gentlemen, is at the highest level in decades, and as americans continue to make sacrifices, president obama spent his time on national television tonight taking a victory lap for a stimulus plan and has failed to produce results, for families all across this country, and now, he wants to spend more than $1 trillion for health care. unfortunately for the president, his plan is now in serious jeopardy. not only is he losing the support of the american people, he is also losing support from his own party. labeling republicans as a "obstructionists, -- as "obstructionists," he has no one to blame but his own party. michael steele joins us. >> i am still trying to figure out what we had a press conference, because like the judge sotomayor hearings, i did not learn anything new. i guess now i have been told by

our president that we have an insurance crisis, and there will be insurance reform. i thought this was about health care and costs as the bottom line. i did not understand what tonight was about, sean. it certainly did not improve the dialogue or give the american people about the direction we are going in, and it goes back to what i said at the national press club. the democrats have a plan to take this country in a direction. they do not want to tell us the full story about the cost or what the access to health care will be, what we will be in for during -- under this plan, and i think this was, quite honestly, a waste of time. sean: i am trying to be as respectful to the president of the united states that i can, but he was incoherent. for example, we do not find out what is in the plant, who pays for the plan, and he did, in fact, blame republicans -- we did not find out what is in the

plan. >> that is the thing, sean. look at what these guys are saying and doing, not what we are saying and doing. you have almost a two-one majority. the democrats control almost the entire power structure of the federal government. if you want health care, get the votes. do it. i mean, republicans cannot block the bill. the republicans cannot even filibuster in the senate. stop the bleeding and the finger-pointing and then talk about how you are trying to be bipartisan and we are not. republicans have been putting suggestions on the table dealing with tort reform, trying to give you access abilities and you can go out and get the best insurance plan for you and your family -- trying to give you the best accessibility. now, the blue dogs are in a little bit of a funky place yhre.

-- here. as you have been saying, when you peal this back, people do not like what they see -- when you peel this back. are you going to capitulate to nancy pelosi and the president? sean: from the very opening comments from the president, we are back to this lose jobs or state jobs mentality. there is a reality here. he said -- and lose jobs or save jobs mentality. he has accumulated more debt than any president who has served before him, but he says it has already created or saved a new jobs and generate billions in tax relief. all this has done is losing 3.5 million jobs since the beginning of the year. where are these saved jobs?

>> the rhetoric has come out of the administration to make them appear which is where they -- i do not understand how you do that calculation. the reality of it is, as you said, we have lost over 3 million jobs. unemployment is setting at almost -- sitting at almost 10%. there is the health-care economy of our country. there is no clear direction and, tonight, no clear explanation about what this means to my family, to moms and dads out there across the country. sean: it is interesting you say that, because the president brought that out. people are wondering "how does this benefit me?" why did it reminded of jfk saying, "ask not what your country can do for you but what you can do for your country"? the antithesis. did that strike you as odd?

>> i agree. there is a sense of, you know, jfk was talking about people sacrificing for the country, for the greatness of all of us. here, the sacrifice is going to be made on behalf of the government and for the government, and that is a very different story to tell, and i think right now the light is really becoming a lot clearer on this thing, and our hope over the next couple of weeks is that we continue to open up this debate and do it in real terms about what it will cost us, the trillions of dollars, and not the $600 billion everyone likes to throw around, but the trillions of dollars this is going to cost me and my kids and their kids, as well. sean: he seemed to be back in campaign mode. he was with the teleprompter and only took 11 questions in one hour. he gave a long, meandering answers being one of the things that struck me, michael, and

you called this the great experiment in your speech the other day, but the president admitted that he had not read the bill. which is now becoming commonplace. how important is it for the president to actually read it before talking about it? >> well, sean, you should at least have a baseline idea of what you're asking the american people, and when asked by reporters if he would commit to having your wife and your children having the same health care system that you are asking the american people to commit to, and the answer is obfuscation and not a direct yes, it gives me pause, that there is more to this than meets the eye, and if there is not enough there for the president and the first family, that is certainly not good enough for my family. -- then it is certainly not good enough for my family. sean: so a whole bunch of people out there have security, and i already have security, and that

