terrorism, says senator charles schumer and is calling for u.n. security council resolution condemning libya, but goes who is the member of the security council? libya. >> jamie: good morning, everyone i'm jamie colby. >> eric: i'm eric sean and many say it was bad enough scotland decided to frae the only person ever convicted of bombing pan am flight 103 that killed 207 people, 186 of them were our fellow citizens, americans. three days later, we're finding anger over the homecoming celebration continues to resonate. across our country. joining us now on the telephone is congressman fiphil gingrey, republican from georgia, what are your thoughts on a potential u.n. resolution by the obama administration condemning the release and the welcome home? >> caller: well, i am all for it. i agree with them, with obama's administration, and -- but don't agree with him on the health care reform ideas and the public

option. but it is refreshing that i can agree with him on something. i think that... the resolution even if the security council with libya, as a member now, can beat -- at least we'll have our opportunity to express or opinion and present the resolution to the general assembly. >> eric: the u.s. ambassador, we have no word if indeed the administration may submit such a resolution, but, look, the administration, in other areas, tried to work with these countries, do you think the obama administration would actually want to try and get the ire of libya by doing something so public introducing a resolution, knowing libya, the president of the security council, five months ago, they certainly would have such a condemnation. >> i am sure the administration, our administration, has got to make a decision, whether it is

worth something that is not going to pass, eventually, it will get vetoed by libya. but, still, i agree with chuck schumer and i hope president obama will go along with that recommendation, and have his -- the ambassador submit the resolution. i think it is the honorable thing, and i don't know how long he has to live and i'm a medical doctor and he has prostate cancer and it could spread and he may only have months to live, but sometimes people with press tate cancer can live for years. and this is supposed to be a compassionate release on behalf of the -- the secretary but for moammar gadhafi to publicly embrace and look at the outrage, of the rest of the world expressed when george bush land on the aircraft carrier and said, mission accomplished. my god, this is a pretty, pretty over the top thing, that libya

who say it is the president himself who is not being 100% truthful. >> president barack obama: under the reform we seek if you like your doctor, you can keep your doctor. if you like your private health insurance plan, you can keep your plan. period. >> if you read the bill, that just is not so. for starters within five years, every health care plan will have to meet a new federal definition for coverage. one that your current plan might not match even if you like it. >> jamie: interesting to note that was republican congressman tom price and he's a doctor. and he believes the democrats' health care plan will, quote, destroy, not compete with the private sector and in the next hour, we'll talk to a former white house advisor who weighs in on how the white house is handling the message on health care reform. >> eric: one of the question that keeps coming up in the town halls, jamie has to do with health care and the reform bush, that deals with expanding the

role of the federal government. congressman until walsh of minnesota -- tim walz hosted a town hall meeting where a constituent suggested there may be constitutional questions. >> my question is, the politicians in congress -- it does not say you can take over health insurance and you can take over banks and auto dealer and you can take over -- [cheers and applause]. >> that probably answered the question. giving back the states and give it back to the people and i want to know how legally this can be done. the obama administration, you are taking over industries, and private companies. >> is your point -- no, no, please, if your point is where -- i fully respect where you are coming from, keep in mind, that

it was the previous administration that -- [crowd booing]. >> jamie: we have been showing you all along it is playing out all across the country. support for government-run health insurance is fading by the day and on his last day of health care meetings before he went on vacation, the president held a closed-door session with senator tom daschle. the key white house health reform advisor. the white house says the two discussed ways to lower health care costs, politico is reporting that tom daschle talked to the president about the so-called nuclear option. it is a legislative move that would allow democrats to ram through the most controversial parts of reform bill, and a simple 51-vote majority in the senate. stephen hayes is joining me now, a staff writer for the weekly standard and a fox news contributor, good morning, good to see you. >> hey, jamie. >> jamie: let's talk about how significant the meeting with tom

