career criminal living out his last days of a wasted life in prison. i'm greta van susteran. one wrecking is now hear in the "fox report." a terrific midair collision over the hudson river killing nine people on board a tour helicopter and a small plane today. live pictures now as a dangerous effort to recover the victims bodies and wreckage continues. at this hour, only two bodies have been pulled from the water separating new york and new jersey. we understand that other victims still strapped into their seats where the wreckage came to rest. these pictures exclusive to "fox news" showing the immediate aftermath of this disaster. you can see one of wing ripped straight off the plane. the chopper's rotors snapping

off as it plunges into the water. the terrified people on board, never had a chance. >> it appears to us at this point that this was probably not survivable from virtually the instant of the accident or certainly a few seconds later when both aircraft went into the water. >> julie: we understand family members currently identifying the victims who have been recovered. at this point we do not immediately know the victims names, but we do know is there were three people onboard the piper airplane including a child, and onboard the euro copter five italian tourists in the pilot. one of the new york city's worst disasters in recent memory occurred today, the most youthful days have seen in new york all summer long. the small plane reportedly running into the back of the helicopter on a clear afternoon. debris from the crash even sending people on the waterfront in hoboken new jersey running for cover and that's where we

find lower angle with the very latest. >> hide julie, i've just seen the chairwoman of the national transportation safety board arrived. deborah chrisman is here along with some other investigators, and they are getting a briefing right now with fbi agents and local and state officials now getting her up to speed and we expect to hear some news from her in the next hour. right now, as we have an hour left of daylight to go as far as this recovery effort is underway, we have seen the action definitely slowed down out on the water. we have seen divers in and out of wraps all day long. they've been going at it deep into the murky waters that are polluted in the crash field with fuel and oil. it is an extremely sketchy situation for these emergency workers, and the mayor of new york said earlier today, no one wants to risk the lives of these workers and turn a tragic situation into a worse one.

investigators here in hoboken, new jersey, have found what they believe is the tire off a small aircraft lying in the street just beyond the park where we are now. we do have some pictures to show you that you've been trying all day long of the actual crash taken from a woman on it circle line vote added to the statue of liberty today the sightseeing helicopter collided with the aircraft just before noon as the two crafts were flying in perfectly clear airspace. it has been a beautiful summer day in new york and visibility was near perfect when this occurred. ideal may be a key component in the investigation. tour helicopter operators are reportedly not required to bend the same radio frequency a small aircraft. another pilot on the ground from liberty to worse, the tour company for helicopters, some impending impact but radioed the pilot to warn them that it was not hurt in time. i witnesses report seeing me play to the helicopter slice through the wing of the airplane before it no study into the

what you saw today. i know you're very emotional because you knew what was happening in error regarding the people that run the plane and helicopter semantics, as soon as i saw it hit a pretty much knew whoever was in there wasn't going to make it, so i just got a little emotional format. it is just hard to see something when you know that that's another family probably just like yours on vacation or in and that kind of thing happens to them if. >> julie: you here about family members, there were five italian tourists onboard that helicopter. i was heartbroken to here there were family members on the pier that were waiting for their family. some other words they broke up, these helicopters only fit six people on board, they were on the shore and their family members were killed in that crash. maybe -- for both of you, when you saw this happen, your first gut reaction, did you think this can't be happening to queue lot

of people thought maybe it was a movie. >> i didn't think it was a movie, but as my wife looked at me and we looked at each other, my wife and other daughter and danny with as well as meet we looked at each other and said are they going to hit each other? does it was so surreal. it was almost like slow motion as you see the plane and helicopter coming together. and when they hit in the wing sheared off the plane, my first reaction was a parental reaction that i thought the brie was going to come upon our boat. we were on the top deck. so i'm thinking i were to grab a chair, put it over my daughters, and apologize to my wife, my first thought was i would put it over my daughters and cover them up, because as horrible as this tragedy was, it could've been a much grander scale because we people on the top deck of that

