jon: good morning. we begin with a fox news alert. i am jon scott along with jane skinner. more action for terror suspects. the head of a queens new york plot is due in court today. the suspects arrested as part of an ongoing terror investigation. we have a chilling new details about the case. one suspect admits that he trained with al qaeda.

the fbi has found notes describing in detail how to make bombs. so far, none of these men faces terror charges. the information the justice department released makes it seem like they have some pretty incriminating evidence against them. >> there are a lot of questions swirling around. so, we will see if there are additional charges to come later on this week or maybe -- or maybe even right now. we are waiting for the attorney. a lot of very incriminating information came out in those complaint affidavits that were filed over the weekend, including that he traveled to pakistan. they have been following him for more than a year now. he traveled to pakistan to train in weapons and explosives. this is a region that al qaeda uses as a headquarters for planning jihad against the

united states. he was telling other people that he was there to visit his wife. in addition to that, federal agents say that they copied his laptop when they took into custody last week and they stopped him in new york. on that laptop, they found a picture of nine pages of handwritten notes that describe in very explicit detail how to build a bomb. when he was confronted with that, he said that he had never seen that before. he said that he accidently downloaded the information. jon: the denver bus driver appears to be the guy in the middle of all of this. how did his father get involved? what about this other guy in new york? >> his father talked to federal agents for about three hours. from what we can glean from the complaint affidavit, he lied to authorities when he told them he had not talked to anyone in new

york within the past week. it turns out the federal agents had a wiretap on alfazi. jon: what happened after that? >> today, we're expecting all three men in federal court. this is all expected to happen sometime later this afternoon when with -- when they will go before federal judges. jon: thank you. jane: we want to go to a major story developing at this hour. a leaked document is putting pressure on the white house as it contemplates sending more american troops to afghanistan. our top commander is warning that the situation is getting worse. in this confidential report, general mcchrystal says that we can still win the war, but not without deploying more troops. jennifer griffin is live at pentagon with more details. >> we are just hearing from the

white house that it plans to carry out its own assessment before deciding on more resources. originally, we were told that the assessment by general mcchrystal was going to be the assessment that the white house relied on. clearly, they are not pleased with the idea that he is requesting more troops. i understand that he has been told in so many words not to send this request for resources and that means more troops. he is planning on requesting between 30,000 troops and 40,000 troops. what iss interesting is the bottom line of what general mcchrystal says in this 66-page declassified report on his afghanistan assessment. he says that time is of the essence. they have about 12 months to turn things around there. he says failure to gain the initiative and reverse insurgent momentum in the near term while

afghanistan's security capacity matures risks and outcome where defeating the insurgency is no longer possible. part of that, he thinks, is that he is going to need about 40,000 more troops. jane: how much time does the president have to decide about sending them? they are not necessarily taking what they are hearing from the commander in the region, but looking for more information from other sources. how much time does the white house have? >> i have been talking to people here in the pentagon. essentially, there are no troops to be sent to afghanistan before january. many of them are still tied up with operations in iraq. i iraq is having a crucial election in january. they are not going to be able to get troops home from their fast enough to be able to send them out to afghanistan. some are arguing that the president has until january to make this decision.

families and troops need 60 to 80 days to prepare to go to afghanistan. in the next couple of weeks, the president should be deciding if he wants those troops to be rerouted in january. jane: if he does not necessarily want general mcchrystal's assessment, who else do they talk to if you are not taking the word from the guy who was running the operations on the ground? who has better information? >> there are other agencies operating out there. it seems at this time -- it is not that they are not taking into account general mcchrystal 's assessment. certainly, the president is reading the advice very carefully. the cia has a very large operation over in afghanistan. they are likely preparing their assessment to the state department. they are likely weighing in on this. basically what we are hearing is

hold off, do not put the president in a bind politically. so, we are hearing from the commanders out in afghanistan, they are frustrated. they are being told, do not send this to the white house right now. that is why you saw the leak this morning. you saw the president saying that he needs a little bit more time to make a decision on strategy and basically denying that he has asked general mcchrystal not to send a request for more resources. this is designed to put pressure on the white house. jane: thank you, jennifer griffin at the pentagon. we want to know what you think. we have an unscientific poll. you can go to our website. it is very easy. so far, the majority of voters say that the president should send more troops. register your vote if you will.

