>> as a child i had polio and i have had serious surgeries, 52 of them to correct my poor construction bonds. between hear, deborah, montrose and the mayo clinic in phoenix, arizona. i have been blessed with good insurance, generally excellent doctors and care, however, my major concern is cost even with good -- even with good insurance , our cost is then high , practically and i have been gone out of the network, why should our doctors treatment choice be limited by a geographic area or the state? what kind of competition is this, mr. president?

thank you. >> all right. this raises an important question, because it goes to the overall debate that's taking place out there right now. when we talk about reform, you hear some opponents of reform sang that somehow we are trying to ration care or restrict the doctors that you can see, or you name it. that's what's going on right now, it's just the decisions are being made by the insurance companies. now in fairness, we probably could not construct a system in which you could see and the doctor anywhere in the world any time, regardless of expense. that would be a hard system to set up. so if you live in the state of maine, we're going to find you into california, put you up -- i

mean you can see -- i'm not trying to make light of it, you could just see the difficulty. any system we designed there will be choices to make in terms of where you go to see her doctor, what's going on etc. that's currently being done in the private marketplace. o. trying to do is to make sure that those decisions that are being made in the private marketplace, aren't discriminating against people because there are a sick, that they are making sure that people get a good deal from the health-care dollars that there are spending, so let's make sure for example that if you go to a hospital you get one of those operations that you discussed and it turns out that two weeks later you have to be re-admitted because they didn't do it right the first time, that the

hospital has to pay some penalty for that, or at least their not being reimbursed as much as the hospital gets it right the first time. that's an example of changing incentives that can save us money. the mower that would make those kinds of changes that improve quality, reduce, the more likely it is that more americans have more options and that they are not being jerked around. it doesn't mean that everything is going to be perfect, but it does mean that consumers will have more choices, better auctions, more security, more protection. that's all we're trying to accomplish here and we're trying to do it in a way that over time reduces costs over all for families with your getting medicare, netiquette, or you have private insurance through your employer or you're a small business owner. that's what we're trying to accomplish. and i am confident we can accomplish it. but we have to work hard to do it. we have to overcome some of the

wrong information. we have to have an honest debate nothing is going to be perfect or it we are going to have to make sure -- this is something i believe people need to understand. even if everything goes perfectly and we pass legislation lets say in october, as we will still have another three months of debate about this, then we still have several years of implementation, it won't happen overnight. we have to set up these reforms and these processes and we're going to have to give an insurance companies a chance to adjust because her example if we don't have everybody covered, we can't construct a system that prevents insurance companies from discriminating against existing conditions. i hope everybody understands that. we can't tell insurers to take everybody if on the other hand you have a whole bunch of people who are healthy and young who choose not to get insurance at all. because what happens is

insurance companies will just take the people when they get sick. somebody will buy insurance until they find out they're sick, and they go to the insurance office and say give the insurance cycle pay my bill heard the insurance company would lose money print quickly that way. so we're going to eliminate the pre-existing conditions problem, we also have to have the coverage problem and that's why this has to be phased in over a number of years. the last point i want to make, and this has to do with the budget issues, because we have got a huge deficit right now, and a huge debt, and i think that's covering how people view the debate. i hear a lot of people saying how can we afford this right now? we have to reduce our deficit. first i want everybody to understand the source of our deficit. if you don't understand that and my argument would make sense. when i walked into the white house, i had giftwrapped waiting for me at the door, a $1.3 trillion deficit.

$1.3 trillion. now i just want to -- i just want to -- i say that -- this was not -- and this is not, by the way, entirely the previous administrations fault. the financial crisis was so bad that revenues plummeted, and all this money was spent in making sure that the banking system did not completely collapse. so all the actions of intake, the bank bailout, the auto bill, all that stuff but it's like the deficit, but the problem actually is not -- the extraordinary steps that we've taken over these last one or two years. the real problem is much longer. even if we had no fiscal crisis whatsoever, we have a structural deficit. we're spending more money than we're taking in. we have been doing it for the last eight years.

