brian: going to write a book have. a book tour after that and come out. she has about a million dollars in her pac fund with that book fund has huge money. i am pulling for governor perry in columbus. she is going to start throwing her weight around. her popularity. steve: keep in mind, she is deeply popular with the core g.o.p. so, you think about what she said yesterday, you know, i'm going to get out, you know, why stick around while the vultures circle my final year. i'm a lame duck anyway. let sean take over. she had a very not so subtle message to people on tv and people who have great big barrels of ink. listen to this. >> first, some straight talk for some, just some in the media. you have such important jobs. reporting facts and informing the electorate and exerting power to influence.

any sense. now i'm like it's her own decision, who cares? let her make her own personal decision whether she decides to stay in politics or not who gives a rip. brian: who gives a rip? you scared me for a second there. gretchen: coming back from vacation. brian: could thing we are in delight. steve: she made the decision on her own to get out of politics. it looks like at least temporarily we know she is going to write a book. what is she going to do next? first dude todd yesterday said don't know. brian: her dad does not know. he goes i wish i knew what my daughter was going to do next. she is running 2012. she has got to be. right now seven out of ten republicans have a positive opinion of her. that's not bad. steve: you travel around the country she is awfully, awfully popular. over of the weekend, of the number one thing people were talking about, i went to a picnic and went to an evening.

brian: a thousand people. steve: people were talking about health care. they are worried about losing their benefits. the other thing is when the president of the united states last week referred to those cambridge cops who arrested his friend henry gates as stupid. well, they are trying to put a good spin on it. we are discovering that apparently, you know, over the first couple of days of the -- after it happened. we had heard that the president had made this phone call to the man pictured screen right. on friday. five minute phone call and apparently it was at the sergeant's suggestion, you know, maybe i could get together with you and have a beer. there is the sergeant right there. he is actually at a place called tommy doyle's irish pub. as soon as the white house operator called and said sergeant cawley the president of the united states. the president called back five minutes later it was his suggestion that they have a beer. gretchen: it will be interesting to see when this happens.

supposedly professor gates is also in on accepting this invitation to the three of them will get together and i guess try to patch things up. the conversation will continue no doubt about race in america. gretchen: saturday's "new york times" which is basically like a pamphlet for the "new york times" because they have very little time. back end of the story is the question we all want answered. what was his thought -- line of thinking going into that press conference? did he embrace the opportunity to answer lynn suite's question or not? and according to aids, of course, who are named nameless, he was privately outraged about the arrest going in. and he wanted to speak out about it in the press cerpt. he didn't put it in opening remarks which was all scripted. it was all about health care. he was distraught that his words at the presser were proving more polarizing. on friday he picked up on the phone and said listen, i'm going to go into that robert gibbs presser and i'm going to say

something and move forward. he didn't apologize but he didn't d. eventually say he regrets the way it's being portrayed. robert gibbs is the biggest change of heart. outraged. listened to him talk about a totally different account written up by that police officer crowley and now he seems to be backing off because i think a lot of it has to do with the african-american cop who was there who backed crowley up and said i didn't believe the way crowley was acting. gretchen: that's interesting. north to mention it was an african-american chief who put crowley in charge of racial profiling classes. if there wassinganyone going toe caught up or mired up in this thing this cop has a leg to stand on. he has a lot of experience in dealing with exactly these types of issues. steve: there san item in the "boston globe" this morning that says the woman who made the initial 911 call, the neighbor, the early reports she called and said there are two black guys breaking into this guy's house.