is part of being in the community. well, there was someone that said "to each according to their ability." 39 states will have over 50% of their income going to taxes, so my question is, is this socialism? is this socialized medicine when he is now proposing if you can get to the bottom of what he is proposing? >> if you can get to the bottom -- in absolute terms, yes. it is the government taking over the means of health care in this country, how it is provided, who gets it, how much of it they get, how much they pay for it, and what the ultimate consequences are. the other day, i did a show in which the reporter was talking about and complaining that i was concerned his 85-year-old grandmother who may actually need a hip replacement would get it, well, under this plan, she would not, and that is what a

let me see. they have a filibuster-proof senate, nancy pelosi has a strong control of the house, they want to pass health care, the problem seems to be with democratic governors, democratic senators, and blue dog democrats in the house, so he really does not have a right to blame republicans. they have the whole kit and caboodle, right? >> right, and in the end, sean, that is why we are going to get health-care reform, because they are going to stay and support this because keeping the present system is absolutely unacceptable, and i think everybody knows that. 47 million americans are without health care, and americans get declined health care because they have pre-existing conditions or dropped her because they did seriously ill or lose their health care because they move from one state to another or lose jobs. there is health care security. sean: but, governor, the

president's goal was to get this finished an accomplished in the next couple of weeks. here is the problem. the president himself, when asked about a specific provision in the bill, that once the legislation was passed would at prevented people from getting new insurance, he had not -- would have prevented people from getting new insurance, he had not read it. the president has not even read the bill. >> i think what the president is doing is letting the two houses in congress put some of the elements of the bill together, and i think this is eventually going to end up in conference committee, and i think that is where the administration is going to have its major inputs, and no question about that. sean: he wants it done in two weeks, and he has not yet even read the bill. >> two weeks, sean. when he says he wants it done in two weeks, the senate version and the house version are going to be different -- it will go to

conference committee, and they will hash this out in the fall. look. one of the things i thought the president said that was particularly appealing tonight is the reason we have got to move fast is that there are american citizens, and, sean, i know you are a decent guy -- someone out there who has cancer and cannot get health care coverage, and that has to be changed. she cannot be sentenced to a death sentence because she cannot get coverage. sean: the government-rationing body in it britain just deny women with advanced breast cancer treatment. you cannot be denied treatment in this country today based on your inability to pay. i want to ask you about this question. >> yes, you are. sean: not by law. >> it happens in the emergency room. you end up in the emergency room, an hmo'sd hmo's can turn u

lost over 3.5 million jobs. this is some sort of mathematics doublespeak. >> but the question is, sean, what we have lost more without the stimulus? i know you are coming into pennsylvania -- would we have lost more about the stimulus? we can interview the workers. they had not a word in six months, and they are back on the job. we will interview contractors who are providing his concrete and steel, and i can tell you that they are hiring back, -- who are providing the concrete and steel. sean: , we are also robbing from our children and grandchildren to get this money -- sean: we are also robbing from our children and grandchildren. >> the problem with the stimulus is that we did not have enough infrastructure in the beginning. it does create jobs, infrastructure. we should have had more infrastructure. sean: this was not the job that they promise.

expanding health care. you just the governor talk about that. and reducing costs. no, they are not going to expand coverage and reduce costs. they are going to reduce coverage and expand costs. how do we know that? because medicare and medicaid have done that. it it took him five minutes to give a non answer because it is a massive tax increase that will be swallowed up by the massive bureaucracy, just like the stimulus is, just like everything else that they do. sean: mark, you spent a lot of time on this on your radio show, and i spent a lot of time on my radio show in here on tv, but there seems to be a significant part of the population that despite all of the obama predictions on the economy which have been wrong, in spite of the -- nine times as the cost of medicare over our original projections, bankrupting social security -- people still look to the state for an answer.

