but, first, democrats say it does too little. republicans say it does too much. the health care war is now in high gear zeroing in on a bill proposed by the chairman of the senate finance committee senator max baucus. in all, senators have already proposed more than 500 changes to senator baucus's bill. it's a nasty fight continues. senate majority leader harry reid drops a bomb today making ominous threat he may use nuclear option reconciliation to shove this bill through. earlier orrin hatch went "on the record." senator, nice to see you, sir. >> hey, nice to talk to you, greta. you doing all right? greta: i'm doing fine, senator. i know that you guys are busy. so let me ask you about the big thing you are about busy about this health care reform bill. do you believe that senate majority leader harry reid is going to shove this bill through using a nuclear option and, if so, what does that mean for the senate and for the country? >> if they go by the root of

reconciliation, it will be the first time that a bill of this substance, 1/6th of the american economy is considered in reconciliation. what reconciliation was formed for is to take care of tax increases, tax reductions, budget cuts. it was to make it easier to do that by just a simple majority vote. but, what it means is that you would be doing one sixth of the american economy in 20 hours, actually probably less than 24 hours with limited amendments, limited debate, the american people would not be represented very well in that and, frankly, they think they can do that. and why are they rushing this so hard? it took ted kennedy and me two solid years of hard work to pass the children's health insurance program which everybody admits is a very good bill. but it took us that kind of time. now, here we have one sixth of the american economy and they are trying to ram it through. makes you wonder why, doesn't it? makes you wonder why the sudden hurry and rush. it makes you wonder just who --

what are they trying to pull off on the american people. i think i can tell you. greta: what is it then? have you now given me the tease to ask you. what is that? >> well, first of all, the president with the press has promise he can't keep his promises. first of all, they are going to sock taxes to the middle class, to people earning less than 200,000 a year. in fact, they are going to sock taxes to people who earn, you know, as low as 30, $40,000 a year. the way they do that, there is a 300 billion-dollar excise tax on insurers and medical labs and medical devices. all of that is going to be passed on to the consumer. guess who is going to pay for it why you and i and everybody else. it isn't well thought out. secondly there is 27 billion-dollar, i'm just looking at it $27 billion on taxes on employers at a time when unemployment is 9.7% going to 10%. double-digit, you know, unemployment. there is another $20 billion in taxes on people, you know, in

other ways. all i can say is if you look at this bill, and the high costs of it, they are not going to bend the cost cirve. it's going to go up. any time the federal government says they are only going to charge you $5. you know it will be 10. then you will be lucky if it's that. they will assess for families that earn $66,000 a year or more. they are going to assess, it was $3,800 in penalties if they don't get a government -- a washington-run plan. i think the chairman now says it's going to only be $2,000. that's $2,000 to an average family that's having a rough time getting by under the current circumstances. i got to tell you, why the rush? i think they are trying to pull the wool over us. greta: but why? what do the democrats get out of that? you say they are trying to pull the wool over the eyes. what do they get out of it? >> everything is geared to try to get us to a single pair system.

if they can't do it automatically, they will do it in increments. if we get to a single pair system, that means a one size fits all government-run health care program right out of washington. and if anybody believes that washington can do a better job than your local and state governments and your local and state insurers and your local and state health care providers and your local and state doctors, i have got a bridge to sell to you. the fact of the matter is, you know, i made this quote the other day, i said that if anyone believes that washington can do a plan that will cost close to a trillion dollars, cover all americans, not raise taxes on anyone, not increase the deficit and not reduce benefits or choices for our families, then i have a bridge i would like to sell to you. and that's what they are claiming they are going to do. there is no way if you look at what they are doing that they can do that. greta: all right. we only have 10 seconds left. is this going to pass in its current form or not, the senate -- i realize it will go

through some amendments before it gets to the floor. but do you think that the democrats are going to pass health care reform? >> well, i don't know but they are trying to steam roll it through. and chairman baucus has a lot of pressure on him to try to steam roll this through. they will get it through anyway they can. i hope it can stop it. if we do. and then we can take a step back and work together on a bipartisan approach that the american people can accept. this one, i don't think they are going to want to accept it when, you know, if it goes through. greta: senator, thank you, sir. >> you bet. nice to be with you. greta: nice to see you. senator chuck grassley is the ranking republican on the senate finance committee. now, he spent months negotiating with the gang of six. they were all trying to write a bipartisan health care bill. senator grassley says president obama is not keeping his word to you. earlier, senator grassley went "on the record." senator, nice to see you, sir. >> thank you. glad to be with you, greta. greta: senator, answer this sort