she never mentioned race. and she is absolutely floored that the suggestions were made that there are these two black guys. she just said these two guys are breaking into the house. yesterday on "fox news sunday" bret baire asked robert gibbs about is this is a case of racial profiling? gretchen: right. we will get to that in a minute. interesting you mention the 911 call, steve. i think that's going to be released later on. we just heard that snippet. that's really interesting point. the 911 call will then shed more light on what exactly that woman did say. that's supposed to be released maybe this morning because now pending investigation they may not release it right away. brian: let's go to the text question. should the president, president gates. -- should the president, professor gates, and sergeant crowley reconcile over beer? should they have one each? bring their own and what kind of beer should it be. gretchen: twitter too? did you take over twitter while

fingered him as the gunman. authorities haven't said yet what role the four men may have played in the killing a a-year-old boy is fighting for his life this morning after horrific car crash claimed the lives of five of his family members. their minivan was somehow heading in the wrong direction on a new york parkway when it smashed into another car, rolled down an embankment and burst into flames. eight people were killed in this accident. including four young cousins and one of their mothers who was behind the wheel. safety police are investigating why the car was heading the wrongway on the parkway. 12 hours earlier, five people hurt on the same highway in another wrongway accident. new video of french president nickler sarkozy just leaving a paris hospital this morning. he spent the night collapsing while jogging. tests sign no signs of any of heart trouble or serious heart problems. the collapse something blamed on exhaustion and minor nerve condition. the 54-year-old sarkozy being

gretchen: 16 minutes after the top of the hour now. another hurdle for president obama's health care reform. now the congressional budget office is saying that the plan would yield virtually no savings over the next 10 years. so with the numbers not adding up and the clock counting down, is the health care bill facing defeat? well, on our panel today dr. author of on leadership essential principles for success. tara a democratic political consultant and peter pitts, center for the public interest. good member panel -- good morning members of the panel this morning. let's look at this down the road and next decade. doctor, they find out this new health care reform program would not save any money in the next 10 years. your reaction? >> well, the hr 32 is not going

gretchen: we seem to be getting some mixed messages on the stimulus. contradicting now what the president said it was supposed to do and i'm back with our political panel they also happen to be related to the health reform industry this morning. start with peter pitts. i asked you in the break, peter, will health care be a stimulus to the economy? >> health care reform is important. as far as the stimulus goes when the government makes a pig power grab and becomes a major pair

the same interest of government is to provide -- stimulus is going to reduce patient care, it's going continue to crease the tax burden. it's probably going to decree the quality of care because the options available to doctors and patients are going to be reduced. stem loves aid isn't going to put money in the economy it's going to put money back in the budget so it can put back big government programs that don't work. gretchen: will health care reform be a stimulus? nancy pelosi the speaker of the houses yes, it will. >> no. it won't. what it's going to do is put us deeper in debt. the president said that if it adds to the deficit, he won't sign the bill. so, based on that statement, we are not going to have a bill signed with the current bills are being pushed in congress. gretchen: tara, let me talk about the second sim columbus package before i went on vacation, at least, that was the talk on the hill. second stimulus coming down the pike. now the president and the vice president and the speaker of the house seem to be contradicting one another. they now seem to be saying wait, let's hold our horses here.

we would he be don't need a second stimulus. where do you see it heading. >> i don't think there will be a second stimulus. president obama has been consistent saying if for some reason we really needed one, he would consider it that is not his priority. that is north something he would like to see happen. democrats are very hetero genius. there is always going to be disagreements here and there over policy. it's natural. it's a good thing. >> difference between a stimulus pang and a trillion-dollar over 10 year health care package which is just huge government spending. spending in and of itself does not mean stimulus. gretchen: while i was away, speaking of doctors, i had a lot of doctors come up to me and talk about the health care reform. many of them were very nervous about it i will let you have the final wonchtsd it had many things in there that were not an emergency. medical records, health information technology that wasn't an emergency there are lots of things we need to discuss about that before we spend money on that. certainly, electronics, the records, very important. but we need to talk about

book town hall. citigroup's most lucrative division fibroenergy training unit. he is set to get 100-million-dollar package to honor the commitment and the contract that he had for this particular year. but will there be some sort of a dust up now between. brian: yes. gretchen: between citi and government's new pay czar kenneth fineberg. is he in charge of the top paid salaries at these banks who took payout cash. steve: in april citi did ask the treasury to keep this unit that trades in energy stuff the fibrounit from the federal compensation law. he said you know we can't keep good people unless we pay them what they are making across the street. apparently across the street they make a lot of money. this guy is set to make $100 million if fineberg says it's ok. fineberg in the past has said hook lee are on the hook to citi in billions and billions and billions of bailout money.

