[captioning made possible by fox news channel] captioned by the national captioning institute --www.ncicap.org-- bill: good morning, everyone. we want to start this morning with brand new developments in the push for health-care reform. after months of negotiations there will be yet another new plan unveiled today. the leader of the plan as max baucus from montana. he is hoping that his idea will win support from both sides of the aisle on capitol hill, as you can see in a live picture. do not put that in a bottle, keep it for later. megyn: while senator max baucus has a bipartisan group of six

lawmakers, his propal would cost $880 billion over 10 years. that is slightly less than the original plan that top $1 trillion. bill: look at that, we saved $100 billion. megyn: what is $100 billion a month friends? [laughter] bill: republican senators are still concerned over a number of these key issues. the panel has been negotiating for months. they are thought to be the key six senators to get it through or not. bill, good morning. listen, republicans and colleagues, let's come in and talk about it -- what is his plan -- in a nutshell? >> his plan, like others that have come out in congress, does not have a so-called public option.

instead has the co-op. the gang of six have agreed on that, but there is a lot of disagreement, even as he is ready to unveil the plan. the republicans want assurances that no illegal aliens will get health coverage. that there will be explicit prohibition on public funding for abortion, for example. democrats say that they have to remain silent on the issue, which is a red flag for pro lifers. this is the fifth of the five plants scheduled to come out of congress. bill: something tells me that there will be a sixth and seventh along the way. is there evidence that republicans are embracing this plan? are they keeping it at arm's length? are they running from it? >> i a lot of republicans and some democrats are worried about a broader philosophical issue. when you pull back from the

weeds of these different triggers and co-ops, government run health care plans. that is the notion that americans will be forced to buy insurance. you are talking about finding people and they do not buy it. $3,800 per year for a family of -- family of four, that would be defined. is that the thing to do in a recession? there is talks that these people would have to pay fines because they had no insurance. that is a concern for democrats as well as republicans. this is not to say that it has a great chance of passage. bill: thank you for that, bill salmon, leading coverage from capitol hill. the president and the white house have announced that they will do five network interviews this sunday to talk about health

care. as a communications expert, dana perino will talk was about the strategy behind that. megyn: the health care reform battle, shaking the confidence of consumers. according to a new poll for my bipartisan organization that supports health care reform -- from a bipartisan organization that supports health care reform, many americans are worried about how it will access health care. affordability dropped last month, the decline was greatest amongst senior citizens in -- senior citizens and young adults. 47% of those polled were worried about health care costs. bill: we heard at the end of the weekend on friday that the census bureau cut its ties to acorn, they are now taking action against a group, blocking it from being able to bid for federal grant money. to oppose it?

seven senators voted no, ball democrats, except for bernie sanders from vermont. kristin gillibrand explained her vote by saying she found the actions of certain acorn workers of reprehensible, but added that thousands of new york families facing foreclosure depend on charitable organizations like acorn or monetary assistance. a three to seven was the vote in the senate. megyn: did you hear brian kilmeade talking about this this morning? i am sure the mob does a lot of good work as well. [laughter] he is a funny guy. there is a new poll this morning for south carolina republican, this man, joe wilson. house leadership expected to bring a resolution of disapproval against him today. this after he shouted "you live close but that president obama last week during his address to

a joint -- " " -- "you lie" during a joint session of congress last week. kelly, is this resolution of disapproval expected to pass? how many lawmakers are expected to be behind this? kelly: we are going to see it move forward this afternoon. no need to point out that this resolution is no different than the typical way to do things. there could be a center or a fine or expulsion, of but it is nothing like that. this is one where the teachers basically tell the congressman did you are out of order. he could avoid that if he apologized, but it does not appear he will do that. megyn: do you think that they will tell him he is a bold, fresh piece of humanity. kelly: i do not think so. you would think that the apology that made the the president would be enough, but not in this case. when the congressman made that statement, during the president's speech on the house floor, he did not offer an apology to the house members. as you have indicated, the violation for any congressional member under section 370, a member of congress may not call the president a hypocrite or dishonest from the floor. joe wilson says that he has already done enough mea culpas. megyn: he made it clear that he was not willing to offer another apology. all of this back-and-forth, should he apologized again, now race is injected into the issue. >> the charge of racism coming from maureen dowd, in her column she claimed that her outburst was motivated by race.

