rainbow-stealing peg -- pegasus. no, he is just blaming his staff. >> i don't want to be critical of the committee, but common sense dictates that members of congress should not be beheld responsible for -- >> this is a fox news alert from new york. i'm marianne. a massive 8.8 earthquake rocking chile. the tremor striking near concepcion slightly offshore. the tsunami warning center issued a warning for chile and peru and a less urgent tsunami watch for ecuador. the center saying an earthquake of this size has potential to generate a destructive tsunami that can strike coast lines near the epicenter. the u.s. west coast tsunami center didn't expect a tsunami along the west coast of the u.s. or canada, but it is continuing to monitor the situation. this quake is shaking buildings and causing blackouts in parts of the

capital of santiago. that's about 200 miles from the capital. there are no reports of any injuries or damages. the earthquake struck at 3:34 a.m. local time. that's 1:34 a.m. eastern standard time. to give you a little information about concepsion, it is the third largest community with 2,000 people, but it has nearly 900,000 people that live in the region making it the second largest population center, urban center in the country. this area is no stranger to violent earthquakes like this one. the town of concepcion was moved after the buildings were totally erased by earthquakes numerous times over a period of 200 years. chile holds the record for the largest earthquake in the world. it was a magnitude 9.5 quake that struck the south american country in may of 19ict 60 and -- 1960 and killed 1600 people. once again, a massive 8.8 earthquake striking off the

the pacific tsunami warning center issuing a warning for chile and peru and a less urgent tsunami watch for ecuador, columbia, panama, costa costa rica and antarctica. they say a quake of this size has potential for a destructive tsunami that can strike coast lines near the epicenter. the u.s. west coast tsunami warning center said it didn't expect a tsunami along the west coast of the u.s. or canada, but it is monitoring the situation. the quake -- the u.s. west coast again not worried about it striking here, but they are monitoring the situation. there are reports of blackouts in the capital city of santiago in chile. that's about 200 miles from the epicenter from concepcion which the earthquake struck in the water off the coast of concepcion. we have learned some buildings have collapsed. goodn, that's close to the capital where people say they felt tremors. there are some collapsed buildings. again, this is an 8.8

magnitude. so this is a massive earthquake. so far we have not received reports of injuries, only damage estimates so far of the collapsed buildings. struck about 3:34 local time. joining us by phone is jen ross, she is a free freelance reporter. jen, can you hear me? >> i am here, yeah. >> did you actually feel the tremors? what was it like? >> yes, it was an earthquake. we were sleeping. the earthquake happened around 3:40 in the morning. immediately you could hear things falling off of the shelves, the door shaking, the whole apartment -- i live in an apartment on the 6th floor" everything was rattling and there was a lot of noise outside and pottery breaking. it was the largest earthquake that had happened in chile in more than 20 years. it was noticible by any means. >> and you know, jen, you are asleep.

when you are awakened by this, did you immediately realize what was going on? did it take you a second to realize it was an earthquake? >> it did. normally chile is a seismic country. it is very normal to have tremors periodically. as soon as you wake up you feel it and you wait alt while. there was definitely a difference in the intensity. i ran to my 2-year-old daughter's room to pick her up. she was really scared. >> i can imagine. what was your first immediate thought? here we are on the heels of haiti, such a destructive earthquake there and what were your immediate thoughts, okay this is an earthquake and you ran to your daughter and then what did you do at that .? >> my daughter and husband and i were standing in the door frame which is safest place to be in an earthquake. i did feel safe because chile has the advantage over haiti of being a seismic country and the apartments are all built

with very secure construction that controls for movement in an earthquake. so i knew where to be. i felt safe in terms of being in the house. my concern now is more about gas leaks and expleetions. -- scpekz plosions. we have seen a number of them. all of the electricity is out. and all you can see is periodic explosions of fire. that happened because of movements. that's really more of the concern right now. but we have been hearing radio reports. that's all we have right now. it is about what's been happening in the region. there have been a number of bridges that cloopsed -- clapped further south. the good news is this happened in the middle of the night so there weren't many people using the bridges. and haiti happened in the middle of the day, but as soon as things start to shake you start to wonder is this going to be big. certainly this intensity is

greater than what happened in haiti, but i'm sure that we will see over the coming days the loss of life and infrastructure is much less because chile is prepared. >> tell us a little about where you are. are you in concepcion. >> no, i am in santiago. >> where the tremors were tell. if you veered anything about a -- have you heard anything about a tsunami? >> they just lowered the warning of a tsunami. they said the national emergency service has now discarded that possibility. >> at this point have you gone outside to see what's going on , try to find out if there is anything you can do, or are you staying inside? >> we are told to stay inside. we are being told to stay inside and that is the most safe place to be at a time like this because of the risk of explosions and debris

falling. so people are calling each other on the phone. luckily the phones are working. some people are gathering in the lobbies of apartment. we saw a northbound of cars on the streets right after the earthquake hit. people going to check on relatives they couldn't reach via the phone. we haven't been outside, and we have seen some explosions so it is not safest place to be. >> i can only imagine. and you mentioned the structures and they are well built. because this area has a history of earthquakes, we talked about early that the city of concepcion was moved because of a period of several massive damaging earthquakes over a period of 200 years. that the people would be prepared for something like this and the structures -- at least the building you are in, things shelf off the shelves, but what is it looking like so far?