jon: russia's top general says that the military of that country still plans to base missiles next to poland. this is despite an earlier statement from the kremlin saying that the plan would be shelved. the kremlin always said that russia would only deploy short- range missiles near poland if washington went ahead with its anti-missile defense system plans. the russian general says that washington has not given up the missile shield, but will simply shift the missiles to ships at sea. jane: heavy rain heading in atlanta. here is a look at some pictures. as much as 20 inches of rain over the past couple of days. unfortunately, this has turned deadly. two drivers died when their vehicles got submerged in the floodwaters. let's get to dominican davis. >> hello, jane.

flash flooding has been a big problem for the northern part of georgia, especially this morning. a lot of those schools had to close because of flash flooding that was in the area. when you see the darker shades of green, that is what we are looking at. as you can see, we have some pretty extensive flash flood watches and warnings that not only go for georgia, but alabama as well and pushed into the ohio valley. unfortunately, we are still looking at several more inches of rain to come before this system pulls away. tomorrow, we are still going to be looking at those flash flood concerns. you can see heaviest rain on the radar is just to the north of atlanta. we have another batch that is coming through central parts of alabamahat are pushing into the northern georgia area by later today. it continues to be a wet one. today is the last day of summer.

the stock market has been going up a lot lately. i guess what goes up must come down. >> that is true. the market when lower today. over the past six months, we have seen quite a rally. we want to show you what that looks like. it has been a dramatic increase. the big question for investors is, will history repeat itself? look for march all the way through september. that is what we're talking about right now predict that has only happened six times in the last 100 years. i want to take you back to 1929 when we saw a similar news. that was the type of music that was playing. that might be a different segment. that is the music that was playing in the stock market in 1929 and 1930. president hoover, it was his first term. we had a big crash in the stock

market, october, 1929. from that low, the markets rallied about 48%. it was a dramatic move. then the market fell another 80% after that move. it looks like investors are starting to get a reprieve. we are seeing the dow moved 46%. we have president obama's first term as president. we are in a bit of a different time. the markets are showing a different pattern investors have to ask themselves that question, are we going in the direction of 1929 or 1930, or is it going to be another pattern in the 1970's were the market's rally and they continued to rally? it was despite the fact that there were rallying on below on the recession. as we drift into the back half of the year, why is the back

half important? a ceo was telling me today that the time is important because a lot of investors and traders have seen their books improved. they want to lock in those games because it is a bonus. they will probably get a better bonus. we might see volatility going into the back half of the year. really, the shelf life of this rally, no one really knows it yet. will history repeat itself? if not, what will it show? jon: it would be nice if they could go out and hire people with those games. jane: went undercoverver video first emerged showing acorn staffers trying to help a reported pant and prostitute break the law, the ceo really dismissed it as a right-wing attack on community organization, claiming that the videos have been doctored.

some at acorn even threatened to sue. iraq? >> the ceo promise that they will employ an independent auditor to look into those problems today. that is the reaction of acorn to the latest tapes and the scandal that has resulted in the firing of five people. during the interview, they also addressed the possibility of whether or not acorn will open their books. critics have accused acorn of taking taxpayer money and using it for political purposes. their lawyer has warned that the possibility -- the lawyer said that they might not make the finances available. >> what did i do? immediately, those people were terminated. they were terminated. they were terminated

immediately. what did i also do? i may try that we had an independent review and make sure that we suspended any walk in activity. we continue to make sure that all of our employees, if they are too stupid to understand that they are not -- professional standards, we terminate them. >> one member of congress said that there were 20 different investigations of acorn. some states have frozen funds to acorn pending the outcome of investigations. jane: how are lawmakers responding? >> in one of the interviews, she actually publicly thank the filmmakers. she said that they did a good service. it is quite a different tune and when we first broke the story. let's take a look at what they said the first day that we broke the story. they called the tapes false and defamatory. she said it is clear that the