unless we make money at citi, we won't get our money back. so, do we give them the money? brian: brian $45 billion when you talk about money, that's a lot of money to keep citi alive. many people think it's a corpse. steve: citi corps. brian: if it's going to come back and we hope it does for a myriad of reasons. this is the type of thing that we need to see happen. i want a guy that or a woman that's so uniquely talented that they can generate 100-million-dollar bonus for themselves. for all intents and purposes, this guy seems to be that rare talent. if you can make 100 million for yourself, don't you think that will help us get our money back? i mean, isn't that it? we cannot -- if we want our money back from citibank. steve: and we do. brian: why force him to a bank where is he going to make that money for somebody else? gretchen: that's a very astute way of looking at it j.p. morgan chase and goldman sachs, they don't have to be under the thumbnail of kenneth fineberg because they paid back their

steve: we have been telling you about controversial comment made by the president saying that a massachusetts police officer in cambridge reacted stupidly for arresting a friend of the president. gretchen: right. that professor at harvard. the president will not apologize but he has now invited boast men to the white house for a few beers to smooth things over. former white house press secretary dana perino joins us live from d.c. this morning. good morning to you, dana. >> good morning. gretchen: let me start with the offer now to try and asswage all of the heat that has gone on the

last few days. a couple of beers. is that going to work and would have you recommend that to your president? >> i think -- barack obama is a good convener. i'm trying to imagine president bush doing that. sometimes presidents can be very good conveners and you can start a conversation bring people together. you can do that on the foreign policy stage. bringing like karzai and musharraf together in our administration or do it on domestic issue. it would be interesting if they thought it would be a gooded to bring republicans and democrats together to try to solve some of the problems we have. they haven't really wanted to do that. i think the other thing that will happen is whereas last week they could have made the phone call. they could have said they were apologizing or quasiapologizing and left it at that what they're ensuring now is that this issue is going to continue because they are going to ask well when are they coming to the white house? they will come to the white house and there will be a big show. maybe that won't necessarily be a bad thing but could be good for everybody in america. but i think that this really got them off track last week on a week where they really didn't

gretchen: welcome back. president obama says the first stimulus was intended to jolt the economy. vice president biden says it was intended to provide steady support. some dems say there should be a second stimulus. others say not so much. >> i would rather just stick with the initiative that we have, get it out there faster if we can, but not worry about doing another stimulus package. brian: so why all the mixed messages? i'm confused. when it comes to government spending why are we doing it? back now with somebody who is going to be with us every monday we think dana perino former white house press secretary. on the stimulus package, do you notice it's not the first area in which the administration can't get their story straight. >> they have mixed messages because they have in fact, a mixed message. it's interesting to me when you say that joe biden said it was supposed to not provide a jolt but be support over time. actually, if you go back and look on their web site in his very speeches he uses the word

jolt over and over again back in february when he was convincing members of congress to vote for it. because there was going to be a jolt. their very problem is that they have a mixed message. remember, four weeks ago they floated this idea of another stimulus package and it got totally panned. and i think it actually hurt them going into their health care debate because people just aren't supportive of the current spending levels and they are not trusting that what they are saying -- what the administration says they are going to be able to provide is what they are actually going to get. steve: sure, dana, you look from jolten joe, you look at the first stimulus, it was supposed to turn us around and immediately unemployment would stop rising and, in fact, that was back when it was at 8%. now it's close to 10%. and we're not going to have a majority of the stimulus dolled out until next year. and people are steamed about that. >> right. that he was why i think you saw speaker pelosi on the exact right message if i were to give any advice, i think that's the right one because she has got a huge problem with her blue dog

