with former senate majority leader tom daschle. his approval rating on health care reform keeps falling. an abc news poll finds less than half of the questions -- those questioned approved of his handling of health care, down from 57% in april. 50% now disapprove. major garrett is on the north long for us. why tom daschle, and why today? >> the president needs friends wherever he can find them. not only was tom daschle was going to be the head of health and human services, but even before that, during transition, and there was consideration of making tom daschle obama's chief of staff. he did not get the job, and for that reason, there has been a little bit of distance between the white house and tom daschle recently. now they are bringing him back in the foiled a bid to help on communications and key

legislative strategy. the reason tom daschle was continued to be secretary before tax problems knocked him out was because he knows everyone in the senate very well and could help put deals together. one thing we will talk about today is his ideas. jane: what are you hearing about what the white house is actually saying privately about where this whole debate is going? >> periodically, the white house will conduct strategy sessions with sympathetic democrats who are on the outside, trying to amplify the message. there was one yesterday. among the points was that nothing has changed, if the president still wants a bipartisan resolution -- the president still wants a bipartisan resolution but is willing to go it alone. there was also a message that in

september of the white house will try and refrain and refocus its message -- in september, the white house will try and reframe and refocus the message. we have all been told to stay tuned. thank you. jon: the end of the road for cash for clunkers. the program will end monday. it allowed customers to trade in gas guzzlers for new, fuel- efficient cars, and receive up to a 5 -- $4,500 taxpayer rebate. the funds to pay for it is running out of gas. $3 billion expected to last until labor day is gone now. so what do dealers think about the program? joining us is general sales manager for south shore honda in new york. has it been good for you? >> yes, it has. it has been excellent and

brought in customers. jon: and yet, we hear the paperwork has been sent back, they put out money that they are not getting rebates for from the government. have you had that happen? >> that is correct. everything is pending. we have not gotten paid yet. jon: how much money are we looking at? >> we have 45 deals submitted and have not received one dime yet from the government. so as of today, i'm telling everyone, do not take any more deals. the program does not end until monday, but the automobile eagle -- automobile dealers association says that 3 billion has already been exhausted. based on that number, i am not taking other deals. i hope i get paid on what i submitted, but for future deals,

no money is left. jon: what do you say if someone asks for the program today? >> i will apologize, but the government has not given us the funds. jon: you started out by saying it has been a good program for you. >> it has been. we have generated so much business in august. business is up 55%. if we get up and out now, we will have a great month. we still have future business. it has been getting better as time goes on, so i am not worried about that. jon: i guess people like free money. >> yes, they do. and it is bringing us business. people are bringing in clunkers and getting new cars, so it is new business. jane: speaking of money, on wall street, the dow has been a

pretty big, 135 points. good news on the housing front is driving this. july home sales posted the biggest increase in a decade, rising 7.2%, the fourth increase in a row thanks in part to first-time home buyers taking advantage of the tax credit which will expire in fall. however, price was down from a year ago. if you are looking for a job, try morgan stanley. the wall street powerhouse is looking to add 400 traders and salespeople as they try to reverse three straight quarters of losses. jon: a plane crashed trying to land at teterboro airport this morning. both on board survived. they suffered burns but managed to walk away from the flaming wreckage of the twin-engined beechcraft. they are both being treated at a local hospital, and one is in critical condition.

teterboro is the same airport where a plane took off from this month before colliding with a helicopter above the hudson river, killing nine people. jane: a mother accused of killing her to -- year-old daughter is making a court experience -- a mother accused of killing her two-year-old daughter is making her court appearance. casey anthony is pleading not guilty. her attorney says that police never searched the area where the body was found. casey's father, george, showed up, interrupting a news conference. here is the videotape. he later apologized for storming into the news conference uninvited. jon: he is charged with his wife's murder in california. reality tv contestant ryan alexander jenkins on the run since the nude body of jasmine

fiore found in a dumpster. police are revealing even more disturbing details. what is the latest? >> this case has really taken on a gruesome twist. as you mentioned, if police -- police said earlier they found her body, naked, stuffed into a suitcase and a trash bin. she had also had her teeth and fingers removed, and her husband, ryan jenkins, has been charged with her murder. yesterday there was an emotional press conference, and her ex- boyfriends spoke out. take a listen to what he had to say. >> brian jenkins is an animal for what he has done to jasmine.