when we passed the prescription drug benefit for medicare, by a republican congress, they didn't pay for it. they didn't want to raise taxes but they wanted to get the benefit. that was just red ink. that went into our structural deficit. when we fought the iraq war we made that decision. he didn't pay for it. when we cut taxes, on some of the wealthiest americans, we did not compensate by making cuts in programs that were comparable. so what that is all added up to, is we have a structural deficit that over the course of the next ten years is about $9 trillion. now, i say that because i just want everybody to understand if we're going to tackle that problem, the only way we can do it in an intelligent way is if we get control of medicare and medicaid spending some realistic way. if we don't do that -- if we don't do that we can't simply

cut our way out of the problem or tax our way out of the problem. i ask sometimes when i'm in audiences what people think the amount of federal budget is devoted to foreign aid. and people say 25%. if we can just cut that out we can eliminate the deficit. foreign aid is 1% of our budget. 1%. people think well it's always fork projects earmarks that everybody's getting. 1%. almost all of our spending is social security, better care, medicaid, interest on the national debt, defense spending. things that are very hard to cut only about -- only about 30% of the overall budget, somewhere between 25% and 30% is not defense discretionary spending

that's everything for national parks, education, you name it. every single program you can think of you think of as a government program, that is only about 25% of the budget. the rest of it is also so security, medicare and medicaid. and what's really gone up fastest is the care and medicaid so i just want everyone to understand if you are a fiscal talk, if you are a deficit part and you are tired of this crazy spending in washington and you want to finally make sure that we're looking out for the next generation then you are not more than anybody, should want to reform the health care system. because if we don't do it, we can't solve that problem. thank you grand junction. i love you. >> julie: but with a different mood when the president of the united states holds his own town hall.

president obama as you just saw taking his pitch for health care reform high into the rocky mountains. you're looking live there as he spoke for about i'm going to say an hour and a half. he took questions for about an hour. we will have full coverage of the president's remarks in colorado, but president obama using political tactics and rhetorical devices owned into his white house campaign to regain the upper hand in the health care debate, which obviously as everybody knows, if you live in this country, has been the most heated debate since president obama took office. as you can see his uses his familiar tools that obama did use through his candidacy when he holds these town hall meetings. he rolls up his sleeves, he discards the time and the jacket , then he sort of does this q. and a. remember john mccain really wanted to push for sort of a casual meet and greet town hall style?

president obama may be taking a page out of senator mccain spoke by doing this. i president obama himself sang i think the country has a lot of misperceptions if you will regarding what it involves this healthcare reform trying to die down a lot of the rumors, one in particular he brought up is whether or not it is healthcare reform bill, people will lose their insurance. if you have a private insurance company. do you stand to lose your private insurance. he said it right there, no. the answer is no. he also went after a lot of republicans and democrats alike, i should mention, who have been spreading false rumors, calling his health care reform a death.com a warning to pull the plug on grandma. even actually injecting some of his own personal experience. as irwin knows he lost his grandmother not too long ago. while the rest of your headlines on a very busy night of news here on "the fox report" as we watch president obama make his way out of that high school by

the one breaking out here on "the fox report" as you just saw president obama just concluding a pitch for the biggest item on his clinical agenda, dr. reform. the president's main emphasis to his audience that of about 1600 people at central high school in grand junction, colorado. he is actually getting down and speaking with people one-on-one. a healthcare system that needs to be overhauled, desperately, and it needs to be done now, is this message. the president also taking issue with perceptions that healthcare town halls and on the become venting sessions for voters concerned about what his proposals need for them. >> what you have not been seen by the constructive meetings going on all over the country. that doesn't mean people agree with me on every single issue but it means we have been trying to figure out how to resolve that we now present unsustainable problem in our healthcare system. >> julie: inside, as you saw, the president getting a very warm welcome.

the president's own healthcare town halls have been civil defense, unlike what we have been seen by some other lawmakers holding their own. still a group of protesters were waiting outside. there you see the signs. the presence latest pitch for healthcare coming on a saturday in a dog days of summer, a traditionally slow time on the political calendar, fast becoming jampacked with an urgency to regain some lost one of them. mike emanuel is traveling with the president and he joins us live in grand junction, colorado mike, you watched many of these presidential time all three at any comments? >> he talked about or joked about his critics suggesting he would want to pull the plug on grandma, the so-called death penalty. today he made it more personal. let's take a listen. >> i just lost my grandmother last year. i know what it's like to watch somebody you love who is aging

geekier rate area and have to struggle with that. so the notion that somehow i ran for public office or embers of congress are in this so that they can go around pulling the plug on grandma? i mean, when you start making arguments like that, that is simply dishonest to maxing some emotion from the president, definitely striking in this event, the other thing was his basically admitting there is no perfect painless option in terms of health care reform, julie. >> julie: let me ask you this. it feels sort of like a campaign, really. it almost seems as we look at live pictures there, with the president, as if you still campaigning for office. we all know he is not, but you get that sense as well driving around with the president rushing mark cemented definitely feels very campaign mode.