videos are doctored, edited, and in no way the result of the fabricated story being betrayed. we will be taking legal action against fox and their co- conspirators. fox news did a lot -- did not make the tapes. the filmmakers are not co- conspirators. i am waiting for a thank-you for fox news for breaking the story in for reporting on acorn for the past year and a half. maybe i will not hold my breath. i am a patient man. we will continue our investigation here at fox news. jane: thank you. jon: a dangerous water rescue as the coast guard springs into action when a hang glider crashes into the ocean. we will bring you some more of this video. three terrorist suspects due in federal court today in a plot reportedly targeted new york city. some chilling details emerging

jane: take a look at this video, the coast guard coming to the rescue of a hang glider after he crashes into the water off the coast of oregon strong waves were crashing into those rocks. the hang glider was trying to avoid being sucked into the rocks. a rescue diver finally ended up pulling this guy to safety. jon: president obama takes on the critics of his health-care plan. he was all over the airwaves yesterday when he appeared on five sundayay morning talk show. the president admits that he needs to do a better job

explaining his proposal to the american people >> i think during this whole health care debate, there have been times where i have said -- >> he lost control? >> not necessarily, but there were times when i said i'm not breaking through. jon: i am joined by a special assistant to president clinton. is the president's message not getting out? >> is certainly will now after yesterday. there is a lot of noise out there. i think republicans have done a very good job of getting a lot of inaccuracies on health care. there is no one better than the president to paint a clearer picture of what is in his plan. jon: give me when inaccuracies. >> some of the issues about what they are going to do to seniors of the back end of their lives. that is one huge inaccuraciey ot

there. i think there is misinformation about exactly what it will do. being able to keep your doctor, being able to keep your healthcare plan. all of these things are what people are nervous about. i think with premiums doubling in the past eight years and having 12 million americans -- actually more, skipping their drugs or treatments because they are worried about the costs last year, we have to deal with this. i think that is what the president is telling people exactly what is in his plan and what you can expect. jon: what can you expect? >> what exactly is in the plan has not been discussed. the president is just fundamentally disconnected from what he is selling. his generalities about the plan do not match with the legislation that is being proposed in the congress.

fundamentally, millions of people are going to be moved out of their plan. there are big new tax increases proposed. the president is talking one game, but the american people are looking at legislation that is a totally different thing. it seems to me that if the president were to give more detail, tail specifics, he would lose even more of his audience, in fact. jon: this white house has been criticized for when it runs into a political pickle, sending a personally's -- popular president out to try to sell it. the argument is that he has run out of gas. >> there is a reason why so many cable networks show seven episodes of "everybody loves raymund" every night. it is popular and people watch it. you saw jimmy carter muddle things last week and did not

help things. the president is the best salesperson for the plan. i am confused about that. did you watch the joint session of congress? >> the president has not actually endorsed any of the myriad plans that are on capitol hill. the president has not had the political courage to endorse any of those plans. that leaves him open to the criticism that what he is saying does not match what is happening in the legislative process. >> of course the president is not a member of congress. what he did in the joint session -- he clearly went to the joint session, laid out the principles of what should be in the plant,

you should be able to keep your doctor. he talked clearly what people should be getting. there are a lot of bills out there right now. we have seen congress do their piece of the puzzle. in the end, the president is going to be presented with a bill. jon: a quick, final thought? >> i think congress will deliver a health-care package. it will include taxes and changes to peoples coverage. the president cannot argue his way out of that problem. jon: thank you for joining us. jane: 3 terror suspects are facing judges in federal court today. who exactly are these men? what allegedly did they want to do in this country? one of them acting as a double agent of sorts. we are monitoring a news conference that is underway right now in naples, florida. a man murdered his entire