she is opining that wilson belonged to the sons of confederate veterans and led a campaign in 2000 to keep the confederate flag waving above the south carolina state capital. "wilson denies any hint of rape -- racism, that he respects the president." she went on to intimate that perhaps the president, being a black american, and wilson being a white american, maybe he took exception to the fact that here was a black man or president lecturing members of congress. "he clearly did not like being lectured and reviewed by this brainy, black president presiding over the majestic chamber." a lot of people dispute that, including wilson himself. he said he has a great deal of respect for the president and the first lady. megyn: she has great powers of observation, where she can hear things that were not said. she thought it was a racist

comment because she heard not just what he said, but "you lie, boy." no one else for that. kelly: i do not know how you get into someone's mind like that. megyn: we have a critic of joe wilson coming up in 20 minutes. kelly, will you be watching? kelly: i will. megyn: good man. bill: you never lie, girl. [laughter] bill: for the first time, polling shows that a majority of americans disapprove of the way that the white house's handling health care. how does the president get his message out given those numbers?

megyn: vice president joe biden, making a surprise trip to baghdad. we should be getting new video into fox news any time now. the vice president touched down about one hour ago, he is scheduled to meet with u.s. troops as well as iraqi leaders. this is his third trip to iraq this year alone. bill: i mentioned this earlier to bill salmon, the president is willing to conduct five network interviews this sunday to talk about health care. the president has his work cut out for him, so does the white

house. how do you cut through the clatter of this -- clutter of this increasingly difficult issue? dana perino, former white house spokesman, she knows a thing or two about communicating. good morning. >> good morning. bill: how many people in that town know what they are talking about? >> and lot of people get paid to say what they -- say that they know. but you can read the tea leaves on this, looking at all of the polls. i think that many people do not know how this will wind up. they do not see a clear path for the president to get what he says he wants unless they go with something that they say they can do, a democratic only option. bill: put it on the table, but it up or down, -- vote it up or down. you were the spokesperson at the white house. what is the strategy behind

putting your guy out there on every channel in one day? >> they are trying to flood his own. they think that they have the best communicator on this issue for them, so they will put him out there. one of my concerns is that as they put him out there, the message has not changed very much. people are not hearing anything different. because they are trying to stay flexible, much of what he says comes across as platitudes and there are not enough specifics. the polls will show you that the more that he talks about the issue the less people support it. maybe they are going to try something different on sunday. i know that he is going to do five sunday shows, i noticed he is not doing a box. that is unfortunate. and a lot of people would want to hear what he has to say. these are the people that he is supposedly trying to reach. bill: you are right about that,

frankly. you want to convince americans, come check out our audience. that is the audience that you need to convince. you mentioned two things in your previous answer. george will writes a news magazine. an increasing number of americans do not believe that he believes what they say. your second point, "for the first time a majority of those surveyed disagreed with the way that he is handling health care policy." but your hat on the other side. -- put your hat on the other side. how would you advise the white house to fight back against this other than continuing to do interviews? >> i would try to find some more specifics, to be able to say that we had a breakthrough. maybe they're going to try to do that today with senator baucus. the problem with that is, from what i read, the left does not like it, the right does not like

it, and the poverty advocates do not like it. they say that we have a different package, that this should make america feel better about the effort. the problem is that i do not think it can pass. by his own admission, he said that he would set the standard and would not sign a bill that would raise the deficit. this bill does not do that. i do not know what bill they could sign to get him to be able to keep that promise. bill: nancy pelosi says that public option is a must. max baucus says it is a nonstarter. what would you advise republicans to do? what should be their strategy? >> i have gone back and forth on this, and it has changed. for months, maybe even a couple of years, to put forward some common-sense measures for people, make it more competitive, and make sure that people who fall into the cat --

