"when it's time to leave your bed, "fox & friends" he is the only way to clear your head." >> hi. you're watching "fox & friends," my new favorite morning show. steve: thank you very much, beth from brooklyn and everybody else watching around the world. gretchen: a very good morning to all of you. let's kick off the swhoa some headlines. he is desperate for more troops in afghanistan but general mcchrystal is going to have to wait. that's the word from pentagon officials telling the top commander in afghanistan to hold off on requesting additional forces since the obama administration says it needs more time to figure out if we're using the right strategy to win the war. the white house review of the u.s.-led war effort could take weeks. the lay comes as commanders in afghanistan say they are running out of time. an act of defiance from the

mastermind of the september 11 terror attacks. this man, you've heard about him before, and two other terror suspects refused to show up to court. their hearing was set up after the obama administration asked a military judge for more time on deciding how and where to prosecute the detainees. khalid shaikh muhammad was captured in 2003 and says he wants to be executed by the u.s. to achieve martyrdom. georgia governor sonny purdue has declared a state of emergency as heavy rains continue to flood the state. at least six people have been killed, including a toddler who was killed when his mobile home was swept away. northern georgia has gotten 20-inches of rain in the past few days turning normally calm rivers into raging floodwaters. max baucus making significant changes to his health care bill as the committee starts debating the issue today. join us from washington with more on that is kelly wright. good morning.

>> good morning. hope you're well. the senate finance committee markup begins at 9:00 a.m. today. it's expected to be a long day of legislative jarringian. having said that, there is talk of more than 500 amendments. but since they have yet to write the legislative text we and they don't know which are how many amendments will actually be applicable to this. but we do know the senate finance committee chair max baucus is optimistic. >> needs a lot of the legitimate concerns that i've heard. the most frequent concern is affordability. we want to make sure that this package out of the finance committee next week provides for insurance recoveries that's affordable for people. coverage that's affordable for people. >> he's talking about how to

make it affordable for people. the senator considering these changes. he would offer more general subsidies to low and middle-income foam buy coverage through a network of private insurance exchanges. he also said he may cut the maximum penalty facing middle class families who do not buy insurance. and baucus said he is considering substantial changes to one of his primary sources of funding. and that is a proposed tax on high cost insurance policies. you know, those cadillac policies we've been talking about. a markup is where the bill is literally hammered out in that finance committee. amendments are debated and voted on the bill, can change sometimes in very substantive ways. here's a warning here as well. markups can be deadly, slow and tedious. gretchen, back to you. gretchen: all right. a got of people would think maybe that's not a bad idea because people would see the details of health care reform. thanks. seven former heads of the c.i.a. sent a letter to president obama asking him to stop the

investigations of c.i.a. interrogators. now one of those chiefs, jim woolzly, is speaking out -- woolsley, is speaking out. he talked to bill o'reilly. >> it's not only watching yourself, it's that you can't trust the guidance that your boss gives you that you got in writing from the department of justice. that's apparently what these people did. i think what's really crucial here, too, is that the president, having been elected, gets to set the policy for interrogation or other -- any other way of getting information by the intelligence community. gretchen: woolsley says broadcasting limitations deters agencies from working with us. who can forget the disaster kanye west created for himself last week? steve: i can. gretchen: here it is. >> thank you so much for giving me a chance to win a v. many a. award. a -- a v.m.a. award.

>> taylor, i'm really happy for you. i'm let you finish, but beyonce had one of the best videos of all time. gretchen: no, that was not a "saturday night live" skit. that happened. it seems he's bringing down the wrath of world wrestling entertainment on himself. they are offering kanye west $10 million to step into the ring to do some light wrestling at three different events. you'd have to wonder what that might look like it he takes them up on the offer. brian: that's the first thing i thought. i said, this reminds me of wrestling. gretchen: it remainlded me of extemporaneously speaking. brian: it also reminded me of -- who was the author yesterday we had on when he went through -- gretchen: the guinea pig book. brian: about brutal honesty. david letterman was brutally honest when he said he was thrilled to have the president of the united states for a full