of simple question on this health care reform. is it possible to cover will 47 million more people while improving quality for less money. is that at all possible? >> not with less money. but probably not with a full 900 billion that you are talking about. but here's the problem in trying to convince you or anybody else. the reforms that might be a bill like this assuming it can pass is probably down the road five or six years changing the delivery system of health care is an example. in ways that are not really partisan to be quite honest with you. ideas that come from the medical field, not from those of us in politics. but, the problem is all the controversial stuff is upfront. and so from that standpoint, it's a very difficult thing to explain it's a very difficult thing to sell.

greta: the president says he won't sign anything that's going to cost any more money. i mean, is that your understanding of what he said? >> that's what he said from this standpoint. he meant that it would be off-set so that the congressional budget office would say that it didn't add anything to the deficit. in other words, money as this bill does and spending some more money. it doesn't add to the deficit. and that's what the president meant. he also said another thing that's even much more important from the standpoint of anybody in this country. including those of us in congress involved. and that is we should really sharply downturn the inflation rate of health care, which you know is probably two or three times the normal rate of inflation. it would be ideal to get it down to a point where it's not more than 1 percentage point above the normal cost of living. greta: is what the president says, is it possible under the scream that, for instance, the senate bill that your committee

is considering or is it simply, you know, off the charts not possible? >> well, even if it's possible, here is where it goes against a lot of things that the president has said he has wanted to do. you know, he said do you want to keep the health insurance you have, you ought to be able to keep it. there is several things in here that is going to make that very difficult. maybe not in every case but very difficult. another said he said he wasn't going to raise taxes on people under $250,000. well, there is fees in this bill. you know, when you call it a fee, but i got out of the joint tax committee today and those are the experts here on the hill. nonpartisan experts. and they will tell you that this fee that you -- or this penalty that you put on people that don't have health insurance because this requires everybody in the country to have health insurance. a mandate. an individual mandate. and that is an excise tax.

so that excise tax is going to hit people under $250,000 so the president is not keeping his word to the people. get grit why is it? do you think the president simply doesn't understand that? or that he is trying to be a little bit slick or that you are wrong? what is going on with this? >> i think the president is being caught up with a lot of things that he promised during the campaign that weren't the real world but he was campaigning and now he has got to stick by them and he is still repeating them, two of them i just mentioned. you know, if you want to keep the insurance you have you ought to be able to do it. that's going to be very difficult under this bill. and then that he wasn't going to increase taxes on people under 250,000. but today the joint committee says that this penalty is really an excise tax on people that don't want to buy health insurance as an example. so, it might be that he doesn't

to the private sector. that number is up sharply since march when 47 percent said the government was doing too much. the number is at its highest point since 194. joining us live is byron york chief correspondent for "the washington examiner." big surprise? >> not really. you see, anywhere you go, you see greater concern about the things that the federal government is doing. it's something you saw -- i saw it a lot at the 9/12 protests the other day in washington. there were people there who were concerned about one issue. there are some people who were most concerned about health care or they are most concerned about cap and trade. but they would not have had a crowd that big were it not for the fact that all of these things are happening at one time. the stimulus, the deficit, cap and trade, the takeover of the auto companies, and now health care. people are concerned that the president and the congress are moving too fast on a whole variety of fronts in washington. greta: well, you know, you

expect republicans to feel that way. that's a given. because that's sort of the political philosophy. what about independents and democrats? because i suspect that's where there would be the most interesting shift, if there is one. >> democrats are still with the president. it is among independence that the biggest changes are taking place. and if you look at the president's approval ratings for particular issues or do you approve of his handling of health care, of the environment, of the deficit, you see independents peeling away. that is obama's biggest worry right now. because he needs those independence to maintain the influence in congress. greta: which means if he is losing those, everyone gets sort of weak-kneed in congress for his proposals? >> yes. and i think it leads to this idea that perhaps the president may be misred his mandate. the voters clearly wanted change last year. they were tired of george w. bush and they didn't want