boat that had that wreckage landed on the boat, we would be talking about hundreds of people dead and not nine people dead. >> julie: hundreds of people on your board and ossmans of tourists and new yorkers alike watching the waters and see me danny, i'm sure you've heard that one of the victims on the plane flying from teterboro, new jersey, was a child. and it's a tourist group. and just to think you are with your sister today, and families coming to new york city together to see the amazing sites, and to know that a child tragically was lost in all this. there are no words really can't explain how upsetting that is. especially for both of you who had to witness this. >> and he was extremely shook up for about 30 minutes. i realize the degree wasn't going to hurt any of us on the top deck, i looked over at her sister, ashley, was just

stroking her hair trying to comfort her. she was totally distraught because what she was thinking is that that's a family like us, who came to the city to have a nice time, and they're not going home to their relatives still in it just makes you pause and be thankful for loved ones and give them a hug and a kiss today and tell them that you loved them because you never know if it may be her last. thank you so much to both of you. i noticed her hard for you, to recall your memories that are very vivid, and best year your family. i care much for coming in today. >> recovery crews are still outside on hudson river tonight. it's so annoyed -- simmons are 8:00 pm shaneen sometimes approaching and therefore sunlight i say will be there. that will make it very difficult for search crews that are trying to find a desperately those remaining victims. while that effort continues, investigators are piecing together a timeline for the crash. but this is bob francis, vice

chairman of the national transportation safety board and a federal agency not investigating this accident, called in today. i understand there are go teams called in to piece together what happened moments before this crash occurred. bob, where do investigators go from here? >> there are obviously different groups will be doing different things in the ntsb. there will be an air traffic group formed which will look at the air traffic situation. the flight out of teterboro, what kind of vacations are on atc tapes. they will look at radar. if there is radar that shows these aircraft. obviously, there are people that are concerned with the wreckage, and the analysis of the wreckage. that's going to give a very accurate picture of who hit whom howe at what angles, etc.

but they will look at the pilots record, they will look at both aircraft. they will look at maintenance records of the aircraft. so there will be a pretty substantial team from the ntsb broken up into different categories. >> julie: i'm sorry i don't want to cut you off area please continue. >> sometimes you have a weather group as well but in this case they probably won't worry about that one comment on the exclusive photos that we can put those up on the aftermath of the crash, because this picture speaks minds, especially for a professional iq. when you see the picture, if we could put up of the aftermath on a spoke with the family that took these pictures, we will get those up there in the moment. what do he said sissy is the plane which appears to be at the rear of the helicopter. this is moments after the plane clipped the back of that helicopter. it seems as if the right wing of

the plane snapped off and then both aircraft came crashing down. from what witnesses are telling us it seemed like the plane was descending and also came up from behind that helicopter he might question to you is, do you think either of these pilots saw any of this coming? >> it's very difficult to tell. obviously there are no cockpit voice recorders. unless one of them had keyed his microphone, you're not going to have probably any. now having said that, when the ntsb gets the wreckage, they're going to be able to tell a fair amount by looking at the wreckage, and they may be able to tell that somebody was trying to quickly climb or descend or to turn left or to turn right. and they've got some very, very good people on the ntsb that are up here, led by the new chairman, and they have got engineers that will be able to tell a lot from what they find.

>> julie: bob francis, former vice chairman of the national transportation safety board joining us here. thank you very much. >> julie: the hudson river is no stranger to aviation accidents. they are hard to avoid giving the hudson flows under some of the busiest airspace in the world. but the natural makeup of the river complicates recovery efforts and the risk to divers searching for victims and wreckage is extremely high. a fact that new york city's own mayor alluded to earlier today. >> we have no idea where the both went down exactly or where the currents might have taken them. this is a dangerous area when the currents are running. it's 30 feet under the water and the visibility is terrible. their first instructions are, do not compound this tragedy. recovery is certainly not worth jeopardizing peoples lives. rescue, but not recoveryte6duz e other accidents on the hudson

thankfully covering the strange -- same tragic outcome but the river not making those recovery efforts easier. in july 2007, 8 people escaping serious injury when another sightseeing helicopter operated by the same company crashed into the hudson river. that wreckage pulled from the water the following day. of course there's not a world-famous miracle on the hudson back in january when u.s. airways flight 1549 landed safely on the hudson things to the incredible skills of captain chesley sullenburger. all of hundred 55 people on board rescued from the frigid waters. but the currents eventually took the airbus 320 miles down the river to the tip of manhattan and the main wreckage from the plane including an engine was not fully recovered until eight days after the accident. >> julie: busy news day today for the crash is not the only big story for you this evening. a surveillance camera catches 'moments after gunman goes on a