he was asking people to up and spread the word, he needs these people to go knock on doors. it has gotten to be a stump speech. in a certain lines that cover react too. it definitely feels like a campaign. as you mentioned earlier the fact that he doesn't have a time, takes his jacket off, those officers, it definitely feels like he is back in campaign mode you want the people in the audience, do they write their own question? >> they did. and the way the tickets were distributed there were 1600 people in the room. the vast majority were done by a lottery system or you signed up on the website for tickets and then it was first come first serve from there in a small percentage were given to local elected officials to distribute. most people are able to sign up online. >> julie: mike emanuel, thank you so much in grand junction, colorado. what a beautiful background. thank you very much cemented presence, all road trip served several purposes but as we just heard two big issues are one, to

sell his health care reform issue tracker to the american public has suggested, and number two, to answer critics of his proposals and there are many. there were plenty of skeptical people showing up across the country at peace healthcare town halls held by lawmakers during the august recess. we've heard a lot from the president today, but how does it aside feel? jason matera is from the young america's foundation a conservative outreach organization he joins us on "the fox report". jason, what do you think the president obama tonight which were cynic factor having me on, julie. it is white noise of these town hall meetings that president obama gives baton. he gives us nothing new. he brings up a human prop and beginning to give us a sob story to pass this atrocious health care bill. a matter of fact is that most people are satisfied with their health care providers, over 80% and obama is losing this day. even independents now, a majority of them don't agree with president obama's specific

proposals to reform the health care industry. i can't believe that he continues to put this notion that we can have a public plan and it is not -- you can keep your private healthcare insurance. independent studies, said that nearly 100,000,000 people would be shocked out of their private insurance and put onto a public plan because small businesses are described by people because it will be in their financial interest. >> julie: i'm courting president obama, i took notes during the thing and i'm quoting him he said everybody that has private insurance will keep their insurance. are you saying it, the president is misinformed, or be, is being untruthful iraqis being untruthful, i'll say that flat out. justin 2007 while running for president, at his own town hall meeting, he said that he is in favor of a single-payer healthcare system that he viewed a public option that would transition into that

single-payer system maybe ten, 15, 20 years down the road. we know barney frank admitted a public archer would be a georgian horse for a single-payer universal style system. this is a huge power grab on his part. any time a washington bureaucrat , a politician says i'm going to increase affordability and increase efficiency, that is washington, a politician's version of a unicorn. it never happens. they can't even run the post office or running a deficit there to take care of a two tone of our healthcare system? sorry. someone jason matera giving much. back thank you julie. >> julie: california is hot, dry and on fire. wildfires are going through dozens of acres. a look at how the weather forecasts could drastically change things for fire fighters battling the blaze. a live report is next. - ( rock music playing ) - ♪ oh!

>> julie: a state of emergency in california were wildfires have burned the really cute eight openness. firefighters are working to put out the flames as seven fires continue to burn. 2000 residents are under mandatory evacuation. and today, california governor, arnold shortt snyder, urged residents to heed evacuation orders even as crews gained a lot of ground overnight as the winds died down. casey siegel is following us live from santa cruz county. yesterday it was 5% contained so they're making headway area what's the latest question mark absolutely, that contain that number jumped to 30% of the busy know the weather is so crucial we talk about these wildfires, over the last several days doing has been high as well as the