republicans to be in charge of congress. that doesn't necessarily mean that they approved of this whole fast-track agenda. they certainly wanted the president to do something about the economic crisis when he took office. no doubt about that. does that mean that they wanted him to pursue cap and trade? to pursue health care? maybe not. greta: what about speaker pelosi and senate majority leader reid. they mist be looking at the same poll numbers. >> right. their ratings are very, very low. i mean, the approval ratings of the two leaders are low. the approval ratings of congress in general are low. although the approval rating at the moment for democrats remains higher than for republicans. the thing you see, i think on capitol hill is democratic leaders are pushing so hard because they know they have 256 democrats in the house. they will have 60 democrats soon again in the senate. there will never be a better time for them to succeed on these issues. in they don't do it now, maybe they will never do it. greta: who owns health care? is it the president or is it the

speaker and the majority leader? who if this doesn't pass or if it has to pass through a fast track through the reconciliation. who owns? >> in terms of one single person having his reputation on the line, it's the president. greta: really? even though it's going to be whatever they sort of con figure with this bill? >> that's why a number of obama supporters became upset when the president seemed a little too passive and he let the democrats in congress craft a lot of this will. he said if this bill goes down he is the one who is going to take the most damage personally so he owns it. greta: it's interesting. because they are the ones who actually write it. he puts his foot we need. this but they are the ones who write it and voted and he signs it. >> they have been looking for guidance from him. they don't want him to write paragraph 2 ca, they want find dance from him on the big things. up until recently, you know, the president really didn't give that guidance. only in recent times has he

greta: how about talking to the doctors. anybody bored to ask them? here is what we know. investors business daily conducted a poll of doctors around the country. some poll results, when asked a simple question under a government plan, do you think drug companies will have incentives to develop as many life-saving new drugs? 60% of doctors said no. joining us live is steve morrison, economic writer for the "wall street journal" editorial page. steve, of course we don't know what ultimately going to emerge from congress. see these numbers, 60% either direction, i mean, it's astounding, is anyone even talking to these doctors? >> yeah, greta. this was a very scary finding. when you think about it, what is health care reform all about? it's supposed to be about improving the health and medical system for curing

diseases and stopping chronic diseases and so on. what we have found over the years is that the united states has really been leading the world in all of the new wonder drugs. in fact 25 of the 30 last great life-saving drugs were developed here in the united states. here is the problem, it's very expensive for these pharmaceutical companies to gospel a new drug. some estimates have a billion dollars to divoop new drug and put it on the market. and if the drug industry is worried that they are going to face new taxes and price controls, they are -- it's going to slow innovation. it's going to lead to drugs that deal with things like cancer and heart disease and multiple sclerosis and alzheimer's. this is serious greta: it is i object, indeed there is a part of me -- i don't have a huge amount of sympathy for the drug industry. i just heard montgomery county, maryland how much was spent in one particular year for the drug valium. extraordinary amounts. we are pretty drug-happy out

there. i guess the thing that bothers me so much is that -- you know, is that it doesn't seem anyone is consulting the doctors, whether encourage research. how do we better these are the people who have the most information about how to make it better. i don't see them being asked much. >> we should be listening to the doctors. by the way in a previous done by investors daily, they found that many doctors said that they would quit the medical profession if obama care came into place because they don't want to be involved in a healthcare system that's run by the government. but the point about this medical drug issue is we should be encouraging this industry. if you want to cut health care costs, rather than having expensive surgeries, if you can find drugs and vaccines that deal with all sorts of illnesses and chronic diseases, you dramatically cut costs. if you look over the past 50 years, we have cut the death rate from cancer and heart disease in half.

mostly because of medical devices, new procedures, and the pharmaceutical industry. this is a life-saving industry. greta: but any doctor will tell you that the reason why the prescribing drugs to help hearts because of the heart problem is because we have got such a terrible problem with obesity. i mean, so you can back that up like beyond that i mean we probably wouldn't need as you know, if we were all a little, whatever. anyway, there are a lot of issues. it's just the question is who are we going to for health care reform? you know, where is congress getting this information? are they just playing with numbers on capitol hill and talking to each other and answering constituent mail or are they doing like -- i mean, our show actually went to the cleveland the midwest to my hometown. >> i greta: doctors and hospitals are the ones that should be heavily considered in this discussion. >> these are the people who have really been dealt discussion. i agree with you greta. we should remember if we want to reduce health care costs.