hour in his studio. this would be the sixth time he sat down with barack obama but the first time he did it as host to president. steve: that's right. he was on jay leno since he was elected. it was his turn to do david letterman. when, exactly, does barack obama have time to run the country? that's what somebody said to me, because he's always on tv. and extraordinarily he was at the ed sullivan theater, just a few blocks from where we're sitting right now. do you think he went because the lady had the potato shaped like a heart? brian: standing ovation, steve. steve: this lasted for about two minutes. but it did get serious. last week there was a lot of talk about racism, injected by jimmy carter. last night the president of the united states addressed just that. >> a couple of days ago jimmy carter started talking about this behavior and was speculating that perhaps this unease or poor decorum was

because people -- it was rooted in racism. is he on to something there or is that just something to talk about? >> well, first of all, i think it's important to realize that i was actually black before the election. [laughing] gretchen: which is exactly what the point should be, that by all accounts the whites in america voted barack obama into office. there were tons of white people who voted for barack obama. yes. so for jimmy carter to say that this is all race induced, hat's off to the president for diffusing all of that. brian: he also was talking about health care. he's on the health care agenda, even though he has to talk about the foreign affairs now. necessities town to address the united nations. and, of course, tomorrow is the big day ahmadinejad speaks to the world. he says how farce cal it is, how crazy it is when he talks to other leaders, even leaders who are in -- conservative leaders

of other countries who just can't believe the level of debate when it comes to health care in this country. listen to what he said to letterman. >> it baffles the mind to other countries. when i talk to other world leaders who are paying attention to this argument and they hear some of this stuff, and these are in some cases conservative leaders, heads of center right governments, they don't understand why it is that americans would not want to set up a system that would save them money over time, would work better work make people healthier. brian: that sounds good. gretchen: americans do want that system. they just don't want to necessarily pay for it and run the entire country into bankruptcy for their children and grandchildren. some might argue that. brian: have the quality of care drop. steve: so the president had a very busy day yesterday. not only was he on "david letterman" he was i a community

college in new york. there's the president shaking hands with david paterson, the governor of new york. "hey, you still here?" this after stories in the "new york times" that apparently the white house wants to squeeze him out because they would prefer that this man, attorney general of the great state, the empire state of new york, andrew cuomo, run instead. brian: it's one of these things where the inside source is 100% right it looks like the president of the united states is concerned. reports are it looks like rudy giuliani is pulling so far ahead of the current governor, governor paterson who by all rights by both parties has been an outright disaster in a impossible situation, plus he's dealing with the inherent problem of being blind and governor, not easy. so, of course, rudy giuliani is about 15 points pulling ahead of governor patter son. if -- paterson. if rudy giuliani is going to be a contender to win the white house, he'd have to get a job like governor of new york,

reinvent himself. does president obama want that? apparently not and he's got his man, andrew cuomo, authoring a big comeback story. gretchen: so after he sort of stiffed the governor, governor paterson at the airport with sort of a stiff hug, they wept on to this resemtion where the governor was -- reception, where the governor was not invited into this private room but cuomo was. when president obama went up to speech, he acknowledged from the great state of new york governor paterson, didn't say anything about the job he's doing, then went on to introduce attorney general cuomo and said what i fantastic job he was doing in the state of new york. here's the biggier story. and that is whether or not the white house should be taking an aggressive role in state races. not that this hasn't happened before karl rove was the architect of this not only at the white house but in other states. but if you look at the obama administration, you've got massachusetts, pennsylvania, new york, about six states, california, i believe --

steve: new jersey. gretchen: where the obama administration is saying, here's who we would like to see win. steve: it makes perfect sense. it's in this particular white house's d.n.a. the chief of staff, rahm ree emmanuel, headed up the conditioningal push to get democrats in the house and was very successful at it. so it would make sense that they would continue to think, ok, if we're going to get anything passed here, we need a packed house. and rahm is doing his best to pick the shots. brian: the other thing that is important, governor rendell nailed it, governor of pennsylvania, as head of the party he can do whatever he wants. it's not right for it to come out. why embarrass governor paterson? what dough to be embarrassed like that? what about personal decorum? gretchen: the administrations have done this, to what degree nobody knows but every administration has done it. steve: it is extraordinary the first black president would ask the first black governor of new york to step aside. brian: perhaps, but it shows

