they just missed it, so let's break down this care in a nutshell. mass care in a nutshell. for years, they appointed to massachusetts as the success story when it comes to universal health care -- they have pointed to massachusetts. is it really such a success? only 2.6% of the residents are uninsured, 1/6 of the national average, the lowest level of any state, the plan is far from the beacon of hope its proponents make it out to be. government and industry officials agree the plan is unsustainable. public citizen's and physicians for national health programs released a report earlier, calling the program flopped due to its cost, lack of access to care -- called the program flawed. they say it has not reduced health care costs in the state and has proven far costlier than expected.

meanwhile, a stock analyst has said, without higher premiums or more public funding, here it is not now a great program for the entire country -- it is not a great program. they are spending more on health insurance than it did in 2006, çup 42%. how will massachusetts pay for the $1.30 billion of health care this year? oneç suggestion? increasing the tobacco tax. what a remarkable healthy idea. and that is mass care in a nutshell. i swear to you, nothing makes sense. let's tax the cigarette companies. how are we going to pay for it when everybody stops smoking? the president and ceo of the research institute and author, a citizen's guide, a fantastic

overruns, you know, massachusetts has the most expensive health care in the country, and they still have 2.6% of the population in massachusetts that is uninsured, and that is with an inshore and employer mandate, -- and that is with an insurerç and the emplor mandate. if 20 percent of them are having a hard time getting a doctor. -- 20% of them are having a hard time getting a doctor. 23% are still turning up at emergency rooms. they have not cut that cost. that is expensive care. people, when they cannot find a doctor, they turn up at an emergency room, so in massachusetts, it is expensive. glenn: it has got to be better care, because the wait time -- >> actually, it is getting worse.