and prolong life and diseases when the race for the cure for cancer, that's going to require medical research. if you are going to put price controls on. if you are going to tax that industry. if you tax something, you get less of it if we tax our pharmaceutal industry, we are going to get less drugs that save lives. that's going to drive up costs. it defeats the whole purpose of this exercise. greta: the president and the congress, they want this bill. they got to find some place to pay for it so someone is going to get a tax. >> that's right. greta: someone is going to get it. >> i like your idea. greta: it's not free. >> listen to the listen to what they have to say. they know the healthcare system best. greta: steve, thank you. up next, we are only hours away from what can rock the world. president obama and the iranian president together at the u.n. will they come face to face and then what? ambassador john bolton is next. later, a former fbi agent is missing after a trip to iran. is he being held prisoner? the agent's wife wants answers

greta: there is breaking news tonight from the u.s.-mexico border. four people have reportedly been injured in a gun battle during an attempt to smuggle illegal immigrants into the united states. the shootout happened at the port of entry that connects tijuana and san diego. according to the associated press, three vans tried to storm past inspectors and enter the united states without stopping. three of the injured people were reportedly in the vans and a fourth was in another vehicle. more than 70 people who were in the vans are in federal custody. traffic from mexico into the united states has reportedly been stopped by investigators. stay with fox news for the latest on this breaking news story. and we are very close to something big, just hours from now president obama and iranian president both speak at the u.n. general assembly. will they meet face to face? shake hands? joining us is former u.s.

ambassador to the u.n. john bolton. good evening, mr. ambassador. tomorrow could be a very big day. do you suspect that ahmadinejad will make any effort to go over and do much like chavez did and shake the president's hand? >> i kind of doubt that he will. but, you know, really, this is an opportunity for the president to take a rhetorical flourish from his inaugural address and translate it into reality. he said we will extend our hand, referring specifically to iran and north korea. and if they will unclinch their fist, we can have a discussion. well, does he mean what he says or is it just inconvenient to do that now? greta: would it be appropriate? it is anticipated, and i underline anticipated, that ahmadinejad is going to say tomorrow like he did a week ago that the holocaust didn't happen and the german delegates is going to get up and walk out. is there any way that the president can extend that gesture to ahmadinejad if he is doing that to jews, to israel, to american jews? how in the world can that

happen? >> i hope the american delegates walks out. i hope secretary of state clinton is there just to listen to it and if he says that, she should get up and walk out. but, look, this is the same man, the same regime that the president wants to negotiate over their nuclear weapons program. it's very revealing of the character of the individual and the character of the regime. if a regime is going to be saying that, what possible reason do we have to think they would honor a commitment on their nuclear weapons program? greta: what do you think is the point of ahmadinejad's speech tomorrow? what is he seeking to do? >> wait for the hidden imam to show up and bless him. you know, you can't tell with this guy. he says things that, in his context, makes sense. but, to the rest of us show what kind of religious fanatic he is. and, again, i emphasize, it's not just because we disagree with the abore rant things that he says or repression of his own

people. this is the regime president obama wants to negotiate with to try to bring an end to their nuclear weapons program. if you are upset by what he says about israel and the holocaust. if you are upset by what he does to his own people, how can you possibly think that he could take seriously an agreement on nuclear weapons? greta: but you say upset. it's even a little bit more than that. >> much more than that, absolutely. greta: he wants to wipe israel off the map. >> absolutely. greta: it's not even like fighting words or nasty words. he has said and as far as we know, he is working towards a nuclear weapon. so, i mean, it's a little bit more than that. if he says anything tomorrow in the direction of our ally, israel, or says the holocaust didn't happen, should the president make any reference in his speech or should he pretend like it never happened? >> ahmadinejad will come after him but, you know, the next day, there is going to be a meeting of the security council to talk about nonproliferation where the countries are not supposed to mention iran or north korea.

