"hannity" starts right now. the blame falls squarely on the shoulders of the republicans. now, here is what one man told the audience in shaker heights, ohio, last week, president obama. >> i would say the folks have a lot of nerve that would help get us into this pistofiscal hole ad then start talking about fiscal responsibility. i always a little surprised that people do not have a little more shame about having created a mess and then try to point fingers. sean: all right, and now he has determined that not only have we averted a crisis but that his

policies actually saved us. this is what the president had to say today. >> i do think it was necessary for the government to step in, because unlocking frozen credit markets, we helped stop a recession from becoming a depression. sean: all right, i do not know if he is patted himself on the back for the $787 billion stimulus package or the ballooning deficit. they struck a deal earlier today when four blue dog democrat gave in to party leaders. members will return from their august recess, and all the while, they continue to blame republicans. joining us is our fox news contributor, the one and all the karl rove. -- the one and only karl rove. >> thank you for having me, sean. sean: i'd think it is a good thing that they're doing this in

september, which i will get to in a minute -- i think it is a good thing. what do you make of all of the democratic infighting in this? >> well, remember, we get four blue dog democrats talking about this on the energy and commerce committee and 3 blue dog democrats this said they had not signed onto this deal. think about it. they are planning on a $1 trillion plus price tag of additional spending over the next 10 years, and what they have done today supposedly -- we have not seen the details -- but they have trimmed back by 10%, so it will be $900 billion over the next decades, and there are 500 and some odd billions in tax increases in the plan and $400 billion worth of medicare cuts in there, and i do not think

there are likely to get any one of these, so the blue dogs, they sound good. they make good noise. but the seven blue dogs on the energy and commerce committee, four of them signed onto a bad deal, and three of them said, "do not count us in." sean: they said, "well, it is interesting that the democrats have been promised a lot more money for their districts and some of the more rural areas," which sounds to me like they had numerous requests for very expensive projects in their home districts. it sounds to me that taxpayer money to his being used to buy their votes. is that a fair assessment? >> again, we do not know the details of this, whether it is a policy or eight projects, whether it is a policy that would benefit one part of the community, or whether it is pure pork -- whether it is a policy

or a project. again, this is the problem. we are writing legislation behind closed doors. nobody has seen the so-called deal. we are not going to be voting until september, they announced. we are not going to have a vote in the house in august. the leadership does not want to have this laid out and looked at. if they laid something out and had to go home and explain it, it would be one hot, and august for everyone behind it. the fundamental approach is flawed and -- one hot, ugly august for everyone behind it. a monster in washington that is going to cost, even under the so-called "deal" today, this is more. sean: i do think they left one opening year. that is if they are going to let

the members go home, we saw what happened to kathleen sebelius and claire mccaskill and another man. they were excoriated at these town-hall meetings. perhaps they did not count on it that when these congressmen and senators go back to their districts, do you think they are prepared for what the public is about to give them? >> i do not know. i am more interested to know if the american people are prepared to give it to them. in other words, are they going to show off at the town-hall meetings? are they going to go to the local offices, of their congressmen or senators or both and then show up and make your voice is heard? , are they going to call the district directors of the district offices? are they going to get others to follow their lead and make telephone calls and show up? we saw this with the two parties with the gigantic, spontaneous movement of people that sort of came together around april 15 to protest higher taxes. let's see if some of that

enthusiasm is demonstrated in august. it could have a big impact if it is. sean: they blame president bush. either that, or he is giving an apology. he blames, blame, blame, blame. i see you brought your white board back with you as relates to the stimulus and the country. >> right. sean: and you have chronicled in your columns all of the broken promises, how we cannot trust their rhetoric, so what is your first analysis? >> the statement you opened up that i thought was particularly egregious, talking about people not having shame. i will remind you that one of the first remarks from barack obama when he came to the senate in 2005 was to sign on to the filibuster with christopher dodd, and that was one of the first things he did, stand in the way of reining in the abuses of fannie mae and freddie mac, and they went in and bought trillions of dollars of mortgage