>> well, certainly chile is very prepared. all buildings that are more -- are larger buildings are well built. however, chile has areas that are shanty towns and more precariously built. in the south, in concopcion, you can gee more of that. they are the poorest area in the country. it has some of the poorest pockets. there may be more human life and some more damage to buildings in the epicenter than you would ind foo for instance up north in santee yaw go. >> jen, are you hearing anything as far as what things look like in con accept see i don't know. collapsed buildings and things like that, but are you hearing anything there as far as what we might see as daybreaks

tomorrow in concepcion. >> we heard of the collapsed bridges. we heard about one death so far reported. it is in a town that is further south. it is another 5 hours court -- south of concepcion. in terms of -- i think it is quite early to get a sense of that. and because of the time is has struck, it may be not until later tomorrow or later this morning i should say that we really get a sense of the damage. >> and since this area is earthquake prone and buildings hopefully are built to withstand earthquakes, what can you tell us about preparations, about what people are told. in the event there is an earthquake, are you some sort of protocol you follow or steps you need to take to make sure your family is protected.

>> yes, we are all uh unsh -- all attuned to that. we need emergency gallons of water in the house. we have emergency flash lights , candles and so forth. light and emergency flash lights are more useful because of the gas leaks and so forth. you turn the gas mains off as well as far as that happens and the electricity has cutoff a number of area, but i can see other part of the city that has electricity. and so there are emergency generators in all buildings for the elevators. you are told to keep inside and while the earthquake is happening to be under a door frame and not under furniture. a door frame is much more secure than thaings falling on top of furniture or furniture can i'm implode or collapse. there is any sort of falling cement.

of course in our building and our you a part meant, we could see cement that have fallen from the corners and pieces in the hall that have completely fallen down. but because this billing is prepared and it is a 27-year-old building which withstood the 1986 earthquake, we are much better prepared for this. and the structure is very sound. we know that in our immediate surroundings we are okay. but it is not always the case everywhere. we will start to get a sense of how widespread the damage is in the next few hours. >> the u.s. geological survey is saying a tsunami was generated. it may have been destructive along the coast. jen, what have people been told as as far as if an earthquake strikes and the possibility of a tsunami and how do you prepare for that? >> a tsunami is a possibility

along all of chile ea coastline. it is a thin country that runs more than 4,000 kilometers down the coast. so every single town except santiago which is to the on the coast. ut every town -- but every town bordering the area is ready. as soon as an earthquake is felt, they head for the hills. that's the exception from santiago where you stay in the house. you have to go to higher ground in case of a tsunami. in fact, chile has had one of the largest suenamis and the largest earthquakes. so we have very attuned to the possibility and the island of -- actually there is a tremor happening right now, an aftershock. it is a relatively strong one,

the door is shaking. in any case further south a tsunami particularly wiped out the island in 1960. most constructions were destroyed by the force of the water. in fact, water is a more destructive force than the earth quacks in many cases. it is new to us. we are getting radio reports right now about the risk of the tsunami being down graded. ifw have heard different then -- >> you just talked about people literally just running to the mountains and run -- running to hills. you talk about the possibility of a tsunami. i can to talk about concepcion. we are talking a lot of people. i can't imagine the chaos that would create when you have a bunch of people running for higher ground. what can you tell us about

that and about the steps you would take to make sure that it is not chaotic and these people can actually get to higher ground if necessary. >> definitely would be chaotic. the advantage concepcion has is there are a number of lakes in the city. so the number of people living on the coast is less so than it would be in other coastal towns. a lot of people live on the lake that is sort of more to the center around the rivers and the lakes. but definitely chaos. it is the third biggest city in santa yaw go. but the population is -- in chile it is a million. >> you are talking about a lot of people. >> it is a large number, and there will be a payoff for people worrying about the tsunami instead of seeing the