why is that? >> well, i am thinking that is starting to change. last time i was on, i said i thought conservatism is on the ascendancy, and i think it is now. if obama does one thing. he talks, and even that is getting worse. he does not understand this issue. he does not comprehend the basics. he is not even interested in the basics. he is an ideologue. he is looking to transport things from the private sector, and he does not care how we get there. -- transfer things from the private sector. "well, if you have that, we will take care of it." medicare does not do that. medicate does not do that. canada does not do that -- medicated does not do that. europe does not do that. -- medicaid does not do that. sean: mark, he has got to

basically everything he has wanted. they have both houses of congress. more importantly, they are attempting to ram this down the throats of the american people without any specifics. they do not want any debate or any cost analysis. the cbo scores it up, and then they threatened to take it elsewhere. they just say they want to tax the rich but not who is going to pay for it. it seems like he is fairly arrogant, and that after getting everything he wants, and now he seems on the issue that people are balking. have you noticed this? >> yes, that is becoming quite clear. today's press conference could have been a press conference he gave previously. when he does say things, it is almost schizophrenic. as i said, they keep talking about cutting costs, and then they keep talking about expanding coverage. there is something called the law of physics, you know? sean: it becomes mathematically

impossible to do this. how do you answer this charge? you have a liberal commentators, and they get these thrills running up and down their legs every time the anointed one talks, he and then you have these commentators out there who do not understand conservatism. these. commentators are out there, and they are saying that conservatives -- these idiots commentators saying things. nothing could be further from the trip if they listen to me or you or rush limbaugh or read your book -- further from the truth. >> demint, the cato institute, the heritage foundation. we believe in true reform. what obama says about reform is really destruction. he wants to destroy the greatest health-care system. here is what i know. during his press conference, he did not say one word about the wonders of the american health-

insurance companies. but what he did not do is give some specifics. i agree with that. you know what? because right now, there are deals being struck, and democrats, and he could not come out and say that. i promise you this. max baucus, whom i have known for years, which put together a bill that can work and will be paid for. we will put together a bill which will work. sean: barack obama quadrupled the deficit in one year -- less than one year. the end result here, the numbers that bob was talking about, maybe he will get a coalition of democrats because they have the votes, but he has lost the american people. can he get them back? >> i was much more struck by the moment than by anything he said, and i had to brew a pot of coffee to get through it. this is going to be the moment where the audacity of hoped collides head on with the reality of governing a center- right nation. he is a far-left president, and

cause trillions of dollars. literally, millions of people will be without health insurance. there is a heritage foundation estimates he gets as 83 million americans are going to be forced into this government plan -- estimate that says 83 million americans are going to be forced into the government plan. >> they understand it is not just this government-run health care system he is trying to ram through. he rammed it through stimulus and the cap and trade. this is the realization of what rahm emanuel promised, which is that they would not let a crisis go to waste -- he rammed through stimulus. >> you do not want doctors, bureaucrats saying what you can or cannot do. right now, you have got ripoff insurance companies, where in order to get clearance, and you have to go 325-year-old gatekeepers to get approved --

you'll have to go through 25- year-old gatekeepers. sean: it is heading for bankruptcy. this same government that bankrupt social security at the same barack obama that promised us if we would pass the stimulus, unemployment would not go above 8% and we would avoid catastrophe. why should i believe them? >> the government has run medicare and medicaid, and it is not working. i do not want a congressman to be in control. sean: you wanted to say? >> i just wanted to say that i think the american people are waking up to the cumulative impact of barack obama's policies. it is not just about his personal charisma. he looked perfectly well. we have now had in for a president for long enough for the reality of what he proposes, which is really a massive