it is unspeakable. it is just not right, and i appreciate your help. >> police believe her fingers and teeth were removed to make identifying her body more difficult for them. the u.s. marshal's office says that they will leave no stone unturned in the search for ryan jenkins. jon: have police mentioned a possible motive? >> they have not talked about a motive, but we know that the relationship was very violent and tumultuous. they had only met in march in vegas, getting married a couple days later, and their marriage was annulled a couple months later. there was a lot of fighting, and brian jenkins has a history of violence. he has an assault charge in canada, and a domestic battery charger in the united states for hitting fiore.

we know there was a lot of violence in the relationship. he could currently be in canada, where he is from. he could have made the 1,000 mile journey from southern california to the canadian border, because that is where his car and boat were found, and an eye witnesses saw somebody matching his description at the border. police believe he could have walked across into canada. one more serious floating around, and that is that brian jenkins happens to have a wealthy father who is developing a luxury resort in honduras. so there is speculation that perhaps he is on his way to central america. the police are saying they believe he could be in canada. jon: thank you. jane: held up at knifepoint. we will show you the tape and tell you about the key evidence that could bring these people to justice. plus, they put their lives on the line for all of us.

>> i am harris faulkner at the breaking news desk, and what you are looking at now is a suspect giving himself up after spending quite a bit of time on a rooftop in los angeles. he is one of four suspects after a walgreen's in van nuys was knocked off this morning. three suspects got off on the freeway. he was on the roof, talking on a cellular phone. they were not sure if he were jumping -- if he was going to jump. then, all of a sudden, just a

couple of minutes ago, the rooftop situation ended, with this guy giving himself up. when you see how many people responded, you can understand why this guy may have looked down, seen at the ground, seen all the police, and thought, "is friday -- "it is friday, i give up." jane: on this surveillance video, you see the man entered the store -- you see the men entering the store. they hold a knife up to the clerk. they got away with $200 and a pack of cigarettes. police found the knife, and they hope it will help them solve the case. jon: getting back to our wounded veterans that have given so much to the country. a nonprofit group called "homes

for troops" is fixing up houses and volunteering their services. the house behind to being built right now -- who gets to call it home? >> it is for a returning veteran who lost both of his legs. sgt cameron crouch struggles with mobility issues because he has two prosthetic legs. luckily, he was specially selected by the group to receive a home, and it is tailored to his needs. there is an elevator, as well as a shower that he can roll his wheelchair into. jon: the soldiers, i guess, do not have to pay a dime for these homes. how do they get the money?

>> that is right. all of these folks here, and there were 91 volunteers yesterday, doesn't are here today, everything from the volunteers to see to the materials you see being used, even the land, it is all donated. once again, the sergeant will own this home free and clear, allowing him to focus on other things, like starting school, which he will do monday. jon: construction moves pretty fast with 91 people. how long before he gets the keys and gets to move in? >> believe it or not, everything you see here has been constructed just since yesterday. 24 hours, this entire home will be weatherproof. we're hoping that the roof will be on before rain starts later on this afternoon. the windows will also be in.

but the inside will take about three months to six months to finish. i did speak to the sergeant earlier today, and he said to expect him to be here with a sleeping bag once the roof is on. he wants to sleep in his new home as soon as possible, even if there is no roof. jane: speaking of veterans, we have heard plenty about the bonuses on wall street. there is a growing bonuses scandal inside the veterans administration. the inspector general says thousands of technology workers receive $24 million in bonuses, some under questionable circumstances, just as veterans faced hardships. a thorough review is going underway for these bonuses. jon: she disappeared in north georgia, out on a walk near her

with a deadly weapon. at least one of the girls has been apprehended. they are looking for more. jane: investigators in georgia have stopped the ground search for kristi cornwell, who disappeared, but they are still continuing an effort. she was on a cellular phone with her boyfriend while taking a walk near her parents' home. he heard her cry out, and the line went dead. at the phone was found nearby. her mother is on the phone with us right now. authorities ending the ground search -- does that mean they are zeroing in on something, they could not afford resources anymore? what does that tell you? >> that is the normal thing they do. they searched 3 miles, 4 miles from the scene. at that point if they have not found somebody, they scaled back the local resources -- a scale

over lockerbie, scotland. 270 people died in the attack, many of them americans. the bomber only served eight years of his sentence and received a compassionate release. >> these pictures have been found offensive by both of the british government as well as the u.s. government, but, in fact, if you go behind the scenes a little, it appears there were only a couple of hundred people at the airport when he landed. an associated press report just came out saying that originally, thousands of people had been bused to the airport, there had been a band, a disk jockey, and