daschle was and whether or not the nuclear option is in fact the way the democrats plan to go. >> yeah, think, i mean, the meeting itself, we don't know how significant it was, i tend to believe the politico reporter over the words coming out of the white house but i think the broader question, you know, is the white house considering potentially a partisan solution to the health care reform debate, that they are losing, i think it is entirely legitimate and i think that is really the way this thing is heading. >> it really does work like the support by americans of health care reform in general, whether or not they can figure out what is really on the table, public option, not public option, is fading. where do you think it is headed while the president spends the ten day vacation? >> i think there is no question it is fading. i think actually ironically, this thing could be helped by the president not being out every day and talking about it. and on his weekly radio address he seemed extremely defensive and he's been casting -- talking about health care reform in that

tone, really for the past month. and i don't think it helps him when he does it and i expect they'll come back from the vacation in martha's vaineyard and have a macro message, that allows them to take a positive message and recast the debate one last time to try and get bipartisan support before they take what you have described as the nuclear option, and that prescription. >> jamie: what is this impact if they utilize the nuclear option to the average american. >> well, i think the substantive impact that it will cost a ton of money and health care reform we have seen 1.6 trillion dollars estimated by the congressional budget office and i think it will be expensive and the political implications i think are fascinating. what you have is a guess who campaigned for president as -- a guy who campaigned for president, a guy who would change washington and is doing things differently and he specifically campaigned on not resorting to washington-style budget gimmickry and this is

washington style budget gimmickry times 100, a little old rule, technicality that allows -- might allow the president to essentially have a government takeover or at least start to take over, 1/6 of the u.s. economy and essentially changing the rules from a 60 voted majority to a simple majority, 50-plus one and it has serious implications both in the substantive realm and also for political purposes. >> jamie: i can't help starting to think about the midterm elections and it could accelerate the timetable for wanting to get a health care reform plan and health insurance reform plan, whatever they call it next week. i don't know. but, that they will try to, quote-unquote, ram something through. when really it is more important to get it right than to get it done quickly. do you think about that? and how there is going to be added pressure when the congress returns to get something passed and that it might not be the best interest of america?

>> well, yeah, i think so and the president needs an accomplishment and he can't pay down health care reform and remember this was a big issue for him going back to the democratic primaries. so, he needs to have something that he can point to. the problem i think he faces is that, as you pointed out, what he has been championing is increasingly less popular i think you have him, trying to make a case for something he campaigned on which turns out not to be that popular when people see the specifics of it and even a little bit -- you're in a box, because if he quote-unquote wins i think it could actually have lasting political damage, especially, if he goes to the reconciliation route and tries, anything else, to pass it through a secret back door yes, and wh door. >> jamie: and when you look at his pain and the promises he made and what he is doing now and there were a lot of promises made to the middle class of america and as we see the jobs numbers and people losing their jobs more and more and the

economy, still, really, in a difficult position. what do you think the president has to say to those people who may not have insurance, who may not have a job, as time continues to pass on, with respect to them getting health care and other benefits, during the campaign, they were told would be assured? >> i think he's got a pretty significant problem with the middle class and there was a report, late friday afternoon, that the end year budget projection would be increased by $2 trillion. and i think that inevitably means more serious discussion from the white house, led by the white house, about additional revenues, which we -- and it is inescapable the president will feel the need to raise taxes and will try to do the things he says he's going to try to do. in health care, in addition to all of this, would be another 1.6 trillion dollars. i think you are likely to see the white house searching, you know, searching hard for additional ways to come up with money to try to reduce these

deficits. you saw tim geithner and larry summers on the sunday shows a couple of weeks ago talk about this long term unsustain ability of these kinds of deficits and they have an ambitious agenda and have to pay for it somehow and i think we'll increasingly see discussions of a value-added tax and it will hit the middle class, i think particularly hard. >> jamie: stephen hayes thanks for weighing in and we'll talk about the actual numbers of what health care will cost and appreciate your time, so much. great to see you. >> sure. >> jamie: eric? >> eric: jamie, a fox news are letter. new video coming in now, 10,000 people have been ordered to get out of athens, greece this morning. that is -- as wildfires, as you can see, now sweeping towards the ancient city and the huge wildfire has been burning more than 30,000 acres, mostly through suburbs just north of athens. and the flames coming within 12 miles of downtown of that city and authorities have now declared a state of emergency there and the fire threatening 2500-year-old temples, and in