fall into the gap feel more confident. republicans get a bill that of that service on malpractice reform. on wednesday night the president said that he would try pilot project. something that we recommended. but the kathleen sebelius would be in charge. i actually think that the best thing that republicans can do is say that we have put forward our positions. we are willing to talk to you, but you have got 60 votes in the senate. you have a strong majority in the house, you do not need any republicans. the only reason they are trying to draw republicans in is because they do not have the votes on their side. bill: thank you for your time. on behalf of chris wallace, the invitation is out there. we will talk again. thank you for your time megyn: i do not know about you, but i think that chris wallace is the best on television. if you can withstand his questioning, you might be able

bill: if you are a smoker you could start facing more restrictions in new york city. five years ago they restricted smoking in every indoor, public, and commercial area. now they are looking to make these no-smoking areas as well at the beaches and parks. blumberg has kept his powder dry so far, he wants to see more information before endorsing or not endorsing the proposal. five years ago the business people were saying that they would go out of business. no-smoking, we will not have any customers. they did all right. megyn: they did. i do not know. outside? >> ♪ [singing]

megyn: that is the national anthem of france, bill hemmer. they have a different way of doing business compared to americans. leisurely, long lunches, extended vacations, and short work weeks. france is going through its own economic downturn, like many countries. now i 5-member panel is recommending -- now a five- member panel is recommending that france views happiness as a new measure of economic productivity. stuart varney from the fox business that were joined as live. [laughter] that is enough of the french national anthem. >> please. megyn: nicolas sarkozy writes this recommendation, france is going to boost its gdp in the world by saying how happy they are? >> exactly.

that is exactly right. you are also right in saying that france has always been kind of jealous with america's economic performance. what do they do? they change the definition of success. these experts say that happiness has a value. six weeks of paid vacation has a value that is not being put into the overall numbers. a 35 hour note -- 35 hour work week makes you happy. all of that welfare makes you happy, does it not? therefore put a euro number on it, boost york gdp, and finally the french will get to compete with america. what do -- whoop-de-do. megyn: it might have the opposite effect in the usa, where we are not huge fans of vacation and the extended work

week, or the liquid lunch. >> think of the underlying assumption. you cannot be possibly have be at work. you cannot possibly be happy having a dynamic, free market and of it -- individualistic society. only socialism will make you happy. megyn: sarkozy is recommending this to other countries? >> anyone who cannot compete with vibrant america is going to adopt the happiness standard. megyn: they can do that? >> they put out their own numbers. no one is stopping them. megyn: is there not an international body saying that the americans have the highest, so what? what happens to us as a result? >> nothing happens other than countries without a different number. so far it is just france. they want other countries to go along.

it is just a way of competing, a totally false way, with capitalist america. megyn: many of us over here actually enjoy our jobs. >> some of us love individual freedoms. vibrancy. megyn: vacation is ok. but the dismissal of all working hours as missouri, nicholas sarkozy needs to take a look in the mirror. >> glad that you asked me to report this. megyn: you know a thing or two about the french. >> yes, i do. [laughter] bill: federal agents raiding apartments in the u.s., who was living there? did they get their man? megyn: joe wilson calls barack obama a liar, then apologizes for the outburst. the president accepted the apology. you might think that that would put an end to the issue. it does not. one of the house members using

megyn: markets just opening on wall street, down ever so slightly. futures had been up today after reports of an august jump in u.s. sales. we could still get there, we are just one minute 30 seconds into trading. the report gave analysts hope

that consumer confidence is growing as the economy recovers in this country. the dow jones closed up 21 points yesterday. bill: in the meantime, an investigation into a raid early on monday morning, an al qaeda suspects was being watched at an apartment. suspects visited over the weekend, no arrests had been announced. what triggered the raid? what happened this week? >> good morning. officially the fbi and law enforcement agencies are not saying a great deal. they will not say what the trigger was for the raid. they will not say who, if anyone, they are looking for. there are reports that we have pieced together from a variety of sources, apparently the fbi got search warrants that were executed. they were looking for possible

bomb-making equipment and other weapons. as you reported, none of those weapons were in fact found. one person was reportedly temporarily detained. this is an ongoing operation. i can tell you, the sense we are getting from law enforcement is that they are not happy that the media picked up on this story, that the publicity did more harm than good. this is still something that they be -- that we will see develop over the next several days and months. bill: chuck schumer was asked about this. what are he and members of congress saying? >> interestingly, they were not briefed. that is one reason these raids got so much attention. peter king, he said that this was a matter that was being very seriously. as for chuck schumer, he downplayed the raids and said that there was essentially no imminent threat.