after the the fox report. mike, thanks for coming on. >> mike: at the pleasure do it. we think it'll be a very informative program tonight. we will take a lot of questions from the viewers that we've been getting from e-mail and there are a lot of questions out there. >> julie: there are a lot of questions and a lot of finger-pointing because these contentious town hall meetings while very large became violent and cases. now democrats want to hold smaller gatherings instead of these large town hall meetings and want to meet native iphone or maybe inviting constituents for one-on-one office hours. but that's my question for you, does that sort of compromise the whole idea of getting congress to go back to their constituents and really get their finger on the pulse of what americans want if you go ahead and take large town hall meetings like we're seeing and limiting them to smaller ones? >> mike: you ought to have an opportunity for citizens to

address their congress person and person. the only violence i'm familiar with is that which happened by the union people who beat up one of the people questioning the obama plan. i don't know that some of the people have been anything other than loud and occasionally frankly some have been disrespectful but they're angry and they will get less angry if congress says we will listen to you. congress has to understand that they work for these people. you may not like listening to them but the fact that people are so angry i could tell them something more important than saying you have misinformed views. what they ought to say is this is obviously something we have not done a good job of explaining. but slow down and take our time. >> julie: a lot of these meetings became angry that some democrats are actually accusing republicans of manufacturing opposition by organizing groups to attend these events and encouraging disruptive behavior. what do you say to that? >> mike: i don't think there has

been any republican intent to organize disruptive behavior. i think people have been told it to their congressmen but i don't remember the democrats complaining that cody peak and the city showed she had on some of the other organize efforts were progress, in fact they thought they were wonderful. when george bush was president they protested the iraqi war. most major efforts have some local level of organization or the fact that his organizers and material. the content of what's being asked that's what's important. that's one of the things we will get to tonight on our program. >> julie: before you go how much your reaction to what sarah palin wrote on her facebook page. i read it earlier. the america i know and love is not one in which my parents or baby with down syndrome will have to stand in front of obama's death penalty for she calls itself as bureaucrats can decide whether they are worthy of healthcare. such a system is downright evil. doesn't hurt republicans of her statements like that made by a former public and governor of

took my morning. >> hi, julie, it does look that way as we have been standing watching the operation on the water all day long and the boats with divers have stopped circling the main boat in the water and we can tell you the chairwoman of the national transportation safety board arrived a short time ago with a team of investigators. they have been inside a waterfront restaurant here on the hoboken side of the hudson river meeting with local and state investigators. we hope to get it news conference from them in the next few minutes to get an update. the dive teams stop going into the water and the tugboat we have been monitoring all day was in a holding pattern searching the debris field waiting to be used. they have a long hook with a long underwater crane that was standing by. we have been told that sonar devices have been used all day long trying to find wreckage

underwater and that crane was going to be used to pull the wreckage out once it was found. but clearly the waters are dark murky deep and dangerous with a strong current that is only getting stronger at this hour. as the mayor pointed out a short time ago, mayor bloomberg said no one wants to risk any more lives by endangering those divers. eyewitnesses heard a large crash in the air that sounded like a card misfire. one person described it as loud thunder. then i saw parts of the plane and helicopter with propeller and blades still whirling go down in the debris into the water. >> once the impact i couldn't see the plane. i just seem like pieces of it should make you said there was debris in the water and it just debris floating. >> and investigators. hoboken, new jersey, have asked residents to keep their eyes peeled. there was a piece of evidence found on a city street earlier today. it is said to be one of the

and that's a good question. the answer is because a lot of people are getting interested in u.s. border patrols. it is talked about more and more in society. there is no doubt they have one of the most difficult jobs in this country, and that is protecting america's borders. would you believe there are roughly 20,000 u.s. border patrol agents that are keeping a very close eye on what is coming in and out of this country every single day. and obviously, with all that manpower needed, the department of homeland security is constantly looking for new recruits, and more and more of them are now coming out of this very program. the learning for life explorer program. it is sponsored by the boy scouts of america, and it gives high school students a chance to get up close and personal with a realistic border patrol training academy. the idea is not only to teach them life skills but to get them up there with the border patrol agents and have experience the scenarios they encounter.