maybe he is colorblind, which is great. former massachusetts governor dukakis could be the pick to fill temporarily ted kennedy's seat in massachusetts. they're on the fast track there. gretchen: that would be interesting. he's been out of politics for quite some time. comin up, the top commander in afghanistan says if we don't send more troops right now, we will "fail." so what is president obama waiting for? some people are asking that. up next, a fair and balanced debate. steve: he has called the holocaust a lie but now the president of iran saying something else absolutely appalling. the story straight ahead on "fox & friends" for this tuesday. luke: moving my mind and my hands

gretchen: the nation's top commander in afghanistan warning the obama administration that

more u.s. troops are needed there or the war will result in a, quote, failure. here's what the president has to say about it. >> until i'm satisfied that we've got the right strategy i'm not going to be sending many young man or woman over there beyond what we already have. gretchen: 62,000 u.s. forces in afghanistan, and now this very serious warning so do we deploy more? here for a fair and balanced debate, pete and jose. good morning to both of you gentlemen. >> good morning, gretchen. gretchen: i've just been chatting with jose here, pete. jose, you tell me that this isn't even a timeline. you are -- you believe all troops should simply leave afghanistan right now. >> that's right. obama said they're waiting for the right strategy. i think the report that general mcchrystal put out is not the right strategy, really. it's more of the same in terms of trying to win the hearts and minds o afghan people.

and iraq veterans stands for immediate withdrawal of all troops from afghanistan. gretchen: i guess, pete, you would differ. a lot of people say there's one argument about nation building, maybe we can't do that in afghanistan. but what about terrorism? >> it's not more of the same. in fact, it's a strategy we haven't employed in afghanistan for a long time when we changed strat strategy in iraq, we changed to a strategy that focuses not nosily on nation building but on protecting the population so we can get the intelligence we need to find an enemy in an environment where they don't wear uniforms. we have the right strategy, we just need the troops to execute it. i think it's disingenuous that jose would come on and represent iraq veterans when he, himself, is not even an iraq war veteran and a consciousious objectors a a medic. i've been on the ground. know how these things happen and what it takes to conduct the counterinsurgency. we can provide it provided

president obama gives the troops that general mcchrystal needs. gretchen: it seems while he was campaigning to become president he was in favor of possibly sending more troops to afghanistan. he have always tried to distance himself from the war in iraq but said the real war that president bush should have been fighting was the one in afghanistan. jose, comments on that. >> again, i feel like -- first i'd like to respond to that pete had to say. i was in the military for 14 years. i can assure you we never received any sort of counterterrorism training. so i respect your service, pete. and i appreciate that. >> counterinsurgency, not counterterrorism. there's a difference. >> there may be a difference in your mind, but it's more of the same in terms of what general mccristal asking for. i don't know if you've read the report, but i have. i can see that basically what they're asking for is the troops are going to be learning the language. so supposedly protecting the civilian population. i don't see that as a realistic strategy o moving forward.

gretchen: the political question i was trying to get to the heart of the matter of is that president obama at one point seemed to favor the war in afghanistan, at least that that was going to be the one he wanted to concentrate on. and now he's taking his time to develop the strategy. some people are scratching their heads over that. >> yeah. i think this decision will be indicative of whether or not he truly meant it. on the campaign trail he talked about leaving iraq but sticking to the fight in afghanistan. he was right on that. i think his decision about whether to give the commanders on the ground what they needle indicate whether or not he really believed iraq is the right war is war we must win, the war of necessity which he has refeeted as commander in had chief. you need the resource fights that you believe in wing. and that's why we've launched a petition calling on president obama to give general mcchrystal what he needs. if he does that, we will support him wholeheartedly in this war. we must win in afghanistan. gretchen: people on both sides of this debate, including many americans. thank you to both of you for joining me this morning. >> thank you.