no visible injuries for any of those kids. their driver is being taken to the hospital as a precaution so they can look him over for a double check. the swim team on this bus on its way back from the aquatics goes into the pond. we do not have details on what may have caused this accident. you can plainly see the empty bus sitting in the river. some of the kids were taken back to school. about five children were taken to precaution. this is outside the dallas metro. high-school students from the swim team up reportedly going to be ok this morning. what an irony. a good thing for them that everyone is ok. jane: that is unbelievable. right now, we are awaiting the

court appearances of terror suspects in two different states. in colorado, a 24-year-old guy and his father. in new york, we are waiting an appearance from a local religious leader. it all of them are originally from afghanistan. what were they allegedly planning to do? we hope to get the answer to that question. investigators say that they found detailed notes on bomb making on aflazi'computerss and he admitted that he got weapons and explosives training from al qaeda with us is the former director of counterterrorism for the white house security council. also, a former federal prosecutor. these three men are in court on charges only on lying to the federal investigators. >> the government is piecing together a tapestry of evidence together. did you have a gentle man who is

known to travel to pakistan to work in an airport and at driving experience. a computer with weapons instructions in his laptop. i am proud of our government for putting together what it takes between local and federal law enforcement. they're putting a case together in real time. if the government does not have proper intelligence, real assets, as well as documentary assets, they will not be able to put a stronger case together as it proceeds it is important what we have the capability -- even if you have a green card. jane: michael, where do you see this going? do you see the potential for other people getting involved? >> it m you wonder just how

awful prove the evidence and the case is. i think the charges are going to get stronger. as they develop greater intelligence, as far as what attack was inferred -- was averted, we will learn more. this is our government doing its best to vet and out the terrorists. jane: let's talk about the religious leader that will be appearing in new york today. authorities say that he tipped off the others in a phone call and then lied to them when he asked. will we ever know what was going on here? >> there is some conversation about the nypd how running this individual as a confidential informant and tipping off the terrorists. we will probably get to the bottom of what happened. it is very interesting and it tells a good story that the nypd was so involved in this investigation right from the beginning. they were so involved, they were

bombed into each other. it shows that the state and local authorities are working diligently to prevent attacks on the society. jane: authorities were specific about saying that they had no specific information regarding timing, location, or targets. what do you expect to find out in court today? >> i think we're going to find out very little. they are using this to try to love for more information out of the challenges. there were proper discussions where they had a certain amount of community as to what they offered. i think it is critical that we figure out what was behind this plot. we will find that out for federal intelligence and piecing together information. >> i think it is very important that the government leverage whatever opportunity it has.

right now, this is maybe a thin case on its face. i have full confidence that they will get to it. there was all this intelligence gathering selection, but when it came to our immigration borders, there was a breakdown. here, you have what amounts to a very fast effort and a legal effort where the person will have his day in court. jane: we will watch it as it unfolds. thank you. jon: let's take you to florida now. we're looking into a man hunt of a father accused of five murders. >> three little brothers were in

school. away from all of that, they are going to have to go out of the country to try to catch their person of interest. he is the father of the five children who were killed the mother is describing the scene as horrific. the mother was also killed in all of this. what will they need to find him? they will need the cooperation of the haitian government. they have not even heard back from the haitian government. the immigration agency ice will go as soon as they figure out when he has been found. he is wanted in the brutal killings of a mother and their five children. just coming out of the news conference right now is what they will do resource-wise to try to find the father in all of

daughter, and a friend of hers the teenagers' actually invited him to their home after meeting him at a music festival. his myspace page says that he has only been wrapping for a few months, but is a fan of the horrorcore genre. jane: a criminally insane killer is back in custody after a manhunt in washington state. deputies captured him after four days on the run. we first told you about this story on friday. he escaped while on a field trip from the mental health hospital to a local fair. this is the first time he made a break for it. law enforcement is now questioning him. he has a clear history of