here are his own words. >> the fbi obviously keeps tabs on potential problems. i would characterize the raids as preventative. >> very quickly, one thing that the senator also said, there is no correlation between the raids on monday and a visit by president obama. bill: thank you, david lee manner -- david lee miller. president obama had lunch with former president bill clinton. down in the village. have you ever been to that place? you need a nap after coming out of that place. [laughter] megyn: joe wilson has said that he is sorry for calling president obama and fire during the president's address to a joint session of congress next week. joe wilson says that the

apologies are officially over. pres. obama accepted the apology. when asked about the democratic plan to push the matter further, president obama had this to say. >> this is part of what happened. it becomes a big circus instead of us focusing on health care. megyn: as we told you earlier, house democrats are excepted -- expected today to push for a resolution of disapproval against congressman joe wilson. joining us now is a man that believes that this move by the democrats is appropriate. good morning, sir. >> good morning. megyn: you agree with the president, that it is turning into a big circus. that people are taking their eye off the ball on health care reform and that we should focus. >> i would respectfully disagree with the president about this

turning into a circus. i would say this, it needs to be put into the appropriate context. joe will send was an officer in the reserves and the national guard. had he done this in uniform, he would have been subject to a court martial. megyn: but he did not. >> pardon me? megyn: but he did not. >> absolutely. but he did it from the floor of the house, where they have the same sort of rules. he violated the rules. what is the message that we send it to the people in this country? one, you do not respect the position -- not the person, but the office. two, that there is no honor anymore in this process. for of all of the people in the world, for joe wilson to clock -- cross that line is absolutely absurd. that is why i believe that the house should take the action. it will not be a circus, it will

be a fairly quick vote. congressman cobb -- clybourn from south carolina is outraged, as am i? megyn: where were you back in 2005 when this happened to president bush as he delivered his state of the union address? >> nobody screamed at him. i cannot see it, i will listen. >> by the year 2042, the entire system would be exhausted and bankrupt. the only solutions would be dramatically higher taxes, massive borrowing, or sudden and severe cuts in social security benefits or other government programs. megyn: audible booing by the democrats. >> which is different from screaming out.

megyn: fair point. stand by, listen to this. these are democratic lawmakers. >> one year later, i feel no reason to apologize or change my opinion. events have proved that the president is a liar. like bush and his administration have lied to the world. megyn: i beg to differ with you. both of those representatives were scolded on the house of the floor, saying that it is inappropriate and it violates house rules, and that was the end of the matter. >> this is like three kids in the backseat of a car when i was a kid. what i am saying is that we should take action now to say that this will not be tolerated, republican or democrat, in the future. joe wilson is someone that clearly crossed the line. megyn: did you complain?

did any democrats complain? what is good for the goose is good for the gander, sir. this is a double standard. joe wilson was clearly out of line and clearly of the president an apology, and he did it. the president says that that is enough and that this is becoming a circus. yet people continue to push it. nancy pelosi came out and said that we should focus on health care reform. others in her party are pushing for more. now they are spending time that we pay for on the floor of the house to issue a disapproval resolution. is this what the u.s. congress should be focusing on right now? >> i agree with the president, they should be focused on other things. by the way, they should have made a statement back in 2005. we need to make a clear statement that this will not be tolerated in the future. by the way, if joe wilson is sanctioned today, that could put

an end to this. as a prosecutor, i believe in sanctions. if a kid had done this, they would be in the principal's office. they would be out of school. i do not understand why we are trying to set an example for the young people in this country and we cannot allow sanction for the people that violated the rules. megyn: an apology is no longer enough, apparently. let me ask you this, sir, might this have the effect of making a martyr out of joe wilson? as opposed to the position where he is now? might this have the effect of helping him and have people feel sorry for him? >> i do not think that anyone will feel sorry for joe wilson after his outburst. i have stood in to any court rooms where people have looked at the victim and they said that