damage in their homes and on their streets. i'm sure there definitely is a lot of concern, a lot of chaos going on at the moment. because of concopcion's geography, they were better protected than the other ones along the water. >> you sound calm as we are sitting here talking, and you said you just felt another tremor. what are you thinking when you feel the -- another tremor? are you ready to maybe -- will you even go somewhere else or stay where you are? >> no, i am going do stay where i am. this is the safest place to be. unless we hear an explosion in our building, we are not gonna go anywhere. of course, when you have a young daughter, your immediate concern is -- in an earthquake the possibilitying glass and

you want to move to a frame away from the windows. our windows opened. they were not locked and we have sliding windows. because of the shifting movements, the television is in the middle of the -- the television on a stand with wheels was in the middle of the floor of the decorations have food. -- middle of the floor. you can see what is happening. during the quake everything is dark. for several days we are going to feel aftershocks. we are feeling aftershocks every few minutes of very mild ones. the sort of tremors we would get on a regular basis of the it is normal to feel a tremor of a low intensity, maybe 3 degrees on the richter scale every few months. >> it sounds like you have been through this before.

>> i have never been in an earthquake in chile, just tremors. but this is an either quake. >> how did this compare with the tremors you have been through. if you could describe what it was like to be jolted. object us whily you were jolted out of bed. >> in a tremor you fee the bed shaking and moving and you wait. you don't hear things fall around you. you don't hear the walls shaking. you definitely have difficulty walking. we went to close my daughter's door to put her back to sleep and the door doesn't fit in the frame the way it did before. so the structure of the buildings shift. during the quake itself it is scary. my husband is from aruba and he has never been through an earthquake. so he was just standing in the middle of the room like, what do i do? where do i go?

i ran and picked up our daughter and ran to get her in the door frame to see there was no possible glass breaking from the windows. as everything is shaking, you kind of go is this one going to do something serious here? are the windows gonna break? are the walls gonna come down like they did in haiti? it goes through your mind. logically, i know the buildings are prepared here. but because of the shocking images we saw recently, this is definitely something that goes through everyone's mind as you are feeling it. >> i want to go back and talk more about concepcion. >> we are getting a report of a second death. so another strong aftershock right now. >> the reports you are

getting, did it tell you where the second death occurred? >> the second death? where did that occur? in santiago, in the capital. >> in santiago. >> my husband is listening to the radio while i am on the phone. >> you said when you look outside everything is pitch black. tell us what you can see right now, if anything there in santiago. >> we can see some lights on top of buildings because they have emergency generators. everything is pitch black. and a capital the size of santiago with 6 million people, there is always light. to see the city pitch black is quite something. you can see the lights from cars going by or some of the lights at the top of the buildings sen satly -- essentially indicating they have emergency generators. they need them because of air planes passing by and so for. -- so forth president there are lights, but it is

definitely dark and different from what you would see on many other times. chile is used to tremors, but we haven't had a major earthquake since the 80s. this is at least, in santiago we have had in the north a few years ago. but something of this magnitude generally happens once every 10 years. we knew that we were overdue. it is just a matter of time. and it is a large one, but hopefully it won't be so large in terms of the cost of human life and vital infrastructure. >> let's hope. and when you talk about concepcion, how prepared the city of concepcion is for a quake of this magnitude. every plans and prepares for something like this.

how prepared do you think they are at this point to deal with something like this? >> i think the more time that goes by since having a large earthquake, i think people can tend to forget the risks to some extent. there are people who never lived through one. so what can happen is -- and people worry about this when they buy new buildings or housing and construction, built in the last few years, and they think, will this be that seismically safe? this building was built quickly. do you think they would cut corners? do you think it is that well built. co ncepcion may have a greater

number of people who live in housing and who lives in areas that are more like shanty towns. they may have a greater impact in terms of human life just because of the lack of proper infrastructure. >> are you hearing anything else? i know you are getting regular reports there monitoring a radio. are you getting anymore reports coming in from concepcion? >> no, not much from concepcion. >> are they safe, are they sound? as i said a couple weeks ago a lot of the geologists i talk to said it is important to go back and make sure these buildings are reinforced because if by the off chance there is a massive earthquake,

that's their biggest fear, the buildings collapsing like in haiti. but the buildings there are reinforced. and this is something that has been prepared for. can you tell us -- >> definitely. chile is very prepared because it has always been a seismic country. we not only have earthquakes periodically but we have a number of volcanoes that can cause seismic activitieses. it is something that people have to live with. they have to be prepared. the degree of responsibility of building an infrastructure is high. with a quake of this magnitude, there will be damage. but we are better prepared to withstand something like this off haiti. they didn't have the