the ancient area and firefighters planes from france, italy and cyprus expected to arrive later today to battle the fires and no word, at this moment, on the cause. >> jamie: breaking news on afghanistan. this morning admiral mike mullens, the chairman of the joint chiefs, this morning, is saying the military situation in afghanistan is, according to him, quote, serious and deteriorating. in the meantime, a commission that is investigating the country's presidential election, that took place last week, says, charges of fraud are so widespread that they could tip this balance in the final results. president hamid karzai's top challenger, the former foreign minister accuses him of rigging the vote and both candidates claiming to be in the lead after the elections. >> eric: a call for a u.n. resolution condemning libya for the homecoming celebration with the convicted lockerbie bomber

and senator schumer made the suggestion late yesterday and you heard republican congressman from georgia phil gingrey joining in for wanting that and what are the chances of a resolution, and joining us is a man who knows these things very well, ambassador john boenltd, fox news contributor and ownership ambassador. good to see you. >> glad to be here serving let me get it straight, the president wants susan rice to introduce a resolution in the security council condemning libya and demanding an apology, but wait, guess who is a member of this security council. libya, the president of the security council just five months ago. you think the administration will introduce such a resolution. >> i would be very supervised. you know, there is a history of libya in the security council on this issue, and the first bush administration in 1992, we were able to get two resolutions, one, condemning libya's lack of cooperation, with law enforcement efforts to find out

who had caused the destruction of pan am 103 and a second resolution a few months later in posing sanctions on libya for its continued lack of cooperation. unfortunately, when the clinton administration came in, they backed way away from the effort that had been made and, really, try to deal with great britain and libya to allow abdel basset mohamed al-megrahi to be tried in scotland and i think it is very unlikely it proves, many of whom were around at the time of the shift in policy will want to do anything to raise the profile of it now. >> eric: talking about the cutting a deal for the trial en scotland and what about a deal to free megrahi and great britain saying there was not a deal though gadhafi's son says they raised his name in meetings when talking about doing begin with britain. >> senator shoupers right to be out raged at the hero's welcome they give him when he returned to libya and we should be

outraged the government of great britain in letting this mass murderer go free, you know, the clinton administration agreed back in 1999/2000, scotland could try megrahi, knowing that scotland didn't have the death penalty, had he been tried in the u.s., if we could have apprehended him we wouldn't be worried about clemency now. >> eric: during the time of the event. >> and we'll see more and more evidence coming out of the u.k. where prime minister gordon brown's government is really being subject to a lot of criticism across the political spectrum including in his own party, for the possibility that he pressured the government of scotland to let meg megrahi -- abdel basset mohamed al-megrahi go free. >> julie: and gadhafi will be coming to the u.s., pitching a tents in new jersey, inglewood across the river from new york city, he lives in a bedouin tent

congressional leaders, are going to just have to cut the cord with the few republicans who are still even negotiating with them and try and jam it through with their big majorities. and that is going to be very explosive and highly partisan, but if they wanted health care reform i suspect it will have to be a purely democratic plan. >> jamie: before congress resesz seed the blue cog -- recessed the blue dog democrats were opposed to any reform that might come to play and would you expect them to be as vocal when they return. >> chris: well, i think that there certainly is going to be a push, particularly by the left, for health care reform and i think one of the issues is that you are seeing some more moderate democrats who i think are obviously, will be frightened by what has happened in this town hall meeting and concerned maybe they are getting away from their constituency, may come back with -- i think the real interesting story will not be republicans versus