escapes. why he was allowed to go on the field trip in the first place. he strangled an elderly woman in 1987. jon: president obama says that he does not want to look backward, but he is allowing the attorney general to investigate how the cia conducted interrogations'. we're learning that holder never read memos from prosecutors who explained why they decided not to raise charges. wendell goler joins is live from the white house. the president received a letter from former directors of the cia. they asked him to squash the investigation. any response from him in those interviews? quote there is no indication he intends to do that even though the president has said that he wants to look forward, not

briefed on the memos by advisers who presumably were more expert on legal matters that he might be. eric holder had said that he would look at all the facts before deciding whether or not to bring charges. bush and administration officials decided that there was not enough there to file charges. officials say that new evidence has come to light. they do say that the special prosecutor's eleven chosen to decide whether or not to launch an investigation is only looking at a handful of cases jane: we will be right back.

hotspots in what is left of the los angeles fire. firefighters are concerned about the hot, dry winds moving into the area this week. lower humidity and santa ana winds could make it difficult for the crews to snuff out the remaining hot spots. it has destroyed 89 homes, caused the deaths of two firefighters, and scorched nearly 281 square miles. >> he is the guy who resigned after sending loop messages. former congressman mark foley has a new gate. he will be a radio talk-show host. he is one of a bunch of politicians who faced political scandals. where are they now? james rosen has a look. >> we really should not be surprised that talk radio should be where mark foley would work.

guilty to charges of falsifying financial disclosure forms. he was sentenced to 30 months in federal prison. he served 17. he began broadcasting the bob ney radio show. he had previously done some work for the talk radio endures -- news service. jane: lot of lawmakers would have to face financial problems ultimately. >> derive from their legal fees. former congressman gary condit was ultimately cleared of any role in the disappearance of chandra levy, the intern who was working in his office. in the meantime, william jefferson, a new orleans democrat recently filed for

clinic for gamers. it is on this beautiful wooded property out in the middle of nowhere, essentially where these people can go hand on plug. they raise chickens and they get out and they intend to a garden. it is a 45-day program. it costs $14,500. it is not cheap. they are there the entire time trying to reconnect with life away from the internet. jon: did you talk to anyone there about what treatment they are getting? how does it work? >> the first patient there was a 19-year-old kid. he said he was playing world of warcraft for 17 hours a day. his parents said, we're going to get you help. they got them in.

he was just wrapping up his therapy. it is a lot like the 12 step program. they try to teach them social skills. they're also trying to get them to reconnect with nature. they do chores. it is to try to get away from that virtual world and reconnect with the real world. jon: are there a lot of skeptics out there wondering if internet addiction really exists? >> that is right. there is a debate going on right now in the psychiatric community. one has said that there is no such thing as internet addiction disorder. others say that there is evidence that suggests that if you were getting e-mail, there is a chemical reaction in the rain similar to what happens when you take a drug or alcohol. the skeptics say that this is not a physical addiction at all. they say that it is part of a larger problem with the people that they cannot socialize and

it stems from an anti-social behavior, not a chemical addiction in the rain. jon: it is kind of a chemical addiction when jane gets under blackberry. >> a lot of people spend a lot of time on those things. jane: a little bit of health news for you. a new blood test could tell you that you have new types of cancer. it can detect stomach and colon cancer, according to european researchers they could determine whether the cancer is likely to spread. it could help doctors monitoront the disease and monitor your reaction to the treatment. primary-care doctors can collect the blood. jon: a fox news alert. we're going to take you live to new york. there is the president. he is about to make some remarks about college education

mastermind of the 9/11 attack. the obama administration is pondering whether to move the trials to a civilian court rooms. the men will be asked to weigh in on this to light. catherine herridge is streaming live. it i understand you had a briefing from the chief prosecutor on this case. is that right? >> we did have a briefing from the chief prosecutor. he told us that no matter what, the administration will make a decision on where to try the conspirators by november of this year. just about an hour from now, we're expecting some, if not all of the 9/11 conspirators in the courthouse that is about 100 yards from where i'm standing right now. they are being asked to weigh in on the administration's request for a third delay in their