steve: a former white house speechwriter tells us sometimes an unflaftering insider account in his new book that comes out today. matt claims the former president called mr. obama clueless, among other things during the campaign. brian: "speechless: tales of a white house survivor," his bock nationwide today. matt, you worked for donald rumsfeld, then you go to the

white house for two years. how would you describe the president that you knew? the inside guy that maybe only a handful know. >> well, i liked president bush. i found him to be a funnier, smarter, quicker person than he's generally considered being. i enjoyed working with him. i felt honored to have the opportunity to do that. steve: there are a lot of juicy, trivial, almost, tidbits in it here. for instance, tell me about how chuck schumer has an imaginary friend and, in fact, an imaginary family. >> one of the things i do in my book, it's not only about my time in the white house, it's a capitol hill, pentagon, white house. on capitol hill it was well known that senator schumer, and he said this publicly, has an imaginary family that he consultants for legislation on how to vote. steve: he talks to an imaginary family? how should i vote on this health care bill? >> i don't know what's more troubling, that he has an imaginary family or can't find a real voter to support his

decision. brian: you were born alex p. keaton from "family ties" you rocket yourself up. you find yourself in the white house. you were disappointed. you felt as though you could have punched up these speech and so could your colleagues but there was something about the white house system that just broadens things. what's up with that? >> exactly. i saw with president bush and you also see with president obama, they're turning the white house into an infomercial where basically you have to go out and speak all the time, you're always on the air. you're speaking three, four times a day sometimes and it diminishes the voice. steve: before he was elected president, wound up in the white house, what was the former president, 43's, assessment of obama? >> i talk about it in my book. after obama gave a speech about president bush, he said, you know, in guy is clueless, he doesn't have any clue about what it takes to be president. a lot of people shared that

sentiment. steve: clueless? brian: you felt dick cheney was your guy. what i got from reading your book was dick cheney was more of a true conservative in your mind. >> i'm a conservative. liked dick cheney. i saw him in the last few years of the administration. he was not the picture of the person he was characterized when i got there. but i did. i thought he was a good person. steve: are you working on the cheney memoir? >> no. steve: i read that somewhere. what about the hillary memoir? the former president had some colorful comments about hillary clinton. >> he did. steve: that are widely quoted. >> did he have some colorful comments. i think a lot of presidents have used salty language before. we don't think less of harry truman because he's done that. he had a vivid description of hillary clinton in the book. he said at one point, you know, talking about the job, the difficulties of the presidency. he said, you know, which of her fat keister -- wait until her

fat keister gets in this chair and see how she likes it. but the word keister wasn't used. brian: and finally, the president like harry truman, ratings were low. started to come up. do you think the further we get away, the more positive the administration is going to look? >> it's too soon to tell. if you think about it, when jimmy carter left office, nobody thought he would be looked at today as a nobel peace prize winner. but i think he's proving himself to be a controversial character it takes time to decide what a president will look like in the future. steve: matt's new book is "speech-less." thank you for bringing your keister to our couch. >> thank you very much. appreciate it. steve: straight ahead. brian: banning smoking in public places. is it really doing anything positive for your health or just a lot of smoke and mirrors so to speak? steve: the modern day scarlett letter. a woman wearing this sign after cheating on her man. should he take her back? we're going to report. you're going to decide and honk

just plastic and so predictable i love the fact that he's reinventing hill self a little bit. -- himself a little bit. steve: a fundraiser for a democrat from arizona. the vice president of the united states was down in delaware yesterday. it was very interesting as they kind of pulled the curtain back. we are seeing a little bit of the mentality of the white house. they're doing the math in their head about whether or not they are in peril in the house. and apparently they feel like the pre's popularity going down and perhaps they could lose a lot of ground in the house. brian: thank goodness for joe biden. he says what's on his mind. and here it is.

