[captioning made possible by fox news channel] captioned by the national captioning institute --www.ncicap.org-- bill: hi, i'm bill o'reilly. thanks for watching us tonight. president obama and the leadership factor. that is the subject of this evening's talking points memo. the president has now been in office six months. last week by far was the worst seven days of his ten venue as you know the president could not articulate his health care vision in a one hour press conference and he foolishly got involved in a massachusetts beef which he knew nothing about. that one-two punch has shaken

some americans. the poll numbers bear this out. when asked by rasmussen if the president handled the race deal well, just 26 percent said he did. 46% believe he did not. the latest rasmussen poll today has just 30% of americans strongly approving of mr. obama's job performance. 40% strongly disapprove. a new gallup poll asked americans if they want health care reform passed this year. 41% do. 54% do not. so obviously none of that is good news for barack obama. the problem is his leadership. again, he couldn't explain the complicated health care deal. mr. obama is asking us, the american taxpayer, to invest trms of taxpayer dollars into a new big government program that's murky. he can't explain it. and the race deal was also a failure to lead. why bother, why bother getting

involved in a local cambridge massachusetts beef, even your friend is involved. especially when obama ran as a post racial candidate, a man who appeals to all the people? a president should never get involved in an undefined dispute or issue a harsh statement like saying the police officer was stupid, acted stupidly. unless the president has every single fact. and obama didn't. the most powerful man on earth has to understand his power. and president obama does not seem to. now, millions of americans voted for barack obama because they were fed up with the establishment who failed them. obama ran on hope. some folks said ok. but hope can turn to disdain pretty darn fast. and that's what we saw last week. to be fair, the president did show strong leadership on one vital issue. nuclear weapons and iran. secretary of state clinton made things very clear. >> what we want to do is to send a message to whoever is making these decisions that if you're

pursuing nuclear weapons for the purpose of intimidating, of projecting your power, we're not going to let that happen. first, we're going to do everything we can to prevent you from ever getting a nuclear weapon but your pursuit is futile. bill: good. on the record. in stone. no wiggle room. good. the u.s.a. will prevent the insane mullahs from getting the ultimate weapons of mass destruction. that's strong leadership. and now president obama must show more of it. that's the talking points memo. now for the top story tonight, reaction. joining from us kansas city juan williams. and from washington mary katharine ham. both are fox news analysts. how worried are you in the leadership -- i know you are a conservative, mary katharine. but take yourself out of the ideology as an american. 10 is most worried. one is least worried. how worried are you about barack obama's leadership and experience? >> well, i guess i'm worried

above a 5 i'm worried. i think thus far his lack of leadership has done a lot to hurt his own agenda which i am actually opposed to so i am not terribly upset about that specifically on health care, once you get out of the forrest of the campaign. your rhetoric has to reality. it's done that huge on health care. one hand bend downward and the other hand congressional budget office that measures these things says no you are bending the curve the wrong way. one hand investment and 10 years from now things will be cheaper. the congressional budget office says again this week they are not going to be cheaper. the deficit is going to grow faster. this is a huge problem for him. simply a matter of rhetoric meeting reality. bill: juan, i couldn't surprised how that gates thing went down? because when i heard that at the press conference, i didn't cover it that night. we spent all the post press conference on health care. that's a much bigger low racial

beef in massachusetts. were you surprised at president obama obviously took this on, knowing the question was coming and said what he said? >> absolutely. i couldn't believe it. and i thought the language, you know, stupid. where does that -- that's not a presidential word. certainly not talking about a case where he doesn't have all the facts. and the idea that he then, you know, and he did know the question was coming. he apparently in his mind prepared himself to go back to his time in illinois state legislature and talk about its had efforts with racial profiling. but this is not a case of racial profiling. this is a case of the police being called to a house by neighbors who are concerned about a break-in. bill: that being said we don't want to rehash because everybody knows what it is. >> right. bill: it does speak to the president's maturity level, i think. and the experience of saying, look, i am the most powerful man in the world said in the talking points memo. if i say the police acted stupidly, ok, that's going to be

