman said the tax would cover about half the cost of the program for a decade. the other half come from cuts to medicare and other savings. so far it appears to be getting support from democratic leadership. house republicans hate the idea. house majority leader john boehner spokesman said the less than a country needs is a tax increase during economic downturn. her public and strategist, karl rove, said the tax would allow small-business owners. >> three out of every four jobs in america are created in small-business and what they want to do is tax those job creators. it is a pretty remarkably tone deaf plan. >> about a tax cut or does the money come from?

republicans and fiscally conservative democrats are pounding the administration under huge destination is racking up. huge taxes are not popular. yesterday, before rangel came out this time, president obama explained the dilemma. >> whatever bill is produced is to be paid for and that creates difficulties because people would like to get the good stuff without paying for it. >> more details on chairman rangel's plan will come out on monday. sue and thank you. it is fresh out of bankruptcy protection and general motors says it is not a bigger company with a focus on the environment. but gm has tried to reinvent itself in the past. while going green get the job done? are you seeing red and green get? sears and kmart, get this, are already putting out christmas goods and hundreds of stores. that's not all they are doing, they're big holiday mode next. $ñ

>> julie: gas prices skyrocket as we go into summer but there on the decline in part of the reason is that nature drop in the price of crude. oil fell below $60 per barrel friday because traders are worried about the economic slowdown. that dropped leading to a bus to the pub. the price for a gallon of gas is $2.54 a gallon down $0.2 from yesterday. symantec was once the world's largest on record now that general motors emerge from bankruptcy protection, many eyes are wondering, what's the car companies new strategy going to be. gm's ceo said the revamped business will be meaner, more responsive to customers, and able to repay billions in government bonds ahead of 82050

and deadline. general motors also plans to focus on the environment. solo going green really work? tracy burns has the story. >> general motors completed and abnormally quick exit from bankruptcy protection in the hopes to be on the road to profitability. once the world's largest and most powerful automaker, gm says it's not much leaner thanks in part to shoving shedding all the debt and burdensome contracts over the shattered the shuttered its doors of hell. chris henderson said the new company will build more cars and trucks consumers want and launch them faster than in the past. this includes a new small car to up next year, the chevrolet cruise, and the plug-in should be both due out later this year. the chevy volt is part of the push to go green building affordable cars that are easy on the environment. some experts say gm should focus on the small steps first. anderson said the company will generate cash and repay billions

affect the small business owner. are they interested. i have marlene. so you have a small-business? yes, i own a physical and occupational therapy place in pennsylvania. >> or talk about the idea of t.a.r.p. funds going to the sba to bolster loans. you feel about that? is a good idea to give. >> i feel it's a great idea because a lot of small businesses are hurting. a lot of them are closing up. i feel small businesses make up this country, and you note with the large businesses, losing or downsizing, they are accepting the small businesses and inserting us greatly. so we need some kind of hell. >> have you applied for a small-business loan? smacked no. >> would you find money would come from t.a.r.p. funds? cement i have that small that i don't really need it. in my capacity and everything else. but i know there's a lot of people out there that do need it to maintain their businesses.

"fox news" contributor tom jones logging more than 50 days in space over the course of the four shuttle missions joins us live in washington. always great to have you on. i'd love to hear your stories. i want you to talk to me about getting that feeling of your launch being scrubbed as an astronaut in a second, but first, tell us how much more can be delayed in the first place. >> sure, julie. this launch attempt today was scrubbed because of lightning last night will be postponed until tomorrow. the weather looks better tomorrow. about a 70% chance of go. nasa always has a chance to go on monday or tuesday of this week before they have to get out of the way of a russian cargo freighter that's arriving. they would have to wait until july 27 if denver doesn't get out by this tuesday. >> julie: how difficult is it for astronauts psychologically destructive and ready to go and then the launches scrubbed? you have one whether scrubbed

where he sat on the pad for five hours waiting for the wind to drop and you actually tried to choke your way through your disappointment. tell me about that. >> that's a great memory. we knew the quickest way to get relief that they was to launch into space. it's only 8.5 minutes away when the engine start. instead we were there for five hours waiting for the winter drought and it never did. each time you out there it's a rehearsal. in this case the crew has scrubbed three times but have not come out of the shuttle so that had a break there. and at that tonight at crew quarters and quarantine there watching groundhog day, the movie trying to get ready for tomorrow's attempt. >> julie: this is one of the last attempt before the shuttle program is stopped. amassed a offers plans for healthy plant shelving of the shuttle fleet because of this delay? smacked the good news is they have about 14 months to get in these remaining eight missions and that's a pace that's actually something that's achievable for nasa. if you have further delays like this with the hydrogen leaks

that have impacted and ever and bad weather that several of the dice, the congress has given nasa funds to stretch it out into the end of 2010 evening 22011. so there's no rush to get these missions finished. but the more time to get the more delays the development of the next shuttle. >> julie: what does nasa do not? smacked a hope for a big success with assembling the remaining component of the japanese lab at the space station -- the station with this mission. in the hope that with several breaks along the way and some good reliable equipment, the shuttle will pull through and be reliable enough to fly out through the end of 2010, get these missions put to bed safely. the biggest goal for nasa is to execute these missions safely. another can take a risk with the shuttle and have any hopes of a future program gambit. >> julie: you are optimistic and ever will launch tomorrow? let's hope you're right student has been separate but has to go

>> julie: is an earthquake near san diego this morning a sign of bigger things to come? scientists are looking at it after a 4.0 quake hit off the coast of san diego this morning. the quake was 22 miles west of coronado. it was felt across san diego county. but no major damages or injuries. some scientists say a string of smaller quakes like this just discovered deep inside the san andreas fault could be an indicator of a bigger quake coming. in 1994 there was a huge 6.7 quake in northridge, california, where buildings crumbled and freeways collapsed. seventy-two people died. scientists hope to learn possible signs of approaching quick to warn residents in the future. >> just a short trip south to los angeles, a real-life game of