gretchen: why is this breaking news? brian: a gave a number to it. he does admit it's vulnerable. he also goes ton say in some of these districts where democrats are won, showing that they are vulnerable. gretchen: but i think everyone knows that right now based on the town hall meetings and how many premeditate coming out and that the country is split down the middle on health care. it wouldn't be surprising if the republicans got some seats back. i don't think you have to be a brain surgeon to figure out that 40 seats to republicans means that the obama agenda doesn't get passed. that's just fact. steve: so joe says if they lose 35 sts, hope and change is dead. but if the democrats can hang on

to them, a newer yaf bipartisanship will flourish. brian: bill clinton called up his friend during troublesome times ex-said, bring your tape corder over, record this unvarnished, let's talk constantly for the next two years. we'll keep the takes under my pillow. you keep copy in your closet and we'll see what happens. what happened is there's a book. and reportedly the former president's nervous about it. gretchen: he is? i had heard that he read through it but maybe didn't make any changes to it. but did he participate in it. right? brian: he was there doing the interview. he doesn't have control of the final product. steve: taylor branch was his flat mate in the 1970's. taylor is the author of this. it's interesting though. taylor's been on this program before. brian: really? steve: yeah. one of the interesting tidbits from this particular book is the fact that the president, william jefferson clinton, was told by the secret service, hey, we had a problem last night at blair house. boris yeltsin staying over

there. well, apparently somehow he was discovered outside the blair house on pennsylvania avenue in his underwear, only wearing underwear, apparently really drunk, saying he wanted to go out as he hailed a cab to get a pizza. brian: what's unusual about that? gretchen: just a few too many vodkas was not that unusual. it became a international security event. brian: they almost shot him. the other thing that's important, look at the difference -- president bush had a deal with vladimir putin in the prime of his life. now you got medvedev in the background this two-headed leader of the russian nation who wants to be the soviet union again. that's what barack obama is dealing with. bill clinton and boris yeltsin just signed some agreement that they weren't going to attack anybody. gretchen: i think this book will be a huge bestseller. if, in fact, people think that there's some juicy details in

there. that thing will go right to the top. brian: he explains the lewinsky thing's broke under the pressure. steve: and the political pressure. and he says that after al gore lost, al gore said you and lois cost me the election. brian: and bill clinton said, no, i would have gotten you new hampshire and arkansas had you had asked. and they evidently were screaming at each other. let's do the news. gretchen: mahmoud ahmadinejad, well, he's going to be here in just a couple of days. i think tomorrow. but he now says the holocaust was a lie. i think he said it before. now one worse saying he's proud of his comments. apparently because he claims they sparked international outrage. tomorrow ahmadinejad will address the u.n. general assembly. steve: meanwhile, more unrest in venezuela. this time thousands of demonstrators hitting the streets to protest government control over the education system. they say hugo chavez wants socialism in schools. joining us live from c, steve h.

>> imagine if you had to send your children to a school where they taught capitalism is bad, social jism good, and that your children would be socialized. that's what's happening today in venezuela. inside the schoolyard they play nice. gym class, home work, milk and cookies, innocence. outside with the adults it is another story. tear gas, riot police, a nationwide fight raging here over what to teach in venezuela's schools. the man who controls this country's presidency, its oil, courts, parliament and media, is now trying to control its future. venezuela's children. with a new law on education. >> in the capitalist society it is all about the individual. here, no. we are all the same. you are all being socialized. >> chavez is openly defiant about his goal, indoctrination

of the young. >> yes, we are ind.c. trinnating children from the first grade through college, every grade, private schools. the ideology of socialism, our ideology. >> with the two sides squaring off in the streets, the unusual situation results is on the first day of school some of the parents are more nervous than the children. hugo chavez has had a lot of big fights here over shutting down television stations, over running for president possibly for the rest of his life. but nothing has stirred up the opposition like this new law on socialism in the schools. back to you. steve: all right. thank you. brian: so much to protest. how do you figure out which one to focus on in venezuela. you want to finish? gretchen: for the third time the same prisoner escapes from a prison in texas. this time he dug through his cell wall, then used bed sheets to shimmy to freedom. barnes escaped twice before only to be caught days later.

