24." it is very real. r al qaeda cells working towards some kind of attack in new york -- are al qaeda cells working towards some kind of attack in new york? bill: david, good morning. there is new information out in the last hour. what do we know? >> fox news has learned that the fbi and homeland security had issued a joint bulletin telling local officials to be on the lookout for what they termed as suspicious behavior. we have confirmed that they have been looking in these storage facilities since last week. i spoke to one of the operators of one of the facilities in queens, new york, and he confirmed that his facility had

been searched a few days ago. we are not aware of anything being located, but authorities are concerned that there may have been somewhat to make some kind of a bomb from homemade chemicals. and simultaneously they are concerned over the confiscation of a number of backpacks. in madrid and london, recall that back facts were used. they have increased security at a number of major transit hubs, this coming from the advice of homeland security and the fbi in another joint bulletin. so far security has been beefed up. nothing found, security here is very much on edge. bill: while you were talking they were running videotape of a u-haul in the new york area. on the night in september, several men from afghanistan asked about renting one of the strikes.

it to you. we know that a bill within was issued on friday by the -- we know that a bulletin was issued on friday by the fbi. this story is so disturbing, it looks like they have these men in custody, but there are reports that as many as 12 could have been involved. bill: we have not heard from new york police about any specific subway tunnels. the fbi said that they recorded a conversation between two men about possible threats. possible bomb making components in a new york apartment could have been linked to one of the suspects. a scenario that will be familiar to the attack in madrid in 2004, london from 2005. megyn: at the united nations there is already a high security

presence. world leaders are in town in manhattan for the security council meeting. president obama is going to speak in front of the united nations this morning. we will be monitoring the events all morning long. we will keep you up-to-date. bill: news from overseas, watching the mounting tension between iran and israel. mahmoud ahmadinejad issued new threats against israel this morning, saying that his country's israel will cut off the hand of any one that attacks it. israel or the u.s. could target the iranian nuclear facilities. this comes one day after a top general said that all options are on the table in preventing tehran from building a nuclear weapon. they have promised not to attack iran, that comment delivered in

russia back in late august. what would a possible military strike mean for the u.s.? we have more on that in a matter of minutes, right here. megyn: the administration is apparently threatening insurance companies with legal action over what the white house calls misleading information being doled out on the health-care overhaul. they are silencing insurance company efforts to alert their customers to possible policy changes that could come from these reform efforts. the white house claims that those efforts are distorting the facts. like emmanuel has more on this. what is this all about? >> the center for medicaid services is contacting insurance companies that contract with medicare, saying not to send out these warnings your customers saying that health care reform is going to be bad for them and asking them to contact members

of congress to speak out about health care reform. they are cracking down, saying that this is having a detrimental effect on the public opinion around the country. they are saying for spreading misleading information. megyn: can you give specific examples of what the companies are doing that is upsetting the white house? >> there is a company based in out -- based out of kentucky called humana, they are saying that if they perform these health care cuts the quality of what you are receiving is going to go down. the government got wind of that, the centers for medicaid services sent them a letter telling them to stop. humana says that they support people with pre-existing conditions not being forced to pay more, but if there are

funding cuts to medicare, people need to know. they are working with the government but they feel they have done nothing wrong. megyn: who is behind the crackdown? >> max baucus' office has said he is behind it. he is obviously very concerned about public opinion. medicare beneficiaries are getting notes saying that the health care efforts are going to hurt your services. he is very concerned and has asked the centers for medicare and medicaid services to take appropriate action to make sure that people are not getting letters that might look like official government paperwork saying that your benefits are going to deteriorate. megyn: is that the issue? that these letters look like they are official administration correspondence? short of that, what right does the administration have to tell

insurance companies what they can and cannot say? >> that is what the government is saying, that these look like official mailings that might be sanctioned by the centers for medicare and medicaid services. thehe sayaying that official material needs to be approved. there are disagreements about what needs to be approved and what does not need to be approved. clearly there is concern over public opinion. we have seen polling showing that there is a concern over what health care reform will do to them. if you receive medicare benefits, be careful about what you are telling your members. megyn: there is going to be more about that today. thank you so much. bill: i thought that i was daddy health care. megyn: you did? making materials. a bad combination. leaders from all over the world coming to new york, and investigators here who believe that they have uncovered a madrid style terror plot that might still be unfolding. the first clues for honors during last week's raid in new york and colorado. remember this? they arrested three men out of those states that are still in custody. however, they believe that there could still be several more. there are reports that 12 people are involved in these selected plots. the department of homeland security sent out a bulletin urging transportation systems nationwide to increase security sweeps. we are trying to get more details right now. bill: dozens of world leaders are in new york city, one of them is mahmoud ahmadinejad. it seems that everywhere he

states, he was elected to be the leader of the free world when the free world is at its most horribly dangerous point since the second world war. this is an of the world with terror organizations and countries like iran and north korea and others threatening the safety of the world. i just hope that president obama was trying to please rather than appease, realizing that the perception of weakness could be rising from that in this cruel and dangerous world. therefore the leader of the free world and the president of the united states must be very resolute. i agree that he should try everything to try and get other countries on its side. but those countries must also realize that the u.s., of being the leader of the free world, will be able -- willing to do anything to defend its allies in