trial. ultimately, it will be up to a judge whether or not he grants this delay. three of the men are acting as their own attorneys. there was an unexpected development. today's hearing was delayed for several hours. it may involve some kind of message from the men. it is interesting to look at these motions. it gives you good insight into these men. they have complained about the government-issued computer that he has to mount a defense. he complains that it is too slow. he complains that the translations are also too slow. the bottom line is that this is a procedural hearing. often, the news comes when they are interacting with one another. jane: thank you, catherine herridge. jon: look live at the space

he is due in federal court on the same charge of lying to investigators. authorities conducted a series of raids in new york city and denver. here is some of the video in new york. the fbi is looking at several peopleople in the u.s., pakista, and elsewhere. david lee miller is outside the federal courthouse in brooklyn, new york. how are these three guys connected? >> let's start with the part of the case -- we have some video recorded a short time ago of his attorney arriving at the federal courthouse in denver. he is the central defendant in this case, if you will. he allegedly drove from denver to new york city. the authorities say that he had a computer that contained hand written files of instructions of

how to create a bomb. as for the other two defendants, one is an imam in new york city. it is alleged that they talk on the telephone about the younger zazi. we should point out that one of the mysteries about this case is that all three of the defendants are only accused of lying to investigators as of right now. none of them are charged with a more specific terrorist threat. that could change. >> they are maintaining that they are innocent. they are denying wrongdoing. zazi is saying that he has done nothing wrong. this is despite the fact of the fbi is maintaining that he entered discussions to talk

about some kind of a possible plea arrangement. he actually admitted to going to al qaeda training camps in pakistan. according to his attorney, the imam had been a local inrmant for years. the attorney claims that his client got involved in the case only because the fbi asked him to check up on zazi. then he says that the fbi essentially tracked his client. the fbi is saying that he was a turncoat, that the imam lied and misrepresented the conversations he had. here is what his attorney had to say a short time ago. >> i characterize it as a bootstrap case that has been created by the government to cover up their own failings and

the fact they were the ones who blew this investigation. >> his attorney says that his client would not have been involved in this case, had not the fbi had asked him to do so. jon: there were also those rates that the federal government conducted in queens. any word on what they found? >> initially, there were reports that they got backpacks, cellphone, and according to the court documents, there is a report that on a computer, they found nine pages of handwritten notes on how to make a bomb. what is important is the fbi maintains those notes were written by zazi. they say that the handwriting matches they say that the equipment had fingerprints on the government is saying if you

that there is a threat to her life. her parents want her back home. jane: thank you, phil. jon: we're learning more about a brutal mass murder in naples, florida. a guy boarded a plane on friday. this is his picture. police say that they found his wife and five young children dead in their apartment last week. the couple had a history of domestic violence calls over the past decade. police discovered his car at miami international airport the next day. they think that he may have fled the country. we will have much more to come on this developing story. said jane: president obama said 20,000 more u.s. troops to afghanistan. the commander there says that he needs more troops soon, or we may lose this war.

first of all, this document that was leaked, general mcchrystal, not too happy that word got out about it. >> it has been around for several weeks. my friends told me that there was an internal debate going on there, talking about the numbers issue. this would not be a good news document. something of this magnitude would not be left on the back burner. it is to be expected jon: of the general is charged with the goal of winning the war. he says that he needs what, 30,000 more troops? >> i think the basic number was between 30 and 40.

we are talking about a fairly large expansion. we have to go with the doctrine, which did not really help us when iraq. i that we are at that stage. jon: you are saying, go big or go home. >> right now, we are continuing to do what we do -- what we did in vietnam. we have to get ahead of them. this is one of the things that general mcchrystal is realizing now. i argued that i do not think we have the right strategy yet. hisso, i think general mcchrystl wants to win and would see this as a path to victory, but until we consider pakistan and all of those issues, we are still not there.