the 21-year-old is serving a 35-year sentence for burglary and assault. steve: a former kentucky high school football coach is heading back to the classroom. after being acquitted in the death of a player, david stinson will return as a teacher. since all coaching positions are filled, he'll have to apply for future openings. >> there have been some folks who indicated that they don't want him back at this school or they think it would be better for him to take another placement. however, the vast majority of sentiment has been for him to return to the school. steve: stinson still facing a civil suit filed by the deceased player's parents that trial is set for february. gretchen: does this woman deserve a second chance? 19-year-old jess making a public apology to her boyfriend on the side of the road in ohio after admitting she cheated on him. when she came clean, he broke it off. she says she doesn't know if her ex saw the sign but she did get

joe? >> because you have peyton manning. his 119th win surpassing johnny unitas for the most in franchise history. former giant super bowl hero plaxico burress expected to head to prison today. burress will be formally sentenced for carrying a gun into a new york nightclub. what were you thinking? according to his plea deal, burress will get two years behind bars but will likely get out in 20 months with good behavior. the 32-year-old receiver has said that he wants to get back into the nfl once he he's a free man. brian: gives up $24 million to go to prison. made some bad choices. if we get out right away,ing you'll have more time after the break. >> i think we have to go. steve: straight ahead, can the arts promote an agenda? you won't believe how the president of the white house may be using your tax dollars to promote liberal policies. that's straight ahead. and more joe in two minutes. gretchen: welcome back, everyone. early last month the national endowment for the arts invited the arts community to a conference call to discuss how to inspire service in four key areas. among them, health care. steve: that's got to be a coincidence. right? well, within 48 hours of the call, 21 arts organizations endorsed president obama's health care plan.

of those, 21 -- 16 of them received nearly $2 million in nea grants in days before the conference call. did the obama administration use the nea to frame the debate on health care reform? gretchen: john fund, a columnist for the "wall street journal" is our guest this morning. >> thank you. gretchen: we first started hearing this story percolating that there was this conference call and the nea had been asked to go out and promote health care reform. what is new now? >> we now have the audio of the call. and we also have direct proof that the white house initiated the call and guided the call. one of the participants in the call is buffy wicks who is with the office of public liaison at the white house. she is a political activist. she came out of the anti-wal-mart campaign. i interviewed nate taller. he said it was completely controlled by acorn. acorn inside the white house.

gretchen: 15 minutes after the top of the hour. a fox news alert now because chill new details in the tear plot. suspect at the center of the case zazi had cell phone video of the busiest train terminal in the country and may have been planning a backpack bombing like the 2004 attacks in madrid. catherine joins us live now from new york's penn station with the very latest. what do you know this morning, catherine? >> good morning to you, gretchen from penn station one of the busiest transit hubs in the country. this entrance here always crowded. there is an alert. a nationwide warning going out this morning calling on transit officials to step up patrols. federal authorities are recommending that police officers and also federal officers who patrol this station and the others conduct random security sweeps at tran stations

also searches on trains and buses. this morning stems from arrest from zazi who investigators believe may have been planning with others to detonate backpack bombs on trains and planes. he lives in colorado and also a new york city man were in court yesterday as a result of a terror investigation. they are charged with making false statements to federal investigators. but, in that terror case, the feds say they uncovered a lot of information, a part of which shows that there was some kind of alleged plot targeting transit in new york city. at least the commuters we have been speaking with, they tell us that they are noticing quite a bigger police presence than usual. this is one of the places always inhabited by a lot of police officers. and federal agents, under cover. some in uniform. commuters are telling us that they are noticing extra security. back to you. brian: i noticed it too. thank you very much. catherine. i take that very railroad home. so you see them all. the cops just walking around.

3 and cell phone so i could call 911. brian: you had the opportunity and chose to confront the burglar. what was it like seeing him. what did he do when he saw you? >> well, he was very frightened. my dog was pursuing him at the time, he had him cornered. and he was very frightened. then i called my dog off of him and he started walking towards me and i didn't want to shoot the man, so he -- i kicked the chair towards him and i said "sit." and he sat down. that was about the end of it. then the duties arrived then. gretchen: maybe you learned your bravery from being a world war ii vet and earning the purple heart, sir. robert thompson, congratulations on fending off the burglar and getting national attention