>> julie: republicans continue to criticize the president's plan for healthcare reform. senator orrin hatch with a warning about more spending and bigger government. symantec federal government control of our healthcare system continues to increase private coverage will continue to decrease until we are left with a washington run and dictated health care system. >> julie: senator hatch also defending the angry protests we've been hearing at those healthcare town hall meetings after some democrats called it un-american. it should be noted the white house said it did not consider the outbursts on american. melanie wilkes's live with the news as democrats and republicans continue to hash it out. what's the latest cynic within both parties we've seen a range of opinions among lawmakers, some republicans like senator orrin hatch are tapping into the anger and mistrust of the government that's been expressed

at town hall meetings. to raise questions about the democratic versions of healthcare reform. senator chuck grassley of iowa offences role as a key negotiator on the senate. he got confronted this week for even coming to the table with democrats, but he says if you're not at the table you are on the menu. other republicans are questioning the value of the town hall format. tonight you will attract vehement supporters of the bill, the amount supporters of the bill. people sit home and say i want to be part of that political circus that will not help to inform me. >> on the democratic side he appeared divided on the importance of the government-run public option. senator arlen specter intended it at several contentious town hall meeting sisley. liberals are upset that operate and conservative democrats appear willing to drop the public option to reach a deal. some liberals think they can win the fight without any public in support. >> in the end i think we will

our mary anne sober was there and she joins us from outside the high school where i went down. >> congressman scott said during that debate, that heated debate last week that if his constituents wanted a meeting of healthcare they would get it and that's what i got today. the congressman answered questions from more than 60 people on both sides of the debate over healthcare. he did receive some who run those who oppose the bill ensures supporters who think the president's plan for reform are what the country needs right now rep. scott peck wrote promises made by the obama administration to stop insurers from denying people with pre-existing conditions and talk about lowering the out-of-pocket cost for people who do have coverage and offering a public option. those who oppose the current bill pointed to fears regarding any kind of government run program. take a listen. >> i don't believe government healthcare is the way to do it. as soon as government gets their

little nose in the window, we look at pushed aside, we're just totally controlled. >> i think it's scary for any of us but when you have children and your letter really telling them, don't get sick or that cough is okay to look at some robitussin or get something from the store to patch it up, it's a scary thing. and it is scary for the kids as well. >> as you heard, some people in the crowd did share stories of how their private health insurance bill them. one of the big questions on people's mind today is where will the money come from for a program like this. resident obama said two thirds of the money needed would come from cuts such as terminating subsidies to insurance companies and he said that would be approximately 30 to fund the program and he said that would probably come from tax increases but he once again said he would not settle the class but that kind of burden. >> julie: think you bring much, mary anne sober. schematic to the middle east and a buddy and to an hours long battle between hamas and the

militant group. it went on like this through the night and ended when the militant leader reportedly blew himself up inside a gaza mosque. officials say 24 people were killed including an 11-year-old girl. the fighting started when the radical group tried to undermine hamas rule to claim a structure version of islamic law in gaza and criticizing hamas for its cease-fire with israel. for its part hamas has tried to distance itself from the more radical groups over the u.s. still considers it a tourist group soon after deadly attack in afghanistan just days before the country's presidential election. check out the smoke room there. it happened in the afghan capital, which is coupled. a bomber blew up a car with explosives outside nato headquarters. we're told some people are dead and nearly 100 are wounded. the taliban said it is behind the bombing and threatens more attacks at voting sites next

week to make u.s. troops are under heavy fire in one of afghanistan's troubled regions. this week "fox news" with with marines reporting on their efforts to secure a city and this is the scene there just last night. tracer rounds into the sky as the taliband launches a counterattack. greens responded with mortar and rocket fire. we're told the fighting went on for hours and luckily none of our troops were hurt enough not two unit of marines working in one of southern afghanistan's most dangerous combat zones. they are decked in full body armor, m-16 rifle in hand, a team of u.s. marines get ready for a foot patrol. there's one last thing. headscarves. that's because this is an all-female unit of 46 reads. its mission to connect with afghan women to make if you show your hair, it is kind of like seeing a nude photo because women are covered up.

from hundreds of people who said they have been getting unsolicited e-mails about health care from the white house. they say they never gave her e-mail to the administration. major garrett asked white house press secretary robert gibbs about it on thursday and well, listen. >> do you in any way see databases or information about people -- >> i will certainly check. i'm not under that impression. q how do they get an e-mail from the white house if they never asked for one question mark. >> i would be interested to see you got that e-mail from and whether or not they're on the list. >> julie: it is possible some people signed up for the white house list without realizing it. that's not the case, the question is, where did the white house get all those e-mail addresses and is it a rally for privacy. carolyn shively from washington with the latest. >> "fox news" filed a freedom of information act pressing request pressing the white house to find out how citizens got an e-mail list.