paper, facilitating the unsavory practices and liar loans that turned a minor pickup into the economy into a major recesseion. the president of united states, then in the senate, stood in the way of progress and in the way of regulation of these government-controlled enterprises. and i love what you said today. here is the white board. i checked today. $67.40 billion is all that has been spent today out of the $787 billion stimulus package. that is 8% of the total. if we got the economy growing by spending $67.40 billion, why did we have to appropriate $787 billion? and i keep love in the way they talk about the shovel-ready projects. only 5% of the total amount of

spending is devoted to those so- called shovel-ready projects, a pittance, and remember this. they said if you do nothing, unemployment is going to be 8%, if we do nothing. well, it is 9.5% after doing this. now, i grant you, the economy is going to heal itself, but no country has spent its way to prosperity. it is an attempt to buy of liberal legislators by letting them have their most favored legislation put into law. sean: we see declining poll numbers. we see declining support on obama care. we see the stimulus not working, as your board points out. he is involved in this situation with the professor at harvard. why is he declining? " what mistakes is he making? what advice would you give him if you were in the white house with them -- why is he declined?

what mistakes is the making? -- why is he declining? >> all the rest of these things, when people see what he is proposing on health care, whether he has done on the stimulus, when they see the gigantic amount of red ink, they are doing too much. they are not shooting straight with the american people. they are over promising and under delivery, and they are trying to sneak things by. people remember -- they are over promising and under delivering. sean: coming up, whether or not these cuts to the budget are very real, and the very latest on, yes, barack obama, professor gates, and officer crowley. one hundred potato chips, or one hundred pringles.

this is almost a fox news alert worthy. they discovered that paper has two sides, a front and a back, said they are going to save money by printing on both sides. but wait. there is more. half of the savings can come from the air force, who want to replace the darrick jet fuel with commercial jet fuel mixed with something special, against $50 million right there. the forest service, and green as they may be, will no longer pay their vehicles green. regular -- rather, they are going to keep the original factory paint job. i think that is going to go over well. the army is going to start putting officers on flights to save millions of dollars. fema is getting in on the act. they are going to scrub those trailers and sell them. sean, do you know anybody needs a trailer from katrina?

also follow suit on? >> we are not trying to secede, but we are looking at the powers of the state' and the feds have that is regulating the 10th amendment, and we just think we need to get back to what the original constitution says. shaw -- sean: senator fulton, you are dealing with unfunded mandates. people took stimulus funds. that meant that the states would in many cases have to change their laws about unemployment benefits and other things. is that a lot about what this is about? >> yes, sean. what we are talking about here, it has been said that we, the states, for when we accept the money from the federal government, we should do x, y, or z. i am looking at this from a

different perspective. it is the people's money. the federal government has the ability to tax because that is a power in the constitution. that money is taken from the people, and if it comes back to the people, the idea that there are strings, it raises the question at least that the 10th amendment means something. that line between the federal government and others, that line is gray. that does not mean that that line does not exist. greta: what do you explain to people? >> the idea that the powers that aren't enumerated for the federal government, and those powers which are not prohibited to the states in the constitution fall to the states. i guess, for me, this was the straw that broke the camel's back. gm. gm. that is an example of a private company that has been taken over by the federal government. now, one of the activities that

is being contemplated right now is to shut down car dealerships across the country. in nebraska, 30 car dealerships could be shut down. these are family-owned businesses, privately-owned. somebody in washington does not like how these small businesses fit into the grand scheme of the car industry, so someone in washington has the ability to shut down these family businesses? it really raises the question, what really exactly does the 10th amendment mean? do the states have rights here, or not? sean: go ahead, senator. >> the federal government is shutting down two businesses in the cambridge, nebraska, the dealerships that employ about 2% of the people in the community. that adds to% unemployment as well as the benefit to that, and there are businesses that have all of their cars, all of their parts, do all of their and