infrastructure or even the knowledge of what to do. >> jen, thank you of so for being with us. and thank you for telling us about your experience. a freelance reporter with the christian science monitor. thank you and stay safe. >> to tell you a little more about this area, where this efert quake struck -- earthquake struck, chile holds the record for the largest earthquake in the world. it was a magnitude 9 .5 that struck the south american country in may of 1960. we talked about that with jen ross. this one is an 8.8 magnitude struck off the coast near concepcion. the capital is about 200 miles from the epicenter. there are collapsed buildings and as we talked to jen ross, the freelance reporter in santiago, she received reports of a couple people have died

as a result of the earthquake. again, an 8.8. that's massive. to give you an idea, haiti was a 7.0. we saw the damage that that caused. jeep who is in -- jen who is in chile talked about the structures, they may thought be reen forced. there may be poor areas where the structures are not built to withstand that kind of magnitude of an earthquake. again, concepcion, the third largest urban center with a population of 900,000 people who live in the area. so the second largest urban area in chile, and it is not far from the epicenter of where this earthquake struck. right now i've got randy baldwin with the united states geological survey joining us on the phone. randy, can you hear me? >> yes, hello. we just talked about the

magnitude of the earthquake and the damage it can cause. >> it is usually a factor of how close a proximity it is to population centers. this earthquake is located self-hundred miles away from santiago. but as you mentioned, there are several other fairly significant cities in the region. concepcion is another one where they received -- where they have thousands of resent did. and there are other cities and towns with several hundred thousand residents and other smaller towns with around 30,000 population. >> when you are talking about the population centers, what is the biggest fear? i have spoken to several geologists and they say it is the buildings. we are worried about the

buildings that are not built well. that's where you have the injuries and the deaths. in an area like this as we have been talking about. we have experienced earthquakeses for hundred of years, the town of concepcion was moved because of the earthquakes. and what can you tell us about what it does for something in this place? >> it is hard to say how much the buildings have been upgraded over a time period. you may have some cities that are somewhat older and may have been constructed with more brick and mortar-type construction techniques whether they have been retrofitted or not, you know, to handle the big quakes, i am not really sure. when you have a magnitude 8 quake, if the quake is you curs anywhere in the world you can probably be expecting

significant damage on the structure and in the area. >> one of the questions we had, it struck off the coast and in the water. does that affect how much damage can be caused? would that ease the amount of damage, the fact it daw cur off the coast? >> no, we actually have the location right along the coast. the location might move just a little bit as we get ducial data and from around the world. stations around the world. it wouldn't significantly affect anything here. again that proximity of the city to the location. and as you mentioned, this is an area that generated large damaging quakes in the past. >> one of the things that strikes me with these things is with earthquakes, you cannot predict them.

hurricanes you can predict and tornados you can somewhat predict, but that's one thing geologists said, we can watch these areas and monitor them, but there is no way to predict. what can you do? >> that's correct. no prediction on a quake like this. but we know it was in an area of seismic hazard. the island is located off the coast of -- in the pacific ocean off the south america plate. you have the plate that is diving beneath the south american plate, and where this boundary occur sais place where you have quite a bit of seismic hazard risk. randy, you talked about the plates. most people are going, wow,

that sons -- sounds intracate. but it does make a difference. i mean, the kind of earthquake, i know there are two or three kinds of earthquakes and that has a lot to do with it as well. >> that's correct. this is what we consider a sub ducks zone earthquake and occurs right along where those two quakes are sliding one under the other. >> and does that mean more damage, more of an impact or less of an impact? >> it doesn't say anything necessarily about the damage. but it does say about the seismic risk of the area. it is a well-known area of size i can in risk that has produced large earthquakes in the past. >> so as a well-known area, as an area with massive earthquakes, 9.5 quake that struck in may of 1960, what

can people really do there? what have they been doing as far as preparations go and planning? that's all you can do, correct? >> correct. and i'm not sure if additional precautions were taken at that time or not. >> when you are talking about monitoring area like this though, i know there are certain areas all over the world that are monitored for seismic activity. what are some steps you take as far as monitoring goes. is there really anything -- we talked about the fact you can't pre duct. really you can just advise local and state governments and the governments of these countries to teak steps to repair. >> we have stations available to us for seismic monitoring all over the disbloab. and these stations help us to

locate the quakes on a realtime basis just a few minutes after a quake occurs. people around the globe and our stations picked this up and we are able to identify where the earthquake is located. so basically and it helps to have a picture of the location and be able to provide the location to the affected country. >> you know, as soon as we heard about this, that's one of the things that we were talking about is the fact that -- we heard about it pretty quick. we heard about it fast. >> talk about how important it is once you know an earthquake has occurred, what is the next step? >> well, it is very rent po -- very important to released the location of the earthquake. if it had occurred under the ocean somewhere, it would
