they put no rules in the stimulus money when they handed it out. much like tarp. it is the government making mistakes. but to mike's point these guys work so hard. and we are talking about cauble of thousand dollars in a raise. they are not going to make millions of dollars. cheryl: jonathan, hold on. one quick fact. 11% pay increase over three careers in the city, 11%, that is a big pay increase. >> first of all, i just got stuck on the b-train so i don't care if it is 2%. but if you work for the government and this is a good social security payout you shouldn't get raises in a deflation. there is no inflation right now in new york city. they don't need an increase this year. maybe two years from now. because there is no inflation. the cost of living is not going up. >> they work hard. they deserve it. >> do you think grandparent

worked hard that got the bonus money? >> incomes have not risen. cheryl: hold on. hold on. let me bring in wayne because is this a right or wrong issue? the head of the union says these are very dangerous jobs, they deserve this money no matter where it comes from even if it is stimulus money? >> this is not a moral question at all. this is an economic question. if in fact the budget contains that pay increase and that is a metropolitan transit authority's budget then it is fine. if it doesn't, then they should not do it. it is as simple as that. if the taxpayers have agreed there is fine, do t. but they are like any other business. in the free economy they should go broke if they can't meet the budget. if they have done something outrageous, given a big pay hike and can't afford it they should not do it. it is very simple. it is not a question of morals, right or wrong, whether you are

against or for unions. has to do with economics, period. >> wayne is right, it is a matter of economics but the problem with the government, this was for stimulus. this is -- we have lost 2.2 million jobs since february . part of the stimulus has done nothing to create jobs. unions are the ones that ruined the auto makers. unions, their burden ruined the airlines. pe almost ruined baseball. they have to cut their expense to stay in business. cheryl: these are guaranteed jobs. >> to wayne's comment that they should go out of business, look, the unions and the m.t.a., the transit system, was part of a public works project. this is not a private sector enterprise. so, from day one it was a public purpose initiative. you can't look at it, wayne -- can you can now. but it started as a public works

cheryl: americans are putting more martha: back in the frn plan but a new plan could create a nate mayor how long folks to tap in retirement accounts just like a credit card. tracy, you hate this >> we will be bailing out the 401-k's next. we have to take care of social security. that is the biggest blow-up that is so underfunded. now you will have to fund 401-k's that will be pulling their moan out because you are allowing them to. we have to save for retirement. we don't need to pull money out of the 401-k. >> we have to force people to do what we want them to do. tracy, a 401-k is -- >> it will be paid for that. you are going to pay for it later on. it is -- it doesn't matter what you think. this is are the government is going and you will pay for their retirement if you allow them to

use their 401-k toss by me dine -- to buy me dinner. >> they end up taking out a loan on a credit card. >> they don't need the money. i need to stop buying i-phones and flat screen tv's. cheryl: you get a 10% penalty on the 401-k and if you get laid off 90 taste you have to pay it back or face more defaults. it is a dangerous came. >> but it is a good game because john tan's point is it is your money and i'm not against tapping it. the krpt system is acceptable which is you pay income tax and penalty. i'm not for removing the penalty but that is your money and it can be a better source of furneds than credit cards or loan sharks or whatever else people get into. it is bad if people spend it on junk but in a recession to access at a low rate can be an acceptable move if you are sensible. >> it is also taxable income and that is a dangerous thing. that is expensive.

>> but the fact is you said if you go to rob your 401-k you will pay a 10% penalty on top of that paying taxes and you have to know that up front. it is just a question of people understanding what the plan is and what its purpose is. if they want to use itor retirement. fine. if they rob it they might as well have a piggy bank and do that. >> it is not going to help. we are going to be bailing these people out two times. once because social security won't be there and then they won't have any savings. >> you are robbing yourself. >> you are robbing yourself. when you pull that out you are getting 50% back of what you put in. >> you are paying for your own which will fund social security later. >> you look at how many we bailed out when they a used their houses as an a.t.m. we are bailing all these people out because at the made bad decisions. it is their money. once they start using the money that is a retirement i believe

it is right we will bail them out because it is the greater good. >> the superior choice to your home because that is a phantom paper asset that can go up and down. this is actual money you put aside. in theory this is a better place to borrow then your home. >> it is not phantom when are kicked out because you can't repay the second mortgage. >> because you borrowed against it and it declined in price. that is difficult in a 401-k. >> once again there's an assumption here that says the government knows better how to take care of your money than you do, which says ok, if you get in trouble we will bail you out. that isn't necessarily true. but if you believe that the government is headed in that direction in all of these programs you are right. cheryl: you could argue what you are paying the interest back tooff if you pay yourself back but a lot of people don't. that is the reality of this. >> i'm sorry, but that is their problem and i'm not responsible for everyone's retirement.