more celebration. in the 11th hour, the people were whisked away by libyan officials, which may mean that the libyan government was on the late side, but in the end, taking heed to warnings by gordon brown and barack obama who had expressed concern that the bomber not be given a hero's welcome. the way the officials deal with him will be more important than the public reaction, but the libyan press has been used on this all day -- mute on this all day. they are covering sports, and today is the first day of ramadan in libya, so they are covering that. going forward, it is going to be important to wait and see, according to officials here and in washington. senator john mccain, who, together with senators lieberman

and collins was on a recent delegation to libya -- this was about 10 days ago. they were looking at possible deals on non-lethal defense equipment, because they are very slow but steady in reprint creating -- reintegrating libya to the western world, and there are a lot of deals that people in the u.s. and europe would like to do with libya. that said, mccain and other senators issued a statement that i have here and i will read. they say, "during our meeting with libyan leaders, we expressed our strong opposition to megrahi's release and warned of damage in relations. we also made it clear that should he be released, the libyan government should handle his return in a fashion that strengthens our growing ties of friendship, rather than undermining them."

it seems that this situation has the potential to reveal a setback to what has been improving u.s.-libya ties. an ambassador has been installed in tripoli for six months and been quite active, and there have been a lot of visits, but this is a sensitive issue. megrahi has been kept out of the public eye today, and people will be hoping he is kept out in days and weeks going forward in order that this very tense and hurtful return, too many people, can be handled in that the most diplomatic way and not become a major issue. jon: a lot of people feel the same way. thank you. jane: 38,000 of you have voted so far, and 95% say that you do

is happening? >> yes, the story came out in the "washington post," a lead story, and we have been able to confirm with a lead official and intelligence officer that this investigation has been going on for six weeks to eight weeks. they are mentioning three defense attorneys who were assigned to defend some of the 9/11 co-conspirators' down in gitmo. some of those five co- conspirators decided to forgo representation, but at least two of them are being represented by military defense. they are also being investigated about the john adams project, part of the aclu that has come together to defend the detainees. what they are being accused of, the investigation surrounds whether they revealed names and photographs and identities of covert cia operatives involved in the interrogation programs at

cia presence overseas. -- cia prisons overseas. it is a controversy. they were not operatives at the time, so no laws may have been broken, but it's certainly raises questions about whether they put the lives of those officers at risk showing photographs to al qaeda defendants. the aclu and john adams project, run by human rights activists, have pieced together names from open source information and sarouk detective work on their own, the names of operatives to that were involved in those prison interrogations' -- interrogations, and they came up with the names of medical workers, some of whom accompanied the prisoners on their flights.

jon: progressive democrats are up in arms right now, insisting that health care reform absolutely must include a government run insurance option. now they are planning a march on washington to mobilize public support for the plan, the so- called public option. a member of the progressive caucus is calling on colleagues in congress to endorse such a march. is this another million man march? is that what you would like to see? >> it is critically important that the federal government handle crop insurance, term insurance, flood insurance. no one thinks that is bad. but we have people without health insurance. we need to make sure there is at least a public option available that is affordable for you.

certainly being felt on wall street today. the dow is up almost 130 points. we will keep watching it for you. jon: the popular cash for clunkers program is going to end on monday. that is two weeks earlier than planned. there is no doubt that it provided a boost to the industry and a good deal for consumers, but the question lingers for dealership earners. we're at a dealership in silver spring, maryland. the program has been wildly popular, but there are pros and cons. >> there are. traffic year has increased, and i mean consumer traffic. we have watched people coming in with orders and brand new cars, and for the most part, it has been one of the most stimulus successful programs in history.

in the case of shunned i -- condyle -- hyuindai, they have hired more workers. there are a lot of things that the administration points to as a great success. but a lot of them on capitol hill are going to wait for input. it does close on monday, so this dealership was actually contemplating bowling out because of the reimbursement problem relative to rebates. in this particular network of dealerships, they have given some are in the neighborhood of $5.5 million in rebates and only been reimbursed for eight individual rebates, to the tune of $16,000 or something like that. it has caused massive headaches around the country, with dealers ships dropping out. and general motors has actually

begun fronting the money to dealers to cover rebate costs because they are now getting reimbursed in time by the government. -- not getting reimbursed in time by the government. what happens when 80% of the cars coming in are american domestic made cars in detroit, but 77% of the cars going back out our imports? american car drivers are trading for foreign imports, and that concerns domestic auto dealerships. jon: the first billion went out the door in a nanosecond, then congress voted in a couple billion more. is there any chance that the program will be revived yet again? >> they have to take a look at it. certainly, it was explosive. the first billion was not enough, they added another $2 billion, and after five blistering weeks, they're closing it down.