they were sorry, there is a sanction that needs to be taken. this is about the office of the president of the united states and the decorum of the house and senate of the united states. we need to draw a line in the sand and say that this conduct -- there is no more civility in this process. i think that whatever the motivation, political or otherwise, that line in the sand needs to be drawn. megyn: i have to go and i want to ask you one last question. you talk about the decorum of the house. i think that a lot of our viewers watching, like nancy pelosi, saying that the cia lies repeatedly, and that charlie rangel -- who is in all sorts of tax trouble, but faces no penalties? nancy pelosi allows him to continue on in the ways and means committee?

decorum, what a joke. >> certainly, i would say to you that the house of representatives, the republicans are the democrats, does not inspire confidence in myself or anyone else in their ability to discipline their own membership. what i am saying is that perhaps this could be the beginning of a process. if they had sanctioned joe wilson, perhaps in the future that will be the standard that applies to anyone else. if we just let it go again, this process will continue forever. megyn: ever the optimist. thank you. >> [laughter] thank you. bill: we have seen the pictures taken by the upgraded hubble telescope, they are fascinating. we have not heard from [unintelligible] until today. he is waiting in the wings. check it out. achoo!

bill: if you were with us last week he probably saw the new pictures from the hubble space telescope at me to go wow. will show a series of bold images on the left, then the new high-quality image on the right. look at the difference that seven years can make. they look cool, but can they tell us? our guest is a theoretical physics professor that wrote a book, "physics of the impossible." michio kaku is weighing in on these pictures. welcome, my friend. the first, the mega centari star field, 2000 to on the left, 2009 on the right. what do we see? >> jaws hit the floor when we saw these pictures compared to 2002. it is the wow factor.

picture on the left is pretty bland. a bunch of stars, pretty colorless. bill: like a movie from 1960. >> the picture on the right is fantastic. the color, contrast, and resolution are five times better. we know that the color of the start corresponds to the temperature, which corresponds to the age. we can determine the age. bill: blue is old, red is new? >> blue is younger, red is older. you can actually calculate the age by looking at these old pictures. bill: nasa says that there are 100,000 stars in the image that we saw. no. 2, this is great. the butterfly nebula. put that on the screen. do you see how much more color that we have? what can you as a scientist get out of this? >> we are looking at the death throes of a star.

we want to know everything about the butterfly nebula, that is the future of our own sun. 5 billion years from now, gas will start coming off of the north pole and of the south pole. one day our son will die and perhaps take our solar system with it. bill: not tomorrow? >> 5 billion years. the [laughter] bill: we have got some time. the other thing that you said is that it represents a star in its death throes, that is dramatic. the third one, the quintet. what do you see? >> when you look at the picture on the right, the new picture, you can see the inside of the galaxy. that includes a black hole. we actually now have evidence of black holes wherever we look in galaxies. to get the best pictures of a

black hole ever recorded. bill: that is amazing. look at that. >> that galactic cluster is unstable. it will eventually collapse into a mega-galaxy, perhaps releasing a mega-black hole. bill: that is what you are waiting on next. what does a black hole look like? >> it looks like a pie-shaped object with a very dense, black thing in the center. the hubble telescope gave us fuzzy pictures of black holes, now we expect spectacular photographs of black holes. bill: come back to talk about it. tenures more from the hubble, if it lasts -- ten years more of pictures from the hubble, if it lasts that long. thank you. megyn: a gender bender dilemma that sent shock waves through the sports world. male or female? test results are now reportedly in.