an atomic bomb. and then there is the race factor, juan, that you have a lot of people who thought. >> yes, indeed. >> you know, is he not looking at the prism of race. he is operating for the benefit of all americans. that shattered now. i don't know if he can put that back. >> boy, he is going to try to walk it back. he has got them coming over to the white house sergeant crowley and professor gates this week. but he has got to repair his own image because, remember, the key to barack obama's success in the 2008 campaign and so far as president has been the people trust him. high credibility. even if people might disagree or not be sure, they think, you know, he is a good guy, he is a smart guy. is he rising above the political fray, the polarization in washington. all of the sudden it looked like he was taking sides, being partisan and in being partisan in an explosive and i understand said area racial issue. weighs contributing to the divide not healing. that's not good for him. that's going to bring his numbers down. bill: it already has. go ahead, catherine. >> i would say at the root of

the issue on both of these things the health care and the gates issue. i think he has sort of an overconfidence in the power of his own words and his own rhetoric. on health care he thinks if he just keeps sayings same things it will change the congressional issue and the actual legislation which will t. will not. on the gates thing, the media told him all during the campaign that he had said the greatest things on race ever said. so he thought he could pontificate that on that with confidence. it turns out that he couldn't. i would disagree with you slightly where i'm more worried about his leadership is on things like iran or i think hillary actually was stepping back some comments she made earlier last week on wednesday where she was offering a defense umbrella to the middle east in the event that iran did get the bomb. that's where i am more worried about -- bill: no. look. no matter how the iran thing is goes down the obama administration is on the record as saying it ain't going to harassment vitally important. can't back down from it. ok. now, the final question about barack obama is that when

anybody takes the offices of presidency, anybody, george washington, teddy roosevelt, it doesn't matter, they are stunned for a year. i mean, nobody can possibly understand, juan, the completion city of the job. however, when george w. bush became president, he had karl rove, his father, and dick cheney, like him or not. three guys who knew all about it. obama rahm emanuel. that's it. all those other guys are chicago guys. now, i'm telling you, to me, to me, juan, he has nobody in there who can say, hey, you better handle in this way. he is out on his own, juan. is he walking without a net. >> yeah. it's tough. and, you know, the experience issue comes back. but, you know what? the thing is, he has got joe biden there i think he has got

bill: impact segment tonight, a call for cnn commentators lou dobbs to be fired. all has to do with lou dobbs allowing conversation on his program that alleges president obama is not a u.s. citizen. that theory has been around for a while. the factor investigated found out its bogus but mr. dobbs is still engaged. >> we have been reporting on the accusations widespread on the internet that president obama wasn't actually born in the united states and, therefore, some believe he is not eligible to be president. it's out there. it has passionate supporters. the questions won't go away because they haven't been dealt with, it seems possible, to straightforwardly and quickly. bill: and, again, we found that president obama was born in hawaii. we were sent the documents. what have you got to do? that was more than a year ago. now the southern poverty law center is demanding cnn fire mr. dobbs for promoting racial

bigotry. joining us now from montgomery, alabama richard cohen the president of the southern poverty law center. i don't know why you guys are overreacting to this. it's not true. mr. dobbs trying to get ratings, trying to be provocative. he said three times that he believes president obama is a u.s. citizen. is he using this to stir the pot and get viewers. why are you overreacting? >> i'm not sure how innocent that is, bill. i mean, bill, lou dobbs has been trading in these right wing conspiracies for years. the idea it is ok just because he is trying to get ratings, that seems like kind of a poor excuse. i wouldn't think you would do the same thing. bill: some people would accuse me of doing it? >> no, no, no. bill: sure they would. you know what they do here. it's not an excuse, mr. cohen, it is an explanation. see, look, here is what if you want to watch lou dobbs, watch him.