democrats. the conservative democrats who are uneasy with the spending and mark my words, when they go back into august, there is going to be so much money spent going after republicans and republicans going after democrats that, in fact, that actually might be the jolt the economy needs. gretchen: that was so insightful dana, obviously because you held the job of being the spokesperson for the president. so insightful to talk about the second stimulus and how they floated that idea out there. that's all we were talking about before i went on vacation. for you to link that to health care, i think, sin credibly important this morning. >> um-huh. i think it's not only just health care, it's everything. it's the cap and trade bill. because when you -- when people started realizing that the stimulus package didn't do what they said it was going to do. then they took the cap and trade vote. then they come into the health care debate and then the administration delays the mid session review numbers, which would tell us where the economy is but yet they wanted people to take that vote before they went on the august recess. i think that's when things started to fall apart. now that vote won't happen before august anyway.

brian: more examples of mixed messages. joe biden biggest, blistering review with the russian economy right after barack obama reached out and said let's reset our relationship. say they are clinging to the past, banking system is not going to last another 15 years. that their population is aging. essentially it's going to be an empty mass of land soon. hillary clinton had to repair it yesterday. what's going on there? how significant? >> when i first read that story i thought to myself i could have been reading this maybe a year ago when he was chairman of the foreign relations committee because it sounded like something that the chairman would say. it actually has a lot of truth in it. the problem was it totally undercut president obama's trip last week it undercut secretary of state clinton because she had to clean it up a little bit yesterday. the other thing it did, it goes back to something i have been saying, i think it was a huge mistake for the administration not to have barack obama go to ukraine and georgia just for breakfast or just for lunch to

health care i think has been in effect for two to three years now. how has that affected you as a small business owner? >> at one point did i want to offer health benefits to my employees but about two years ago i was forced. i was at the limit where i had 11 full-time employees at that point. which was the requirement for the state so i had to offer a health care plan to my employees. as you know, health care benefits are not cheap. so, over the last couple of years, it's been ok. but, you know, given the economy, i have had to make some changes over the last 8 to 10 months. such as sell a couple of trucks, close an office and i was forced to lay off one employee this year. the health care costs just continue -- brian: all because your state said you have got to offer everybody health care. 8 of 18 took you up on your offer. >> correct. brian: barack obama's health care is given passage in the fall as he plans. 72% of all employers, you have

to give health care to 72% of all your employees so you will contract in what way. will things get worse for you? >> the health care costs will increase significantly. right now i pay about $12,000 annually. if that changes, 72% is going continue to crease my spending to about $48,000 a year. brian: so you will lay people off? gretchen: judy, here is the other thing, you will also be hit in this plan with an 8% penalty as a small business owner if you do not provide health care for all of your employees? >> that's correct. so it's actually more of a cost to you than just providing health care because what if you can't supply it to all of your employees then you are going to get hit with that penalty. >> yeah. right now the state requires us to pay about 33%. so, if it goes up to 72%, it's going to have a significant impact on my numbers. brian: that's the big question, too. those 8%, i imagine, so if you say i'm not offering it, i will

pay the tax. then they go to the scawlgd public option, which they are probably not going to be happy about because they are going to look, according to some it's going to look like medicare or going to look like medicaid or with the v.a. -- with the veterans have to deal with, which is a bureaucracy without the care and they will, of course, pay less and doctors are involved. judy, have you talked to other small business owners? are they going through some of the same things you are going through? >> i do have conversations with other small business owners in the community. and everybody is frightened right now because it's -- you know, it's something that i think everybody's to be able to provide for their employees but at the same time we need to survive. and you know, to have to pay an extra, you know, say 30%, it's going to have a significant impact on small businesses. gretchen: all right. well ironically you would know both sides of the fence. you used to be in health care industry yourself. now you are a small business