passengers trapped overnight on the continental flight in rochester. the pilot played to let her passengers out of the jet into the terminal. it was the only staffed airline at the time. how department of transportation said she was turned down, saying that security had gone home for the day. now, officials say that that was wrong, and passengers could have stayed in a separate area. all 47 people were stuck on the tarmac for more than five hours with no food and with a tiny jet's toilet filled to capacity. ray lahood said that there was a complete lack of common sense here. no word yet from the airline or its parent company. jane: we want to take you to california for the latest in the disappearance of the 5-year-old boy with cerebral palsy. investigators are looking at a text message.

we have firefighters going floor-by-floor after water, some sort of water leak, and water was pouring, thousands of gallons, according to witnesses, somewhere in the second floor. we have no cause for this. we do not know what caused the leak or the water. but it has caused power outages throughout the center. this is in back bay, on boils and street, a very large structure. i have been going store-by- store, getting an idea of which stores were evacuated first. there are some that have not evacuated away from the sheraton hotel area here. that is what i have just learned. but there have at least in some reports of one rescue on the 30th floor, no injuries reported, but some medical condition, and firefighters in a heated situation, because the air conditioning is off.

care reform. consumers must be protected. right now, you're able to be denied coverage for a pre- existing condition. if you are facing a life crisis. that is not the case if we are able to really reform our system. that would not be the case if the president has his way. the public option is just one piece of this, to make sure that insurers are giving consumers what they pay for. choices, options, consumer protection. that is what democrats are fighting for. i think democrats are saying no at their peril. the president wants this to happen in a bipartisan way, and that is what he will continue to focus on. jon: i know you are not a lawmaker, but people think it is unfair that insurance companies can drop you if you develop a life-threatening disease.

what is the republican solution to that? >> i think republicans are ready to work on issues like that. i note that republican senators are getting ready to discuss those issues and work with democrats. but ultimately, obama's problem is with members of his caucus. conrad and many other leadership members in the senate say he simply does not have the vote for a public option. the to what to talk about liability reform, portability. i think republicans stand before that, but at the end of the day, i do not think they will support legislation which is over one trillion dollars, which we cannot possibly pay for with a rising debt. that is the concern you are seeing across the country, and the administration is now a place where they will have to see if they can ram that through with democrat votes alone and put themselves in the position where they have essentially cut off any kind of compromise or real debate on this issue or

>> we have not been able to confirm it, but we are working with the royal canadian mounted police and we have personnel that liaison with them on a regular basis. they are conducting a parallel investigation canada, looking for mr. jenkins. jane: do you have helpful witnesses? >> there have been a number of citizens that came forward describing a man fitting his description. it was obviously his car and boat trailer that were found. a man fitting his description was found on the boat, registered to him. so we do believe that it was him on the boat who fled. whether he got into canada or is still somewhere on the u.s. side, that is still to be determined. jane: i assume that you consider him to be dangerous.

>> yes, based on the crime and his previous history, we consider him a danger to others. we asked the public not to take direct action, just to contact local law enforcement. i cannot confirm that a gun was missing from the apartment. we do not have any information that he is armed, but in these cases, we want everybody to take every precaution. jane: if he is found there, getting him back to this country could prove difficult. as blog goes, canada could refuse to extradite him. >> yes, that is all part of the process that will go on after his apprehension. poll local district attorney in orange county, calif., has not made this a special circumstance case, which would invoke the death penalty. the warrant is for homicide, but not with special circumstances

of colonel khadafy. we also have to consider placing lydia back on the state department's list of state sponsors of terrorists. lydia was removed from that list. that decision has to be reconsidered. also, we have to reconsider the issue of wider sanctions against libya as well. the former president of sudan remarks famously that colonel gaddafi was a man with a split personality, both of them evil. jon: they got off of that state sponsor of terrorist list when they gave up their nuclear weapons program. sometimes it seems like colonel gaddafi gave up just enough to get what he wanted. >> exactly. it was a very cynical ploy by colonel gaddafi. he has never expressed any remorse over the lockerbie bombing.