if you don't, don't. nobody is forcing watch him. if is he going to push a story that's absurd. it is, it's an absurd story. you know, americans can decide, you know, whether they want to watch or not. why do you want his head? i don't understand why you want his head. >> we have a right to call for cnn to get him off the air. niece right to be on cnn. cnn is being kind of irresponsible by having him on the air. you know, bill, there is a real kind of big segment in our population that is not ready to accept a black president we have dead police officers in pittsburgh, dead police officers in florida who are upset over the obama presidency. for lowe to kind of add to this air of ill legitimacy about him is really playing quite, quite a dangerous game. i think that he is trying -- if is he trying to get ratings. that's not a very legitimate way to do it. cnn ought to do something about it. bill: look, i don't mind you coming out and saying you

disagree with him. it's totally absurd. it's wrong to exploit it. he is playing upon fears. there might be a racial component. although i don't think lou dobbs is a racist at all. >> when is enough, bill? when is enough enough? bill: it's never enough, enough. it's a -- freedom of speech society, never enough is enough. it allows to you go up to the line. if lou dobbs was causing danger to someone, then you would be legitimate in calling for his firing. but he is not. all he is doing is bloviating. it's just bloviating. [ laughter ] bill: that's all it is. >> there is a difference between lowe, i think, and you, bill. you don't pretend to be a newscaster. you are an opinion person. bill, -- lou wants it both ways. he's to pretend that he is a newscaster and really the reality is is he a propagandaist. we are not telling the government that they have got to fire lou dobbs. we are telling cnn they ought to exercise some editorial judgment and take off an irresponsible

voice from the airwaves. bill: the southern poverty law center was so outraged about mr. dobbs and the illegal alien take that he came up with that isn't this a little pay back? aren't you paying him back for the illegal alien deal here? >> i think we are calling him for his misstatements of fact like we have been doing for years. bill: not just a birth certificate thing this is illegal aliens and other stuff too. >> i wouldn't put it that way. lou has been saying ridiculous things about undocumented persons. 7,000 new cases of lip leprosy. no one knows how many cases have comes from persons undocumented. for years and years. bill: if you are going to ask for the firing of every irresponsible commentator in the country. >> except for you, bill. except for you. bill: look, many want me fired.

what i'm telling you is it never ends. you can parade them out. any mistake, any opinion you don't like. they ought to be fired, they ought to be fired. they ought to be fired. the marketplace takes care of it lou dobbs's ratings not very good. cnn is having a very, very hard time. the folks are deciding, you know. for you to get on there and demand cnn fire him, number one, you help lou dobbs because the people who don't like you and don't like that approach will probably go watch him to see how he responds. so you are helping him. and cnn is never going to fire him. you know that. so you would be better off in my humble opinion to make your case, say you don't believe it's fair. you believe it's exploitative, possibly dangerous. and then walk away. it's the marketplace of ideas, mr. cohen. i will give the last word. >> i'm not quite as cynic kel as you are, bill. i think if enough people speak out, cnn will listen and be more responsible in the future. bill: you want to bet? >> i don't know. bill: i got 10 grand for habitat on humanity for the table. >> how about 10 grand for the

the job he is trying to do. bill: doctor, i don't know any drug addict or anybody trying to go to sleep that hooks themselves up to an iv. ok? that doesn't happen. so somebody had to do that for him. >> well, actually, there are plenty of people who will inject themselves with medications. will hook ivs to themselves. bill: whole thing like in a hospital. >> whole thing in a hospital. they get all of the equipment and they do it themselves. bill: really? >> and there is no reason to believe that this couldn't have happened. of course what you are suggesting is that someone else may have done this is certainly a possibility as well. bill: i'm not suggesting anything, doctor. you have got a guy murray full time working for jackson because jackson is a nut and jackson has a rehearsal and after rehearsal he comes home and he has to be medicated this is michael jackson. is he rehearsing for his show.

kind of a opium like euphoric feeling. >> it does that supposedly. also it gives you, supposedly very vivid sexual hallucinations as well. and some people have used it for that purpose. bill: now, if you are in the state of pen see and this comsz to your desk with everything that we have just discussed,. >> right. >> and you are called to testify in front of a grand jury, doctor, as you have done many, many times, you tell the grand jury, what? >> i would tell the grand jury assuming this turns out to be the cause of death that this death is related to a drug overdose, what those drugs are. i would describe the setup as you have described it and say, look, this is something that while certainly he could be hooked up by somebody else who administered this, this is still something potentially that he could have done himself.