let's come down to it. how can you trust the word of a man who says that the holocaust never happened and that israel should be wiped off the map if tomorrow he says well, you know, actually, i'm going to give up my nuclear weapons program. which do you believe? the first thing he said or of the second thing he said? what's the point in negotiating with somebody like that? greta: he is not the only sort of difficult person arriving in new york or already in new york. qaddafi from libya is also there. what do we make of his presence in this whole mix tomorrow and the next day? >> well, of course, the most current problem with qadaffi with the release of the terrorist mass murderer by the scottish authorities. i think there is a very serious issue here how strongly our government really made it plain to the british that we didn't want this mass murderer released. now, the libyans are members of the security council this year and since that meeting on thursday is at the head of state level, moammar qaddafi will be

there. as you said earlier everybody has watched that tape of hugo chavez giving the president a book and shaking his hand at the oas meeting some months back. in libya, qaddafi has got a best seller. maybe he will go up to the president and give him a bear hug and give him a copy of the book. so the near religious faith that this nation has in the u.n. will get a graphic demonstration of reality with qadaffi in the chair. greta: it's all interesting we focus on qadaffi released and the huge celebration. there was u.k. it was scotland that did that and nobody is talking about them. i mean, they are the ones that really sort of stuck it to us. not so much libya. we expected it from them. how about the scotts and the british just letting this happen happen? >> yeah. the meg i had wouldn't have

taken place at the clinton administration wouldn't have agreed it would be done under scottish law. the united states had huge interesting in me gra i -- presd the british not to let this happen i think is important. let's not forget, gordon brown will be at the security council meeting too. so maybe qadaffi will give him a big hi on his way to say hi to president obama. greta: a lot of attention "on the record" what's going on in hun temperatures are, former president or current president however you want to look at it is now back in honduras and in the brazilian industry. apparently having made a phone call, received a phone call from chavez. what in the world is going on there? >> well, i think that's outrageous conduct by the brazilians. that is the sort of interference in the affairs of latin american nations that the yankees were constantly criticized for over decades past i think it really

raises the possibility of violence inside honduras to a particularly acute point, just at the stage we should be getting ready for elections there. now he was supposed to come to new york. in fact, he was on the speakers' list, i think, for tomorrow. and, yet, he seems to be in -- i think the attention has shifted there. this is an irresponsible action by brazil to help facilitate getting him back into the country. greta: well, are we at least a little bit sort of nodding it's ok? i mean, the united states is backing zalaa. he is in the united states. if we are backing him we would have some element of control over him so he doesn't go out and hide out in the embassy and risk a bigger problem than these two sort of warring parties. >> i would certainly worry about it i think our policy on honduras is an embarrassment to the united states. it's contrary to our own interest. nobody has ever explained why it is we are doing this other than a knee-jerk reaction to a

good evening. i take it there is no information update since the last time you and i spoke, right? >> no, there isn't. thank you for having me on tonight. greta: christine, i know you want to talk to the president of iran. has there been any indication that he is willing to do that since he is now in the united states? i know you have traveled as well to iran. is there any indication that he will talk to you within the next 48 hours? >> i have no information that he will talk to me. i am hoping that that will happen. this is the third year in a row that i have come here to new york in hopes of meeting with him. greta: all right. he is on american soil. but, of course, he is there as part of the u.n. so he is protected by that fact. has the united states government said to you, christine, your husband is an american. he is a former fbi agent as well. we really want to help you out. as long as he is in new york, we are going to ask -- we are going to try to help you out getting to this president to help you get answers. >> i hope so. i have not received any information that a meeting will take place. but i'm hopeful that at any

given time anyone who can will bring up my husband's case. greta: do you feel -- and i suspect this, just from watching from afar that basically you just got the giant run around. >> a run around, i don't know. right now i just don't have any information about whether this meeting is going to happen. i'm still hopeful and i have been promised that if it will happen they will let me know. greta: do you believe that someone in authority in iran knows where your husband is or what's happened to him? >> i believe someone in iran knows what happened to him. who that is, i don't know. i don't know anything about where he is today. i know no more than i did when he disappeared on march 9, 2007. and i'm hoping that someone hearing this story tonight will be able to help me find him and bring him home.

what inspired her? you have to wait until may 2010 to find out. a new york giants star plaxico burress caught the winning touchdown in the super bowl, but tonight, he is in the slammer, sentenced for two years for a weapons charge. he took a loaded gun into a new york nightclub, and then, believe it or not, he did something even dumber. he shot himself. he pled guilty to a lesser charge. with good behavior, he could serve 20 months. pharmaceutical suicide. that is how one pharmacist described a description given to him to fill for the late actress anna nicole smith. after her son daniel died, a pharmacy in california received a massive prescription order to fill for anna nicole. the prescription was written by her psychiatrist. the pharmacist refused to fill