we are still not on the path to a winning strategy. jon: look at it from the standpoint of president obama at the same time, he campaigned on a platform telling americans that afghanistan was a really important war and we should have focused on that and not gone into iraq. what does he do now with this assessment from his commander of the ground? >> the right thing to do is stand by the commander. president obama was committed to a civil military counterinsurgency strategy. the bottom line is, he committed to that. i hear about all the different things either we want to win or we do not. i do not necessarily think we are there yet, but we cannot give up.

jon: the white house has taken in this advice from general mcchrystal, saying we will do our own assessment. quote is that? can you explain what they are doing? >> it is politics. they are going to look at their own numbers. if this is what he needs, you have to go with it. jon: one quick question about his strategy. he says that you cannot kill the taliban. you cannot kill off the taliban. there is an endless supply of taliban, essentially. he says that if you kill too many civilians, they will get angry at the united states. how do you win with this -- when this with more troops? >> you have got to look at this as an integrated issue. you cannot resolve pakistan or

no one is expecting much from this meeting. why? >> it all comes with a backdrop of what the israeli press characterizes as the resounding failure of the white house to extract a settlement freeze or to extract a promise from the arab states and to take tentative steps toward normalized relations. the government is promising not to bend a bit, particularly when it regards constructing settlements in the west bank. the media adviser said that you have never heard the prime minister say that he will freeze settlements. i am giving that to you word for word. it could be easily interpreted as a slap in the face of the u.s. president anahead of this meeting.

the palestinian president goes into this meeting looking very weak. he jumped on the bandwagon with president obama calling the israeli settlement freeze. he said he would not attend the meeting if there was not a settlement freeze. the israelis are building more in the west bank. his constituents have called on him to snub the meeting. hamas by contrast comes away with a pr bonanza. they can say, look what happens when you follow the west. jane: president obama shifting the debate to climate change this week. he is expected to address the issue at the united nations tomorrow. he will be headed to its board

for a major speech. what does this all mean for climate change? our chief washington correspondent is here to explain what is going on. what is the purpose of the president's speech? >> the u.s. is the important player in an international climate negotiations. the europeans are a little nervous about the u.s. because it did not sign the last treaty limiting carbon emissions. president obama is likely to say, this time will be different. >> president obama is going to reassure the rest of the world that the united states is once again back of the table in terms of negotiation. >> he says that obama will say the lack of action this year by the u.s. congress will not

interfere with negotiations at copenhagen, but without congressional action, do not expect the president to lay out any specific targets for emission reductions. jane: why did we approve the kyoto treaty back in 1990 to seven? -- back in 1997? >> the main reason was that china and india and others refused to agree to binding limits. when the clinton administration agreed to cut in spite of that, the senate voted 95-0 to send a letter to the clinton white house saying, do not even think about sending that treaty to us for ratification because we will not approve it. that is a lesson that president obama pass to have in the back of his mind. jane: , jim, thank you very much.

jon: imagine 20 inches of rain. that is what fell on parts of northern georgia. take a look. it was absolutely soaked, as were many other parts of atlanta. dominican davis is in the fox weather center. are they going to get some relief? >> unfortunately not. the steady, heavy rain that we saw last week, they got a break from that over the weekend, but these isolated storms are popping up. off to the west in alabama, that is another heavy batch of whether it we still cannot rule out an additional 3 inches of rain. in some areas, we could see up to four edges of rain coming down. that is where we're looking at some of the most significant flooding. that is pushing up into the ohio valley. unfortunately, this system is

really not moving anywhere. they do not have dry air that is going to interact with it. there is a lot of moisture coming up from the gulf. another system is pulling in from the west. that will make for a chance of severe storms today through the southern plains. we could see additional flooding concerns out there, as well as some pretty dangerous thunderstorms. out to the west, it is a different story. they are high and dry. we could be seeing some record high temperatures for the last day of summer over the next couple of days. today and tomorrow, temperatures will make it well into the 90's. wins will be offshore. we are looking at a very dry wind. that means low humidity. the fire concern is going to be on the increase for the next couple of days out to the west. n: thank you very much,