in new york city this morning. bill: health care, the finance committee meets today to consider chairman max baucus changes to the reform plan. so far there are hundreds of proposed amendments. 564. how are you going to get through those? they are coming from both parties. first, on the democratic side, what are the concerns? >> just to give you an idea of what 564 amendments look like, just pages and pay -- and pages of amendments that will be voted on. a lot of members of max baucus' party have problems with it. they want a government run health insurance plan. other democrats want more subsidies. someone to cut the tax for those

money on energy bills in the process. we proposed the very first national policy aimed at increasing fuel economy and reducing greenhouse gas pollution for all new cars and trucks. a standard that will save consumers money and our nation oil. we are moving forward with our nation's first offshore energy projects. carbon capture to clean up the coal plants. just this week we announced that for the first time ever we will begin tracking how much greenhouse gas pollution is being emitted to route the country. later this week i will work through -- work with my colleagues in the g-20 so that we can better address the climate challenge. we already know that the recent drop in overall u.s. emissions is due in part to the steps to promote greater efficiency and renewable energy.

most importantly, the house of representatives passed an energy and climate bill in june that would finally make a clean energy the profitable kind of energy for american businesses, dramatically reducing greenhouse gas emissions. one committee has already acted on the bill in the senate. i look forward to engaging with others as we move forward. because no one nation can meet this challenge a low, the united states has engaged with allies and partners. in april reconvene to the first of what has been six meetings of the major economy in a forum on energy and climate in the united states. in trinidad the proposed energy and climate partnership was for the americas. we work through the world bank to propose energy projects in the developing world. climate is the top of the diplomatic agenda when it comes to our relationships with

countries as varied as china, brazil, india, mexico, even europe. taken to gather these steps represent a historic recognition on behalf of the american people and their government. we understand the gravity of the climate threat. we are determined to act. we will meet our responsibility to future generations. although many nations have taken bold action in shared in this determnation, we did not come here to celebrate progress. we came because there is so much more progress to be made. we came because there is so much more work to be done. it is work that will not be easy. as we head towards copenhagen there should be no illusion that the hardest part of the journey is in front of us. we think that sweeping the necessary change in the midst of

a global recession where every nation's most immediate priority is revolving -- reviving the economy and putting people back to work. we will all faced doubts and difficulties as we try to reach a lasting solution for the climate challenge. i am here today to say that difficulty is no excuse for complacency. unease is no excuse for inaction. we must not allow the perfect to become the enemy of progress. each of us must do what we can win weekend. to improve the economy without danger in the planet. we must all do it together. we need to make copenhagen a step forward in climate change.

the developed nations still have a responsibility to lead, including the united states. we will continue to do so by investing in renewable energy, promoting greater efficiency, slashing the emission targets we set for 2020 and our long-term goal for 2015. but those rapidly growing developing nations that will produce all of the growth in global carbon emissions in the decades ahead will do their part as well. they have already made great strides. still, they need the commitment to strong measures at home and the agreement to stand behind those commitments we cannot meet this challenge unless all of the largest emitters of greenhouse

gases act together. there is no other way. the most vulnerable must be put on a path to sustain growth. these nations that do not have the same resources as countries like the united states or china. they do have the most immediate stake in a solution. these are nation's living with the effects of a warming planet. famine, drought, disappearing coastal villages, conflict that arises and scale it -- scarce resources. their future is no longer a choice between a growing economy and a cleaner planet. it will do little good to alleviate poverty if you can no longer harvest crops or fin drinkable water. that is why we have a responsibility to provide the financial and technical assistance needed to help these nations adapt to the impact of climate change, pursuing low

carbon development. we are not simply seeking an agreement to limit greenhouse gas emissions. we are seeking an agreement that will allow nations to grow and limit standards without endangering the planet. by developing and disseminating clean technology, we can help developing nations leapfrog dirty energy technology and reduce emissions. as we meet here today, the good news is that after too many years of inaction and the nile, there is finally widespread recognition of the urgency of the challenge before us. we know that our planet's future depends on a global commitment to reduce greenhouse gas. we know that if we put the right rules and incentives in place we will unleash the power of our

this group with us today, mike, good morning, he represents several insurance programs. humana, based out of kentucky. did they cross the line? >> i do not think that anyone has crossed the line, but a gag order has been issued from washington. as the senate finance committee gets down to work, part of that bill would cut the medicare advantage program that serves 11 million seniors, cutting it to the tune of $23 billion. seniors have a right to know that information. the timing of this is kind of fishy. the day before the senate gets down to work on cutting medicare advantage, we are told that we cannot talk to seniors. bill: what i find intriguing is that max baucus made the complaint.

>> he is an independent voice trying to get bipartisan support. there is of course appropriate oversight in this senate finance committee for companies. but the timing and the tenor has a chilling effect on free speech. seniors have a right to know. they have paid into the program throughout their working lives. now they are receiving their benefits. if benefits are going to be slashed and they might lose their benefits and have to pay a higher premium, they have a right to know. bill: you are saying that the administration is trying to silence free-speech. >> the timing speaks for itself. literally the day before the senate gets out to work and looking for cuts this program, this notice comes out. these communications are not unusual.

megyn: we are waiting a news conference now from the new york city police commissioner, raymond kelly, who is expected to take questions from reporters on the terror probe that is centered in new york city. three are under arrest, two in colorado, one in queens. all this happens as homeland security is sending bullet used to police departments across the nation to be on alert -- poland's security is sending