joining us now, an attorney. >> how are you this morning? megyn: doing great, thanks. the senate has taking us -- taken us halfway down the field by threatening to cut off future funding. we will see how the house follows. what more does your group want? >> the republican national lawyers association has been following acorn closely for several years. all through the election of last year. i personally testified before congress one year ago in july, asking congress to do something about investigating acorn and the voter-registration fraud that they have been engaged in across the country. acorn has always said that what they really do is operate in their housing offices. all three of these videotapes of these -- from this undercover filmmaker and his friend posing

as someone that wanted to go into prostitution, it took place in the housing offices with acorn employees explaining how to defraud the irs. so they could qualify for federal housing assistance that employees were told would be used for prostitution. we are asking the office of inspector general to investigate and conduct a thorough forensic audit and accounting of all of the federal money that acorn has received and to try to ascertain whether it was misspent, spent for illegal purposes, and if so to refund the money to the taxpayers. megyn: i have looked at this as an attorney, looking at these tapes. just the states, forget the other matter. -- just these tapes, forget the other matter. i question whether there are actual crimes on these tapes.

no false tax returns were ever actually filed. it was advice given out about how to do it, but they never actually did it. my question for you is let's say that i am right, no crime was committed on the tape, hud could still get involved and the wall of the things you are asking, could it not? >> absolutely. that is why we are asking the office of inspector general to follow the money. that is their job. in every cabinet agency there is an inspector general whose job it is to watch out for the tax money and make sure that when contractors are receiving federal money, when they sign those forms applying for the check to be sent to the organization, that is a federal crime. if you say that anything that is false on that form, let's say that they were using their federal dollars to advise these

people how to engage in the illegal acts. when they violate for requesting the next installment of their federal grant, that is a crime. the only way that the inspector general can have the resources to track those dollars and find out what they have been doing, understand, acorn is not just one organization. megyn: is 300 +, which is a whole other matter. let me ask you this. even if it is not an actual crime that was committed, does the housing and urban development office not have the right to patrol waste, fraud kayl, and abuse? they could say that we have concerns about waste, fraud, and abuse, and based on these tapes that we have seen we want to come in and finally someone

could see their books. >> that is absolutely right. if the viewers want to help, they can go to the office of inspector general website. they can e-mail, call the hot line, or demand an investigation. ig is supposed to be our watchdog in preventing fraud, waste, and abuse in the expenditure of federal funds. we need to make sure that they're doing their job. they have not done it up until now. congress has started to go in and look at the books, following the money. we have a lot of evidence that a coming of money and transferred it between the eight areas and agencies. -- between the areas and agencies. megyn: no one so far has been able to see the actual books, so they can see if the money is actually kept in the one office and not sent to the political arm of acorn.

megyn: there could be a deal on health care on capitol hill. a bipartisan group of senators is ready to meet again today, trying to hammer out specifics in a bill that would overhaul the health-care system in america. this is the max baucus gang of six bill. carl, this appears to be the best chance for a bipartisan reform bill in the senate. >> it has been since february that this has been going on. how many times have we said that? max baucus, chairman of the senate finance committee, ranking member on the gang of six, expected tomorrow to present the bill to the committee itself. $888 billion, significantly cheaper than anything else that has passed committees at this point. it has a variety of things.

it does not have the government option for a health insurance plan, and instead has co-ops. there is mandatory individual coverage. everyone would have to have that. it does not do a few things. it does not make sure that illegal immigrants cannot get coverage. the bill will not be federally -- it does not make sure that there are federally covered abortions. tort reform, as a lawyer he is a big fan, things that republicans have included. what we do not know is how it will affect the deficit. that is one of the major holdouts. the president said that it cannot cost a dime. most of the republicans working behind closed doors would say the same thing. we are waiting for final analysis. megyn: what does this mean for the big financial question that is looming? what if the finance committee

approves it? what does it mean for this bill and its chances of passage in both houses? >> still pretty slow. the health committee, that will be one bill. then they have got to marry it on the house side. then they have to go to a conference committee. it all gets very complicated. here is something to contemplate that is a problem, despite the bill that they say they have, there is democratic liberal descent growing. one of the components of this mandatory individual coverage is that for people that are not subsidized, low-income families would have to pay for their own insurance, their premiums would be capped at 13% of their income. democrats are freaking out that a middle-class family of $60,000, having to pay 13% of their income, that is a deal breaker for a lot of democrats.