sean: now, earlier this week, we send our own ainsley earhardt to chicago to investigate issues of patient dumping that have rocked the chicago medical center. the administrator at the heart of the controversy is none other than first lady michelle obama. let's take a look. >> before you buy into barack obama's universal health-care plan, you may want to hear about the urban health initiative, and it has been stirring up quite a controversy in the windy city. the program began in 2006 as the

brainchild of first lady michelle obama when she was the v.p. at the chicago medical center. its mission? to provide quality care to the area's poor and streamline the emergency room by directing non- emergency cases to other clinics. despite numerous phone calls and emails, we were denied interviews with any of their employees, but we did talk to a former student at the university medical school who was familiar with the initiative. >> this program helps by helping to identify people who are using the emergency room in ways that are not appropriate because they have no other options, and it turns away -- it is the biggest win/win, because the patient benefits, and the health-care costs go down, but require some investment. >> to get that investment, michelle obama, along with close friend and future obama advisor valerie jarrett, hired

david axelrod, the obama spin doctor. he began to issue a pr campaign, and it works. the good press surrounding the program helped the hospital when a grant worth $23 million, and even today, it continues to be the beneficiary of government funding, receiving $190,000 from the omnibus spending bill, which is on top of the more than $50 million in tax breaks the hospital is given every year, -- $15 million in tax breaks. the program certainly provides the university positions here is a convenient way to focus on their wealthy patients and pushed the uninsured out the door. -- it provides the university physicians here a convenient way. staff was more interested in the insurance provider, she says, than they were interesting to resign. after learning she had medicaid, she was promptly redirected one

hour away -- that they were in treating her son -- than they were. there was a scathing press release, criticizing the urban health initiative, saying, quote, this is a dangerous precedent. a few months later, a 78-year- old medicare patient died in the waiting room after nurses failed to register him for almost four hours. unfortunately, these experiences are far from uncommon. many are poor or uninsured, and people we interviewed outside of local clinics said that it would be the last emergency room they would visit. >> i know several people that at that a personal experience. >> it took a long time for that. >> before i go to the university of chicago, i would think of

other hospitals that are probably further out of the area, because the university of chicago is like one of the closest hospitals to my home, but i would pass them and go to zimmer's. >> there is a backlash among south side residents -- pass them and go somewhere else. >> what we see different is a lot of communities are out in the cold. >> he is also skeptical that patients directed away from the hospital are receiving better placare at local clinics. >> these are staffed by the county, and to my understanding, that service is nothing comparable to what you get at the university of chicago. >> one man agrees with that assessment, and he has 25 years in the industry. >> it is about reserving beds in the university of chicago medical center for well-heeled,

well insured medical patients. >> in fact, he goes further, calling it a patient dumping scheme, and a practice outlawed by president reagan in 1986. >> if it does not violate the letter of the law, it certainly violates the spirit of a lot. it is patient dumping. >> a similar practice was unveiled in l.a., when there was a video that showed a hospital dumping patients out into the street. using that, the medical center may be brought up on federal charges, facing huge penalties. for now, the university continues to receive federal funding, but legislators are taking note. a democratic congressman registered a congressional inquiry into the patient dumping practice, writing a, quote, "i am concerned about recent media reports that allege that the medical center is turning away and refusing treatment to low- income, uninsured patients."

republican senator chuck grassley also called for action over one year ago. the two recently got together to share their concerns. >> in the case of a hospital, there was accusations of patient dumping. congressman rice came to me. we visited about this. we are thinking in terms of legislation on the health-care reform bill that is coming before congress. >> last month, the urban health initiative held a forum to address such concerns, but all that came out of it was their desire to repair the relationship with the community. the medical center continues to insist that no one gets turned away for care. maybe that is because the southside port just think they will be shown the door. >> the initiative was developed in the hometown of the obama is -- the southside pouor just thik that they will be shown the door. >> the initiative was developed in the hometown of the obamas.

was mauled by episcopal -- by a pit bull. the mother was not happy with the health care. they drove one our way to get surgery. sean: there is an audacity here by the obamas.
